J. Todd Inman

J. Todd Inman

Secretary of Management Services, State of Florida

J. Todd Inman is the Florida Secretary of Management Services, where he leads nearly 1,000 employees and oversees a $910 million budget that manages over $25 billion in contracts, disbursements, and procurements annually. Management Services is comprised of three primary areas of service: business, workforce, and technology. Each of these areas serves as a critical resource for other state agencies across the enterprise.
DMS’ Business Operations is responsible for managing the primary back-office business operations of state government and is responsible for key construction projects throughout Florida. Workforce Operations is responsible for managing primary components of the state personnel system. The Florida Digital Service (FL[DS]), housed within DMS, was established in 2020 to deliver better government services and transparency to Floridians and is focused on implementing Governor DeSantis’ cloud-first policy initiative, transforming aging legacy systems using agile methodologies, and strengthening Florida’s cybersecurity response.
Inman previously served as the Chief of Staff of the United States Department of Transportation, where he led over 55,000 employees and 20,000 contractors. His experience at the U.S. Department of Transportation included being the Director of Operations and Deputy Chief of Staff. During his tenure at the Department, the agency worked extensively on autonomous vehicle regulation, commercial space rulemaking, and regulatory reform. Additionally, he co-authored the “Return to Normal Operations” plan during Covid-19 for the agency and ensured America’s transportation system continued operation during the pandemic.
Inman is a graduate from the University of Mississippi (Ole Miss) with a Bachelor of Science degree in Journalism and Advertising. He has vast experience in entrepreneurial activities in the home service industry and a property and casualty multi-line agency. He was previously named to the “Presidents Club” as one of the top 50 agents out of 17,000 for health insurance in the United States. He has also served in a variety of roles in political and organizational campaigns, including being named a Chief Whip and Caucus Team Leader during the 2016 Presidential nomination convention, Iowa Caucus organizer, National Republican Senatorial Consultant for PA, appointed to the National Advisory Council of the U.S. Small Business Administration, and Director of Logistics in Ohio for a presidential campaign.

James Grant serves as Florida’s Chief Information Officer. A Tampa native, James previously served in the Florida House of Representatives. Prior to being appointed to this role, he was an entrepreneur with a passion for creating technology solutions for the challenges in an ever-evolving and innovating marketplace. Those same principles are applied in his approach to governing, thereby introducing government to efficiencies that result from interoperability, while working toward his concept of Minimal Viable Government.

His character voices and impressions can be heard in innumerable video games and animated TV shows and films. His YouTube video Shakespeare in Celebrity Voices brought him global attention and led to many opportunities, including America’s Got Talent, where he did his celebrity impressions at Radio City Music Hall. Jim lives in Los Angeles with wife Tamra Meskimen, also an actress and one of the founders of The Acting Center, an acting school in LA which delivers online training. His daughter Taylor Meskimen is an award-winning narrator and actress. His mother is Emmy and Golden Globe award nominee Marion Ross, the iconic “Mrs. C” of Happy Days fame.

Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

He and his wife also enjoy seeing concerts of old and new artists at a local outdoor amphitheater.

Otto Doll

Senior Fellow, Center for Digital Government

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Jon leads the Insider Threat risk offerings for Mandiant, globally. He is regarded as a trusted advisor who coaches boards and executives on how to measure and manage enterprise risk. He regularly speaks at industry conferences and advises journalists on cybersecurity matters. Jon is a member of the Geneva Dialogue on Responsible Behaviour in Cyberspace and the Global Forum on Cyber Expertise. Jon is the founder of Mandiant's Elevate program to advance women in IT security into senior leadership and Board positions. Jon serves as an adjunct professor teaching advanced curricula on cybersecurity and risk frameworks at St. Mary’s University. Jon is a graduate of Harvard, John F. Patrick Gillespie is the Deputy Secretary of Business Operations for the Department of Management Services. Patrick leads the divisions of Real Estate Development and Management, Specialized Services, State Purchasing, and Telecommunications. As Deputy Secretary, Patrick is charged with managing the high-quality business operations that our customers deserve while also decreasing operating costs so that taxpayer dollars are focused where they are most needed.
Prior to his current role, Patrick served DMS as the Senior Director for Special Projects, where he managed the Office of Project Management and Strategic Planning. As senior director, he was responsible for several high-profile projects, including the Capitol Complex Improvement Project, a project to improve the Florida Capitol’s safety and overhaul its architectural design. He also led efforts to memorialize former students of the Arthur G. Dozier School for Boys.
Patrick has more than 15 years of experience in communications and policy. His previous experience includes the Department of Environmental Protection, public relations and advocacy work, and award-winning journalism.

Russell has been helping governments innovate and improve their operations through the cutting-edge application of technology for more than 25 years. Working in both the public and private sectors, he has created, implemented and supported advanced applications and technology for local governments serving hundreds of thousands of citizens and customers across the United States.
Most recently, he has concentrated on implementing an aggressive roadmap for digital business improvement as the CIO, CTO and Director of Technology and Innovation for the City of Tampa. With a priority on getting the right tools and technology for expanded service, improved reliability, and open data sharing for the departments he serves, the City has implemented and upgraded more systems in the past five years than the 15 before.
Russell has a bachelor of business administration degree with a major in management from Florida Atlantic University. He trained in performance management with a past Florida Governor’s Sterling Award winner and is a past examiner for Illinois Performance Excellence (ILPEx), an organization that assists governments, hospitals, manufacturers and other businesses to implement the continuous improvement management model using the Baldrige Criteria for Performance Excellence. He is also a 2018 honoree of the Tampa Bay Business Journal’s CIO of the Year award.
When he’s not at work, he’s probably out on a long run, training for the next Gasparilla Distance Classic.

Prior to coming to FSU Bill worked as a cybersecurity consultant. Throughout his career, Bill has accumulated 25 years of IT security, privacy and governance experience, mostly in the financial services industry, with the last eight years in the public sector.
Bill obtained his master’s degree in educational technology at The George Washington University and holds numerous certifications, including Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP) and is a certified Lean Six Sigma Green Belt.

Civil Integrated Management Officer, Department of Transportation, State of Florida

John Krause, PSM serves as Director of Strategic Initiatives (Civil Integrated Management Officer) for the Florida Department of Transportation (FDOT) and is charged with management of the agencies CIM Program. He assumed this role in January 2017 having previously served 7 years as the State Surveyor managing that program for all FDOT Surveying and Mapping activities statewide. Joseph was named DBPR’s Chief Information Officer in May of 2016. Prior to his current position, Joseph managed the Enterprise and Business Systems Engineering Services team since he joined DBPR in April of 2011. He is a native Floridian, who was born on Naval Air Station Pensacola and raised in Central Florida before he started working with the State at Florida State University in 1999. Joseph spent 10 years at the Florida Department of Health in roles ranging from Helpdesk and Systems Administration to IT Security and Disaster Preparedness Consulting.

Chief Information Officer, House of Representatives, State of Florida

Scott McPherson is a fifth-generation native Floridian. An international businessman at age 21, Scott was elected to the Florida House of Representatives in 1980 from the south Miami-Dade County area at age 25, defeating a two-term incumbent. Scott served in the early 1980s.
Scott has been a technology, political and communications consultant for the past thirty-one years, and a CIO for twenty-three of those years. His weekly technology column for Knight/Ridder Newspapers, “The Help Screen,” ran coast-to-coast in such newspapers as the Boston Globe, the San Diego Union-Tribune, the Detroit Free Press, the Tallahassee Democrat, and the Atlanta Journal and Constitution.
In 1999, Governor Jeb Bush asked Scott to return to public service and create Team Florida 2000, Florida’s statewide Y2K preparedness effort. The largest IT project in Florida’s history, TF2K garnered several state and national awards. TF2K’s statewide critical infrastructure and disaster recovery methodology were used extensively in the weeks following 9/11.
In early 2000, Governor Bush asked Scott to repair the ailing state Census partnership. Scott’s redesigned and reenergized effort, Sunshine Count 2000, was a critical and media success, and helped Florida secure a second new Congressional district, which no pundit thought possible. It was also the template for Florida’s successful efforts in the 2010 Census.
In February 2001, Scott created the Office of Information Security within Florida’s State Technology Office. Efforts were accelerated following 9/11, and Scott was awarded a “Best of Breed” award from the Center for Digital Government in 2002.
In March 2001, Scott was appointed Chief Information Officer (CIO) at the Florida Department of Corrections. Under Scott’s tenure, the Department’s Office of Information Technology won seventeen (17) Davis Productivity Awards from Florida TaxWatch for innovation and excellent stewardship of taxpayer dollars.
In 2006, Scott accepted the appointment as CIO for the Florida House of Representatives. Scott guided the development of the legislature’s first “app,” which debuted in March, 2013, and garnered 5-star reviews and more than 3,500 downloads before being decommissioned in 2017.
Scott is recognized internationally as an expert in preparedness for pandemics. For the past fourteen years, Scott has lectured extensively from coast-to-coast on the topic, and his presentations are referenced by the National Association of County and City Health Officials, the State University System of Florida, the University of Illinois, the U.S. Department of Justice, and the National Institute of Corrections. Scott appeared on Fox News Channel as part of their swine flu coverage in 2009. In September of that same year, Scott was invited to lecture at the CIDRAP conference on preparations for H1N1 “swine flu,” at the request of Dr. Michael D. Osterholm, CIDRAP’s director, and an internationally-recognized expert on infectious diseases. Scott was lecturing on the threat of a coronavirus pandemic as early as mid-February, 2020, at the request of the Multi-State -Information Sharing and Analysis Center (MS-ISAC).
As a result of his pandemic efforts and overall body of work, Government Technology Magazine recognized Scott as one of the Top 25 technology “Doers, Dreamers and Drivers” in 2008, along with Scott’s friend and FEMA Director Craig Fugate, and California Governor Arnold Schwarzenegger.
As a sidebar: Scott appeared as a “walker” in the first episode of AMC’s monster hit “The Walking Dead”, and his likeness was used as the villain James Coyle in the comic book “Enormous,” whose film and television rights have just been purchased.

His experience includes four years as the State of Georgia’s CIO and executive roles in the government technology space. Tony currently serves as a government technology strategist for state and local governments in the south-central region of the U.S for Dell Technologies. Previously, Tony served as a technology leader with the state of Florida with more than 28 years. In the past 15 years, Tony has held the roles of Executive Director of the Southwood Shared Resource Center, Chief Information Officer in both the Florida Department of Health and the Florida Department of Revenue. During Tony’s distinguished career he led large, complex strategic enterprise transformational initiatives to include datacenter consolidation of state IT resources within three state datacenters, $120 million-dollar Child Support Management System, $110 million-dollar Tax and Revenue Management system (SUNTAX) as well as lead the largest Cloud migration initiatives to date in Florida State Government. Rahul Puri, Chief Product Officer, has worked with organizations around the globe to lead innovations in technology strategy, digital transformation, and product management. He has more than 20 years’ experience spanning the public sector, health care, and media. As the former Chief Software Architect for the City of New York’s Health and Human Services, Puri architected and implemented systems that helped redefine the use of technology and data in health and human services agencies in New York City. During his time in Northrop Grumman as a lead architect, Puri led the effort to build a Fraud Waste and Abuse platform and team to win the FPS 2.0 contract at the Centers for Medicaid and Medicare Services. More recently, Puri was responsible for the architecture, buildout, and operations of Magine’s global platform while he was CTO. As Chief Product Officer, Puri is responsible for ensuring that GCOM's product portfolio meets customer and market demands.

Anne Roest has more than 35 years of experience in technology, starting as a programmer for Fidelity Investments in Boston. From there Anne moved to Albany where she worked for a bank before moving to New York State Government. Anne rose through several State positions including Director of Technology for the New York State Department of Taxation and Finance, and the CIO for New York State Public Safety. She moved to New York City Government in 2004 as Commissioner for the Department of Information Technology and Telecommunications (DoITT) and CIO for the City of New York. Upon retirement from the City in 2008 she accepted a position back in New York State to oversee the restructuring of the State’s massive IES program. Anne established a reputation for successfully managing large technology modernization projects, creating a more transparent and open government, and fostering partnerships to improve government efficiency and service delivery. Now fully retired from government she acts as an Advisor to GCOM Software.

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats and digital forensics.
She holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC); SANS Strategic Planning, Policy and Leadership (GSTRT) Global Information Assurance Certification; and Project Management Institute certified Project Management Professional (PMP).

While in college at Florida State University, I pivoted away from a degree in business and went head first into Information Technology. I’ve served the great state of Florida for 14 years starting as an hourly Desktop Support technician. I’ve moved through nearly all aspects of IT infrastructure, soaking up as much knowledge since I had a late start to the “game”. My drive to help with technical challenges and solve large-scale challenges lead me to a role in managing end user experience and spearheading several digital transformation project. Outside of technical work, I’m a pretty simple guy. Like most Floridians, I enjoy fishing, dogs, family time, nearly all outdoor activities, and most of all… air conditioning!

Mr. Stokes is currently the Director of Information Security at Florida State University. A large part of his security experience is comprised of working in law enforcement performing high tech and cybercrime investigations, as well as, several years managing information security programs, in state government data centers. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.
