Shawnzia A. Thomas has worked in Georgia state government for more than 13 years, with an emphasis on integrating technology to improve constituent services and better serve Georgians. In July 2021, she was appointed Chief Information Officer for the State of Georgia and Executive Director of the Georgia Technology Authority by Governor Brian P. Kemp. Previously, Ms. Thomas served as Assistant Deputy Commissioner of the Georgia Department of Human Services. Previously, she was Executive Director of the Georgia Commission on Equal Opportunity and Director of the Georgia Secretary of State’s Corporations Division.  A native of Macon, Georgia, Ms. Thomas received her undergraduate degree from Middle Tennessee State University and Master’s in Public Administration from the University of West Georgia. She is a Commissioner on the Georgia Commission on Equal Opportunity’s Advisory Board and member of the Hospitality Ministry at Chapelhill Church in Atlanta. Ms. Thomas was named to the Atlanta Business League’s list of Top 100 Women of Influence for 2021 and received the 2022 Golden Gov: State Executive of the Year award from StateScoop.

With over two decades of experience, Adam has worn many hats, starting as a database administrator and working his way up to his current role. Leading a team of IT professionals, Adam focuses on the smooth operation of various technical aspects, including applications, infrastructure, audio-visual systems, and printing services. His journey from the ground up reflects his dedication to the Training Center's mission of delivering innovative public safety training. 
Adam has survived multiple cyber attacks during his career and is working to mature the cyber security program at GPSTC. Adam recently obtained his CISSP certification and is currently studying for his CEH certification. Adam's strategic vision and hands-on experience enable him to guide his team in effectively supporting the diverse technological needs of public safety.

Shimell Hinesman is an Instructional Designer in the Organizational and DAS Training and Professional Development Unit for the Georgia Department of Human Services. She has worked in Georgia state government for the past nine years, including three years with the Georgia Department of Public Health as a Business Analyst. Prior to her current role, Shimell served as a Project Manager for three years in the Office of Enterprise Development where she played a key role in managing the Conference and Meeting process for DHS divisions and administrative offices, including the annual DHS Commissioner’s Leadership Meetings.
Shimell has contributed to DHS’s enterprise-level professional development initiatives, delivering training to staff across the agency. In her current role, she designs and develops a variety of learning solutions, including eLearning, microlearning, PowerPoint presentations, and other training materials.
She holds an Associate of Science degree, a Bachelor of Science in Information Technology, an Associate Project Manager Certification, and is a Certified Public Manager.

She has been working in the Public Sector since 2002, serving in numerous capacities such as: Technology Director, IT Manager, dispatcher, communications training officer, CISM team lead/coordinator, supervisor, instructor, policy writer, technical software trainer, systems analyst, vendor manager, process improvement analyst, reporting manager, GIS coordinator, IT project manager, and systems administrator. Since she started with the City in 2020, her primary focus has been cybersecurity and accessibility for users and citizens.
In 2023, she received the Georgia Government Management Information Sciences (GMIS) “Spirit of GMIS” Award, the GMIS International “Rising Star” Award, and earned her Certified Government Chief Information Officer certification from University of Georgia’s Carl Vinson Institute. In 2024, Ginger was named a “Navigator of Change” by the Atlas. In 2025, Ginger became a Maxwell Leadership Certified Team Member and a Certified Behavior Analysis Trainer. She also earned her Enterprise Cybersecurity Leadership Master Certificate from the Professional Development Academy.
Ginger is a mother to 3 daughters ages 21, 19, and 9. She lives in Marietta, GA. She also serves as the Chairman of the Board for Numinous Flux Dance Company and sits on numerous committees for the local and International chapters of GMIS.

Pamela holds the Certified Information Systems Security Professional (CISSP) credential as well as the Project Management Professional (PMP) credential. At the State Accounting Office, she led the migration to Oracle Cloud Infrastructure, a project completed on time, within budget, and under tight deadlines. Currently, she is leading the reporting team, integration team, and security/system administration team for the implementation of Workday for the State of Georgia. She has served in the United States Air Force as a Communications and Information Officer supporting combat communications and ensuring the warfighters had the required tools. As an Air Force Officer, she organized the Air Force Technology Conference and secured keynote speakers like Michael Dell.
Pamela is passionate about protecting information in all its forms and helping individuals and organizations stay secure in an increasingly digital world. She works to increase organizational focus on information security, governance, and risk management When not immersed in IT security, Pamela dedicates time to community service as an Alpha Kappa Alpha Sorority Inc. member and a National Association of Black Social Workers member. These organizations enrich perspective and strengthen her resolve to continue making a positive impact.
