GovX Summit - Government Experience Awards

The GovX Summit is the premiere Center for Digital Government annual event that showcases and recognizes the latest trends, best practices and ideas around the evolving experience of government. Bringing together a diverse set of leaders from industry and government, the GovX Summit provides a unique opportunity to learn from and network with those directly at the forefront of the government experience movement.

Dustin Haisler

Dustin Haisler

Chief Innovation Officer, Center for Digital Government

As the finance director and later CIO for Manor, TX, a small city outside Austin, Dustin quickly built a track record and reputation as an early innovator in civic tech. A member of Code for America’s original steering committee, he pioneered government use of commercial technologies not before used in the public sector. In 2010, Dustin launched Manor Labs, a website that let residents submit their own ideas and vote other peoples’ ideas up or down. He looked to the private sector to help broaden the adoption of these and other civic innovations, joining California-based Spigit as director of government innovation. While at Spigit, a company that makes crowdsourcing and innovation management software, Dustin helped design and deploy innovation programs for New York City; Bogota, Columbia; and even part of the space program (through NASA’s Langley Research Center).
Notably, Dustin’s work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. and the Today Show on NBC.
As chief innovation officer, Dustin has a strategic role to help shape the Center’s products, services and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and, ultimately, scale technology innovation within the public sector.

Phil Bertolini

Phil Bertolini

Vice President, Center for Digital Government

Phil Bertolini is vice president for the Center for Digital Government. Previously, he served as deputy county executive and CIO for Oakland County, MI. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named one of Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change for 2012.

Teri Takai

Vice President, Center for Digital Government

Teri Takai is vice president for the Center for Digital Government. Previously, she worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led Teri to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards.

PayIt’s chief government relations officer, Jeff Craver, an attorney, brings two decades of state and international government relations experience to the company. Before joining PayIt, Jeff was a principal at Advantage Capital. Prior to that, he drove growth policy initiatives at the Missouri Chamber of Commerce and served as counsel to the Missouri Senate.

He possesses a Master’s degree in Public Management from Northern Arizona University and a Bachelor’s degree in Business Administration.

Michael Hojnicki

Chief of Technology and Administrative Services, New Castle County, DE

Michael Hojnicki is chief of technology and administrative services for New Castle County (NCC), DE and, for 19 months, dually served as acting public safety director. In his current role, he leads the innovative, digital transformation efforts that leverage technology to improve overall efficiencies. He and his award-winning team support all of the technology, cybersecurity and data protection for the entirety of NCC government operations, including finance, human resources and the Department of Public Safety (Police, Paramedic, 911 Emergency Communications and Emergency Management).

Suzanne Pauley

eMichigan Director, Department of Technology, Management and Budget, State of Michigan

Suzanne Pauley serves as the director of eMichigan, the state office responsible for the vision, development and design of Michigan’s digital imprint. eMichigan brings citizen-centric government to Michigan’s residents and businesses, providing GIS, mobile and web technology resources while ensuring a secure portal to connect residents with government online services. In her role, she oversees the team that has earned Michigan placement among the nation’s top 10 state websites every year since 2015. In 2017 and 2018, StateScoop editors chose Suzanne as one of the "Top 50 Women in Technology.”
Pauley began her tenure as a student assistant with the state of Michigan in 2000. Over the course of her career, she worked as an application developer and project and program manager before being named eMichigan director in 2014.

Dana Wilson is the senior general manager for NIC. With more than 11 years of eGovernment experience, Dana leads the team that has helped the State of Mississippi deliver over 250 online, mobile and IoT solutions, providing citizens an efficient and secure way to engage agencies, departments, local and state government. Under her leadership, Mississippi’s self-funded eGovernment program has resulted in an over $11 million cost avoidance for the state since its 2010 inception.
