Liana Bailey-Crimmins

Liana Bailey-Crimmins

Chief, Office of Technology Services and State Chief Technology Officer, Department of Technology, State of California

Liana Bailey-Crimmins was named Chief, Office of Technology Services (OTech) and Chief Technology Officer on March 9, 2021. She leads the State’s only general-purpose data center which delivers cost effective, optimized, and highly available technical services to 300+ customer departments.
She has served the public sector for 30+ years. Prior to her current role, Liana was recruited by CalPERS as their Chief Information Officer where she became known for her ability to lead a large and diverse cross-functional organization to meet CalPERS' technology needs through innovative solutions.
In 2017, she was named CalPERS Chief Health Director and under her leadership, CalPERS adopted a set of Health Care Beliefs, implemented its value-based insurance design and established the California regions that CalPERS uses today for its regional healthcare pricing. For the last few years, Liana has served CalPERS’ Chief Information Security Officer (CISO) ensuring that member data and technology systems were protected from internal and external threats.\
Prior to CalPERS, she worked as the information technology director and CIO of California Correctional Health Care Services (CCHCS). In 2015, she was honored with the prestigious "CIO of the Year" award from the California CIO Academy. Other honors include recognition for her work on CCHCS' Telemedicine Program, which helped them win the 2012 Computerworld Honors Program Laureate Award, and the Best of California award in the Government Technology Digital Internal category in 2011.

Joy Bonaguro

Joy Bonaguro

Statewide Chief Data Officer, Government Operations Agency, State of California

Joy Bonaguro has spent her career working at the nexus of data, technology, design and policy. Joy was recently appointed as Chief Data Officer of the State of California with an overarching goal to improve government use of data. Prior to her state role, she was responsible for scaling internal systems, data, and information security at Corelight, a high-growth cybersecurity startup funded by Accel and General Catalyst. Prior to Corelight, she served as the first Chief Data Officer for the City and County of San Francisco, where she pioneered multiple initiatives to streamline data access, improve data management and governance, and boost capacity to use data through training and data science. Before that, Joy developed technology, cyber and privacy policy across the Department of Energy’s National Laboratory System. Her career started in New Orleans with seven years designing and managing the development of information systems to support planning and decision-making for local governments and nonprofits. Joy earned her Master’s degree from UC Berkeley’s Goldman School of Public Policy and her Bachelor’s in Mathematics and Philosophy from Tulane University.

Joseph Morris

Deputy Chief Innovation Officer, Government Technology magazine

Joseph Morris is the deputy chief innovation officer for the Center for Digital Government and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.

Scott Gregory

Deputy Director of Technology, California Department of Forestry and Fire Protection

Scott is a seasoned IT professional with over 20 years of experience in developing and managing complex IT implementations across local, state, and federal government, as well as the private sector and academia. Scott has served in a variety of senior management and executive roles where he has provided strategic visioning and delivery of technology statewide. In Scott’s previous role as the State’s Chief Technology Innovation Officer at the California Department of Technology, he was instrumental in the development and delivery of critical innovative and data-centric technology solutions for the state as well as the residents of California. Scott’s focus on technology and innovation leadership has provided the state with a strong foundation for ways to better serve our constituents through technology. He holds a Bachelor of Arts (BA) degree in Geography from Sacramento State University, and a Master of Business Administration (MBA) degree from Regis University.

David Noronha

David Noronha

Chief Information Officer, California Department of Insurance

David Noronha is the Chief Information Officer (CIO), at the California Department of Insurance, a position he has held since December 2010 – just over half of his 23 years in State service. Prior to joining CDI, David was Deputy CIO for Clinical Information Systems at California Prison Health Care Services and was the Chief Enterprise Architect at the California Public Employees Retirement System. David spent the first six years of his State service at the Department of General Services as an IT Manager over the Commercial Technologies Section and IT supervisor at the Division of the state Architect. In the private sector, David held engineering positions at the Public Health Institute, Beta One Systems Corp and Fortress Systems Inc. David has a Bachelor of Engineering degree from the NED Engineering University and a Master of Science degree in Electrical and Electronics Engineering from California State University Sacramento. David holds Project Management Professional, Certified Scrum Master and Stanford Certified Project Manager credentials.

Jim Switzgable

Jim Switzgable

Deputy Director and Chief Information Officer, Information Technology Division, California Department of Developmental Services

Jim grew up in Buffalo, NY receiving his Bachelor of Science degree from Cornell University and Master of Business Administration from the State University of New York at Buffalo. After stints at Motorola Computer Systems and Unify Corporation, Jim landed at Cambridge Integrated Services, part of AON Corporation. A year later he moved much of his organization over to Client Services as a Senior Vice President. In 2014, Jim moved from private industry to government accepting the Chief Information Officer position at The Emergency Medical Services Authority. A little over two years later Jim moved to the Department of Developmental Services where he started as the Branch Chief of Data and Development, later creating and heading up the new branch of Portfolio and Project Management and in January 2021 becoming the Chief Information Officer.
