We need the ability to engage and the Digital Government Summit gives us that opportunity when we need it most. The Summit is designed to help us learn from one another and prepare for our next adventure. Brad Little

Brad Little

Governor, State of Idaho

The people of Idaho elected Brad Little to be their Governor in November of 2018 and reelected him in November of 2022. He has served as Idaho’s 33rd Governor since January 7, 2019.
Governor Little is an Emmett native who was raised on his family’s sheep and cattle ranching operation. He graduated from the University of Idaho in 1977 with a Bachelor of Science in Agribusiness, and has worked in the ranching industry for his entire professional life. In 1978, Brad had good fortune and married Teresa Soulen of Weiser.
Teresa and Brad are the proud parents of two sons who have wonderful wives – Adam and Angela, and David and Kelsey. They have six beautiful grandchildren.
Governor Little has a heart for public service. He first served in public office in 2001 when he was selected to fill a Senate vacancy. He was then elected to four consecutive terms to the Idaho Senate. During his service as a Senator, Brad was elected by his Republican peers during his first full term to serve in Party leadership as Majority Caucus Chair. He then served as Idaho’s 37th Lt. Governor starting on January 6, 2009.
Governor Little is committed to making decisions through one lens: the lens of ensuring Idaho’s children and grandchildren have the best opportunities to stay in Idaho and for the ones who have left to choose to return. His time as Governor has been marked by historic investments in education and infrastructure and unprecedented tax relief.
Governor Little has advocated his whole life for limited government, and Idaho achieved the title “least regulated state” during his first term. He works to ensure the lightest possible hand of government in the lives of Idaho’s citizens, and he seeks to build the public’s confidence in state government.

Chief Information Officer & Administrator, State of Idaho

Gonzalez has 30 years of private and public sector management experience and has served the State of Idaho for 15 years.
He is the current CIO/Administrator for the Idaho Office of Information Technology Services (ITS) after his appointment by Idaho Governor Brad Little in October 2022. Prior to ITS, Gonzalez served as the administrator for the Idaho Transportation Department’s Division of Motor Vehicles (DMV) and worked for the Idaho Department of Health & Welfare.
His work in state government has had a strong focus on transformation and modernization, with serving Idaho citizens as his main priority. Prior to state service, Gonzalez worked for an international communication company for 14 years in a variety of leadership roles. He studied Organizational Behavior at the University of San Francisco.

Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Senior Vice President, Government Technology

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Jennifer Dvorak

Jennifer Dvorak

Deputy Chief Information Officer, CISO, Administrative Office of the Courts, Judicial Branch, State of Idaho

Jennifer Dvorak is the Deputy CIO and CISO for the State of Idaho Judicial Branch. Since accepting this role in 2021, Jennifer has built a statewide security program to address the threats associated with the Court’s continued reliance on technology. Jennifer has also partnered with other State of Idaho agencies to bolster Idaho’s cybersecurity posture across state and local governments. 
Prior to joining the Idaho Judicial Branch, she worked as Assistant Director and Statewide Information Security Architect at the Arizona Department of Homeland Security Cyber Command.  At the State of Arizona, she worked to ensure security policies and procedures were built into all technology and helped to establish a cybersecurity information sharing program between local government and law enforcement to bridge the divide between physical and cyber security.  In her spare time, she enjoys hiking and fly fishing with her husband and pug.

Bill has worked for the State of Idaho across multiple agencies since 2000 in a variety of technology roles. He joined ITD in 2008 as the technology infrastructure manager. Later as part of DMV modernization effort, where he had a significant role in modernizing DMV by moving from mainframe technology to the current GEM system. Bill started as Lead Architect on the project, and quickly proved his value to the effort, resulting in his advancement to DMV Modernization Program Manager. In the summer of 2022 Bill as interim CIO later moving into the role permanently led the IT group through transitioning several services to ITS and reorganizing IT at ITD.
Bill holds a bachelor’s degree in Information Technology from the University of Phoenix
Bill is a lifelong Idahoan who enjoys spending time outdoors with family and friends enjoying the great state of Idaho and all it has to offer.

Douglas L. Hansen

Chief Information Officer, Administrative Office of the Courts, State of Idaho

Douglas Hansen is the Chief Information Officer (CIO) for the Idaho Judicial Branch. He joined the State of Idaho Judicial Branch in January 2020 as the Information Technology Enterprise Architect. He was promoted to CIO in January 2022.
Prior to joining the Idaho Judicial Branch, Douglas held positions ranging from Information Technology Engineer to Senior Information Technology Manager for a Fortune 50 company that offers a portfolio of computing solutions, services, PCs, mobile devices, and peripherals. During his time there, Douglas managed international teams that provided technologies for an employee base that ranged from 50,000 to 350,000 employees. He and the teams he led provided technical services for collaboration, such as Exchange, Teams, SharePoint, and Zoom Conferencing. Other services he provided were focused on PC and mobile device computing environments, and Research and Development product development platforms.
He received his Bachelor of Business Management degree from Boise State University.

Louis Hougaard is the Executive Officer for the Idaho Military Division. As the Executive Officer, he directly oversees state and legislative affairs on behalf of the Adjutant General of Idaho.
Louis came to the Military Division after serving as Governor Little’s Policy Advisor for military affairs, emergency management, and public safety during his first term in office. In those four years, Louis advised Governor Little on high-profile state emergencies and state task forces.
On Cybersecurity strategy, he represented the Governor’s Office on the State’s Cybersecurity Task Force. He was intimately involved in its creation and development of recommendations.
He holds a degree in Political Science from Boise State University.

Lisa has been with the ldaho Transportation Department since 2004. Lisa has broad experience with the DMV, Initial role with ITD was in financial services where majority of role focused on supporting DMV in various fiscal and system capacities. Lisa held two DMV program management roles including operations, Deputy Administrator, and this last year promoted to the DMV Administrator role. She is passionate about serving Idahoans as efficiently as possible, and for the division to be a trustworthy steward of taxpayer dollars. Larry has been an employee of PERSI for 17 years. He has been the Manager of the IT Department for twelve years and was PERSI’s Project Manager before that. Prior to joining PERSI, he served for fifteen years on the management team of a national software company that provides accounting and point-of-sale software.
Larry earned a Bachelor’s degree in Business Management from Boise State University and holds certifications from ISACA for Governance in Enterprise Information Technology (CGEIT) and Information Security Management (CISM).
Larry and his wife, Carol, have one son and one daughter, who each have a son and daughter of their own. Their grandsons are age 16 and 12 and both granddaughters are sassy little 10-year olds. Larry has been a private airplane pilot and owner for 29 years. He and Carol enjoy flying to scenic destinations around Idaho and neighboring states.

Jeff Walker is an Idaho native who grew up in Boise, graduating from the University of Idaho in Political Science and Washington State University with a Master of History. In his early career, he worked in Idaho politics for Governor Phil Batt and Senator Larry Craig. After working in government, he moved on to the software industry. In 2000 he combined his technology background and public policy experience to manage the Access Idaho initiative through NIC now Tyler. Lori Wolff was originally appointed as the Administrator of the Division of Human Resources in the Office of the Governor on June 7, 2021. Prior to her appointment at DHR, Lori worked for the Department of Health and Welfare for 18 years. Lori is a native Idahoan, born and raised in Salmon, Idaho, and a graduate of Idaho State University.
In the last two years, Lori has worked to create a shared services model for personnel management in the State of Idaho that will modernize Human Resources and address current challenges faced by almost every industry, including record high inflation, turnover and vacancy rates as labor markets have scrambled to keep up with record job growth, increasing wages, remote work, and low unemployment.
Lori shares a passion for finding technical and business solutions to solve problems for citizen services and state agencies. As we continue to face shortages in staffing and expertise in the area of technical solutions and customer success, we must be creative in how we prepare ourselves for the needs of our future workforce.
