The Florida Public Sector CIO Academy is the premier leadership event for Florida's senior level technology executives to improve their management and business skills and to develop the IT leaders of the future. Catherine A. Sanderson, Ph.D. - Opening Keynote

Manwell Family Professor of Life Sciences, Amherst College

Catherine A. Sanderson is the Manwell Family Professor of Life Sciences (Psychology) at Amherst College. She received a bachelor's degree in psychology, with a specialization in Health and Development, from Stanford University, and received both masters and doctoral degrees in psychology from Princeton University. Professor Sanderson's research examines how personality and social variables influence health-related behaviors such as safer sex and disordered eating, the development of persuasive messages and interventions to prevent unhealthy behavior, and the predictors of relationship satisfaction. This research has received grant funding from the National Science Foundation and the National Institute of Health. Professor Sanderson has published over 25 journal articles and book chapters in addition to four college textbooks, a high school health textbook, and a popular press book on parenting. In 2012, she was named one of the country's top 300 professors by the Princeton Review. Professor Sanderson speaks regularly for public and corporate audiences on topics such as the science of happiness, the power of emotional intelligence, the mind-body connection, and the psychology of good and evil. Denise Pearl leads strategic sales efforts for Google’s State and Local Government business. Her primary mission is to align engineering, marketing and sales teams within Google around the issues that matter to state and local customers, enabling the use of technology to better serve residents across the country. Denise and her team focus on several key areas including smart cities and transportation planning, disaster readiness, health and public safety issues, economic development and climate action plans. Prior to joining Google, Denise held various sales leadership roles at Nokia, Symantec, EMC and Microsoft. She has a passion for climate issues and works diligently to spread the word about Google’s Geo for Good projects.

Jonathan Kilpatrick

Chief Information Officer, City of Tallahassee

Jonathan Kilpatrick is currently the Chief Information Officer for the City of Tallahassee. He graduated from Troy University with Bachelor’s in Mathematics and Computer Information Science in 1992 and a Master of Business Administration in 2004. He began his career as a software developer and progressed to a Division Information Officer in State Government after working in Database management, Network management and Server Administration. Currently, as the Director of Technology and Innovations for the City of Tallahassee, Jonathan is responsible for the technology requirements of the City and the Utilities including Software Development, Technology Infrastructure, Geographical Information Systems, SCADA Engineering and Maintenance, and Technology Innovations.
Jonathan is also a Major in the Florida Air National Guard serving as a Cyber Systems Officer and has recently completed an activation to serve as the Deputy Commander of the 101 ACOMS (Air Communications Squadron) at Tyndall Air Force Base. He is responsible for the data and communications needs of 601 Air Operations Center, 1st Air Force and Air Forces Northern (AFNORTH).

Bob Klemme has managed the Verizon Wireless Business Continuity program since 2003. This includes crisis management, recovery plans and tests for mission critical functions, and coordinating outreach activities with customers and government agencies. Bob and his team have supported and responded to over 100 disaster events including: hurricanes, wildfires, floods, tornados, and National Special Security Events. Bob has over 24 years of experience in the telecommunications industry.

Anthony Miller

General Counsel and Chief Ethics Officer, Agency for State Technology, State of Florida

Anthony B. Miller is the General Counsel and Chief Ethics Officer for the Agency for State Technology (AST) in Florida. In that role he represents the agency in all litigation and administrative proceedings. He renders legal advice and counsel to the State Chief Information Officer and other staff concerning business transactions, public procurement and information technology contracts, software license agreements, administrative rules and policies, public records, and ethics. Prior to AST, he worked as the Deputy General Counsel and Chief Ethics Officer for the Department of the Florida Lottery. Before that he was the Assistant Director and In-House counsel for the Division of Funeral, Cemetery and Consumer Services. He also worked in attorney positions representing the Division of Workers’ Compensation, the Department of Corrections, the Department of Management Services, and the Department of Financial Services. He is member of the Florida Bar Government Lawyer, Administrative Law, Appellate Practice, Real Property, Probate & Trust, and Solo & Small Firm sections. The Florida Bar President recently appointed him to serve on the Governmental and Public Policy Advocacy Committee. He is a 1995 graduate of the Florida Agricultural and Mechanical University. In 2000, he graduated from the Florida State University College of Law.

Barbara Petersen

President, First Amendment Foundation

A graduate of the University of Missouri-Columbia and Florida State University College of Law, Barbara A. Petersen is president of Florida's First Amendment Foundation. Before taking her current position in 1995, Petersen was staff attorney for the Joint Committee on Information Technology Resources of the Florida Legislature, where she worked exclusively on public records legislation and issues. A passionate advocate of the public’s right to oversee its government, Petersen is the author of numerous reports and articles on open government issues. She is the past president and a director of the National Freedom of Information Coalition board, and serves on the board of the Florida Center for Investigative Reporting and is an ex officio member of the board for the Florida Society of News Editors. Petersen served as chair of Florida’s Commission on Open Government Reform. She has provided open government training to hundreds of government officials, public employees, citizen action organizations, and reporters across Florida.

Tony Powell is a visionary Senior Technology Executive with more than 28 years of experience leading large, complex, multidisciplinary teams delivering strategic IT solutions that provide clear business value. Key successful enterprise transformational accomplishments include a $120 million-dollar Child Support Management System, $110 million-dollar Tax and Revenue Management system and currently leading one of the largest Cloud migration initiatives in Florida State Government. In the past twelve years, Tony has held the roles of Executive Director of the Southwood Shared Resource Center and Chief Information Officer at the Florida Department of Health and the Florida Department of Revenue. Director of Cyber Intelligence, Multi-State Information Sharing and Analysis Center (MS-ISAC), Elections Infrastructure Information Sharing and Analysis Center (EI-ISAC), Center for Internet Security (CIS)

Stacey A. Wright is the Director of Cyber Intelligence at CIS, where she runs the Intel Team for the Multi-State Information Sharing and Analysis Center (MS-ISAC) and Elections Infrastructure ISAC (EI-ISAC). The team publishes more than 200 intelligence products per year providing timely, actionable insight on cyber risks, actors, trends, and vulnerabilities, to improve recipients’ cybersecurity posture, visibility and detection of threats, and aid in strategically aligning resources. In addition, Stacey teaches graduate cybersecurity classes at the State University of New York. Prior to her employment at CIS, Stacey worked for the Federal Bureau of Investigation (FBI) and she began her career as an Information Systems Specialist for the Cambridge, MA, Emergency Communications and Fire Departments. She is a formally trained Intelligence Analyst and a national speaker on cybercrime.

Did you know that a criminal can use a photo of your key ring to make duplicates on a 3D printer? In cybersecurity, the weakest links aren’t necessarily the systems but much softer targets – people. There’s a world of difference between 10x and 10%. Most organizations would be happy to improve by 10%, but that just means they’re doing pretty much the same thing that they did before. True innovation happens when you try to improve something by 10 times rather than 10%. It requires a perspective shift, which, surprisingly, is often cheaper and easier than trying to improve marginally or struggling in vain to be smarter than everyone else. They key is to swing your mindset from transactional to transformational. 10x thinking is in Google’s DNA and – warning –it’s highly contagious.

This approach holds true in some ways more than others, but it particularly applies to data and how it’s used – or not used – in meaningful ways. It all starts with data sharing, which has been talked about ad nauseum for years. So why isn’t it done enough? Are the barriers cultural, legal or technical? This session talks about the factors that are holding us back from where we badly need to go.

Our democracy was built on the premise that the business of government must be public. Governments have done a pretty good job of it historically, but the digital age has put old standards on shaky ground. Laws and policies are still on the books that relied on the “firewall of inconvenience” because it was so laborious to dig up private information. But now, technology makes it easy. Governments store far more personally identifiable information than any other entity, and the risk of exposure is growing exponentially. This session brings to light some serious questions that must be answered. And soon.
