Robert “Shark” Garland

Speaker, Author, Elite Fighter Pilot, Inventor

Robert “Shark” Garland is a combat veteran and elite fighter pilot of the U.S. Air Force. As an F-15 Eagle instructor at the prestigious Air Force Weapons School (the Air Force’s “Top Gun”), he trained the best of the best, later becoming one of the first test pilots for the cutting-edge F-22 Raptor. He concluded his distinguished career as the CEO of the Weapons School, retiring with the rank of full Colonel. Shark is not only a master aviator but also a multi-degreed inventor who holds a U.S. patent for an innovative cockpit design. These days, he calls Texas Hill Country home, where he and his family operate a ranch and passionately cheer on their beloved Texas A&M Aggies. A 2023 Vistage Top Performing Speaker, bestselling author, and sought-after keynote presenter, Shark now brings his cockpit-tested lessons to the business world as an instructor with the VMax Group—equipping teams to lead boldly, build trust, and improve decision-making.

Barry Condrey

Senior Fellow, Center for Digital Government 

Barry has worked in the IT field for over 37 years holding a wide range of technology leadership positions in the public and private sectors and was most recently the CIO for Chesterfield County, Virginia where he pursues initiatives based on digital transformation, open government, and citizen centricity. Under his leadership Chesterfield County Va was four times recognized as the #1 digital county in the USA. Barry holds a masters degree in public leadership with a minor in economics from Virginia State University and a bachelors degree in computer science from DeVry University. He has been adjunct faculty for Virginia Commonwealth University and is currently adjunct faculty for the Public Technology Institute in the certified government CIO program. Barry has been an active NACo contributor, a gubernatorial appointee to the Virginia elections security standards workgroup and a two-time president of the Virginia Local Government IT Executives (VALGITE) organization. He is a certified government CIO (CGCIO), a certified information security manager (CISM) and a national top 25 Doer, Dreamer & Driver. He likes to teach, research technology, write code and blog about technology leadership from his home in Moseley, Virginia.

Joseph D. Grabowski serves as the Application Design & Support Processing Manager for the State of Florida, Department of Legal Affairs, Attorney General’s Office. He is a veteran of the US Air Force and has over 40 years of application design and development experience. His team is responsible for supporting all OnBase (ECM), LawBase (LMMS), HCL Notes/Domino, Dynamics 365, SQL and .NET applications for 1,200 employees in the organization. Outside of work, Joseph spends his time with his wife and family and enjoys exploring this great country of ours.

Wes Withrow is a senior emerging services strategy leader, technical direction agent to governments, Fortune 500 account strategist, team director, and hands-on technology expert recognized for eliciting top performance in technical teams. His area of expertise includes Big Data & Cybersecurity, National Security, Asymmetric Warfare, Advanced Explosive Ordnance Robotics, C5ISR, Biomedical Research, and Global Business Development. Throughout his career, Wes has served in critical roles to protect government and corporate clients, including the Intelligence Advanced Research Projects Activity, Defense Advanced Research Projects Agency, Missile Defense Agency, U.S. Navy, U.S. Army, U.S. Air Force, Johns Hopkins University, Commonwealth of Virginia, and State of Florida. In his current role at Verizon, he serves on Verizon’s U.S. Public Sector Team as a Senior Client Executive with accountability for leading cross-functional teams that protect government services. He lives in New Orleans, LA with his wife, cats, Mardi Gras, and alligators.

There is no room block set up for this event. There are a number of hotels nearby.

Event Parking

Event management has arranged for complimentary, reserved parking Event parking on LEVELS 3 – 4 of the St. Augustine Parking Garage located adjacent to the Conference Center during the attendant-monitored hours of 6:00am – 3:00pm.  Any remaining spaces outside of attendant-monitored hours will be available on a first-come, first serve basis.

Guests who arrive after this time will be responsible for securing individual parking in metered visitor parking (located on LEVEL 1) or by purchasing a parking pass directly from the Office of Parking Services.

Parking in areas other than those designated for the conference attendees without a parking pass may result in a citation.
