Opening KeynotePlaza G/HCollateral Change: Finding Balance in Our Digitally Evolving WorldMichael Hakkarinen, Instructional Technology Specialist, Utah Education Network Is there any doubt that this is the Age of Disruption? Technology is rending the fabric of society as we know it, driving historic levels of transformative change and mindboggling opportunities. But what are the consequences of this disruption on the lives of everyday citizens? The ramifications run deep, and it’s time to shift our focus from the technology to the resulting “collateral change” in human behavior. We’ve long passed some serious tipping points. This provocative session explores new communication paradigms, runaway device infatuation, generation gaps, radical education, future game-changers and creative ways to engage the “new citizen.” |

Concurrent SessionsNext Generation AnalyticsPlaza AMore and more government organizations are looking to advanced analytics to streamline procedures and processes. The latest trend is to focus on enhancing the customer experience by using next generation tools, including predictive analytics, text analytics, geospatial analytics, big data analytics, data visualization and more. This session outlines ways to leverage data to drive smarter decisions, faster responses and better service. Sean Conlin, Principal, Strategy & Operations Consulting, Deloitte Dessa Gypalo, Chief Data Officer, Bureau of Technology, Cook County Krishna V. Iyer, PhD, Acting Chief Data Officer, Department of Innovation & Technology, State of Illinois Strategies for Smart CommunitiesPlaza BThe concept of smart cities has been around for a decade, but it’s only in the last few years that it’s really picked up steam. The technology drivers are well known: sensors, Internet of Things (IoT), machine learning, artificial intelligence, 5g wireless, fiber networks, big data, et al. But implementation is another matter. There are a lot of moving parts. This session includes a local success that is getting national attention and explores how to strategize your own smart evolution. Michael Pegues, Chief Information Officer, City of Aurora Charles Purma, IT Project Manager, City of Austin, Texas Citizen Inclusion and Digital EquityPlaza COne in five Americans live in rural areas and both they and underprivileged urban residents have limited access to important technologies. Meeting their needs is one of the great challenges – and joys – in government today. Technology advances are making almost anything possible, limited only by a willingness to innovate and to investigate new solutions. This session covers trends, standards, mandates and emerging technologies. Matt Schmidt, Deputy Director for Broadband, Department of Commerce & Economic Opportunity, State of Illinois John Sullivan, Director, Department of Agriculture, State of Illinois Not Your Father’s Shared ServicesPlaza DNowadays, no one can reasonably claim that government silos are models of efficiency and economy. But conversely, a concentrated “IT monopoly” might not be the best answer either. It’s all about finding the right balance. “Shared services” might sound like a cliché, but they’re really the only way to make meaningful progress as an enterprise. This session discusses new and improved strategies for cross-boundary collaboration and shared services. Emil Lerch, Principal, Amazon Web Services Jennifer Ricker, Chief of Staff, Department of Innovation and Technology, State of Illinois Marc Thorson, Executive Director of Regional Technology Services, Division of Information Technology, Northern Illinois University |

Concurrent SessionsAssessing Cybersecurity Risk, Vulnerability and Chances of SurvivalPlaza ACan we ever be 100% digitally secure in this age of IoT, cloud, mobility, data-sharing, hacktivism, cyberwarfare, et al.? The answer, of course, is no. But at the same time, failure is not an acceptable option for stewards of private information. What can we do to improve the odds? The first step is understanding how to manage risk. Much can be gleaned from debacles and near-misses in the public sector. This session takes a no-nonsense look where governments go wrong and the frameworks and tools that can pave the road to security success in your enterprise. Cindy Compert, Distinguished Engineer and Security Chief Technology Officer, IBM Adam Ford, Chief Information Security Officer, State of Illinois Disruptive Technologies – Are You Ready?Plaza BTechnology is defining the way we live, work, play and govern. The adjective “disruptive” is probably an understatement when applied to trends such as autonomous vehicles, drones, artificial intelligence, ever-smarter devices, robotics and the Internet of Things. This session looks at some of the technologies that are changing the face of society and – inevitably – government. Mike Grigsby, Engagement Leader, Smart Connected Communities Practice, Cisco Terance Henry, IT Director, City of Marion Reinventing the Citizen ExperiencePlaza CIt’s a highly interactive and fast-paced society, and people are getting more demanding about, well, everything. The pressure is mounting on government services, too, and one of the state’s top priorities is to make “citizen-centric” more than just a buzzword. This session takes a look at and creative strategies to remake government’s relationship with its customers into something more stimulating and rewarding. KeynotePlaza G/HWhat’s Your Story?Kelly Swanson, Strategic Narrative Specialist IT is an adventure. Or should be! Every project is a journey, and we need to be better at promoting what we’re doing and how much we’re accomplishing. It’s important to be able to paint a picture that resonates. Data alone is not enough anymore. It’s already over-used, mis-used, abused and fake-newsed. The key is wrapping your data in a way that makes people care. You need the secret ingredient that is probably missing from presentations, pitches, speeches and any situation where you are trying to get buy-in. In this mind-expanding session, you will find out how to go from manipulating to motivating, from communicating to connecting, from telling people what to do to making them want to do it. Learn from the master! |
