Overview

As state and local government executive offices, departments and agencies become more data-driven, the creation, development and strategic importance of data is critical for the future of government. Delivering data-driven government requires building trust across multiple stakeholders, navigating security and privacy concerns, upskilling staff, and changing long-held practices.

The Center convened state and local government Chief Data Officers, Chief Information Officers, Chief Privacy Officers, Information Technology Managers and individuals responsible for adoption of artificial intelligence (AI) and those who are leading the way in turning data into a strategic asset.

Join us for a welcome dinner and an engaging one-day Summit. The goal of the Summit is to create an interactive environment with your peers and partners to build and foster relationships. The Summit will be a full day of lively and candid discussions around the importance of data which will include building a data culture, data quality assessment, data structure, data governance and many more key topics. It’s also an opportunity to discuss issues, needs and potential solutions in a collaborative environment.

Neil Cooke

Neil Cooke

Statewide Chief Data Officer, Department of Information Resources (DIR), State of Texas.

Neil is responsible for collaborating with agencies and institutions of higher education to enhance data governance and maintain data integrity at a statewide level, creating data policies, standards, and best practices, while also exploring opportunities for data sharing across government. Neil brings more than 30 years’ experience in information technology to his role, leveraging his background in strategic and operational planning, performance management, and project portfolio management.
Before joining DIR, Neil served in the public sector for 15 years, where he held positions at the Texas Department of Agriculture and the Health and Human Services System, including Director of the Project Management Office and Director of Performance Management. Prior to his public sector experience, Neil held roles as a Data Analyst and Business Analyst in the private sector, both in the US and in the United Kingdom.
Neil has a Bachelor’s degree in Computer Information Systems, is a graduate of the Lyndon B. Johnson School of Public Affairs Executive Leadership for Information Technology Excellence (ELITE) program, and is a certified Project Management Professional.

Chief Privacy Officer, State of Indiana

Named a Top 25 Doer, Dreamer & Driver by GovTech, Ted Cotterill serves as Indiana Chief Privacy Officer and as General Counsel for the Indiana Management Performance Hub, where he designed and implemented Indiana’s legal framework for responsible data-driven innovation. Ted’s practice focuses on governance, ethics, compliance, licensing, and privacy issues presented by AI, complex digital infrastructure partnerships, cloud services, and product development across various standards and regulatory frameworks. He serves as a founding officer of StateRAMP, co-chair of the NASCIO Privacy & Data Protection Forum, appointee to the Indiana General Assembly’s AI Task Force, and in his community as VP of the Greater Allisonville Community Council. Ted earned his JD from the Indiana University McKinney School of Law, is recognized as a Fellow of Information Privacy by the International Association of Privacy Professionals, and was honored by the Indiana Lawyer with a Leadership in Law Award in 2022.

Teri Takai

Senior Vice President, Center for Digital Government

Teri Takai is Senior Vice President of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Dustin Haisler

Dustin Haisler is the President of e.Republic - the nation's leading state and local government data, media, and events company - and the parent company of Government Technology, Governing, and the Center for Digital Government. He is also active in the academic and research community, serving as co-lead of the Center for Public Sector AI, an Eisenhower Fellow (2019 Zhi-Xing Program), board member of the Good Governance Worldwide Academic Journal, and Program Faculty for the Certified Public Management Program (CPM) at Texas State University.
As the former Chief Information Officer (CIO) and Assistant City Manager for the City of Manor, Texas, Dustin quickly built a reputation as an early innovator in civic tech. He pioneered government use of commercial technologies not previously used in the public sector, including open innovation, Quick-Response (QR) barcodes, crowdsourcing, and gamification. Recognized as one of the nation’s Top 25 Doers, Dreamers, and Drivers for government technology, he was also named a Business Transformation 150 Leader by Constellation Research. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. Magazine, the Today Show on NBC, The Economist, CNN, Fortune, and Citizenville by California Governor Gavin Newsom. Most recently, Dustin has led initiatives to help public sector agencies safely adopt and integrate artificial intelligence technologies through public speaking, research, training, expert testimonies, and the development of AI tools.
Dustin graduated Magna Cum Laude from LeTourneau University with a Bachelor of Business Administration and has conducted research with universities around the globe on incubating next-generation technologies in government, including the Persuasive Technology Lab at Stanford University and the University of Trento, Italy. He is a frequent speaker and expert advisor who collaborates with Fortune 500 companies, investors, government agencies, academia, startups, and non-profits worldwide on the global govtech market, public sector technology trends, and artificial intelligence development.

Government focused in the past on bringing disparate data together into data warehouses to enable sharing and enterprise analytics.
