The annual Florida CIO Academy is of tremendous value to state IT leaders, and we eagerly look forward to this year’s conference. It’s a chance for us to assess our management approach, decision-making skills and technology prioritization. The Academy is a unique opportunity for us to interact with our peers and industry partners in a different way. Please join us as we discuss and forge our roles – in both sectors – to better utilize IT to transform government in the great State of Florida.

Keynote – The Science of SuccessRoom 208 (Auditorium)Catherine Sanderson, Ph.D., Manwell Family Professor of Life Sciences, Amherst College (@CSanderson1217) Many people focus on the importance of cognitive intelligence in predicting academic and professional success. But a growing amount of evidence suggests that other traits – including the ability to control impulses, manage adversity, find internal motivation, and build relationships – are essential in achieving the best outcomes in both personal and professional relationships. In this thought-provoking keynote address, Professor Catherine Sanderson focuses on the importance of emotional intelligence (or EQ) in predicting success and specific strategies for increasing your own EQ. |

General Session – The Weakest LinksRoom 208 (Auditorium)Identity theft. Ransomware. Phishing. Spoofing. Fake hotspots. Social media stalking. Location tracking. The list goes on. How vulnerable are we? Well… more than most of us realize. Did you know that a criminal can use a photo of your key ring to make duplicates on a 3D printer? In cybersecurity, the weakest links aren’t necessarily the systems but much softer targets – people. It all comes down to leadership. This session focuses on strategies, tactics, prioritization and potential resources. Thomas Vaughn, Chief Information Security Officer, Agency for State Technology, State of Florida Stacey Wright, Director of Cyber Intelligence, Multi-State Information Sharing and Analysis Center (MS-ISAC) |

General Session – Anywhere but the OfficeRoom 208 (Auditorium)What happens when a major pandemic finally hits our communities? Or office buildings are flooded in a hurricane? Or young job prospects insist on working from “anywhere but the office”? We’d better be prepared for and flexible with what’s ahead. Fortunately, the cloud makes it infinitely easier. Unfortunately, many of the old challenges remain the same: productivity, supervision, security, device management, workplace culture, etc. This session drives home why these factors must be confronted now. Next month or next year might be too late. Bob Klemme, Senior Director Business Continuity, Verizon Scott McPherson, Chief Information Officer, House of Representatives, State of Florida |

Featured Speaker – 10x Thinking – The Innovation MindsetRoom 208 (Auditorium)Denise Pearl, Strategic Business Executive, Google Cloud State and Local Government There’s a world of difference between 10x and 10%. Most organizations would be happy to improve by 10%, but that just means they’re doing pretty much the same thing that they did before. True innovation happens when you try to improve something by 10 times rather than 10%. It requires a perspective shift, which, surprisingly, is often cheaper and easier than trying to improve marginally or struggling in vain to be smarter than everyone else. They key is to swing your mindset from transactional to transformational. 10x thinking is in Google’s DNA and – warning –it’s highly contagious. |

General Session – Ins and Outs of Data SharingRoom 208 (Auditorium)It’s a common refrain that government should operate more like an enterprise. This approach holds true in some ways more than others, but it particularly applies to data and how it’s used – or not used – in meaningful ways. It all starts with data sharing, which has been talked about ad nauseum for years. So why isn’t it done enough? Are the barriers cultural, legal or technical? This session talks about the factors that are holding us back from where we badly need to go. Moderator: Burt Walsh, Chief Data Officer, Agency for State Technology, State of Florida Frank D. LoMonte, Esq., Professor and Director, The Brechner Center for Freedom of Information, College of Journalism and Communications, University of Florida Anthony Miller, General Counsel and Chief Ethics Officer, Agency for State Technology, State of Florida |

General Session – Public Records, Private RisksRoom 208 (Auditorium)Our democracy was built on the premise that the business of government must be public. Governments have done a pretty good job of it historically, but the digital age has put old standards on shaky ground. Laws and policies are still on the books that relied on the “firewall of inconvenience” because it was so laborious to dig up private information. But now, technology makes it easy. Governments store far more personally identifiable information than any other entity, and the risk of exposure is growing exponentially. This session brings to light some serious questions that must be answered. And soon. Featured Speaker – Campus ReimaginedRoom 208 (Auditorium)Bill Lindner, Director, Campus Reimagined Department, Florida State University Today’s students are tomorrow’s workforce, and their campus experience sets the tone for their expectations, values and behavior in their future places of work. College life is not what it used to be – It’s evolving astonishingly fast and FSU is leading the charge. This session discusses how these innovations will eventually impact government and shape its future. |

General Session – Future-Proofing Your IT DecisionsRoom 208 (Auditorium)Right here, right now, we are confronted with a record number of disruptive technologies: AI, machine learning, automation, virtual reality, blockchain and more. We need to act, but what if we’re wrong? Jeff Bezos has said: “If you’re good at course correcting, being wrong may be less costly than you think, whereas being slow is going to be expensive for sure.” Is this relevant to a government organization? Is it ultimately better to embrace speed or to proceed cautiously and deliberately? These aren’t easy questions to answer, but this session will attempt to do it! Moderator: Pete Butler, Vice Chair, Technology Advisory Council, State of Florida Andy Bucior, Chief Technology Officer, Campus Reimagined Initiative, Florida State University Richard R. Burnette III, PhD, Associate Vice President for Academic Affairs and Institutional Data Administrator, Florida State University Jonathan Kilpatrick, Chief Information Officer, City of Tallahassee |

General Session – Leading through the TransitionRoom 208 (Auditorium)For the first time in eight years, Florida is facing a change of administration, and more than a few local jurisdictions are in the same situation. Maintaining momentum and morale in such times is one of the supreme tests of a leader. In this session, a panel of respected change agents discuss how to get things done despite disruption and how to be as “politics-proof” as possible. Moderator: James Taylor, Chief Executive Officer, Florida Technology Council Erin Choy, External Affairs Manager, Agency for State Technology, State of Florida Representative James “J.W.” Grant, District 54, Florida House of Representatives Tony Powell, Chief Information Officer, Department of Health, State of Florida |
