Inspirational Changemaker in Science & Society; Cutting-Edge Communicator, Founder & Director of the Ramsey Research Foundation

One of only a handful of African Americans to earn a PhD in entomology, Dr. Sammy Ramsey is an inspirational science leader and communicator who has defied the odds to achieve his dreams and is a testament to the power of grit, determination, and an unwavering commitment to one’s purpose. When people said he didn’t have what it took to make his mark in entomology, he proved them wrong by making a breakthrough discovery in the field of bee research — one that could potentially reverse a devastating pandemic in bee populations. And when people told him he didn’t “look” like a scientist, he remained true to himself and redefined what a scientist could look like. Dr. Ramsey has mastered the art of unconventional thinking to arrive at innovative solutions to some of the most significant challenges shaping the future of our society and teaches organizations and individuals how they can do the same as they address their most-pressing challenges in business and life head-on.
Exclusively represented by Leading Authorities speakers bureau, Dr. Ramsey is an energetic presence on stage who is candid, thought-provoking, and humorous in his keynotes. He draws from his own personal life and professional journey to share inspiring stories of tapping into resilience, innovation, and ingenuity to overcome the odds, become a better communicator, and view problems from unique perspectives to arrive at game-changing solutions on the path to achieving individual and collective goals. There’s a noticeable buzz during Dr. Ramsey’s talks as he interacts with his audience — all while weaving in examples from his research and making science more accessible and relatable to the masses.
Described as “your friendly neighborhood entomologist,” Dr. Ramsey is the endowed professor of entomology at the University of Colorado Boulder, where he teaches about effective communication and how understanding of the deep interconnectedness of all organisms can solve real-world problems. He is also the founder of The Ramsey Research Foundation, which conducts cutting-edge, novel research on issues affecting pollinator health globally — including parasite spread, disease management, and habitat preservation. He has utilized his exceptional skillset working in academia, industry, and government — including alongside the U.S. Supreme Court, House of Representatives, and the United States Department of Agriculture.
A powerful voice in the science community and beyond, Dr. Ramsey is a National Geographic explorer who was recognized by the publication as a 2022 Wayfinder Award recipient, which honors individuals leading a new age of exploration through science, education, conservation, technology, and storytelling. He has shared his insights and expertise in the Hulu docuseries Your Attention Please, as well as in the Washington Post, on NPR, CNN, Wired, CBS Mornings, Khan Academy, Seeker, The Today Show, and several local news segments. He also authored a chapter in the book The Future of Exploration, in which 35+ world-renowned science leaders share firsthand accounts of adventure and discovery in their fields. Additionally, Dr. Ramsey leverages social media and his YouTube channel (“Doctor Buggs”) to inspire the next generation of curious minds and introduce them to all the possibilities that exist for them to flourish within STEM. A passionate advocate for diversity, equity, and inclusion at the highest levels, he is determined to create a future where everyone has equal opportunities for success, regardless of their background or appearance.
Dr. Ramsey graduated with a Bachelor of Science in Entomology from Cornell and later earned a Ph.D. at the University of Maryland. He completed his post-doctoral training at USDA-ARS Bee Research Laboratory.

Ms. Jimmie L. Collins has served, since February 2020, as the Chief for Planning and Operations at Hawaii State Office of Homeland Security. In this position, she creates and implements statewide planning, develops and fields exercises, and leads the office’s operations for a range of homeland security issues, including terrorism and domestic violent extremism, elections, and cybersecurity. In her position, she also oversees three statewide programs: Critical Infrastructure Security and Resilience, Cybersecurity, and Emerging Threats.
Prior this position, Jimmie served in the Federal Civil Service for nearly 35 years across the Departments of Defense, Treasury, State, and Energy, including overseas tours in Japan, Bangladesh, Afghanistan, and Iraq and travels throughout Asia, the Middle East, and Africa. Most recently, she served as Department of Energy (DoE)/National Nuclear Security Administration (NNSA) Senior Policy Advisor to Indo-Pacific Command (INDOPACOM) Headquarters, in Hawaii. There she handled a broad range of strategic issues and provided advice and in-depth analysis on a broad range of technical, scientific, and policy topics.

William (Bill) Rials, Ph.D., is an Associate Dean for Academic Affairs and Senior Professor of Practice at Tulane University where he oversees academic programs in information technology, cybersecurity, emerging technologies, and other applied fields. He leads strategic curriculum development, assessment, new program design, and faculty governance with a focus on preparing adult learners for rapidly evolving digital and AI-driven careers.
Beyond higher education, Dr. Rials is recognized nationally as a leading voice at the intersection of government, technology, and education. He serves as a Senior Fellow with both the Center for Digital Government and Education and the Center for Public Sector AI, where he provides strategic insights on innovation, workforce transformation, and the responsible use of emerging technologies. A frequent keynote speaker, panelist, and moderator, he engages national audiences on topics ranging from AI adoption and cybersecurity resilience to digital transformation in state and local government. His expertise is regularly featured in national media outlets and industry publications, and he contributes scholarship, commentary, and research in both academic journals and practitioner platforms.
Earlier in his career, Dr. Rials held various senior technology leadership roles in both state and local governments, where he focused on large-scale modernization and innovation initiatives overseeing enterprise IT strategy, cybersecurity programs, and digital service delivery. In these roles, he led efforts to expand cloud adoption, strengthen information security, and modernize legacy systems to improve efficiency and transparency for citizens and public employees. His work in government laid the foundation for his ongoing research and national thought leadership on the adoption of emerging technologies in the public sector.
He holds a Ph.D. in Higher Education Administration and Public Administration from Jackson State University, an M.S. in Computer Information Systems and Cybersecurity from Missouri State University, and a B.S. in Business Administration from Belhaven University.

At CGI, he leads teams delivering complex transformation initiatives and spearheaded the creation of the company’s national Natural Disaster Recovery practice. State Chief Information Officer (CIO) and administrator of the Office of Enterprise Technology Services (ETS) Christine Maii Sakuda is the State’s first female CIO of Native Hawaiian ancestry.
Sakuda has more than 25 years of experience in leading enterprise-level IT initiatives including leading community IT systems development, managing stakeholder relations, and collaborating with IT vendors to implement a range of technology modernization projects.
Sakuda served as the first executive director of Transform Hawaii Government (THG), a nonprofit organization dedicated to catalyzing the modernization of public services through people, processes, and technology. Prior to THG, she also served as the Executive Director of the Hawaiʻi Health Information Exchange (HHIE), where she led efforts to help healthcare providers implement electronic health records and further implement a statewide health information exchange that enabled local healthcare providers to efficiently and securely share patients’ health information across a network of different medical records systems.
In addition, Sakuda is an Omidyar Fellow, is an Executive Committee Member of the TRUE Initiative and has served as Vice Chair of the State’s Information Technology Steering Committee. A graduate of ‘Iolani School, Sakuda received a Bachelor of Science in Marketing from Santa Clara University and later earned a Japan-focused Executive Master of Business Administration degree from the University of Hawai‘i at Mānoa.

As a young graduate researcher, Dr. Sammy Ramsey looked at an age-old question “What’s happening to the honeybees?” through a new lens to make a breakthrough discovery that turned the field of bee research on its head. In this talk, Dr. Ramsey spurs audiences to think outside the box as he shares the story of what led him to connect a family member’s health issues back to his bee research to arrive at a powerful conclusion on the parasitic pandemic plaguing the honeybees. In this talk, he walks audiences through his process for using peculiar thinking that gets the brain processing ideas in new and unique ways and unlocks new outlets for pushing past stalls in thinking and productivity. The approach Dr. Ramsey shares gives people the freedom to dig deeper into all the ideas that they’re told are “too crazy” and “will never work” as they figure out how to tackle complex problems and innovate with impact.

Event Parking

Government Technology has arranged for complimentary day of self-parking and reduced valet parking of $20 for attendees who park at the Sheraton Waikiki Hotel garage. Attendees can validate their parking pass at the event Registration Desk.

Parking rates without event validation:
Self-parking: $55 per night
Valet parking: $65 per night
Note: No oversized vehicles, trailers or RVs allowed.
No in/out privileges. Parking rates are subject to change. Parking spaces based on availability.
