Cyber-attacks have increased dramatically over the last few years. The 2024 Florida Public Sector Cybersecurity Summit provided an opportunity for government technology professionals to learn about the latest efforts to defend, respond and recover from cyber criminals who wish to do harm. The Summit included cybersecurity leaders from state and local government throughout Florida.

Jeanette Nuñez

Jeanette Nuñez

Lt. Governor, State of Florida

Jeanette M. Nuñez was born and raised in Miami, Florida. She was elected as Florida’s first Hispanic female Lieutenant Governor in 2018 and was subsequently reelected in 2022. As Lieutenant Governor, she has been tasked with overseeing the Florida Department of Health, as well as serving as the Chair of Space Florida. Additionally, she currently serves as Chair of Florida’s Cybersecurity Task Force and is also a member of the Statewide Council on Human Trafficking.
Lieutenant Governor Nuñez previously served as a State Representative of the Florida House of Representatives from 2010 to 2018 and was named Speaker Pro Tempore from 2016 to 2018. Lieutenant Governor Nuñez began her healthcare career working at Jackson Health System in 2004 as the State Director for Government Relations handling all aspects of the hospital’s state affairs. In 2006, she was promoted to Vice President of Government Relations overseeing local, state, and federal affairs. She has served on numerous boards and healthcare organizations. In 2010, Lieutenant Governor Nuñez became Vice President of
Community Affairs for Kendall Regional and Aventura Hospitals and Medical Centers.
Lieutenant Governor Nuñez is a proud graduate of Florida International University, where she earned a Bachelor of Arts in International Relations and Political Science and a master’s degree in public administration. She is married to her husband, Adrian Nuñez, and together they are the proud parents of three children.

Warren Sponholtz serves as the Chief Information Officer for the State of Florida and leads the Florida Digital Service in modernizing IT infrastructure, ensuring that data can be shared seamlessly, and strengthening the State’s cybersecurity defenses. With a career spanning multiple state agencies, including the Florida Department of Transportation and eight years as Chief Information Officer at the Florida Department of Environmental Protection, Warren has a proven track record of driving IT modernization and innovation. As Deputy State Chief Information Security Officer at the Florida Digital Service, he led the charge in bolstering the state's cybersecurity posture through comprehensive training, policy development, and robust governance frameworks. A dedicated public servant and United States Marines veteran, Warren holds a Management Information Systems degree from Florida State University.

Chief Information Security Officer, State of Florida

Jeremy Rodgers is the State Chief Information Security Officer (CISO) for the state of Florida. Serving as part of the State Chief Information Officer’s executive leadership team for the Florida Digital Service (FL[DS]), Jeremy is responsible for leading cybersecurity, cyber planning, incident response, cyber training, and building the Cyber Security Operations Center (CSOC), across the state enterprise.
Prior to joining the state of Florida, Jeremy served more than 20 years in private industry for a Fortune 50 information technology company. He held many roles across the business, including leading cybersecurity solution architecture across federal, defense, and the intelligence community as well as leading a team of analysts and engineers partnering with defense, intelligence, government, and commercial clients in the intelligence analysis and cybersecurity domains. Additional previous assignments include innovations lead for the office of the CISO, enterprise architecture roles in human resources and learning, as well as lead developer and component lead roles in software development.
Jeremy continues to serve his country in the United States Navy. Lieutenant Commander Rodgers currently serves as Officer in Charge of a Cryptologic Unit in Augusta, GA. Previous assignments include an overseas mobilization as Chief of Targets Information Operations, Executive Officer of a Navy Reserve cryptologic unit in Fort Worth, Texas, multiple operational cyber leadership roles at US Cyber Command, cyber intel lead for a Navy intel unit at US Southern Command, and department head at a Navy cryptologic unit in Orlando, FL.
In 2015, Jeremy was elected to the non-partisan office of City Council for Boca Raton, FL, where he served six years including several as the city’s Deputy Mayor. He served on multiple boards including the National League of Cities Information Technology and Communications and other regional/transportation boards.
Jeremy completed his MS in Computer Engineering with a minor in Business Administration, as well as his BS in Computer Engineering, both at Florida Atlantic University. He holds a graduate certificate in Bioengineering. He is completing his PhD in Computer Engineering at Florida Atlantic University, with a research focus in security He has completed the Navy’s Information Warfare Basic Course and the Navy Reserve Commanding Officer Qualification. He is a fully qualified Navy Cryptologic Warfare Officer and Navy Information Warfare Officer.
He currently serves on the MS-ISAC Executive Steering Committee and the State of Florida's Cybersecurity Advisory Council.
Jeremy currently resides in Tallahassee, FL with wife Mandy and their four children. He is an active kids' sports Dad, and enjoys playing volleyball and pickleball.

Mr. Bayley provides leadership for the continued development of an innovative, robust, and secure information technology environment for the County.
The primary responsibilities of his office encompass a wide variety of strategic technology issues:

Pasco County Information Technology provides support for fifty-seven different lines of business for the delivery of IT infrastructure and services, information security systems and compliance, administrative systems, and client support services. In addition, the department is responsible for network and telephony needs for the 6th Judicial Court Administration, State Attorney, Public Defender, Guardian Ad Litem, and Misdemeanor Probation, as well as five constitutional offices: (1) Pasco Sheriff’s Office (Telephony only), (2) Pasco Tax Collector, (3) Supervisor of Elections, (4) Property Appraiser, (5) Clerk of the Court and Comptroller.
Mr. Bayley has been in the Information Technology field for 42 years; he holds three master’s degrees from Florida State University (MPA) and Liberty University (MBA, MAML). Bayley is a Certified Public Manager (CPM), a Certified Government Chief Information Officer (CGCIO), and a U.S. Coast Guard Veteran.

Robert "Rob" Beach has over 30 years as a technology leader, known for blending innovation with professionalism and teamwork. Presently, as the Chief Technology Officer for the City of Cocoa, Rob has revamped its IT infrastructure, solidifying its position as a dependable partner for City departments and residents.
Before this role, Rob served as the Director of IT for Seminole County Government and as the IT Director at the City of Oviedo. He’s also imparted his deep experience as a professor at institutions like Valencia College, Seminole State College, and Daytona State College. In recognition of his contributions, he was named a Computerworld Premier 100 IT Leader in 2010.
Rob graduated from the University of Central Florida with a BS/BA and pursued further studies at the Florida Institute of Technology, earning an MS/IT and an MBA. A distinguished alumnus of the John Scott Dailey Institute of Government's CGCIO program, he's also been an active member of FLGISA, holding roles from District Director to Vice President and currently serves as its 2nd Vice President. Currently, he is the City representative on the Executive Committee of the MS-ISAC and serves as a Leadership Mentor for the organization as well.
Outside of his professional commitments, Rob is a devoted family man, cherishing 18 years of marriage with his wife Shyla and their blended family, including daughters Emily and Baylee, and son Gavin. He's also an avid sports enthusiast, passionately supporting Orlando City SC, UF, and UCF teams. This blend of family ties and sports fervor provides Rob with a deep sense of community and balance in Central Florida.

Jim Betzhold is a seasoned professional with over three decades of expertise in a diverse array of Electronics and Information Technologies. Currently serving as the Chief Information Security Officer at the South Florida Water Management District, Jim oversees both the District's Cybersecurity and Application Security Teams. Prior to his tenure at SFWMD, Jim served as an Ocean Systems Engineer, lending his expertise to several U.S. Naval Underwater Acoustic and Sound Source Programs. In this role, he developed and deployed automated test systems, including instrumentation systems for deep-sea monitoring. 
Jim’s technical acumen spans across multiple domains encompassing cybersecurity, networking technologies, electronic systems design, and software development. He excels in architecting IT and critical infrastructure systems, ensuring a balance between business requirements and robust cybersecurity controls. Jeff Crume is a Distinguished Engineer, Master Inventor and CTO for IBM Security Americas with 40 years’ experience in the IT industry. He has a PhD in Cybersecurity and serves as an Adjunct Professor at NC State University. Jeff is the author of a book entitled “Inside Internet Security: What Hackers Don’t Want You To Know” as well as a contributing author to the “Information Security Management Handbook.” He is a member of the inaugural class of the NC State University Computer Science Alumni Hall of Fame where he has served on the school’s Strategic Advisory Board. He also serves on the editorial board for the “Information and Computer Security” research journal and is a member of the IBM Academy of Technology. He holds CISSP and ISSAP professional IT Security certifications as well as Distinguished Chief IT Architect credentials from The Open Group.  Jeff lived in Beijing on assignment in 2006 and has worked with clients in 50 countries.

Heather Doxon is a Regional Engagement Manager (REM) with the Multi-State Information Sharing & Analysis Center (MS-ISAC®). As part of the MS-ISAC’s Stakeholder Engagement team, she works with our nation’s State, Local, Territorial, and Tribal (SLTT) governments and public education institutions to provide free cybersecurity resources and services through partnerships and collaborations. Heather manages partnerships with the hundreds of MS-ISAC® members throughout CISA Region 5, supporting their overall cybersecurity posture. She also holds a GISF certification.
Heather joined the Center for Internet Security (CIS) as an Account Manager with the Elections Infrastructure Information Sharing & Analysis Center (EI-ISAC®). Prior to that, Ms. Doxon worked in the Elections field for almost 15 years, most recently as a Training & Implementation Specialist for the Nebraska Secretary of State’s Elections Division and worked closely with the counties of the state on Elections security and best practices.
Heather holds a Certified Elections Registration Vendor (CERV) from The Election Center and is a graduate of the University of Nebraska – Lincoln. She also is part of Women in Cybersecurity and volunteers in her community with various civic and animal welfare organizations.

Professor and Director, Research and Innovation, UWF Center for Cybersecurity

Dr. Guillermo A. Francia, III received his Ph.D. degree in Computer Science from New Mexico Tech. Before joining Jacksonville State University (JSU), he was the chairman of the Computer Science department at Kansas Wesleyan University. In 1996, Dr. Francia received one of the five national awards for Innovators in Higher Education from Microsoft Corporation. His research interests include information security and assurance, industrial control systems security, vehicular security, machine learning, radio frequency security, and security audit and compliance. He is a two-time recipient of a Fulbright award (UK, 2017 and Malta, 2007) related to cybersecurity projects and is the 2018 winner of the National CyberWatch Center Innovations in Cyber Security Education award. He has successfully managed research projects worth over $6.0M that were funded by the NSF, DoD, DoE, NSA, DHS, Eisenhower Foundation, and US Department of Education. Professor Francia has widely published in books, journals, and conference articles in several branches of cybersecurity, AI, and computer science. He held Distinguished Professor and Director positions at JSU prior to joining the University of West Florida (UWF) in 2018. In July 2019, he received an appointment as Commissioner of the Computing Accreditation Commission (CAC) of ABET. Currently, Dr. Francia is serving as Director and Professor at the UWF Center for Cybersecurity.

Jason has over 25 year of Information Technology experience in the private sector, education, and multiple state agencies, including previously serving as Chief of Strategic IT for the State of Florida Data Center (SDC).

Senior Executive Advisory, Critical Infrastructure Program, Cyber Florida

Bryan J. Langley was appointed as the Senior Advisor at Cyber Florida to lead and coordinate public and private efforts developing Florida’s critical infrastructure risk assessment, to include writing a report to the Governor, Legislator, and the Cybersecurity Advisory Council with recommendations to protect FL’s critical infrastructure from major cybersecurity incidents and events.
Previously, Bryan served as the senior vice president of defense development at the Indiana Economic Development Corporation, where he implemented the strategic plan for long-term state investment in the defense marketspace, with the goal of tripling federal defense investments by December 2024.
Bryan served as executive director of the Indiana Department of Homeland Security and the Homeland Security Advisory (HSA) for US DHS, where he oversaw the State Fire Marshalls Office, Emergency Management, State Building Commissioner and chaired Indiana’s School Safety and Cybersecurity Boards.
He served as global security manager at Columbus-based Cummins Inc. (NYSE: CMI) and as a senior consultant at Booz Allen Hamilton Consulting. He also worked in the White House as the U.S. assistant chief of protocol under the George W. Bush administration.

As a trusted advisor to senior leadership, she plays a key role in strategic decision-making, navigating complex regulatory environments, and safeguarding the university’s reputation and financial sustainability. With nearly two decades of experience, Deidre is recognized for her expertise in integrating risk management and cybersecurity into higher education operations, ensuring institutional resilience and regulatory compliance.
Beyond her impact at FAMU, Deidre is a driving force in the broader audit and technology sectors. She holds leadership positions on numerous boards and committees at local, state, and national levels. As the Chair of the IT Audit Group for the State University System of Florida and Vice President of ISACA Tallahassee, she champions cybersecurity best practices and governance. She also serves on high-impact councils and boards, such as Cyber Florida’s Senior Risk Advisory Council, Tallahassee State College’s Cybersecurity Advisory Council, ISACA’s SheLeadsTech Global Council, Association of College and University Auditors (ACUA) Board of Directors, and the FSU Credit Union Supervisory Committee.
Deidre’s contributions to the profession were recognized with the 2021 ACUA Outstanding Professional Contributions Award. A dynamic speaker, she regularly addresses professional audiences on cybersecurity, risk management, DEI, and leadership. Information Security Manager, Department of Environmental Protections, State of Florida

Caleb Murphy was born and raised in Tallahassee, Florida and serves as the Information Security Manager for the Florida Department of Environmental Protection. He began working in telecommunications while finishing his bachelor’s degree in music, studying Jazz guitar and Philosophy at Florida State University. While originally intending to pursue a law degree he became fascinated by the subject of cybersecurity and cyber threat intelligence. After working in the private sector for 12 years supporting state government customers, he joined the Department of Environmental Protection in 2019 as manager of the network team in the security and infrastructure services program area. While serving in that capacity he earned his Certified Information Systems Security Professional (CISSP) certification and in May of 2024 was hired to serve as the Information Security Manager where he is currently building on, in place security practices and processes and creating a standalone information security program for the department. In the Fall of 2024, he began the Master of Science in Cybersecurity Intelligence and Information Security program in the School of Information at the University of South Florida where he hopes to gain skills to continue to be a leader in the field of cyber threat intelligence and serve the citizens of Florida.

Valerie serves as the Inspector General for the Florida Public Service Commission. She has over 29 years’ experience in conducting and supervising audits. Valerie coordinated the fist state agency Inspector General Enterprise-wide cybersecurity audit in FY 2021-2022. 
Prior to joining the Public Service Commission in 2023, Valerie served as Bureau Chief for the Bureau of Financial Monitoring and Accountability with the Florida Department Commerce. Before joining the Department of Commerce, she served as Audit Director at the Florida Department of Environmental Protection. 
Valerie has a master’s degree in business administration and a master’s degree in public administration. She holds the Certified Information Systems Auditor (CISA), Certified Internal Auditor (CIA), Certified Inspector General (CIG), Certified Inspector General Auditor (CISA), and Certified Fraud Examiner (CFE) designations.

She was an IT Audit Manager and Information Resource Manager at the Texas State Auditor’s Office.

Before joining the City of Pensacola, Stephen was the IT Director for the City of Milton, where he earned a reputation for successfully implementing innovative technology solutions. With more than 15 years of experience in the information technology field, Stephen brings a wealth of expertise in cybersecurity, infrastructure management, and digital transformation to his current role. Beyond his professional achievements, Stephen is a man of many hats—community leader, family man, and tech enthusiast. Cyber Security Manager, Office of Information Technology, Leon County

Alan Russell, CISSP, CGCIO, MCNE began working with microcomputers in 1980 at the age of 13.  Back then, his father bought a Radio Shack TRS-80 Model 2 for his small business but was too busy to start using due to its arrival in the middle of tax season.  Since that time Alan has worked in IT in various industries including banking, retail, MSP, and government as well as being a security consultant/pen tester.
Currently Alan is the Cyber Security Manager for Leon County Government, which has 900 direct users and provides various services to 2100+ other users in other Leon County offices such as the Sheriff’s office, Elections, Tax Collector, Property Appraiser, Medical Examiner, 2nd Judicial circuit, and the Clerk of Courts.  
Leon County Government has a focus on being fiscally responsible and Alan promotes that by ensuring that all options are looked at for solutions, starting with things that are free (such as policy and procedure), things that are already owned, public partnerships like MS-ISAC, open-source software, and add-ons to existing products.  Alan’s motto “we can always be doing more however, we cannot always spend more” and that works for his environment.

US Navy veteran specializing in a defense missile systems. Spent time on the USS John F. Kennedy (CV-67) as a Fire Controlman (starting fires not extinguishing) and graduated from Tallahassee Community College in the late 90s.  Spent 15 years working in the commercial RF industry mainly repairing, installing, and integrating radio systems.
For 17 additional years at FDOT in various roles as Microwave Radio Technician ,Traffic Incident Manager, Intelligent Transportation Systems (ITS) Operations Manager, Arterial Management Manager before becoming the FDOT ITS Communications Administrator. Currently managing FDOT’s statewide ITS Operations Network (Critical Infrastructure)  comprised of 100+ microwave towers and 3500+ miles of Fiber Optic Cable owned, operated, and maintained by FDOT.  Native Floridian from Jefferson County, FL.  I am an outdoorsman with an emphasis on tent glamping.

Cybersecurity State Coordinator, Cybersecurity and Infrastructure Security Agency, Department of Homeland Security

Yolanda Williams is the CISA Cybersecurity State Coordinator (CSC) for Florida with the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA) assigned to Federal Region IV. Region IV encompasses eight states, including Mississippi, Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, and Kentucky. CISA is the Nation’s risk advisor. The Agency protects the Nation’s critical infrastructure from physical and cyber threats by working with partners to defend against today’s threats and collaborating to build a more secure and resilient infrastructure for the future.
As a CSC, Ms. Williams is tasked with presenting the federal government’s catalog of cyber capabilities to State and local governments, schools, hospitals, and other organizations. CSCs are the front-facing cyber experts supporting regional operations capabilities. Ms. Williams serves as a liaison and focal point for communications, coordination, and outreach. She promotes cyber preparedness and resiliency, incident response, risk mitigation and situational awareness, and manages major cyber engagements, championing cyber resilience to public and private sector partners.
Ms. Williams earned a BA in Sociology from Fayetteville State University, an MA in Information Systems Management from Webster University and is currently pursuing a Doctor of Information Technology (DIT) with a specialization in Cybersecurity from Capella University.
