A message from our Keynote Speaker

I'm excited to attend my first Indiana Digital Government Summit as the state's CIO. This is a great opportunity to engage with innovative sessions and connect with government professionals from across Indiana.
I'm looking forward to meeting with IT leaders and staff from counties, cities, and state agencies statewide. These face-to-face conversations are invaluable for building the partnerships that drive real progress in how we serve Hoosiers through digital government initiatives.

Warren Lenard

Chief Information Officer, Indiana Office of Technology

Warren Lenard was appointed by Governor Mike Braun in March 2025. Lenard is a senior IT executive who has worked for organizations of all sizes in vertical markets such as retail, entertainment and media, legal and, most recently, automotive financial services. He serves as a mentor for up-and-coming leaders, is a major supporter of women’s leadership organizations and is active in various councils and charitable causes.
Prior to joining IOT, Lenard served as the Chief Information Officer for the Byrider automotive dealerships. During his time at Byrider, Lenard led the IT organization through organizational, technological and cultural change touching all aspects of the business as well as company culture.
In addition to corporate IT roles, Lenard serves as the President and SIM Enclave Chair of the Indianapolis Chapter of The Society for Information Management. He also is a member of the City of Carmel IT Advisory Committee and has worked with Butler  University in advisory and coaching capacities.

As a founding partner of digital strategy firm, Future Point of View (FPOV), Scott lives on the leading edge of technology and innovative thinking. Scott speaks to large audiences worldwide about the intersection of humanity and the Digital Transformation. Through FPOV, Scott provides advisory work for clients including Fortune100, SMB’s and government entities. This work has driven him to develop unique concepts such as the HUMALOGY® Scale for measuring the amount of human or machine involved in a system or process, and the Rivers of Information® process for building learning eco-systems. He also pioneered a framework for looking accurately into the future of an industry sector in order to set organizational strategy: The High Beam process.
Scott co-founded Alkami Technology (ALKT), the developer of a second-generation online banking platform with innovative features non-existent in current systems. The company went public in 2021 at a $3billion valuation and is today headquartered in Dallas with over 350 employees.
Scott is recognized globally for his unique ability to accurately predict future digital trends and explain the logic behind why these will alter the current status quo of the economy and society. While business application of his insights is extremely valuable to leaders and companies, he is also motivated help improve the impact post Covid environments are having on people and their daily lives. Technology has been increasingly driving change and stress and recent events are amplifying this problem. He has a unique perspective on how to manage the personal toll technology is causing people, teams and organizations.
Even as a young child, Scott was destined to see the world through a Humalogy® lens. His father was a programmer for Boeing and his mother was a counselor who mixed many philosophies into her practice of helping people in life. To this day, he is a hybrid of a technologist and humanist who strives to find a hopeful future in blending the two.
Scott has the ability to entertain, inspire, and enlighten audiences, while helping them gain new perspectives about how technology is impacting us. Scott never does a canned presentation with the exact content across events. He sets himself apart from other speakers by architecting his content with the latest examples, current events and trends relevant for the keynote he is delivering.
He is equally adept at giving large stage keynotes, speaking to small boards of directors, facilitating half and full day workshops, and doing break-out sessions. As an added bonus of his presentations, attendees come away learning how to be a better facilitator, speaker or presenter by seeing Scott use different applications and technologies to engage audiences either in a virtual, hybrid or in person setting. The best measure of his ability to inspire and inform audiences is the high percentage of speaking clients who bring him back for follow up work with their audiences.
He produces a podcast titled “The Digital Optimist” in which he delivers ideas about the transformation of humanity through the impact of technology with a positive and hopeful lens. He also writes a blog titled Digital Awakening – both can be found at his website at www.klososky.com.

Collin Hill is the Chief Information Officer (CIO) for the Information Services Agency (ISA), a division of the Consolidated City of Indianapolis-Marion County (City-County). As CIO, Hill ensures that more than 45 local government agencies and departments have access to secure information technology, which enables them to deliver reliable, user-friendly digital services to Indianapolis and Marion County residents, businesses, and visitors.

Hill began serving as Chief Information Officer in January 2023, first as interim and officially appointed in February. Hill also served as ISA’s Chief Technology Officer after his promotion from Application Services Manager and held a trusted role during the technology planning and build-out phases of the Community Justice Campus.

Before joining the City-County, Hill worked in multiple roles with Indiana University - Indianapolis, IUPUI and private sector Managed Services and Logistics companies. Hill has over 20 years’ experience in the IT industry and holds several certifications including CISSP, CISM and CDPSE.

Elaine Kan is the Chief Technology Officer at the Indiana State Personnel Department (INSPD), where she leads digital transformation initiatives to modernize HR practices across state government. Since joining INSPD in January 2022, she has brought over two decades of IT infrastructure experience, with a strong track record in enterprise messaging, collaboration, and identity platforms.
She began her public service career at the Indiana Office of Technology, where she oversaw major enterprise implementations and agency consolidations. She led the successful statewide implementation of Microsoft 365 and Azure Active Directory (now Entra ID), a major modernization effort that transformed Indiana’s digital workplace and identity infrastructure. Her career spans both public and private sectors, where she has consistently broken barriers as a pioneering woman in technical infrastructure consulting. Known for her strategic vision and technical depth, Elaine continues to drive innovation to better serve Hoosiers.

Senior Fellow, Center for Digital Government 

Bryan J. Langley was appointed as the Senior Advisor at Cyber Florida to lead and coordinate public and private efforts developing Florida’s critical infrastructure risk assessment, to include writing a report to the Governor, Legislator, and the Cybersecurity Advisory Council with recommendations to protect FL’s critical infrastructure from major cybersecurity incidents and events.
Previously, Bryan served as the senior vice president of defense development at the Indiana Economic Development Corporation, where he implemented the strategic plan for long-term state investment in the defense marketspace, with the goal of tripling federal defense investments by December 2024.
Bryan served as executive director of the Indiana Department of Homeland Security and the Homeland Security Advisory (HSA) for US DHS, where he oversaw the State Fire Marshalls Office, Emergency Management, State Building Commissioner and chaired Indiana’s School Safety and Cybersecurity Boards.
He served as global security manager at Columbus-based Cummins Inc. (NYSE: CMI) and as a senior consultant at Booz Allen Hamilton Consulting. He also worked in the White House as the U.S. assistant chief of protocol under the George W. Bush administration.

Denise Linn Riedl is the Chief Innovation Officer (CIO) for the City of South Bend and Head of the City's Department of Innovation & Technology (I&T) which houses information technology, data, digital services, and customer experience functions. Under her leadership, I&T earned multiple state and national recognitions including What Works Cities Gold Certification, the NDIA's Visionary Digital Equity Trailblazer Designation, and a Techpoint Mira Award. Before joining the City of South Bend in 2019, Riedl led smart city and civic technology projects in Chicago at the Smart Chicago Collaborative and City Tech Collaborative. Riedl started her career in the Spectrum Auction Division of the Federal Communications Commission. Writings include The Next Generation Network Connectivity Handbook (2016), The Chicago School of Data (2018), and Toward Inclusive Urban Technology (2020). Riedl is a board member of the Benton Institute for Broadband & Society and a member of the National League of Cities AI Advisory Committee. Riedl received her B.A. from the University of Virginia and her M.P.P from the Harvard Kennedy School of Government.

Leah McGrath serves as Executive Director for GovRAMP a national non-profit advancing cyber security for State & Local Government. McGrath dedicated more than 1,000 hours in 2020 working alongside Steering Committee members to develop StateRAMP’s governance and policy framework. Ms. McGrath was recognized for her work with StateRAMP in 2023, when she was named a Government Technology Top 25 Doers, Dreamers and Drivers. Prior to her work with StateRAMP, McGrath held leadership positions in both the public and private sector, including serving as the first deputy mayor of the City of Fishers, Indiana from 2015 - 2019. During her tenure, the City of Fishers transformed from a town into a smart, vibrant, entrepreneurial city and was named in 2017 the #1 Best Place to Live in America by Money Magazine. In her role, she helped lead modernization efforts and spearheaded city-wide efforts to develop its first long-range comprehensive plan. McGrath’s 20+-year career has been focused on working to improve government outcomes at the state and local level, helping shepherd government into the digital age, securely and effectively, for the citizens it serves. McGrath is a graduate of Purdue University and resides in Fishers, Indiana with her husband and three sons.
