Renowned Photographer

Steve Uzzell is one of the top advertising and corporate photographers in the United States. He started in the photography business 40 years ago as the assistant to the editor of National Geographic and a member of their photographic staff. His assignments have taken him to all 50 United States and 30 foreign countries. His work has garnered international acclaim and won numerous awards, including ten from Communication Arts. Along the way he has photographed two books, Maryland, and The View From Sterling Bluff, and had editorial work published in over 100 publications.

Don Yaeger - Keynote

New York Times Best Selling Author, President of Greatness Inc.

Don Yaeger is a nationally acclaimed inspirational speaker, longtime Associate Editor of Sports Illustrated, and author of over 30 books, eleven of which have become New York Times Best-sellers. He began his career at the San Antonio Light in Texas, and also worked at the Dallas Morning News and the Florida Times-Union in Jacksonville before going to work for Sports Illustrated.
As an author, Don has written books with, among others, Hall of Fame running back Walter Payton, UCLA basketball Coach John Wooden, baseball legends John Smoltz and Tug McGraw, and football stars Warrick Dunn and Michael Oher (featured in the movie The Blind Side). He teamed with Fox News anchor Brian Kilmeade to pen the 2013 best-seller George Washington’s Secret Six, a look at the citizen spy ring that helped win the Revolutionary War and then again in 2015 for Thomas Jefferson and the Tripoli Pirates: The Forgotten War that Changed American History, and in 2017 for Andrew Jackson and the Miracle of New Orleans: The Battle that Shaped America’s Destiny.
Don left SI in 2008 to pursue a public speaking career that has allowed him to share stories learned from the greatest winners of our generation with audiences as diverse as Fortune 10 companies to cancer survivor groups, where he shares his personal story. More than a quarter-million people have heard his talks on “What Makes the Great Ones Great.” He collaborated with the Florida State University School of Business’s Continuing Education Program to build a corporate webinar program focusing on lessons building a culture of success within an organization. This naturally led to another keynote speech on “What Makes the Great Teams Great.” The release of his tenth New York Times best-seller, Teammate, was the inspiration for his newest keynote on “What Makes a Great Teammate: Becoming Invaluable Without Being Most Valuable.”

Innovation Practice Lead, Change and Innovation Agency

Brian Elms is the author of Peak Performance and an Urban Leadership Fellow at the University of Nevada Las Vegas. He served as the Director of Peak Academy and Analytics for the City and County of Denver for more than five years. Brian specializes in government innovation and process improvement providing management expertise to government agencies, elected officials, and nonprofits.
“Irreverent, honest and straightforward,” Brian is nationally recognized for sparking innovation in governments throughout the country. His work has been replicated in more than a dozen cities around the country.
Brian started his career in public service after graduating from Regis University and joining AmeriCorps as a team leader. He worked for the Governor Rendell Administration in Pennsylvania as the Policy Director for the Department of Aging. He worked for AARP as a Legislative Specialist and served as the Assistant Director of Government Affairs at Denver International Airport.
Brian is a Lean Black Belt, a certified Six Sigma Green Belt, and a Change Management Professional. In his prior role as Director of the Peak Academy, he developed curriculum, training, and consulting services that focus on employee-led performance management and continuous improvement. Since its inception in 2012, Peak Academy initiatives have saved the City and County of Denver more than $30 million and the Academy has provided training to more than 7,000 public and nonprofit professionals.
Brian joined the Change & Innovation Agency to focus on creating employee-driven innovation programs around the country. He is currently working with more than a dozen governments to launch programs and establish meaningful innovation programs that improve the lives of employees and their clients.

Phil Bertolini

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government (CDG), a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan.
During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement.
Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named one of Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change for 2012.

April Blackburn is the Chief Technology Officer at the Florida Department of Transportation (FDOT). April is a technology leader operating in Florida’s public sector. With 30 years of experience operating in the IT public sector, April specializes in developing and implementing technology. April’s career with the State of Florida began in 1989 where she first landed a part time position with the Florida Department of Transportation. April served as FDOT's Chief Information Officer from May 2015 – September 2016. In September 2016 April was promoted into the position of Chief of Transportation Technology. In May 2019 April was named FDOT’s first Chief Technology Officer. FDOT is responsible for one of the largest and most extensive transportation systems in the country. Supporting more than 20 million residents and over 100 million visitors annually. She has been involved in the development of the FDOT’s Technology Strategic Plan, Information Technology/Operational Technology (IT/OT) Alignment, and the creation of the Civil Integrated Management office.

Matt Melton is the Business Development Manager for Justice and Public Safety at Amazon Web Services. Matt is a graduate of the US Naval Academy and served as an Naval Intelligence Officer. Since leaving active duty in 2012, Matt has been focused on bringing innovation into the law enforcement and public safety communities. After working at multiple startups in the law enforcement space, Matt joined AWS in January of 2018, where he focuses on working with agencies and technology companies to solve critical problems facing the public safety community.

Doug Robinson serves as Executive Director for the National Association of State Chief Information Officers (NASCIO).
Representing state CIOs and information technology executives, NASCIO is the premier network and resource for state CIOs. Robinson is responsible for the overall executive leadership of the association including planning, policy execution, government affairs, strategic alliances and committee oversight. He is a frequent speaker, panelist and author representing NASCIO issues, state CIOs, IT policy and emerging trends. He represents NASCIO on several national boards, committees and advisory groups. His career spans over 30 years in state government, higher education and public sector IT consulting.

Renault Ross is a Distinguished Engineer and serves as the Chief Cybersecurity Business Strategist for North America. In this role, Ross leads information security and privacy thought-leadership discussions and strategies in public and private sector.
Ross represents Symantec as a conference keynote speaker, Senate expert witness (State), and during CxO briefings around the country on security best practice principles. His expertise lies in cyber security program strategy, enterprise security architecture and governance.
Prior to Symantec, Ross worked as the Global Security & Privacy Architect in the private sector for a multi-billion-dollar property and infrastructure development company. His duties included assisting in establishing the organization’s first global security program to include: Compliance, Vulnerability Management and Incident Response strategies.
Ross holds many certifications including, the Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified HIPAA Security Specialist (CHSS), Microsoft Certified Systems Engineer (MCSE), Symantec Certified Specialist (SCS), Certificate of Cloud Security Knowledge (CCSK), and VMware Certified Professional (VCP5).

Vice President, State and Local Government and Education, Splunk

Jennifer Roth is the Area Vice President, State and Local Government and Education – East Region, for Splunk and previously served as the National Sales Director for Splunk’s Education vertical. Upon joining Splunk in 2015, Jennifer created and launched the focused go to market and customer success strategy for Higher Education, and then expanded her area of responsibility with a focus on the State and Local Government sector starting in 2017. Prior to joining Splunk, Jennifer served as Regional Vice President for DC based software company Blackboard where she held several sales and leadership roles from 2000 to 2015. Before immersing herself in all things data and technology Jennifer served in a variety of sales and management roles in the pharmaceutical industry. Jennifer is extremely passionate about helping State, Local, and Educational organizations tap into the vast volumes of data that exist across their agencies and institutions and help them discover new ways to take action and gain insights from their data. Jennifer lives in Northern Virginia with her husband of 15 years, their two children, and one very large and energetic dog.

Chief Information Officer, Office of the State Courts Administrator, Florida Supreme Court

Roosevelt Sawyer, Jr. is the CIO for the Florida Supreme Court, Office of the State Courts Administrator (OSCA). He is responsible for leading the OSCA’s technology strategy and managing overall IT operations and customer service. He is lead staff to the Florida Courts Technology Commission that governs statewide technology standards for the judicial branch. Roosevelt served in the United States Marine Corps and has experience in information technology with both the private and public sectors implementing enterprise solutions across multiple business industries. He holds a Bachelor of Science in Management Information Systems from Florida State University.

Chief Information Security Officer, Department of Management Services/State Technology, State of Florida

Thomas Vaughn is the Chief Information Security Officer for the State of Florida, serving in that capacity since December of 2017. Mr. Vaughn was born and raised in Florida, joined the Army after graduating high school in 1988 and served in the Coast Guard from 1992 to his military retirement in 2012. During his military career, he served in various capacities including tours in telecommunications, information technology, and intelligence. He was stationed in Berlin when the Wall fell in 1989, has crossed the Arctic Circle, and has been stationed throughout the United States, including Alaska, Florida, and Massachusetts. Mr. Vaughn’s last tour in the military was as a member of the newly created U.S. Cyber Command, serving as a cyber intelligence officer. Following his military career, he served as an Information Assurance Manager at Fort Rucker, an Information Assurance Engineer at Eglin Air Force Base, Manager of Infrastructure and System Administration for Sarasota County Schools, and Information Security Manager at the Florida Department of Corrections. His professional cybersecurity certifications include Certified Information Systems Security Professional, Certified Information Security Manager, and Certified Ethical Hacker. He graduated magna cum laude with a BS in Computer Information Systems from Troy University and a Master of Strategic Intelligence degree from American Military University. Mr. Vaughn serves on the Florida Domestic Security Oversight Council, the Executive Advisory Board for Florida Fusion Center, and the Board of Advisors for the University of West Florida’s Center for Cybersecurity.

Randy Wood is Vice President, US Public Sector Sales at Akamai. In this role, Randy is responsible for customer advocacy, mission partnership and leading Akamai’s sales business within the US Public Sector (Federal and SLED) market. Prior to joining Akamai, Randy held several sales leadership positions at both Red Hat and F5 Networks, where he was the Vice President of Federal Sales for 4 years.
Randy has served in a variety of technical and direct sales leadership positions throughout his past 25 years in the IT industry. He spent nine years at Cisco Systems from 1996-2005, working in engineering, leadership and direct sales roles. In 2005, Randy left Cisco and spent two years at Symantec as Director of Sales for the Public Sector DoD /Intelligence team.
Prior to his return to Cisco in early 2010, Randy was VP of Sales for the US Public Sector at Informatica. He came to Informatica by way of acquisition of Agent Logic, an In-Q-Tel portfolio company, where he spent nearly three years as VP of Sales for the US enterprise market, leading the company’s explosive growth and leadership position in the emerging complex event processing market.
Randy has a Bachelors of Science in Mathematics from the Virginia Military Institute, and a Masters of Science in Management Information Systems/Information Technology from the George Washington University. A former officer in the United States Marine Corps, Randy is a veteran of Operation Desert Shield and Desert Storm.
