Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Illinois Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Teri Takai - Featured Speaker

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Ron Guerrier

State Chief Information Officer and Secretary, Department of Innovation & Technology, State of Illinois

Ron Guerrier serves as the State of Illinois Chief Information Officer and Secretary for the Department of Innovation & Technology (DoIT). Illinois Governor JB Pritzker selected Guerrier to serve in these roles in March of 2019, based on his extensive background and leadership in the innovation and technology fields.
Guerrier has more than 20 years of experience managing technology in the private sector and has served as chief information officer for multibillion-dollar companies since 2012. Most recently, he held the position of CIO at Express Scripts, the nation's largest pharmacy benefit manager, and functioned in the same role at Farmers Insurance Group from 2015 to 2018. Prior to that, Guerrier spent 17 years at Toyota North America, rising from an IT manager to division director to chief technology officer to vice president and chief information officer.
Guerrier earned a bachelor’s degree in economics and finance from the University of Illinois at Urbana-Champaign, and a master’s degree in operations management and supervision from North Park University. In addition, he has earned a certificate in IT management from the University of Chicago Booth School of Business, an executive certificate in developing organizational innovation from the Massachusetts Institute of Technology – Sloan School of Management, a certificate in innovation from the University of California, Berkeley; and a certificate in IT performance management from Boston University Questrom School of Business.
Guerrier serves as the Chairman of the Board of IS Associates at the University of California, Los Angeles and is the Executive Advisor for STEM Advantage, a non-profit organization that opens doors for young women and underserved communities to pursue their dreams of a career in science, technology, engineering and math (STEM). Guerrier sits on the Board of Directors of SBP (SBPUSA.org), an organization which assists with the rebuilding of homes after natural disasters.
Throughout his career, Guerrier has earned numerous honors and awards, including Crain’s Chicago 2019 Tech 50 Award, the 2019 Top Technology Executive to Watch from HMG Strategy, CIO Breakaway Leader of the Year, Digital Edge50 Award, CIO Lifetime Achievement Award, and was included in the Most Powerful Executives in Corporate America List. He has also written numerous articles for publications such as Entrepreneur, CIO Review and Fortune Magazines.

Dessa Gypalo currently serves as the inaugural Chief Data Officer for Cook County, IL. At Cook County, her focus bringing a culture of data to the county while leveraging existing data assets to make informed decisions. In her short tenure, she has laid the groundwork to build a robust data analytics operation and enhanced the County’s Open Data presence. Previously, she led data teams and initiatives at NGP VAN/ EveryAction, Enroll America, and Obama for America. Over the last decade, Dessa has worked with local and national political campaigns, as well as provided data support for numerous nonprofit organizations.

Terance Henry is someone who has found a way to squeeze 25 hours out of every 24-hour day. After 13 years of being self-employed, along with teaching ebay and computers at a local junior college, his list of achievements include. Being known as one of the first in Southern Illinois to start an ecommerce business called Tbay Online Sales, along with his other company Si Small Biz which offered IT consulting, marketing and website development. He is the winner of the Class of 2010 Southern Illinois Business Journal Leaders Among Us, 2018 GMIS G2 Award government to citizen, 2016 Finalist of the NAGW Pinnacle award, 2015 ACEC Illinois Merit Award for cemetery work and much more. In 2012 he began working for the City of Marion as their first IT Director, now Marion is considered to be on the forefront when it comes to technology in Southern Illinois.

Krishna V. Iyer, PhD

Acting Chief Data Officer, Department of Innovation & Technology, State of Illinois

Krishna Iyer joined the State of Illinois as the Chief Data Scientist in 2016 and has been serving in the role of Acting Chief Data Officer since October 2018. He has obtained his PhD in engineering sciences from University of Connecticut and his Bachelors’ from the Indian Institute of Technology, Bombay, India. Prior to the State, Krishna has held leadership roles in technology delivery, product management, six-sigma methodology, step-change performance improvements and in mission-critical innovation projects. Krishna has been creatively extracting value from data for about 17 years in private sector and has applied insights across the spectrum, from research, development through to production and life-cycle management. He sees tremendous opportunity in public sector for a data-driven approach and has a strong desire to improve services for the citizens of Illinois. He was placed by Corinium Intelligence, amongst the top 100 innovators in Data and Analytics in Americas for 2018.

Omar Sandoval

Omar Sandoval

Director of Information Technology, Naperville Park District

Omar joined the Naperville Park District in February of 2008 as an IT Helpdesk Technician. He was promoted to Network Engineer/Network Administrator in 2010, in 2014 to IT Manager, and in January of 2017 to Director of IT. In June 2019 Omar earned his Masters of Science degree in Business Analytics with a concentration in Business Administration from Benedictine University. He is also currently an adjunct professor at College of DuPage, in the CIT department.
Omar was honored with a Distinguished Services Award - Public Employee, by the Naperville Jaycees in 2016, which recognizes extraordinary service of individuals and organizations in the Naperville community, and in 2018, he was one of the recipients of the “Four Under 40 Achievement Award”, presented by the Naperville Area Chamber of Commerce. Most recently, his District was recognized by Government Technology Magazine with awards for Technology Innovation in their Operations and Citizens categories.

Matt Schmit

Deputy Director for Broadband, Department of Commerce & Economic Opportunity, State of Illinois

Matt Schmit joined DCEO as Deputy Director for Broadband in September 2019. In this role he will direct the Office of Broadband and oversee the state’s historic $420 million investment in broadband through the Connect Illinois program.
Over a 15-year professional career, Matt has engaged public policy from various perspectives and wearing different hats: as state legislator, leading on such issues as infrastructure and economic competitiveness; as academic researcher, published author, and university instructor; and as independent consultant working with a wide variety of stakeholders and topics.
As a former state legislator, Matt lead Minnesota’s push for ubiquitous broadband service through creation of the state’s Office of Broadband Development and related “Border to Border Broadband” grant program, which is considered the standard for state broadband investment.
Throughout his career, Matt has enjoyed consulting, collaboration, and research primarily in the areas of technology deployment, infrastructure investment, and economic development. Integration of 21st century infrastructure is a primary focus of his work – and his research. For the past decade Matt has maintained active membership on a standing committee of the Transportation Research Board, a branch of the National Academy of Sciences.

John Sullivan

John Sullivan

Director, Department of Agriculture, State of Illinois

John has been involved in agriculture his entire life. Born and raised on a farm in western Illinois, he currently lives with his wife, Joan, on the family-owned and operated farm just north of Rushville in Schuyler County. For 20 years, John was a partner in his family’s real estate and auction business.
In 2002, John successfully ran for the Illinois State Senate, representing the 47th Senate District from 2003 to 2017. The 47th District is the largest Senate district in the state, including all or parts of 13 western Illinois counties. During his time in the Senate, John served as chairman of the Senate Agriculture and Conservation committee and worked on many issues that affect farmers and agriculture.
John and his wife Joan have four children, three daughters-in-law, and seven grandchildren.

Executive Director, Regional Technology Services in the Division of Information Technology (DoIT), State of Illinois

Marc Thorson is the Executive Director of Regional Technology Services in the Division of Information Technology (DoIT). He oversees all aspects of NIU’s broadband, Internet service, and technology service offerings to communities, school districts, and other government and nonprofits organizations.
Prior to joining NIU, Marc has worked in the local government Information Technology field for over 20 years. He is passionate about Information Security and data-driven decision making in environments with resource challenges. 
Marc is also an adjunct instructor for the nationally ranked Northern Illinois University Master of Public Administration program. The course focus is educating future local government and nonprofit leadership on what Information Technology does, why it is a critical competency for public organizations, and how to utilize it to its greatest potential in an era of shrinking budgets.
Marc has a Master of Business Administration from Northern Illinois University with a focus on Management of Information Services and Marketing.  He is the Marketing Director GMIS International, Committee Chairperson for GMIS Accreditation, and Past President for GMIS Illinois.
