Danielle Alvarez

Cybersecurity Managing Director, Accenture

Danielle is a Managing Director with Accenture and is the Public Sector Security Lead for the US. Danielle is the former State Chief Information Security Officer (CISO) for Florida. She has served in multiple cyber capacities since joining Accenture, she was the security architect for a Medicaid integration services and integration platform, with a next generation digital identity stack. This experience was underpinned by her prior public sector and healthcare experience, as well as adherence to a defense-in-depth strategy to design and implement the architecture. She also served as the security lead for a large-scale statewide ERP, leveraging her prior expertise as an IT auditor and her degree in accounting to deploy best of breed security tools. Danielle recently led the Security workstream for a cloud migration that was critical to various back-office operations for a Florida-based utility. She has helped one state stand up a scalable Incident Response (IR) capability that serves the entire state and brings together three top tier partners. Danielle continues to support these clients and brings a continuous improvement approach to each architecture, which ties to emerging technology, automation efficiencies, and risk-based methodologies. Danielle’s latest efforts are focused on workforce pipeline development by partnering with higher education institutions and embedding cyber resiliency across clients in critical infrastructure verticals.

Jimmie Collins

Branch Chief, Planning and Operations, Office of Homeland Security, State of Hawaii

Ms. Jimmie L. Collins has served, since February 2020, as the Chief for Planning and Operations at Hawaii State Office of Homeland Security. In this position, she creates and implements statewide planning, develops and fields exercises, and leads the office’s operations for a range of homeland security issues, including terrorism and domestic violent extremism, elections, and cybersecurity. In her position, she also oversees three statewide programs: Critical Infrastructure Security and Resilience, Cybersecurity, and Emerging Threats.
Prior this position, Jimmie served in the Federal Civil Service for nearly 35 years across the Departments of Defense, Treasury, State, and Energy, including overseas tours in Japan, Bangladesh, Afghanistan, and Iraq and travels throughout Asia, the Middle East, and Africa. Most recently, she served as Department of Energy (DoE)/National Nuclear Security Administration (NNSA) Senior Policy Advisor to Indo-Pacific Command (INDOPACOM) Headquarters, in Hawaii. There she handled a broad range of strategic issues and provided advice and in-depth analysis on a broad range of technical, scientific, and policy topics.

Deputy Director, Dept of Information Technology, City and County of Honolulu

Stephen Courtney was appointed as Deputy Director for the City and County of Honolulu Department of Information Technology (DIT) in February 2021. He is responsible for the day-to-day management of the department which delivers Information Technology (IT) services to Honolulu’s residents, businesses, employees, and visitors as well as other City departments. The DIT performs application development with the latest languages, network design and engineering for data, video, VoIP, teleconferencing, and radio systems, cybersecurity and infrastructure support, maintenance of multiple data centers 24/7, and the running of Drivers License/Motor Vehicle Registration and Enterprise Resource Planning systems.
He was also appointed as a board member to the Hawai‘i 911 Board in May 2022 where he performs administration of the 911 Fund.
He previously worked in IT with the Intelligence Community and Department of Defense contracts for over 35 years while in the Washington DC area. Stephen holds a BS Electrical Engineering degree from Drexel University and MBA-Finance from American University.

Member Experience and Engagement Manager, Multi-State Information Sharing and Analysis Center (MS-ISAC) 

Heather Doxon is a Regional Engagement Manager (REM) with the Multi-State Information Sharing & Analysis Center (MS-ISAC®). As part of the MS-ISAC’s Stakeholder Engagement team, she works with our nation’s State, Local, Territorial, and Tribal (SLTT) governments and public education institutions to provide free cybersecurity resources and services through partnerships and collaborations. Heather manages partnerships with the hundreds of MS-ISAC® members throughout CISA Region 5, supporting their overall cybersecurity posture. She also holds a GISF certification.
Heather joined the Center for Internet Security (CIS) as an Account Manager with the Elections Infrastructure Information Sharing & Analysis Center (EI-ISAC®). Prior to that, Ms. Doxon worked in the Elections field for almost 15 years, most recently as a Training & Implementation Specialist for the Nebraska Secretary of State’s Elections Division and worked closely with the counties of the state on Elections security and best practices. Her early career involved early childhood teaching and training specialties.
Heather holds a Certified Elections Registration Vendor (CERV) from The Election Center and is a graduate of the University of Nebraska – Lincoln. She also is part of Women in Cybersecurity and volunteers in her community with various civic and animal welfare organizations.

Cybersecurity State Coordinator - Hawaii and American Samoa, Cybersecurity and Infrastructure Security Agency (CISA)

Krishna Easton serves as the Cybersecurity State Coordinator for the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Region 9. In this role, she provides strategic guidance, technical expertise, incident coordination to the nation’s sixteen critical infrastructure sectors and federal, state, local, tribal and territorial partners as well as other non-federal entities throughout Hawaii and American Samoa. Krishna brings to the position over 20 years of combined IT, Emergency Management, Cybersecurity, and Supervisory experience. She has held numerous roles, including serving in the U.S. Air Force, working with the Defense Information Security Agency and the National Security Agency. Most recently she served as an Emergency Preparedness Liaison Officer to the state of Hawaii, coordinating Defense Support of Civil Authorities and Homeland Security plans, policies, and procedures in support of Hawaii and American Samoa. In addition, she was a consultant supporting U.S. Army Pacific's Defense Coordinating Element, the Pacific Partnership Meeting series and Pacific Executive Leadership Programs under the Center for Homeland Defense and Security. She maintains multiple industry-leading certifications, including Project Management Professional, Certified Information Systems Security Professional, Certified Ethical Hacker, Certified Information Technology Infrastructure Library (ITIL), and Cloud+.

Director of State, Local and Education Service Deliver, Google Public Sector

Mr. Ford is 30-year veteran in cybersecurity, crisis response, and intelligence-led cyber operations in both government and commercial sectors. Prior to joining Mandiant, Mr. Ford served in executive leadership roles for the Federal Bureau of Investigation (FBI). Mr. Ford served as the responsible executive to the U.S.
Cryptologic Centers for strategic and tactical oversight of global cyber operations and key asset protection. In these roles. Mr. Ford developed the framework used by the U.S. Government to manage risk of cyber threats supporting government and critical infrastructure capabilities receiving recognition by the White House National Security Council and the United States Congress.
Currently, Mr. Ford serves as the Head of Mandiant cyber security solutions to State, Local and Education markets as well as professional service solutions. Mr. Ford leads operations, strategy and solution for our global partners, and globally leads Mandiant’s Insider Threat risk offerings. Mr. Ford coaches boards and executives on how to measure and manage enterprise risk, regularly speaks at industry conferences. Mr. Ford is a member of the Geneva Dialogue on Responsible Behaviour in Cyberspace and the Global Forum on Cyber Expertise. Mr. Ford is the founder of Mandiant's Elevate program to advance women in IT security into senior leadership and Board positions.
Mr. Ford serves as an adjunct professor teaching advanced curricula on cybersecurity and risk frameworks at St. Mary’s University. Mr. Ford is a graduate of Harvard, John F. Kennedy School on Cybersecurity Policy; and a graduate of Northwestern University, Kellogg School of Business in Strategic.

Jodi Ito is the Chief Information Security Officer with the University of Hawaii System. She collaborates with the Data Governance Director, University General Counsel, and the Office of the Vice President for Research & Innovation to secure all institutional information & research assets. Her responsibilities span cyber risk management, compliance, policies, research cybersecurity, vulnerability & risk assessments, incident response, and security awareness across all 10 UH campuses. She is active in professional organizations such as EDUCAUSE, CyberHawaii, NWACC, and REN-ISAC. She is a Co-Investigator for the Google Cybersecurity Clinic grant and NSF Scholarship For Services grant, and was the Principal Investigator for the NSA GenCyber Hawaii program from 2015-2024. She earned a BS & MS in Computer Sciences from UH Manoa. Jodi has been with the UH system for over 40 years.

Marine Transportation System Specialist – Cyber, US Department of Homeland Security, USCG, Sector Honolulu 

My passion for cybersecurity stems from a 21-year career as an Army Veteran, where I rose through the ranks of the Signal Corps, gaining expertise while knee deep in the Help Desk trenches, moving over to Information Assurance and Exercise Operations, and ultimately, landing a position as a US Army Cybersecurity Specialist. After retiring from the Army, I further refined my skills at Cheyenne Mountain and Space and Missile Defense Command working as a Cyber Compliance Specialist and as a Cyber Policy Analyst. Having grown up in Hawaii, I jumped at the chance to combine my professional experience with my love for the islands, joining the US Coast Guard’s Civilian Corps as Sector Honolulu's Maritime Cyber Security Specialist. Protecting the Maritime Transportation System across the Hawaiian Islands and American Samoa is my core responsibility. I lead cybersecurity initiatives, drive cyber policy improvements, offer cyber resources, and provide technical and policy expertise to defend against evolving threats. A significant portion of my work involves maritime incident response, information gathering/ sharing, and collaborative outreach and exercises with multiple support agencies and stakeholders. Driven by the love of new challenges and a commitment to strengthening the cyber posture of our nation's waterways, motivates me to constantly learn, collaborate, and innovate in this critical role.
Seriously, I’m proud to be a part of the US Coast Guard, the Department of Homeland Security, and to be in this unique position to assist our maritime stakeholders and industry partners with building a more secure cyber environment.

Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government.
From June 2008 to September 2013, Sean served as the state of Oregon’s Deputy State Chief Information Officer. Since 2013, Sean has served as a Principal Legislative IT Analyst with the Oregon Legislative Fiscal Office and as the Committee Administrator for Oregon’s Joint Legislative Committee on Information Management and Technology. In addition, Sean serves as a member Oregon’s Task Force on Artificial Intelligence and as Oregon’s representative to the National Conference of State Legislatures (NCSL) Taskforce on Artificial Intelligence, Cybersecurity and Privacy.
Throughout his 26-year tenure in Oregon state government, Sean and the teams he has led have received several state, regional and national recognitions and awards. In addition, Sean has represented the state of Oregon on numerous state, regional and national project steering committees, task forces, governing boards, committees, commissions and associations, and has presented on various topics at local, state, regional, national, and international meetings and conferences.
Sean earned his Master of Business Administration (MBA) degree and Certificate of Public Management from the Willamette University, Atkinson Graduate School of Management. Sean is an ISACA Certified Information Security Manager (CISM) and holds a PMI Project Management Professional (PMP) certification.

Office of Technology Services Director Guy Moriwaki joined OHA in May 2025. He oversees OHA’s technology operations and projects and guide the organization’s overall technology direction. This includes the development, execution, support and evaluation of OHA’s IT systems, designing and implementing IT strategies for OHA’s infrastructure and platforms, and identifying and eliminating IT security risks. Before joining OHA, Moriwaki served as the senior manager of information technology at Hawaiʻi Gas where he led technology and security initiatives that supported capital improvement projects across the pae ʻāina. Prior to that, he was with Oʻahu Transit Services for 31 years, serving as its director of information technology for the last 26 of those years, leading numerous enterprise-wide initiatives and modernizing critical infrastructure systems. His IT experience includes application development, network engineering, cybersecurity, SaaS solutions, telecommunications and Microsoft technologies. A graduate of Kamehameha Schools Kapālama, Moriwaki has a bachelor’s degree in business administration and computer information systems from Hawaiʻi Pacific University.

Supervisory Special Agent, Cyber Team Lead, FBI Honolulu Division 

Supervisory Special Agent Roach-Vaden joined the FBI as a special agent in 2010.
As a special agent, he has conducted or assisted on hundreds of investigations pertaining to various cyber related violations. A highlight was serving as a cyber asset during the Boston marathon investigation. 
In May 2017, he was promoted to a Supervisory Special Agent as a program manager.
In this role he managed some of the most complex investigations, developing new initiatives targeting cyber criminals across the digital landscape, working with multiple field offices to deploy advanced cyber investigative techniques.
In March 2019, he was selected to be the Cyber attache in Israel. 
In this role he was responsible in coordinating Cyber investigations with Israeli intelligence and law enforcement partners and promoting collaboration.
In January 2020, he returned to his role as a Program Manger working Complex Cyber Initiatives and investigations .
In March 2022, SSA Roach-Vaden was selected to lead the Honolulu Cyber Squad. This role includes National Security , Criminal cyber programs, Cyber Task Force and the Digital Forensics Program.

Christine Maii Sakuda

Chief Information Officer, Office of Enterprise Technology Services, State of Hawaii

State Chief Information Officer (CIO) and administrator of the Office of Enterprise Technology Services (ETS) Christine Maii Sakuda is the State’s first female CIO of Native Hawaiian ancestry.
Sakuda has more than 25 years of experience in leading enterprise-level IT initiatives including leading community IT systems development, managing stakeholder relations, and collaborating with IT vendors to implement a range of technology modernization projects.
Sakuda served as the first executive director of Transform Hawaii Government (THG), a nonprofit organization dedicated to catalyzing the modernization of public services through people, processes, and technology. Prior to THG, she also served as the Executive Director of the Hawaiʻi Health Information Exchange (HHIE), where she led efforts to help healthcare providers implement electronic health records and further implement a statewide health information exchange that enabled local healthcare providers to efficiently and securely share patients’ health information across a network of different medical records systems.
In addition, Sakuda is an Omidyar Fellow, is an Executive Committee Member of the TRUE Initiative and has served as Vice Chair of the State’s Information Technology Steering Committee. A graduate of ‘Iolani School, Sakuda received a Bachelor of Science in Marketing from Santa Clara University and later earned a Japan-focused Executive Master of Business Administration degree from the University of Hawai‘i at Mānoa.

Garret T. Yoshimi is the vice president for information technology and chief information officer (VPIT/CIO). He provides executive leadership in collaboratively setting forth the overall vision, goals, strategies and plans for the effective and appropriate use of information technologies to advance the UH System.
Yoshimi brings over 35 years of information technology experience in both the public and private sectors. A native of Honolulu, Yoshimi earned a bachelor of science degree in electrical engineering from Purdue University and a graduate certificate in telecommunications and information resource management from the University of Hawai'i at Mānoa.
