Overview

This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Dan Thurmon

Author, Peak Performance Coach, and Hall of Fame Speaker

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Teri Takai

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Phil Bertolini

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

DeAngela Burns-Wallace

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Dean Johnson is Chief Operating Officer for the Georgia Technology Authority (GTA). Dean has 37 years of experience providing information technology services for both the public and private sectors. Through Mr. Johnson’s leadership and in collaboration with other key leaders within GTA and participating agencies, the state of Georgia entered into a partnership with leading private-sector technology companies to provide IT infrastructure and managed network services to state agencies. The partnership, known as the Georgia Enterprise Technology Services (GETS) program, has strengthened security, modernized infrastructure and networks, improved reliability, and increased transparency in the state’s IT enterprise.

Deputy Inspector General, Department of Community Health

Nigel Lange has served in State government law enforcement for over 29 years, and is a 19 year employee with the State of Georgia. He has served as the Chief Information Officer and Chief Polygraph Examiner for the Georgia Department of Public Safety based in Atlanta. He has served in a sworn capacity as a State Investigator and Computer Forensics Examiner. He currently serves as the Deputy Inspector General at the Georgia Department of Community Health.
A naturalized US Citizen, Nigel was born in Sydney, Australia. He served for 10 years as a State Police Officer for the Queensland Police Service, in uniform and plain-clothes assignments. He was certified in investigative skills, explosives ordnance, auto theft identification, and was trained as a Witness Protection Operative by the United States Marshals Service.
Nigel is a Certified Protection Professional and Professional Certified Investigator. He is a graduate of the Northwestern University School of Police Staff & Command session 344, and the FBI National Academy session 267.

The Principal Architect seeks immersion into the client’s ecosystem, develops an expertise of the client business issues and assists the customer in building their complex technology roadmaps.
Don has over 25 years of IT Management and Security experience in the SLED and Enterprise Sectors. He is currently an advisor to AT&T’s National Cares Act Team where he solutions and tests remote workers/students, contact tracing, IOT, Video Analytics, and Security solutions.
Don is a Liberal Arts Graduate from Louisiana Tech University where he majored in Computer Science and Accounting. He has completed Professional Education courses in Digital Transformation: Security, AI, IOT, Cloud and Blockchain at the Massachusetts Institute of Technology.

Jeff May

Chief Information Officer, Department of Labor, State of Georgia

Jeff May has served as the Chief Information Officer for the Georgia Department of Labor (GDOL) since 2012, overseeing the agency technology strategy, planning, budget, and operations of the Information Technology Division. May brings over 25 years of IT leadership and Management experience from both the private and public sectors.
While at GDOL, May has worked to design, develop, and implement an agency IT modernization strategy that includes streamlining operations, reducing costs, and modernizing the agency suite of business applications. Under May’s leadership, GDOL became one of the first state agencies to retire a legacy mainframe system and replace it with more modernized infrastructure utilizing a distributed server environment.
In addition to his role as CIO at GDOL, May also currently serves as IT Director and Chairman of the National Association of State Workforce Agencies (NASWA) Information Technology Support Center (ITSC) Steering Committee.

Tom is the Chief Information Officer (CIO) for the Department of Revenue and has been in that role for 5 years. Prior to joining the Department of Revenue, he was the CIO for The Department of Corrections and the Department of Driver Services. Before joining the state, Mr. McMurry served in private sector leadership positions in public account, banking and commercial real estate.  He earned his Bachelor’s degree in Business Administration from Georgia State University.

Jim Meehan

Jim Meehan

Senior Manager Global Investigations, Global Security Services, Verizon

Jim Meehan is the Global Investigations Senior Manager for Global Security Services where he
coordinates the forensic investigations conducted by the investigative response unit worldwide.
Prior to working at Verizon, Jim worked with the United States Secret Service. With 27+ years
of law enforcement experience, his career spanned numerous disciplines within the United States
Secret Service to include supervising technical security countermeasures and tactics. He served
in a supervisory capacity on the Presidents Protective Detail during which he advanced to the
principal assignment on the President’s Counter Assault Team. In his last assignment with the
agency he was the Deputy Special Agent in Charge of Cyber Operations. In that position he
supervised and engaged in historical transnational cybercrime investigations, oversaw the
Critical Systems Protection Program and all of the Secret Service network intrusion and forensic
examination programs.
He continues to cultivate key partnerships with members of government, academic, private
industry, national and international law enforcement entities. He is a prominent speaker on
transnational investigations both domestically and internationally.
Jim currently serves on the Advisory Panel for the International Association of Financial Crime
Investigators. He was previously a United States representative on the Five Eyes Law
Enforcement Group (Cyber Crime Operations) and the G-8 Roma-Lyon Cyber Crime Working
Group.
He has a Master’s Degree in Strategic Studies (Counter Terrorism) from the National Defense
University and has graduated from the Chief Information Security Officer Program at Carnegie
Mellon University.

Joseph Morris is vice president of Research and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He is also the Chair of the Metropolitan Washington Council of Governments Chesapeake Bay and Water Resources Policy Committee.
Jon has chaired Fairfax City’s Parks and Recreation Advisory Board. He also served on the Green Acres Feasibility Study Committee and the city's Branding Advisory Committee. As a senior analyst with the U.S. Government Accountability Office (GAO), he received a GAO Meritorious Service Award in 2013.
Jon earned a bachelor’s degree in history from Washington & Jefferson College and a master’s degree in public and international affairs from the University of Pittsburgh Graduate School of Public and International Affairs. He also completed a master's degree in national security and strategic studies with the U.S. Naval War College.

Renee Tarun has over 20 years' experience in the cybersecurity and information technology fields with leadership experience in development and engineering, operations, strategy, policy, and portfolio management, across the intelligence community, law enforcement, and private industry. As Deputy CISO at Fortinet, she focuses on enterprise security, compliance and governance, and product security. Prior to joining Fortinet, she served as Special Assistant to the Director, National Security Agency (NSA), for Cyber and Director of NSA's Cyber Task Force, in which she advanced NSA's execution of its cybersecurity and cyber-related missions by overseeing resources; defining and integrating mission capabilities; and shaping agency strategy and national level policy at the White House. Renee is also a board member for the George Mason University Volgenau School of Engineering, creating synergy between the school and the professional community by addressing workforce development demands, industry expectations, and employment trends. She is married with two children.
