Referred to by his fans as “the Artist for the People”, Phil Hansen is an internationally recognized multimedia artist, speaker, author, and innovator -- at the forefront of bringing art to a wider audience. Crashing irreverently through conventional boundaries, Phil works at the intersection of traditional art, electronic media, offbeat materials, and interactive experiences. His meta-art, with its process-focused videos (sometimes including destruction), powerfully demonstrates to millions that art is action, not just result. Jeff Crume is an IBM Distinguished Engineer and Master Inventor with more than 40 years’ experience in the IT industry. He has a PhD in Cybersecurity and serves as an Adjunct Professor at NC State University. Jeff’s YouTube videos have been viewed more than 25 million times and he is the author of a book entitled "Inside Internet Security: What Hackers Don't Want You To Know” as well as a contributing author to the "Information Security Management Handbook.” He is a member of the inaugural class of the NC State University Computer Science Alumni Hall of Fame and serves on the editorial board for the “Information and Computer Security” research journal. Jeff lived in Beijing on assignment in 2006 and has worked with clients in 50 countries.

Bill Curtis-Davidson serves as Executive Director and Principal Research Scientist at the Georgia Tech Center for Inclusive Design and Innovation (CIDI), where he leads applied research, service, and education initiatives that advance accessible technology. Beginning his career in 1998 as a Research Scientist focused on assistive technology and user-centered design, he has since held influential roles across industry and emerging technology, including leadership positions at IBM, Level Access, and Magic Leap. His work spans accessible product design in aviation, consumer electronics, enterprise hardware, and extended reality (XR). A Certified AI Governance Professional and ForHumanity Certified Auditor & Fellow, he has contributed to award winning policy and standards efforts with OECD, NIST, PEAT, PAI, and ForHumanity. He also serves as an appointed member of the Georgia Technology Authority’s AI Advisory Council.

A Lean Six Sigma certified leader, Dewayne is known for translating strategic priorities into scalable solutions through data, cross-functional collaboration, process improvement, and emerging technologies, including Generative AI and automation. Prior to his public-sector leadership, he held several private-sector leadership roles, including Manager of Corporate Retail Operations for a Fortune 500 global retail organization.
Dewayne holds a bachelor’s degree in Business Management from the University of Southern Mississippi and is also an FAA Part 107 Certified Drone Pilot.

With a decade of state government service, Salome was part of the inaugural team that successfully built GDAC’s modern data cloud—a robust, enterprise-scale data platform—from the ground up for the State of Georgia.
Her primary focus is leveraging this platform to deliver enhanced efficiency and transparency for state agencies. She achieves this by translating complex data into clear, actionable insights and data products, directly driving data-driven decision-making across the enterprise. Her previous government experience includes working with the Georgia Department of Public Health.

He is especially focused on leveraging AI, automation, and other emerging solutions to streamline processes, increase productivity, and solve real business challenges in responsible, practical ways.
Known for bridging the gap between technical and non-technical teams, Jamarr brings a strong background in leadership, process improvement, and solution delivery. His experience includes driving technology enhancements in restaurant environments, along with technical support engineering, which built a strong foundation in improving complex systems, supporting users, and leading change. He is passionate about making modern tools accessible and results-focused in the public sector.
Outside of work, Jamarr is a devoted husband and father who enjoys cheering on his daughters at volleyball games, attending chorus recitals, and spending time together over board games. He is also an emerging anime fan, an avid movie enthusiast, and a dedicated gamer. His curiosity and love of learning shape both his personal and professional life. He holds a Bachelor of Science in Software Engineering from Southern Polytechnic State University and is committed to making AI and innovation useful, practical, and approachable.

PINES Program Director, Georgia Public Library Service 

Elizabeth McKinney is the Director of PINES, the public library automation and lending network for 300 libraries that serves library patrons in all 159 counties in Georgia.  Elizabeth was part of the team that developed the open source Evergreen Integrated Library System (ILS).  Accessibility was a priority during the initial development of the software in 2004.  Evergreen is now used by over 1,800 libraries around the world and is developed by the community. Accessibility of the software requires consistent advocacy and education. Elizabeth will share her experience to make sure accessibility remains a priority to the community.

Director, Data, Analytics, and Research, Department of Behavioral Health and Developmental Disabilities, State of Georgia 

Stefanie Lopez-Howard is the Director of Data, Analytics, and Research at the Georgia Department of Behavioral Health and Developmental Disabilities since July 2023. Her focus is data governance, analytics, and research strategy. She leads a team of eight staff who work on enterprise-wide analytics, implementation of data governance policies, data sharing initiatives, internal and external research partnerships. In the past three years, DBHDD has rolled out a business intelligence portal with dashboards for every single division within the enterprise. DBHDD data use and sharing agreements with both the GBI and DPH under her watch.
Prior to that, Stefanie served as the Statistical Analysis Center (SAC) Director for the State of Georgia for 11 years. During her tenure as Director, the SAC grew from a staff of 2 to 9 and secured over $6 million for various data-driven, data-sharing, or innovative research and implementation projects. Before being appointed SAC Director, she served a brief time as Planning & Evaluation Program Coordinator, overseeing the programmatic functions for 10 federal funding streams. Stefanie started her career in New York City at Legal Momentum first as a legal assistant and then as the Program Associate to the National Judicial Education Program. She holds a Master of Public Administration with a concentration in Survey Research from the University of Connecticut; and, a Bachelor’s in English Literature with two minors in French and Legal Studies from Trinity College in Hartford, CT.

Chief Development and Chief Cloud Officer, State of Georgia 

Keith A. Perry is a visionary technology executive with more than 30 years of experience driving innovation across application development, cloud strategy, and digital transformation. He specializes in designing, building, and implementing innovative AI solutions that return value with increasing ROI, demonstrating a deep understanding of cost-effective development that benefits the enterprise.
Keith currently serves as the Chief Development and Chief Cloud Officer for the Georgia Technology Authority (GTA), where he leads statewide application development and enterprise cloud strategy. As the first chief development officer appointed in Georgia's state government, he is a driving force behind the state's technology modernization, most notably through the creation of the Peachworks Platform, a cloud-native platform powering digital innovation across agencies and municipalities. His leadership of the Enterprise Cloud Program has accelerated the adoption of secure, scalable cloud technologies across government entities. Keith received the 2025 NASCIO State Technology Innovator Award, a recognition that honors outstanding individual contributions to advance state technology through the promotion of best practices, adoption of new technologies, and advancements in service delivery.
Before joining GTA, Keith served as Deputy CIO at the Georgia Department of Community Supervision, where he led transformative IT initiatives for a newly formed agency and implemented one of the nation's leading law enforcement case management systems, deploying advanced technologies that saved over 50,000 work hours annually through AI, automation, and facial recognition technologies.
Keith also held leadership roles at the Georgia State Board of Pardons and Paroles and the Georgia Department of Corrections, where he spearheaded enterprise IT strategies that consistently achieved cost savings, efficiency gains, and improved service delivery. He holds an MBA from the University of West Georgia and a BA in Economics with a minor in Computer Science Engineering from Howard University.
