This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Government Technology's passion is promoting best practices and spurring innovation in the public sector – more important than ever in challenging times like these. Please join us, over the course of two partial days, for a powerful series of sessions that provide inspiration, participation, education, and thought-provocation!

Governor David Y. Ige

Governor David Y. Ige

State of Hawaii

Governor David Y. Ige was sworn in as the eighth governor of the State of Hawai‘i on December 1, 2014. Governor Ige is focused on improving the lives of HawaiÊ»i’s people and making the islands a place future generations choose to call home. He is increasing affordable housing, reducing homelessness, moving toward the state’s 100% renewable energy goal, and remodeling public education to prepare students for the innovation economy of the 21st century. Under his leadership, the state has aggressively moved to ensure financial sustainability and enable future growth. He believes that we can achieve our shared goals because we have always been better together than alone.
Governor Ige was born and raised in Pearl City and is the fifth of six sons of Tokio and Tsurue Ige. He is the first governor in the United States of America of Okinawan descent. He attended public schools in Pearl City and earned a Bachelor of Science degree in Electrical Engineering at the University of Hawaiʻi at Mānoa, where he met his wife, Dawn Amano-Ige.
After college, while working for GTE Hawaiian Tel, a career that spanned 18 years, Governor Ige earned a master’s of Business Administration degree in Decisions Sciences at UH Mānoa. In 1986, Hawaii Business magazine named him one of the university’s Top 10 MBA students. He went on to become a successful electrical engineer and project manager with a 34-year career devoted to information technology, telecommunications, networks, and responsible public policy.
Governor Ige began his political career in 1985 after being appointed by then Governor George Ariyoshi to fill a vacant seat in the Hawai‘i House of Representatives. In 1994, then Representative Ige was elected to the Hawai‘i Senate where he represented his home district of ‘Aiea / Pearl City until 2014.
Governor and Mrs. Ige have three children, Lauren, Amy and Matthew, who are currently pursuing their careers on the mainland.

Doug Murdock

Doug Murdock

Chief Information Officer, State of Hawaii

Governor David Ige appointed Douglas Murdock as the chief information officer for the State of Hawaii in 2019. He previously served as the Enterprise Technology Officer at the Hawaii State Department of Human Services, overseeing some of the state’s largest technology initiatives. Murdock was also Comptroller for the State of Hawaii, launching the successful effort to modernize the State’s antiquated payroll system.
As an Air Force Judge Advocate (attorney), Murdock was heavily involved in legal information technology, developing IT plans and program requirements for key Air Force systems. This included two years at the Air Force legal information services center, developing and programming databases and websites, implementing document management programs and gathering and prioritizing user requirements for various business applications.
Murdock also led the legal office at the Air Force’s Electronic Systems Center in Boston, providing advice for procurement of a 5 billion dollar portfolio of Air Force and Department of Defense IT systems.
Murdock has a B.S. degree in economics, an M.S. in public administration and a J.D. from the University of Washington and is a retired Colonel.
As CIO, his priorities include continuing the efforts to modernize the enterprise resource planning system (human resources, payroll, time and attendance and budget and financial systems), enterprise portfolio management and workforce development.

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Lead Facilitator and Experience Designer, One Shared Future

Karen Aka has been involved in education and human development for over 40 years. Her career started as special education teacher in the inner city of Pittsburgh, PA, then moved to supervisory positions. At One Shared Future, she designs experiences to promote growth for community and public sector professionals. Her work is informed by adaptive leadership theories and the 4MAT: The Natural Cycle of Learning framework. Karen’s education includes a Bachelor’s in Education from Ohio University and a Master’s in Education from the University of Pittsburgh. She is also certified by the Clifton School of Strengths, a Division of the Gallup organization as a StrengthsFinder coach.

Phil Bertolini

Phil Bertolini

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Kaimana Bingham is a graduate from Virginia Polytechnic Institute and State University. Her career started at CGI as an IT consultant before she transitioned to the State of Hawaii, where she has worked for over three years. She has been a stakeholder for the State’s IT Strategic Plan and implemented the first State Executive Branch IT roadmap. She currently serves as the State’s Portal Program Manager and works closely with the State Portal Vendor, NIC Hawaii.

Alan Cox

Executive Vice President and Publisher, Government Technology magazine

Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine and Techwire. In this role, Alan is involved in the annual production of dozens of events as well as the strategic direction for Governing, Government Technology, Emergency Management, the Center for Digital Government and the Center for Digital Education. Alan is also the senior executive that has overall charge of e.Republic’s research organization which includes, custom research, the Digital Government and Digital Education Navigator tool and the Content Studio (webinars and custom content).
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Technology Support Services Branch Manager, Office of Enterprise Technology Services, State of Hawaii

Bryce Fujii is the IT Manager of the Technology Support Services Branch at the Office of Enterprise Technology Services for the State of HawaiÊ»i. He oversees enterprise shared services in the areas of Application and Cloud Services, Web Development, and Public Information Access. Bryce leads the teams that are responsible for the implementation and statewide adoption of Microsoft 365 services, Adobe electronic signature and Creative Cloud tools, Salesforce CRM solutions, Website Accessibility, and Open Data initiatives. His teams also manage a multi-cloud infrastructure, which includes both private and public environments. In addition, he leads an effort focused on elections web security, configuring a highly available and secured web infrastructure for the posting of election results. In 2012, he was involved in the State of HawaiÊ»i’s Website Modernization Project, which involved a re-platform of the State’s public facing web infrastructure, and the rebranding of a standardized web template that was built mobile-first, responsive, and accessible.

Daniel is a software, security and cloud industry veteran of over 25 years. He is currently Chief Technology Officer at Delphix, responsible for technology strategy and partnerships with companies such as AWS, GCP, IBM, Oracle and Microsoft. Previously at Delphix, Daniel has led Product Management, Product Marketing, Innovation Labs, International Sales, and the global partner program. Over his career, he has worked in roles building products and leading innovation at Rockwell International, NASA, NeXT / Apple, Sun Microsystems, NetDynamics, and Symantec.

Dustin Haisler

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Chief Information Security officer, Office of Enterprise Technology Services, State of Hawaii

Vincent Hoang has been Hawaii's Chief Information Security officer (CISO) since 2016, responsible for establishing cybersecurity standards for the executive branch and ensuring that system operations stay current with best practices.
Hoang has more than 20 years’ experience in developing and implementing effective information technology strategies, including the application of cybersecurity, network management, and systems design to improve business outcomes. Hoang most recently served as the enterprise architect for Hawaiian Telcom, where he secured infrastructure for customers and conducted network architecture, performance, security risk, and systems infrastructure assessments. He also worked as a senior systems consultant for Bank of Hawaii and a security engineer for Munger, Tolles and Olson in Los Angeles. Prior to that, he worked as a technical support manager for TD Technology Services, network performance and systems engineer with Cable and Wireless America in Honolulu, and senior systems administrator for NetSuite in San Mateo, Calif.
Hoang earned a bachelor of science from the University of California, Riverside, and holds a wide variety of technical competencies and certifications, including Certified Information Systems Security Professional (CISSP), Global Information Assurance Certification (GIAC) Systems and Network Auditor (GSNA), Certified Information Security Manager (CISM) and Systems Auditor (CISA), Cisco Certified Design Professional (CCDP) and Associate (CCDA), and Cisco Certified Network Professional (CCNP) and Associate (CCNA).

Leila Kagawa

Enterprise Program Manager, Office of Enterprise Technology Services, State of Hawaii

Leila Kagawa is the Enterprise Program Manager for the State Office of Enterprise Technology Services (ETS) since 2014. She has worked to support workforce development by developing a joint internship program with the state’s HR and IT agencies and helped to plan the first Hawaii Annual Code Challenge (HACC). Her continued work in innovation and change management has led to various system modernization and business process re-engineering efforts to include the State’s payroll system modernization, time and leave build, and soon the statewide finance system replacement. Prior to joining ETS, she spent two and a half years as the Deputy Director at the State Department of Human Resources Development. Before transitioning to State government, she worked as a Senior Solutions Consultant for ADP, Inc. for 11 years engaging with many businesses across the State to evaluate business process improvement and re-engineering to support the implementation of online systems and tools for human resources, benefits administration, time and leave, payroll and accounting functions. She worked in human resources management at Pacific Marine & Supply Co. Ltd. for five years before joining ADP. Leila earned a degree in public relations journalism and political science from the University of Hawaii at Manoa and is an Omidyar Fellow.

Marc Masuno is currently the Cyber Security Manager at the Office of Enterprise Technology Services with the State of Hawaii and also is a Staff Sergeant in the Hawaii Air National Guard. Marc constantly looks for innovative and “out-of-the-box” ways to tackle today's cybersecurity threats and issues. Marc manages the teams that are responsible for detecting and responding to cyber security threats and maintaining the central network infrastructure for the State. 2020 has been a year of big changes as the State adapted to the ever changing needs to safely work and serve the people of Hawaii during this pandemic. The Enterprise Technology Services' cybersecurity and network teams rose to the challenge during this unprecedented times.

Joseph Morris is vice president of Research and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. With decades of experience in the software industry, Janet is an integral part of evaluating, establishing, and improving processes and procedures within the company. Janet also works closely with the State Portal Program Manager to ensure NIC Hawaii is in continuous alignment with the State of Hawaii technology vision and goals.
Before joining NIC Hawaii in 2007, Janet was a Senior Staff Software Engineer focusing on Quality Assurance at Motorola.

Cathilea is president of e.Republic, where she oversees operations for the company’s award-winning media platforms: Governing, Government Technology and Emergency Management. Cathilea also oversees e.Republic’s websites, conferences and events, and its national research and advisory groups: the Center for Digital Government, the Center for Digital Education and the Governing Institute.
In 2014 Cathilea directed the launch of the Governing Institute’s Women in Government Leadership Program, an innovative initiative that encourages future generations of women to participate in public service.

Christine Sakuda is the executive director of Transform HawaiÊ»i Government (THG). Transform HawaiÊ»i Government is a nonprofit organization established to catalyze the transformation of digital government services through people, process, and technology. We envision a digital state goverment that is accessible, accountable and responsive to the people of HawaiÊ»i and that enhances the quality of life for Hawai‘i’s citizens. Prior to THG, Christine served in multiple non-profit leadership roles including 7 years as the executive director for the HawaiÊ»i Health Information Exchange, an organization that connects the healthcare provider commiunity across all Hawaiian Islands together on a common IT network, and as information officer for the HawaiÊ»i Primary Care Association.
Christine currently serves on the State’s Information Technology Steering Committee chaired by the State Chief Information Officer.
Prior Board memberships include the Hawaii Health Connector (Hawai`i Health Insurance Exchange), the Hawai’i Island Beacon Community, and the Hawai’i Health Information Exchange Board.
Christine earned a Bachelor of Science degree in marketing from Santa Clara University and an MBA from the University of Hawai‘i Mānoa College of Business Administration.
Christine and her husband Mike are the proud parents of two 13-year olds.

Phan Sirivattha is the Health IT Program Officer with Hawaii's Medicaid Agency and is responsible for the Medicaid Enterprise System. He has over 20 years of technology experience across both private and public sectors. Over the years Phan served as the Health IT Director in the Office of the Governor, the Chief Engineer with previous State of Hawaii CIO and Health IT Director with the John A. Burns School Of Medicine Department of Medicine.

Amanda Stange

Account Manager State and Local Government, State of Hawaii, Google Cloud

Amanda has partnered with State and Local Governments for over twelve years. She has worked with the State of Hawaii nine of those years and calls the islands her second home. She has held various roles in consulting and technology serving the public sector industry. Currently, Amanda is responsible for the Southern California and State of Hawaii territory for Google Cloud, State and Local Government.
In her current capacity, Amanda helps customers triage and standup rapid response solutions on a modern and agile platform. Amanda and her engineering team continue to assist during the pandemic to empower governments to supplement their legacy systems and improve services that best support constituents in this unprecedented time.

Teri Takai

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

2020 has proven to be a year of radical change for state and local government. From responding to a global pandemic to navigating a nationwide social movement to sailing blustery political winds, this year has not only tested government leaders but it has transformed the way we govern. Hawaii Code Challenge Recognition

Governor David Ige conceived the Hawaii Annual Code Challenge, a month-long hackathon with the local education and technology community, to build solutions that modernize state functions and services, to strengthen the pipeline of the IT workforce, and to expand the technology industry in our State. This session features two award-winning proof-of-concepts by students from the University of Hawaii and Mililani High School that address challenges and problems presented by state agencies. They include a chatbot to quickly share up-to-date information that encourage desired healthy behaviors, and an effective method to visually present the State Information Technology Portfolio.
