Overview

The Florida IT Leadership Forum is the premier event for senior level technology leaders and upcoming leaders. The purpose of this invitation-only event is to foster discussion and dialogue on what it means to be a successful IT executive in the public sector and to provide tools and strategies to assist current and emerging leaders. This event is a one-of-a-kind opportunity for government and industry to collaborate and address the most important policy, management and leadership issues surrounding the future of digital government.

David Kwong

David Kwong

Illusionist, Movie Consultant, New York Times Crossword Writer

With his expertise in enigmas and magic, David Kwong delights and challenges audiences around the world with his intellectual brand of “puzzles and prestidigitation.”
A veteran “cruciverbalist” (crossword puzzle constructor), Kwong routinely creates puzzles for the New York Times, Los Angeles Times, Wall Street Journal and other national publications.
Kwong is the puzzle and secret code consultant for the hit NBC show “Blindspot.” He was the head magic consultant on the 2013 worldwide hit film Now You See Me and recently co-created Deception, a show for ABC about a magician who joins the FBI. Other films Kwong and his Misdirectors Guild have worked on include The Imitation Game, Ant-Man, Mission Impossible: Rogue Nation, and The Magnificent 7.
Kwong was a featured speaker at TED 2014. His talk on how human beings are “wired to solve” involved hiding secret messages in the New York Times crossword puzzle. Kwong’s book Spellbound: Seven Principles of Illusion to Captivate Audiences and Unlock the Secrets of Success was published by Harper Business.
Kwong is a graduate of Harvard University, where he studied the history of magic.

Glenda Atkinson is the Chief Information Officer (CIO) for the Florda Fish and Wildlife Conservation Commission (FWC). Glenda oversees all information technology (IT) operations and leads an amazing team of overachieving underpaid technologists (as are all state IT professionals). Glenda and her team support a diverse workforce, from biologists saving manatees to Law Enforcement Officers saving lives, all in support of FWC’s mission - Managing fish and wildlife resources for their long-term well-being and the benefit of people. Glenda began her career in IT over 20 years ago and ran the gamut of support roles in private and public sectors, Help Desk, Desktop Support, System Administration, Network Infrastructure, and Telecommunications to name a few. She does not make any claim to expertise in application development however, as she says, “I couldn’t program my way out of a paper bag”. Her long career culminated in her dream job as CIO for FWC. One of Glenda’s proudest achievements has been leading the way to migrate all systems, servers, applications, and services from the State Data Center to the cloud in support of Florida’s Cloud First policy.

James Grant serves as Florida’s Chief Information Officer. A Tampa native, James previously served in the Florida House of Representatives. Prior to being appointed to this role, he was an entrepreneur with a passion for creating technology solutions for the challenges in an ever-evolving and innovating marketplace. Those same principles are applied in his approach to governing, thereby introducing government to efficiencies that result from interoperability, while working toward his concept of Minimal Viable Government.
He earned his Bachelor of Business Administration from Auburn University and a law degree from Stetson University College of Law in Gulfport, Florida.

Chief Information Officer, Department of Corrections, State of Florida

Ms. Ling joined the Florida Department of Corrections (FDC) in July 2016 and serves as the Chief Information Officer (CIO). As the CIO for the largest Florida state agency and the third largest state prison system in the nation, Ms. Ling oversees all information technology (IT) operations and support for all FDC program areas and locations, including correctional institutions, road prisons, work camps, transition centers, work release centers, probation and parole offices, regional offices, and central office. Prior to her tenure at FDC, Ms. Ling served as the Program Manager over a nearly $40 million program at the Florida Department of Highway Safety and Motor Vehicles. Ms. Ling has more than 20 years of private and public sector experience focused on strategic planning, program management, organizational change management, risk management, and IT business delivery. She earned a Bachelor of Arts degree from Iowa State University and is a certified Project Management Professional (PMP®)

For the past 8 years Jim Taylor has served as CEO for the Florida Technology Council. In this seat, Jim’s voice acts as an unbiased resource for industry leaders, state legislators, state agencies and municipalities working to create a stronger, safer, more efficient Florida.
Jim was appointed as the Florida technology industry representative for the Governor Ron DeSantis Reopen Florida Taskforce; served on the Florida House of Representatives Cybersecurity and EMP Legislative Workgroup, and is an appointed member of the State of Florida Credentials Review Committee, as well as the State-lead for Florida’s Credential-Occupation Correlation & Gap Identification Workgroup. Jim is a recent graduate of the FBI Citizens Academy
In the field of cyber security, as a recent graduate of the FBI Citizens Academy, Jim provides FBI Cybersecurity Symposiums and trainings for education institutions, private and public sector leaders, and students across our state. He and the Florida Technology Council are helping organizations navigate the new cybersecurity challenges of a distributed workforce through their partnership with the Cyber Readiness Institute.
Jim Taylor is one of only four leaders in the state of Florida to receive the “Government Technology National Top 25 Doers, Dreamers and Drivers Award” for efforts advancing technology in state government.

Chief Information Officer, Office of Information Technology, Leon County Government

Michelle Taylor became the second Chief Information Officer for Leon County Government in January of 2020, where she previously served as Support Services Manager, Network & Technical Services Manager, and Director of IT Operations. Two months later, COVID hit and Michelle’s team had to quickly pivot into a new paradigm.
Michelle credits her team of “IT rock stars” and the rest of team Leon for the many continued successes achieved for Leon County, including placing in the national top ten for the past thirteen years in the Center for Digital Government’s and the National Association of Counties’ Digital Counties Survey. This prestigious award highlights the best technology practices among U.S. counties, including initiatives that streamline delivery of government services, encourage collaboration, build partnerships, enhance cybersecurity, and apply innovative and emerging technologies to county priorities and result in improved services for citizens.
In December 2021, Leon County and FSU received the Avaya Customer Experience Award for collaborative efforts with the City of Tallahassee to coordinate communications and other technical needs supporting the Real Time Crime Center, a multi-jurisdictional partnership serving the Leon County Sheriff, Tallahassee Police, FSU Police, and the Florida Department of Law Enforcement. The Center will provide coordinated real time reconnaissance for all first responders in the capital county, including EMS, Fire, and multiple law enforcement agencies.
Prior to her career with Leon County, Michelle held technology positions with The Florida State University’s College of Law, Department of Biological Sciences, and College of Education. Michelle received her bachelor’s and Master’s degrees in Computer Science from The Florida State University and is a Certified Government Chief Information Officer through FSU’s Florida Institute of Government. Michelle has over three decades of IT experience ranging from database programming and desktop support to cyber security and IT leadership.
Michelle and husband, Mark, call Tallahassee, Florida home for over thirty years and says her superpower is successfully raising two sons, Zac, a firefighter/EMT, and Nic, a collegiate athlete.

Think Inside the Box - “Creativity Within the Lines”

David Kwong, Illusionist, Movie Consultant, New York Times Crossword Writer

In this spellbinding talk, David Kwong explores the complex relationship between boundaries and productivity. Though it may seem counterintuitive, most people are at their most creative when they innovate within a given set of boundaries. How can you tell a clever story while obeying the construction rules of a crossword puzzle, the three-act structure of a screenplay, or the sensitive angles of a stage illusion?

Kwong, a master of working within the lines, explains how constraints give us the freedom to create. We are at our most innovative when we design a new form for something familiar, and subsequently express it in a novel and compelling way. Kwong demonstrates some of his own groundbreaking puzzles and illusions by way of inspiring a new method of problem solving.
