Overview

Cyber-attacks have increased dramatically over the last few years. Jeanette Nuñez

Jeanette Nuñez

Lt. Governor, State of Florida

Jeanette M. Nuñez was born and raised in Miami, Florida. She was elected as Florida’s first Hispanic female Lieutenant Governor in 2018 and was subsequently reelected in 2022. As Lieutenant Governor, she has been tasked with overseeing the Florida Department of Health, as well as serving as the Chair of Space Florida. Additionally, she currently serves as Chair of Florida’s Cybersecurity Task Force and is also a member of the Statewide Council on Human Trafficking.
Lieutenant Governor Nuñez previously served as a State Representative of the Florida House of Representatives from 2010 to 2018 and was named Speaker Pro Tempore from 2016 to 2018. Lieutenant Governor Nuñez began her healthcare career working at Jackson Health System in 2004 as the State Director for Government Relations handling all aspects of the hospital’s state affairs. In 2006, she was promoted to Vice President of Government Relations overseeing local, state, and federal affairs. She has served on numerous boards and healthcare organizations. In 2010, Lieutenant Governor Nuñez became Vice President of Community Affairs for Kendall Regional and Aventura Hospitals and Medical Centers.
Lieutenant Governor Nuñez is a proud graduate of Florida International University, where she earned a Bachelor of Arts in International Relations and Political Science and a master’s degree in public administration. She is married to her husband, Adrian Nuñez, and together they are the proud parents of three children.

Jeremy Rodgers

Chief Information Security Officer, State of Florida

Jeremy Rodgers is the State Chief Information Security Officer (CISO) for the state of Florida. Serving as part of the State Chief Information Officer’s executive leadership team for the Florida Digital Service (FL[DS]), Jeremy is responsible for leading cybersecurity, cyber planning, incident response, cyber training, and building the Cyber Security Operations Center (CSOC), across the state enterprise.
Prior to joining the state of Florida, Jeremy served more than 20 years in private industry for a Fortune 50 information technology company. He held many roles across the business, including leading cybersecurity solution architecture across federal, defense, and the intelligence community as well as leading a team of analysts and engineers partnering with defense, intelligence, government, and commercial clients in the intelligence analysis and cybersecurity domains. Additional previous assignments include innovations lead for the office of the CISO, enterprise architecture roles in human resources and learning, as well as lead developer and component lead roles in software development.
Jeremy continues to serve his country in the United States Navy. Lieutenant Commander Rodgers currently serves as the executive officer of a Navy Reserve cryptologic unit in Fort Worth, Texas. Previous assignments include an overseas mobilization as Chief of Targets Information Operations, multiple operational cyber leadership roles at US Cyber Command, cyber intel lead for a Navy intel unit at US Southern Command, and department head at a Navy cryptologic unit in Orlando, FL. He has received various individual, unit, and campaign military awards.
In 2015, Jeremy was elected to the non-partisan office of City Council for Boca Raton, FL, where he served six years including several as the city’s Deputy Mayor. He served on multiple boards including the National League of Cities Information Technology and Communications and other regional/transportation boards.
Jeremy completed his MS in Computer Engineering with a minor in Business Administration, as well as his BS in Computer Engineering, both at Florida Atlantic University. He holds a graduate certificate in Bioengineering. He is completing his PhD in Computer Engineering at Florida Atlantic University, with a research focus in security, and an anticipated graduation date of 2022. He has completed the Navy’s Information Warfare Basic Course and the Navy Reserve Commanding Officer Qualification. He is a fully qualified Navy Cryptologic Warfare Officer and Navy Information Warfare Officer.
Jeremy currently resides in Boca Raton, FL with wife Mandy and their four children. They are in the process of relocating to Tallahassee, FL, for Jeremy’s service to the state of Florida.

Garrett Roberts

Garrett Roberts

General Counsel, Highlands County Sheriff’s Office

Garrett Roberts is currently the General Counsel for the Highlands County Sheriff’s Office in Sebring, Florida. He graduated, summa cum laude, with an undergraduate degree from the University of Florida and from Florida Coastal School of Law. Garrett practiced primarily in civil and administrative law in both state and federal courts prior to entering government service. Since starting at the Highlands County Sheriff’s Office, his duties involve providing legal advice to the Sheriff, litigating a variety of claims and lawsuits on behalf of the Sheriff, ensuring compliance with legislation, drafting policies and procedures, and training members on legal matters. Garrett is also a certified law enforcement officer in Florida and an instructor at the law enforcement academy, as well as teaching various other legal courses, at South Florida State College.
Garrett is married to his wife, Desiree, and has two children: son Tanner (4), and daughter Tinsley (2). Garrett enjoys volunteering in the community and sits on the board of directors of multiple local and regional non-profit organizations.
In May of 2022, the Highlands County Sheriff’s Office suffered a significant ransomware attack and Garrett played a pivotal role assisting in the strategic response. The ransomware attack encrypted all agency systems, including permanently erasing backup devices, leading to a prolonged and complicated recovery. There were many valuable lessons learned that are unique for public sector agencies from operational, technological, and security perspectives. Since the ransomware attack, Garrett has routinely spoken and provided training to a variety of organizations.

Pedro Allende

Pedro Allende

Secretary, Department of Management Services, State of Florida

Pedro Allende is the Secretary of the Florida Department of Management Services, which is comprised of three primary areas of service: business, workforce and technology. Each of these areas serve as a critical resource for other state agencies across the enterprise. He has oversight of a $1 billion budget and a workforce of nearly 1,000 employees.
Secretary Allende previously served as Deputy Assistant Secretary for Infrastructure, Risk and Resilience Policy with the Office of Strategy, Policy and Plans at the U.S. Department of Homeland Security (DHS). In this role, he led policy development to protect U.S. critical infrastructure against cyber, physical and natural threats while overseeing policy efforts to increase federal and state local preparedness, response and recovery capabilities. He also served as a member of the Florida Cybersecurity Council.
Prior to his role at the DHS, Allende served as Senior Adviser and Director of Strategic Initiatives in the Office of Cybersecurity, Energy Security, and Emergency Response at the U.S. Department of Energy, and as Counselor to the Secretary and White House Liaison at the U.S. Department of Labor.
In the private sector, Allende practiced law at a national law firm where he cofounded the firm's data privacy and cybersecurity practice and litigated high-stakes cases, including class actions and cross-border disputes.
Allende earned two bachelor’s degrees in political science and economics, a master’s degree in decision and information science and a juris doctorate degree from the University of Florida. He is also fluent in English and Spanish.

Enterprise Security Director, Security Solutions, HP Inc.

Starting as a mechanical engineer, James Dobra began his career shift to IT and Security like many do: explaining the new software to the rest of the team. Soon he was traveling North America as a consultant for firms like PriceWaterhouseCoopers and IBM, ensuring that large software deployments supported the individual employees that had to use it. Switching to security, James brought his user-focused approach to deployment and customer success with him to two successful start-ups and now HP Wolf Security. James still enjoys introducing unique software ideas and technologies to organizations large and small. Outside of work, you can find him at home in Georgia with his family or out rock climbing somewhere nearby.

Jon Ford

Jon Ford

Mandiant Sr. Practice Leader, SLED, Google Public Sector

Mr. Ford is 25-year veteran in cybersecurity, incident response, and intelligence led cyber operations in both government and commercial sectors. Prior to joining Mandiant, Mr. Ford served in executive leadership roles for the Federal Bureau of Investigation (FBI). Mr. Ford
served as the responsible executive to the U.S. Cryptologic Centers for strategic and tactical oversight of global cyber operations and key asset protection. In these roles. Mr. Ford developed the framework used by the U.S. Government to manage risk of cyber threats supporting government and critical infrastructure capabilities receiving recognition by the White House National Security Council and the United States Congress.
Currently, Mr. Ford serves as the Senior Executive to Mandiant’s multi-lateral partnerships and Pinnacle clients. Mr. Ford leads operations, strategy and solutions for our global partners, and globally leads Mandiant’s Insider Threat risk offerings. Mr. Ford coaches’ boards and
executives on how to measure and manage enterprise risk, regularly speaks at industry conferences. Mr. Ford is a member of the Geneva Dialogue on Responsible Behavior in Cyberspace and the Global Forum on Cyber Expertise. Mr. Ford is the founder of Mandiant’s
Elevate program to advance women in IT security into senior leadership and Board positions.
Mr. Ford serves as an adjunct professor teaching advanced curricula on cybersecurity and risk
frameworks at St. Mary’s University. Mr. Ford is a graduate of Harvard, John F. Kennedy School on Cybersecurity Policy; a graduate of Northwestern University, Kellogg School of Business in Strategic Change Leadership; and a graduate of Carnegie Melon University’s series on Insider Threats. Mr. Ford is a certified Project Management Professional (PMP), a Certified in Risk and Information Systems Control (CRISC), a Certified Information Security Manager (CISM), a Certified Information System Security Professional (CISSP), and a Leadership Professional in Ethics and Compliance (LPEC) professional. Kevin Greene

Chief Technology Officer, Public Sector, CyberRes

Kevin E. Greene is an experienced leader, champion and advocate for advancing the state of art in cybersecurity. He has successfully led multiple federally funded R&D projects in his career that were commercialized and transitioned into practice.
Kevin is currently the Public Sector CTO for CyberRes, a Micro Focus line of business. Leveraging his innovative and strategic expertise, he drives customer engagement around cyber capabilities in federal agencies for digital transformation, software supply chain, zero trust and evolving threat defense.
Prior to joining CyberRes, he worked at the MITRE Corporation supporting DevSecOps and cyber defense initiatives. Kevin also spent time serving our nation as a federal employee at the Department of Homeland Security, Science and Technology Directorate, Cyber Security division.
He holds a Master of Science and Bachelor of Science in Information Systems from the New Jersey Institute of Technology and supports several external advisory boards in formalizing cybersecurity curriculum and initiatives.

Bill Hunkapiller, Ed.D., leads the Information Security and Privacy Office at FSU. The office is made up of a security architecture team, a security operations team and a risk, compliance and privacy team. The team's mission is to protect the confidentiality, integrity and availability of FSU systems and data.
Throughout his career, Bill has accumulated over 25 years of IT security, privacy, governance, risk and compliance experience in the private and public sectors.
Bill earned his bachelor’s degree from the University of Central Florida, his master’s degree from The George Washington University and his doctorate in instructional systems and learning technologies from Florida State University. Sarah Kosberg currently serves as the Governance & Risk Manager for the Florida Digital Service. She previously served as the Inspector General at the Department of Management Services and Office of Early Learning.
Sarah has over 20 years of audit experience with an emphasis on IT audit in the areas of systems development, IT security, risk assessment, risk management, and IT governance. Sarah has served in several state agencies including the Florida Lottery, Florida Department of Transportation, Florida Department of Revenue, and Florida Auditor General. Prior to her public service, she was a process consultant for Accenture and has over four years of experience in all phases of the systems development lifecycle.
Sarah holds the Certified Information Systems Auditor (CISA), Certified Internal Auditor (CIA), Certified Information Systems Security Professional (CISSP), Certified Inspector General (CIG), Certified Inspector General Auditor (CIGA), and Certified Fraud Examiner (CFE) designations. She is a graduate of Florida State University.

Deidre Melton is the Associate Vice for Audit and Chief Risk Officer for Florida A&M University. Deidre provides daily strategic direction and supervision for audit, advisory, and investigation services; serves as a trusted advisor to leadership and leads enterprise risk management efforts across the university. Prior to coming to FAMU in 2014, Deidre worked for the State of Florida Auditor General’s Office for eight years performing information technology audits of educational and local/state government entities.
Deidre is very active in the audit and tech professional communities, serving on a variety of local, state, and national boards and committees. Notably, Deidre chairs the IT Audit Group for the State University System of Florida, the Leon County (Florida) Audit Committee, is the Vice President of ISACA Tallahassee Chapter and holds a national board position for the Association of College and University Auditors (ACUA). Deidre is the 2021 recipient of ACUA’s Outstanding Professional Contributions Award recognizing her contributions to the profession of internal auditing in higher education. Melinda Miguel was appointed by Governor DeSantis on January 8, 2019 as Chief Inspector General, Executive Office of the Governor, State of Florida. She also served as Chief Inspector General for Florida Governor Rick Scott from February 2011 to April 2017 and for Governor Charlie Crist from January 2007 to November 2010. In this role, she is a member of the Florida Department of Law Enforcement – Florida Fusion Center.
Ms. Miguel has over 28 years of public service and served as the Inspector General for the following state government agencies in Florida: Florida State Board of Administration; Florida Attorney General’s Office; Florida Department of Education; and, Florida Department of Elder Affairs.
Ms. Miguel has also served as the Deputy Inspector General for the Architect of the Capitol in Washington, D.C. and Inspector General for the U.S. Government Publishing Office, also in Washington, D.C. She began her career in the Inspector General community, as an auditor and investigator for the Florida Lottery Office of Inspector General.
Ms. Miguel is a current member of the national Executive Committee, chair of the Legislative Issues Committee, member of the Professional Certification Board, and member of the Professional Standards Committee for the National, as well as the immediate past National President of the Association of Inspectors General.
Ms. Miguel is the immediate past Senior Vice-President for the National Executive Committee for the Association of Government Accountants (AGA) and the past Regional Vice President for the Gulf Coast Region of the AGA. Ms. Miguel is the Director-At-Large, chair of the Education Committee, chair of the early career committee for the Tallahassee Chapter of the AGA. She also serves on the AGA’s National Partnership Steering Committee and an Advisor to the International Association of Financial Crimes Investigators.

As CISO/CTO, he has built and supported information security programs and operational environments for two SaaS Human Capital Management platforms. His career has afforded him the opportunity to serve in various technical leadership roles at Home Depot, Coca-Cola, Delta Airlines, Blue Cross and Blue Shield of Alabama, Wal-Mart, Ceridian, Siemens, GE Medical, Northrop Grumman, and IBM.
His local community involvement includes Rotary International, IEEE Northwest Florida. He is an adjunct instructor at Pensacola State College in the Math and Computer Science department. Nationally, he serves on the American Childhood Cancer Organization board of directors and is a member of InfraGard.

As Vice President, Chief Information Security Officer for GuideWell and Florida Blue, Jason is responsible for leading an enterprise information security and data privacy program that meets the needs of the business, subsidiaries, clients and providers to ensure that we adequately protect our data. In addition to this work, Jason was appointed by Governor Ron DeSantis to the Florida Cybersecurity Task Force in 2019. In this role he is responsible for analyzing and identifying potential improvements for state government cybersecurity programs. Jason has been a 40 Under 40 honoree of the Jacksonville Business Journal and is a board member of the Northeastern Florida STEM2 hub, which promotes education and training in science, technology, engineering, math and medicine. Additionally, he actively volunteers with Big Brothers Big Sisters of America.

Tev is a frequent speaker and panelist at national, regional, and local technology events, where he shares his insights and knowledge on endpoint management and cloud technologies. With a career spanning several decades at Microsoft, he has developed a deep understanding of these technologies and has become a sought-after expert in the field. In his free time, Tev enjoys playing golf, boating, and watching college football (particularly the SEC). He currently resides in the beautiful Panhandle of Florida.

Glenn has a proven success leading diverse organizations and possess a solid track record of transforming organizations by developing, assessing and managing information security program compliance with NIST 800 53, and 800 171 as well as policy development and management; risk management, program implementation and management; developing and assessing regulatory and framework compliance requirements.
Glenn served 14 years in the Army in a wide variety of command and staff positions. He completed his military career as first Chief of Network Security at the Pentagon after establishing the Army’s first Computer Emergency Response Team. He then served in several startups and spent time at Microsoft as a Federal Cyber Security Advisor. Glenn was also the CISO for the State of Vermont, as well as the State of Oklahoma prior to coming to Gartner.
Glenn holds a B.S. in Engineering from the United States Military Academy. His industry accreditations include Certified Information Systems Security Professional (CISSP), Healthcare Information Security Privacy Professional (HCISPP) and Certified Information Privacy Professional/Government (CIPP/G).

For the past 8 years Jim Taylor has served as CEO for the Florida Technology Council. In this seat, Jim’s voice acts as an unbiased resource for industry leaders, state legislators, state agencies and municipalities working to create a stronger, safer, more efficient Florida.
Jim was appointed as the Florida technology industry representative for the Governor Ron DeSantis Reopen Florida Taskforce; served on the Florida House of Representatives Cybersecurity and EMP Legislative Workgroup, and is an appointed member of the State of Florida Credentials Review Committee, as well as the State-lead for Florida’s Credential-Occupation Correlation & Gap Identification Workgroup. Jim is a recent graduate of the FBI Citizens Academy
In the field of cyber security, as a recent graduate of the FBI Citizens Academy, Jim provides FBI Cybersecurity Symposiums and trainings for education institutions, private and public sector leaders, and students across our state. He and the Florida Technology Council are helping organizations navigate the new cybersecurity challenges of a distributed workforce through their partnership with the Cyber Readiness Institute.
Jim Taylor is one of only four leaders in the state of Florida to receive the “Government Technology National Top 25 Doers, Dreamers and Drivers Award” for efforts advancing technology in state government.

Chief Information Security Officer, Department of Information Technology, State of New Hampshire

Ken Weeks is the Chief Information Security Officer for the State of New Hampshire. He spent most of his adult life as a Naval Officer, Special Duty, Cryptology and Information Warfare, and retired as a CAPT (O6). Although most of his time was spent in the Pacific Theater, he also enjoyed several all-inclusive trips to Somalia, Iraq, and Afghanistan. After the Navy, he worked as an Executive Leader of Cyber Operations at the National Security Agency (NSA). Ken spent a couple years in the private sector as a Consultant with Booz Allen Hamilton and then moved to New Hampshire and back into public service as the Department of IT Business Relationship Manager for the New Hampshire Department of Environmental Services. Since he always works in rooms with no windows and under artificial lights, he spends the rest of his time as an avid four seasons outdoor sportsman with his spouse, teenagers and two Irish Wolfhounds.
