Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Illinois Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.
Topics Include:
Illinois is on an impressive digital transformation journey to modernize its decades-old technology, processes and policies to better serve our customers. Under Governor Rauner’s leadership, we are quickly establishing our state as the nation’s first Smart State, and the Digital Government Summit provides an excellent forum to discuss where we are going and how to accelerate progress toward strengthening Illinois as a competitive and compassionate state. It is a team effort and your ideas and innovations are critical to our success. I encourage you to join the discussions and I look forward to seeing you at the Summit!

Concurrent SessionsAll Things CybersecurityPlaza AThe security landscape is growing increasingly complex due to factors such as open government, data sharing, mobility, and escalating expectations by citizens and internal users – all of which open the door to an unsettling variety of risks and vulnerabilities. As hackers continue to innovate, IT organizations will be challenged to keep up. This session looks at the current threat landscape and the strategies, tactics and technologies that are making an impact in the public and private sectors. Akshay Chandu, Director of Cybersecurity, PwC Jeff Fawcett, Customer Solutions Director, Security Solutions, Cisco Chris Hill, Interim Chief Information Security Officer, State of Illinois Jennifer Rominger, Security Programs & Security Awareness, Department of Innovation and Technology – Information Security, State of Illinois View Rominger Presentation Here Reinventing the Citizen ExperiencePlaza BIt’s a highly interactive and fast-paced society, and people are getting more demanding about, well, everything. The pressure is mounting on government services, too, and our challenge right now is to make “citizen-centric” more than just a buzzword. This session looks at best practices and creative strategies to remake government’s relationship with its customers into something more engaging, accessible and beneficial. Tamara Dukes, Vice President, Business Development, NIC Jennifer Schultz, Communications Director, Public Information Officer, Department of Innovation and Technology, State of Illinois The Illinois Blockchain InitiativePlaza CBlockchain is being called the next big transformational technology in government. What is blockchain? In a nutshell, it’s an incorruptible and transparent ledger of digital transactions. Examples include identity management, contract management, financial services, licensing, electronic voting and much more. There is a lot to like. This session provides an introduction to this fast-emerging technology, why it is particularly suited to government applications and how Illinois is leading the way. Richard Morris, Deputy Director of Strategy and Operational Performance, Department of Financial and Professional Regulation, State of Illinois Pete Teigen, Global Government Center of Competence Blockchain SME, IBM View Teigen Presentation Here Sunil Thomas, Chief Information Officer, Business and Workforce, Department of Innovation and Technology, State of Illinois Driving Data SharingPlaza DGovernment needs to adopt a share-first mentality for departmental and jurisdictional data. Its easy exchange should be the default because the risks that come from not sharing data greatly outweigh the risks of opening the gates. There are some important efforts underway to promote data interoperability among state agencies and local government. This session discusses the technologies, strategies and mindsets that can make data sharing a rewarding and viable experience. Moderator: Kevin Harrison, Chief Data Officer, Department of Innovation & Technology, State of Illinois Monica Carranza, Chief Information Officer, Government & Public Employees Cluster, Department of Innovation and Technology, State of Illinois Sanford Hess, IT Director, City of Urbana Amy N. Featured Speaker – CyberstrikePlaza G/HMorgan Wright, Author and Cybersecurity Expert Scenario: The Russian Federation launches coordinated cyberattacks against the Ukraine, taking out large numbers of power plants, crippling water systems and disrupting communications. Massive civil unrest taxes first responders and public services beyond the breaking point. Double agents occupy key infrastructure positions. It is the culmination of a two-year espionage operation and the Russian Federation seizes the country without a shot being fired. How did this happen? A printer cartridge, falsified work histories and routine social engineering. In this riveting session, Morgan walks us through the future of warfare, the critical role of cybersecurity, the importance of properly vetting employees and why traditional network security is failing. |

Concurrent SessionsThe Road to a Smart StatePlaza AThe national focus has been on Smart Cities but Illinois is on a mission to become the first Smart State. Impressive progress is being made and there is room for everyone to play a role, and we can all agree there is nothing smarter than sharing ideas and motivation with peers, colleagues and potential collaborators. This session discusses what it means to be “smart” and why it’s critical to our future. Essam El-Beik, Consultant, Illinois Department of Innovation & Technology, State of Illinois Kevin O’Toole, Chief of Transformation Applications/Architecture and Digital Innovation, Department of Innovation and Technology, State of Illinois Chip Swisher, Director, Smart Solutions Practice Lead, Global IT Services, CenturyLink Optimizing the Workforce and Workplace of TomorrowPlaza BFor years government has widely reported the onset of the “silver tsunami”, and NASCIO has consistently placed “Human Resources & Talent Management” on its State CIO Top 10 Priorities list. The looming retirement wave is driving the need to accelerate innovative recruitment and retention practices in government at all levels, particularly in IT. Questions about mobility, collaboration tools and collaborative spaces are becoming common during the interview process and government is not always prepared to offer competitive answers in today’s legacy environment. This session offers a look at what some innovative organizations are doing to embrace new paradigms in workplace technology, recruitment efforts and talent management. Ken Mancuso, Manager, Application Solutions, AT&T Practical CloudPlaza CThe paradigm has already shifted, and almost every organization has ventured into the cloud in one way or another. Some attempts have been more successful than others; some models have proven more viable than others; and, some procurement approaches have fared better than others. This session focuses on lessons learned, where the industry is headed and how to position your organization for success. Keynote – The Science of SuccessPlaza G/HCatherine A. Sanderson, Ph.D., Manwell Family Professor of Life Sciences, Amherst College Many people focus on the importance of cognitive intelligence in predicting academic and professional success. But a growing amount of evidence suggests that other traits – including the ability to control impulses, manage adversity, find internal motivation, and build relationships – are essential in achieving the best outcomes in both personal and professional relationships. Professor Catherine Sanderson will focus on the importance of so-called emotional intelligence (or EQ) in predicting success, and will provide specific strategies for increasing your own EQ. |

Fast Track SessionsPlaza G/HStanding Up a Statewide SOCCybersecurity is arguably the most serious challenge we face, and Illinois is tackling it from all angles. One of the many initiatives underway is the creation of a Security Operations Center (SOC). The State of Illinois is in the process of rolling out a SOC to help detect, analyze and respond to cybersecurity incidents. This session talks about the initiative and what it will mean to you. Chris Hill, Interim Chief Information Security Officer, State of Illinois Going MobileWe’ve passed a tipping point. Internet usage on mobile devices has now surpassed desktop access, meaning that IT has to think mobile-first (and perhaps ultimately mobile-only) in almost everything it does. This session discusses where we’re headed and how to keep up with an increasingly mobile world. Kalaiselvan Sambasivan, Manager Application Development, Illinois Student Assistance Commission (ISAC) Are We Borderless Yet?In our interconnected world, ideas, news, commerce, economic turbulence and even pandemics spread easily. People, however, are not nearly as frictionless. We remain tribal and silos still exist. How can Illinois state government remove borders within itself and between itself and the outside world in a way that enables change at a pace it has never seen before? This session focuses on the underrated joys of silo-busting and forging a borderless culture. Tyler Clark, Chief of Staff, Department of Innovation & Technology, State of Illinois |
