Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Hawaii Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

The Honorable David Y. Ige

The Honorable David Y. Ige

Governor, State of Hawai'i

Governor David Y. Ige was sworn in as the eighth governor of the State of Hawai‘i on December 1, 2014. He became the fourth native-born Governor of Hawai‘i and first governor in the United States of America of Okinawan descent.
Governor Ige was born and raised in Pearl City and is the fifth of six sons of Tokio and Tsurue Ige. Governor Ige attended public schools in Pearl City – Pearl City Elementary School, Highlands Intermediate School, and Pearl City High School. He also participated in community sports, beginning with eight years of playing in the Pearl City Little League. At the newly built Pearl City High School, Governor Ige excelled in many activities. In his junior year, he was elected Student Body Vice President, and he served as Senior Class President the following year. He also led his varsity tennis team to a championship and was honored as the “Scholar-Athlete of the Year.” He graduated fifth in his class of more than 500 students in 1975.
Governor Ige then attended the University of Hawaii at Manoa, where he earned a Bachelor of Science degree in Electrical Engineering. While at UH, he served as Student Body Secretary and an officer of several honor societies as well as Treasurer and Vice-President of his fraternity, Phi Delta Sigma. Most importantly, UH is where Governor Ige met his wife, Dawn Amano-Ige.
After college, while working for GTE Hawaiian Tel a career that spanned 18 years, Governor Ige took graduate courses at UH and earned a master of Business Administration degree in Decisions Sciences. In 1986, Hawaii Business magazine named him one of the university’s Top 10 MBA students.
He went on to become a successful electrical engineer and project manager with a 34-year career devoted to information technology, telecommunications, networks, and responsible public policy.
Prior to being elected governor of Hawai‘i, he served as Program/Project Manager with Robert A. Ige and Associates, Inc., Vice President of Engineering at NetEnterprise, and Project Engineer/Senior Principal Engineer at Pihana Pacific, which established the first world-class data center and carrier-neutral Internet exchange in Hawai‘i and the Pacific.
Governor Ige began his political career in 1985 after being appointed by then Governor George Ariyoshi to fill a vacant seat in the Hawai‘i House of Representatives. In 1994, then Representative Ige was elected to the Hawai‘i Senate where he represented his home district of ‘Aiea / Pearl City until 2014. During his legislative career, Governor Ige served as the chairman of nine different committees which included the committees on Education, Health, and Ways and Means.

Michele is the CoFounder, President and Chief Executive Officer of Global Nexus Alliance, a nonprofit humanitarian organization, and the Founder and President of Sunesis Nexus LLC, an independent consulting company. Her career has been at the nexus of National Security, Domestic and Foreign Policy, and Technology. Michele is a gifted communicator and consults globally with both the public and private sectors, utilizing her experience and expertise in executive leadership, strategic planning, coalition building, technology, innovation, leading change, organizational transformation and operations.
Most recently, Michele served as Google’s Chief Technology Officer for the Public Sector and Chief Innovation Evangelist. Prior to joining Google in 2011, she served in both industry and government, collaborating with talented people of diverse backgrounds and cultures, from corporate boardrooms to combat zones. She started her career as an image scientist and systems engineer, where her innovative technology applications proved to be prescient solutions for operational needs, and she soon became the youngest chief engineer in the history of her company. Post9/11/2001, Michele was recruited into public
service to lead change, innovation, and organizational transformation, and became one of the youngest people ever sworn in as a senior executive in the US Government. As a government official, she led the cultural and technical integration of the national security community, establishing and serving in senior
leadership positions to include: Deputy Technical Executive for the National Geospatial Intelligence Agency; Intelligence Community Deputy Chief Information Officer for the Director of National Intelligence; Chief Technology Officer for the National Reconnaissance Office; and, the DNI’s senior representative to the Secretary of Defense’s Intelligence Surveillance Reconnaissance (ISR) Task Force
leading information sharing and collaboration initiatives in support of global coalition stability operations. Michele’s perspicacious leadership both in industry and government has had a lasting positive impact on the US and its Allies, and her support of the troops both at home and abroad earned her the call sign “Warrior Goddess.”

Prior to that she was the cofounder and CEO of Jambok, the industry’s first video-based informal social learning software platform, which was acquired by SuccessFactors in 2011. Jambok is now incorporated into the SAP Jam product offering. Karie was formerly Chief Learning Officer for Sun Microsystems, and in that role she was responsible for employee, customer, partner, and Sun community learning. The customer business of Sun trained over 600,000 students a year in 125 countries. ATD named Sun the #1 BEST learning function in the world.
Karie is the coauthor of the award-winning bestseller, The 2020 Workplace: How Innovative Companies Attract, Develop & Keep Tomorrow’s Employees Today. She is a regular blogger for Harvard Business, coauthored a feature article on Mentoring Millennials in Harvard Business Review and has authored dozens of other articles or publications.
In prior roles, she was a Chief Talent Officer for Solectron (now Flextronics), led the people development function at Lockheed Martin Tactical Aircraft Systems and ran executive development at H.J. Heinz. Karie holds a bachelor’s degree from Texas Christian University, a master’s degree in Instructional and Performance Technology from Boise State University and a doctorate in management from Case Western Reserve University. She serves on the global leadership council for the business school at Colorado State University. Chief Technology Officer, Unisys Federal Systems

As vice president of engineering and chief technology officer for Unisys Federal Systems, Mark Cohn leads technology strategy and solution development for major U.S. Federal government programs. He and his team bring innovation to expand the mission impact of IT, design capabilities that enable secure business operations and implement mobility-enabled and cloud-driven enterprise services transformation. Mark represents Unisys for government-industry liaison on Defense Industrial Base cybersecurity and critical infrastructure protection and sits on AFCEA International’s Technology Committee serving the defense, homeland security, and intelligence communities.
Prior to his current assignment, Mark served as partner and vice president, Enterprise Security for Unisys globally with responsibility for the vision and management of security solutions and services programs across the company and for directing the Federal Systems enterprise security practice. He led the Unisys global team of experts and became a widely recognized spokesperson on the application of information technology to identification and credentialing, physical security, surveillance, transportation, and border security.
Since joining Unisys in 1985, Mark has served in a broad range of leadership positions including vice president and chief architect for Unisys Global Public Sector where he directed innovations in defense and domestic security. He was technical advisor and program executive at the DoD Counterintelligence Field Activity, program manager for the Transportation Security Administration (TSA) Registered Traveler pilot, principal architect for the Department of Homeland Security US-VISIT Exit system, and has led other immigration control, border security, and biometric identity management initiatives. Prior to that, he managed the transition to Unisys of IT Production Support at the Executive Office of the President and architected the technical solution for the TSA Information Technology Managed Services contract as well as several interagency law enforcement biometric and biographical information sharing systems. In 2001, Mark was chief architect for modernizing Unisys health care solutions to move from mainframe to Wintel servers and comply with HIPAA regulations. From 1997 through 2000, he was general manager of the architecture and software development practice of Federal Systems, managing Unisys e-government solutions and a portfolio of programs from sales through service delivery at the Federal Aviation Administration, Military Health Service, National Guard Bureau, Public Buildings Service, and the Departments of Health and Human Services, Housing and Urban Development, and Education.
Mark is an expert in the design and implementation of trustworthy, highly available distributed systems. He began his career at Unisys as a senior systems programmer on fault-tolerant systems used for aviation infrastructure management and was the principal designer and chief engineer for nationwide maintenance management and system monitor and control capabilities, including electronic and environmental sensor management and signaling, that are essential to air traffic control and have proven to be among the most reliable systems ever put into operation.
Mark was educated at MIT, the University of Maryland in College Park, and American University in Washington DC including a graduate certificate in management information systems and master’s degree in management of technology. He has received the highest Unisys engineering achievement award as well as the company’s top global sales award and was honored in 2013 with the prestigious Federal 100 Award recognizing significant contributions to Federal information technology. He has been a Certified Computer Programmer and is currently a Certified Information Security Manager, Certified Biometrics Professional, and Project Management Professional. He resides in Washington DC.

Burt Lum

Executive Director, Hawaii Open Data

Burt has more than 30 years in Hawaii’s technology and telecommunications sector. He is an Instructor at University of Hawaii in the Information & Computer Science Dept. and has worked as a Community Manager for the City & County of Honolulu’s Digital Cities Initiative. Burt was also founding member of the Innovation Center at HMSA, Senior Product Manager at Hawaiian Telcom, and CEO/President of Hawaii data center startup NetEnterprise. His online activities include social media, community building, blogging, video and audio podcasting, content curation and citizen journalism. Burt was a technology columnist for the Honolulu Advertiser and currently produces a weekly science and technology show with co-host Ryan Ozawa on Hawaii Public Radio called Bytemarks Cafe. For the last 5 years he as also planned and coordinated an annual grassroots technology event called the Unconferenz.

Administrator, Hawaii Criminal Justice Data Center, Department of Attorney General, State of Hawaii

Ms. Moriyama was born and educated in Hawaii with Bachelor’s degrees in Mathematics and Information & Computer Science. She has been with the Hawaii Criminal Justice Data Center (HCJDC) since 1980 starting as a Systems Support Data Processing Systems Analyst, Assistant Administrator, and since 1992 its Administrator. She is responsible for the total management of the HCJDC, which includes establishing direction and priorities for the development and operation of Hawaii’s statewide criminal history central repository CJIS-Hawaii; the State’s criminal identification program utilizing the Automated Fingerprint Identification System (AFIS) and the statewide Mug Photo repository/system including facial recognition; the State ID Bureau (SIB) as designated by the FBI; and NCIC/Nlets as well as for processing for other criminal justice and non-criminal justice information.
On a national level, she is the Governor appointed state representative to SEARCH, The National Consortium for Justice Information and Statistics. She is also the State’s representative to the MorphoTrak Identification (AFIS) Users’ Group and currently serves as its Chairperson and on its Executive User Board. In 2009, Ms. Moriyama was elected and approved by the U.S. Attorney General to serve on the National Crime Prevention and Privacy Compact Council as the State Representative and also the Chair of this national group until 2013. In addition, she is a member of the FBI CJIS Advisory Policy Board (APB) and serves on the FBI CJIS Identification Services Subcommittee.

Appointed by Governor David Y. Ige in April 2015, Todd Nacapuy formally stepped into the role of the State of Hawai‘i’s Chief Information Officer (CIO) on May 4, 2015.
As Hawai‘i’s CIO, Nacapuy leads the Office of Information Management and Technology (OIMT) and oversees the Information and Communication Services Division (ICSD) of the Department of Accounting and General Services (DAGS). Priorities for his technology team include ensuring that the right systems are in place to make state government more efficient and effective. He brings to the task a breadth and depth of experience in application development, vendor selection and management, and infrastructure acquisition, as well as project management, reengineering, enterprise-wide implementation IT strategy and systems planning, and corporate strategy.
Before joining the Ige Administration, Nacapuy was the senior technical account manager responsible for all Premier Commercial services for Microsoft in Hawai‘i. Prior to that, as a senior infrastructure specialist for EDS, he led efforts to monitor and optimize all Web services within the Navy and Marine Corps network for the Pacific.

Paul Tatum leads the Public Sector Solutions Engineering team with responsibility for overall technical direction, architecture and technology evangelism around Salesforce cloud based solutions.
Paul brings over 30-years of experience working with Public Sector customers and provides technical and business executive insights in the areas of Shared Services, Cloud Computing, CRM, Case Management, Security, Integrated Platforms, Big Data, Databases, BI, and IT trends in government. Paul has held Solutions Engineering leadership roles since 1999, always focusing on technical excellence and customer success.
Prior to joining Salesforce, Paul spent 20 years at Oracle and Sun Microsystems, focused on the DoD, Civilian, State & Local, and Canadian Public Sector markets. During his tenure he helped customer’s successfully architect and deploy solutions across some of the most complex business and IT challenges faced by Public Sector customers today.
Previously, Paul worked with Fortune 500 companies across North America to scale out their architectures and data centers for initial Web 1.0/ 2.0 / Internet deployments. He also spent a number of years as a software developer focused on DoD C3I systems, flight simulators, and low-level Unix kernel enhancements.
He holds a BS and an MS in Computer Science from George Mason University. Paul and his wife live in Northern Virginia.

Mark Wong

Mark Wong

Director & Chief Information Officer, Department of Information Technology City and County of Honolulu

Mark Wong began his IT career over four decades ago as a programmer/analyst with Yale University working with Unix and mainframes. In 1981 he started a consulting business specializing in Unix and TCP/IP, and incorporated it in 1986 as Commercial Data Systems. In 1989, when UH and CDS had the only official Internet networks in Hawaii, Wong installed a system at Honolulu Community College which is recognized as the first web server in the state.
Under Mark's leadership, CDS grew to be the largest local IT company in Hawaii. With a reputation for technical specialization, CDS' installations include the world's tenth fastest supercomputer. Mark sold CDS in 2012, and was appointed CIO for the City and County of Honolulu in 2013. Under his leadership, the City has undergone a major expansion of IT technology while simultaneously reducing IT spending.

Marcus Yano serves as Chief Operations Officer of SystemMetrics Corporation, a Hawaiian Telcom company and the state’s leading provider of commercial network, colocation and data solutions. He oversees the day-to-day operations at SystemMetrics, including strategic planning, risk management and compliance, and human resources. 
Prior to joining SystemMetrics in 2013, Mr. Yano served as Vice President – Corporate Information Systems for Title Guaranty-HawaiÊ»i where he oversaw IT Operations, Project Management, and Learning and Development.
He earned an Associate degree in Computer Science, a Bachelor of Business Administration degree in Computer Information Systems and a Master of Business Administration from Hawaiʻi Pacific University. Marcus maintains the following professional certifications:

XaaS or “anything as a service” is the delivery of IT as a service through hybrid cloud computing and is a reference to either one or a combination of software as a service (SaaS), infrastructure as a service (IaaS), platform as a service (PaaS), communications as a service (CaaS), monitoring as a service (MaaS), or any of a growing list of as a service offerings including, backup, database, desktop, customization, identity, infrastructure, platform, and software. Much hype surrounds these technologies and there is lot of shaking out to do, but in the meantime, there are real benefits to be seen by business, “customers,” taxpayers, government agencies, and IT.
