Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Ian Baker is a Partner and Global Industry Leader in IBM's Global Business Services (GBS). Mr Baker has 30-plus years of consulting, systems integration and applications outsourcing experience with clients in both Public and Private Sectors.
He is responsible for Enterprise Mobile Transformation within IBM’s Government Industry line of business, as well as Leader of the IBM Global Government Center of Competence, a worldwide team of subject matter experts who work across the world to help policy makers and government delivery organizations improve outcomes and increase efficiency and effectiveness.
His organization is currently responsible for the definition of a portfolio of transformation apps for Government agencies, being developed jointly with Apple, and being brought to market under the MobileFirst for iOS program.
Prior to his current position, Mr Baker has held senior positions within IBM’s Application Management Services organization, including Global Offering leader for IBM’s Applications Outsourcing business, and Application Outsourcing Serviceline leader for South-West Europe. In his previous role as Principal leading the technology organization in the IBM Innovation Center based in Chicago, Mr. Baker has overseen digital transformation projects for commercial clients, as well as overseeing IBM pro-bono digitization projects for Government organizations.

Dave has spent over 26 years in public service primarily serving at the local level. He has been serving for the last 21 months as Chief Information Officer for the DuPage County Health Department. He has focused his efforts on improving the agency’s information security program that included the implementation of a staff cyber security awareness program, completion of a security assessment, upgrading of infrastructure, policy development and review of vendor agreements. Prior to his employment at the DuPage County Health Department, Dave served in various IT project and systems management roles with the City of Naperville and the Naperville Park District. During his tenure in these roles, Dave managed the design, procurement, implementation and support of major enterprise wide projects that included network infrastructure and enterprise content management systems.

Dave holds a B.A. from Miami University and a Leadership Certificate from North Central College. He is a certified Project Management Professional and is a member of the Project Management Institute (PMI), GMIS, HIMSS, ISACA, and MS-ISAC.

Elwell is the Markey Advisory Program Manager for Workday, Inc., a provider of enterprise cloud applications for human capital management (HCM), payroll, financial management and analytics. Prior to joining Workday, Mr. Elwell was the Deputy Chief Financial Officer at the City of Orlando, Florida for over ten years. His responsibilities at the City included overseeing accounting, budget, procurement, treasury, fleet/ facility, and information technology. Mr. Elwell also served as Orlando’s Project Manager for the implementation of Workday HCM and financials, the first such implementation in a local government.
Before joining the City Mr. Elwell served Anne Arundel County, Maryland in various financial and budget positions for seventeen years, concluding that service as an Assistant Budget Officer. Mr. Elwell holds a Bachelor of Business Administration in Accounting from Loyola University Maryland and a Master of Public Administration from the University of Baltimore. Mr. Elwell is a Certified Public Accountant.

In this role he is leading all aspects of strategic technological execution by prioritizing enterprise systems/software and infrastructure initiatives, and overseeing the evaluation, deployment and management of current and future technologies and importantly accelerating the execution of our technology strategy execution.With 30+ years of leadership experience on the commercial side including CEO, CTO and CIO roles across leading companies (CellTrak, Federal Signal, Microsoft and Waste Management) Mike is a key leader in the state who is quickly delivering the commercial business mindset and expertise to establish and implement IT as a Service (ITaaS) to improve overall utilization of technology across Illinois for citizens and the business community alike. In this role Mike is managing a team of architects, app innovation engineers and driving our CIO Council of 100+ agency and other CIOs across the state focused on innovation, interoperability and Illinois "FIRST" technology strategy execution.With 14+ patents and trademarks for mobile and SaaS based technologies under his belt as well as numerous publications on the practical usage of technology, the disruption of mobile technologies, the importance of interoperability, industry platforms and data expansion, Mike is here to help accelerate the States leadership team vision for improved, cost effective improved citizen engagement.Education wise Mike likes to share that he learned a lot at the Kellogg Management program at Northwestern University and can often be found often answering questions with “…well it depends”.  Mike and his family reside in the suburbs of Chicago.  In his spare time you can find him running, swimming and riding his bike around the Chicagoland and Springfield areas.
