Overview

The Florida Technology Council (FTC) is the driving force behind Florida’s rapid growth in the technology sector – connecting and empowering Florida’s technology community. As Florida’s premier trade association for science and technology companies, the Council is recognized as having a diverse professional membership among the business community. FTC, in partnership with Government Technology, presents the Private Sector Academy, which is designed to help spread best practices and strengthen partnerships between the public and private sector.

Douglas Robinson

Executive Director, NASCIO

Doug Robinson serves as Executive Director for the National Association of State Chief Information Officers (NASCIO).
Representing state CIOs and information technology executives, NASCIO is the premier network and resource for state CIOs. Robinson is responsible for the overall executive leadership of the association including planning, policy execution, government affairs, strategic alliances and committee oversight. He is a frequent speaker, panelist and author representing NASCIO issues, state CIOs, IT policy and emerging trends. He represents NASCIO on several national boards, committees and advisory groups. His career spans over 30 years in state government, higher education and public sector IT consulting.

Chief Technology Officer, Department of Transportation, State of Florida

April Blackburn is the Chief Technology Officer at the Florida Department of Transportation (FDOT). April is a technology leader operating in Florida’s public sector. With 30 years of experience operating in the IT public sector, April specializes in developing and implementing technology. April’s career with the State of Florida began in 1989 where she first landed a part time position with the Florida Department of Transportation. April served as FDOT's Chief Information Officer from May 2015 – September 2016. In September 2016 April was promoted into the position of Chief of Transportation Technology. In May 2019 April was named FDOT’s first Chief Technology Officer. FDOT is responsible for one of the largest and most extensive transportation systems in the country. Supporting more than 20 million residents and over 100 million visitors annually. She has been involved in the development of the FDOT’s Technology Strategic Plan, Information Technology/Operational Technology (IT/OT) Alignment, and the creation of the Civil Integrated Management office.

Claudia Davant

Claudia Davant

Partner, Adams Street Advocates

Claudia has extensive, in-depth experience in both government and private sectors. Most recently, Claudia was on the national business development team for Accenture, a global information technology firm, where she led sales campaigns for large, complex integrated systems opportunities.
In 2000, Claudia moved to Florida, where she served as AT&T’s state president for regulatory and legislative affairs, working hand in hand with key decision makers in both the Florida legislative and executive branches for five years. Claudia was subsequently promoted to regional vice president for legislative affairs for AT&T, where she successfully led legislative and regulatory reform campaigns in the Southern Region before the merger with BellSouth.
In addition to her corporate experience, Claudia worked in government on both the state and federal levels. Claudia served as U.S. Senator Strom Thurmond’s legislative aide in Washington, D.C., for three years, providing legislative analysis, constituent service and external communications services. Claudia also served as a policy adviser to the Michigan House of Representatives, where she led the staff effort to rewrite the Michigan Telecommunications Act. And, as general counsel and communications director for the South Carolina Department of Commerce, Claudia negotiated economic development incentives with corporations wanting to do business with the state.
Claudia currently serves on the Florida TaxWatch Board’s Executive Steering Committee, the Take Stock in Children Board, the Florida After School Network Board, and the Florida College System Foundation Board of Directors. She is also a founder and Lifelong Advisory Board member of the Florida Technology Council (FTC).

Robert Hosay

Robert Hosay

Partner, Foley & Lardner LLP

Robert Hosay is a partner and business lawyer with Foley & Lardner LLP. He co-chairs the firm’s State and Local Public Affairs Practice and chairs the Florida Government & Public Policy Practice. Robert’s practice is focused on assisting clients who conduct business in the public sector. His practice helps clients develop, acquire and/or manage business in the government sector. His clientele is as varied as the products and services they market to government agencies, but is weighted heavily in technology and government operations contracting.
Robert had extensive government experience prior to joining Foley. He was appointed secretary of the Florida Department of Management Services (DMS) by Governor Jeb Bush after serving in several leadership roles at DMS. During Robert’s tenure at DMS, he was responsible for several key areas of operations, including the state of Florida’s procurement policies and practices; technology policy and programs; employee health plans and insurance products; retirement programs; real estate management; fleet management; and building construction and operations. He was instrumental in developing new state procurement policies via the legislative process during his tenure as state purchasing director. In addition, Robert served as the director of State Purchasing, which is responsible for overseeing the State’s purchasing policies, procedures, and state term contracts.

Jon Menendez

Jon Menendez

Jon Menendez is a co-founder of Kaleo Partners, a sales-enabled government advocacy firm with offices in Tampa and Tallahassee. Specializing in technology transformation and adoption, Kaleo works with Fortune 500 organizations and entrepreneurial start-ups alike to go to market and enable public sector entities to meet their business challenges through IT solutions.
Jon's clients in sales management roles often rely on his expertise in the areas of demand generation, development of channel partners, and market strategy. A graduate of Florida State University, Jon earned a B.S. degree from the College of Business. His first public sector experience was working in the Executive Office of Florida’s Governor Jeb Bush in 2004. Later, Jon worked in the Florida House Majority Office under Speaker Dean Cannon and House Majority Leader Carlos Lopez-Cantera. He has served in a variety of roles in executive state government agencies, most recently as a member of the Executive Leadership Team and Legislative Affairs Director for the Florida Department of Juvenile Justice from 2012-2014.
After working in state government and seeing the need for transformation in the way the private sector does business with the government, Jon was inspired to found Kaleo partners to bridge the gap between technology and the public sector. The Kaleo driving mission is to support business goals and government needs in a way that provides mutual value on both sides. By helping the public sector show how IT supports business outcomes, Jon strives to find ways for government agencies to accomplish more through his clients' solution adoption.
Today, Jon resides in Tallahassee with his wife and four young children

Lincoln manages NorthPointe, a boutique government technology consulting firm based in Tallahassee, FL. Lincoln has worked in and around Florida state government since 1998 working predominantly within the private sector but also served within Florida state government from 2011 to 2016. During this time period with the State of Florida he served as the Deputy Chief Information Officer with the Department of Economic Opportunity and as the Chief Information Officer for the Florida Department of Corrections.

Erin Rock

Erin Rock

Government Consultant, The Southern Group

A veteran of Florida public administration, procurement and communications, Erin Rock joins Southern Strategy Group following 15 years leading some of the state’s most complex organizations and projects.
Most recently, Erin spent six years leading the Department of Management Services, the final two in the role of agency Secretary. Responsible for all procurement, real estate, telecommunications and human resource systems and practices across state government, DMS adopted an aggressive agenda on behalf of its 1 million customers under Erin’s leadership. Erin repeatedly ensured budget and policy victories with the Florida Legislature and successfully executed some of the largest projects and procurements in the agency’s history.
Prior to serving as Secretary, Erin was DMS’ Deputy Secretary of Business Operations and Chief of Staff. In those roles, Erin was intimately involved in the administration of the state’s retirement and health insurance benefits, advised on human resource policy and oversaw the state’s massive human resource information system. She also ensured the success of the Florida’s statewide data and telecom infrastructure and services, coordinated hundreds of millions of dollars in construction projects and facilities management, oversaw the state’s enterprise procurement processes and managed Florida’s private prisons and vehicle fleet. Finally, she oversaw daily operations of the agency including communications, legislative affairs, information technology, finance and administration and departmental purchasing.
