Miloslava Plachkinova - Second Day Keynote

Assistant Professor of Cybersecurity, University of Tampa

Miloslava Plachkinova is an assistant professor of cybersecurity at the University of Tampa. She has been published in Information Systems Frontiers, Journal of Information Systems Education, International Journal of Information Privacy, Security and Integrity and the Journal of Information Technology Theory and Application and Health Systems. Her work focuses on the broader impact of cybersecurity on other fields. She is investigating cyberterrorism and cybercrimes. More specifically, she is looking into attacks against critical infrastructures, Internet of Things (IoT) devices, how human behavior leads to security breaches, implications of security for healthcare, cloud computing and entrepreneurship among others. Mia solves real-world problems from a transdisciplinary perspective and applies various research methodologies in her work.

Teri Takai - Featured Speaker

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the executive director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Organizational Change Manager, Florida Department of Transportation

Allison is the organizational change manager for the Florida Department of Transportation (FDOT), one of the nation’s leading transportation agencies. Allison earned her Bachelor of Science degree in Organizational Leadership from Colorado State University and has 14 years of experience serving the State of Florida in various capacities within the Office of Attorney General, the Executive Office of the Governor, the Department of Highway Safety and Motor Vehicles and, most recently, the FDOT. The last nine years of her career have been targeted towards organizational development, change management and systems implementation. Over the last 18 months, her focus has been on establishing proactive Organizational Change Management (OCM) support for a multitude of transportation projects that rely heavily on the industry’s ever-evolving technology infrastructure. With the FDOT expending millions and millions of dollars a year on these types of projects, Allison’s aim is to ensure organizational engagement, readiness and adoption, with an emphasis on people, technology and processes, through the department’s first formalized OCM Office.
She is a member of the American Association of State Highway and Transportation Officials’ (AASHTO) Knowledge Management Committee, holds her certification as a Certified Public Manager from Florida State University and is the recipient of multiple Davis Productivity Awards for process improvement efforts.

Bob Burwell is the chief technology officer for U.S. Public Sector State, Local Government and Education (SLED) at NetApp. His responsibilities include setting future technology and product directions for the U.S. Public Sector group and managing key customer relationships. Bob has been in the storage industry for over 25 years with a focus on State and Local Government, Education and U.S. Federal markets including; Army, Navy, Air Force and Intelligence Agencies. Bob speaks regularly at key industry and customer events, has written multiple industry papers and sits on key working groups.

Carlos Butts

Identity and Access Management Product Manager, Florida Agency for State Technology

Carlos Butts is an IAM (identity and access management) product manager and has been with the Agency for State Technology (AST) for almost three years. During his 17 years of service to the great State of Florida, Carlos has been instrumental in implementing identity and access management solutions for AST and the Department of Education (DOE).
At AST, Carlos and team have deployed Centrify as a PIM solution internally and are in the process of building the infrastructure to support PIM for all of the State Data Center’s managed servers. The latter involves partnering with agencies throughout the State of Florida and working with internal staff on policies and procedures that will ensure compliance with Florida State Law.
As an IT division manager at DOE, his major accomplishment involved leading a team that implemented an identity and access management solution for millions of users throughout the State of Florida. The solution provided school districts with the ability to access educational systems by taking advantage of their native authentication processes.

Dmitry Kagansky is a senior solutions architect at AWS. At AWS, Dmitry works with state and local governments to uncover their IT challenges and develops solutions to help them accomplish their missions.

Joanne Krieberg-Wolin

Strategic Planning Coordinator, Florida Agency for State Technology

Joanne Krieberg-Wolin is a strategic planning coordinator with the Agency for State Technology working with the General Government Operations agencies: Department of Business and Professional Regulation, Department of Lottery, Department of Management Services, Department of Revenue and the Public Service Commission. Her role is to understand the business objectives and information technology environments of her assigned agencies, identify shared initiatives, facilitate cross-boundary collaboration and data sharing opportunities and promote best practices, innovative technology solutions for improved operational effectiveness, cost efficiency and customer service.
For over 28 years prior to joining AST, Joanne worked for the State of Florida’s Department of Financial Services in IT and management positions. At DFS, she was the bureau chief for enterprise applications responsible for designing, developing and maintaining over 300 applications. Before holding that position, she was the bureau chief of accounting systems design for the Florida Accounting Information Resource system where she was responsible for working with DFS and all agency users covering the areas of payroll, departmental accounting, central (enterprise) accounting and the data warehouse. In all of these roles, organizational change management was a key element to successfully implementing system modifications and ensuring the users were trained and ready to adapt to these changes.
Joanne grew up in Chicago, IL, and moved to Tallahassee to attend Florida State University where she graduated with a Bachelor of Science degree, majoring in accounting. Go Noles! Outside of work, Joanne is an accomplished chef and baker, and soon-to-be grandmother.

Daniele Loffreda is Senior Advisor, Healthcare State/Local Government and Education (SLED) in Ciena’s Market Development organization. In this role he leads Ciena’s initiatives to apply next generation hardware, software and services networking technologies to help these sectors deliver better services to their constituents through digital transformation, optimized cloud strategies, virtualized infrastructure and improved data security.
Daniele has more than 20 years of experience helping customers leverage Information, Communications and Technology solutions provide greater value, improve their operations and generate higher returns on network investments. He has been involved in smart city projects since 2014, he has been a speaker at smart city events, and has published a number of articles and blog posts on network connectivity as a critical foundation of smart cities.

David Mahoney

Director, Employee Relations, Information Technology Services, New York State

David Mahoney has been a New York State civil servant for over 17 years and currently serves as the Director of the Learning & Talent Management Office at the New York State Office of Information Technology Services (ITS). In this capacity, he is responsible for the delivery and implementation of Training and Professional Development Programs for approximately 3,600 employees in more than 140 locations statewide. These programs include the ITS Staff Development Program, ITS’ User Experience & Design Certificate Program, ITS’ SharePoint Academy, and ITS’ forthcoming “Essential Skills” Certificate Programs.
Previously, David served as the Director of Labor Relations at ITS where he was responsible for overseeing and advising on matters related to the New York State Collective Bargaining Agreements, Counseling & Discipline, Health & Safety, and the Fair Chance Hiring process. He was also responsible for authoring and updating the ITS’ Employee Handbook and Work Rules and served as the Chair of the ITS Labor Management Committee.
David joined ITS from the New York State Education Department (SED) where he served in a variety of capacities, ranging from Personnel Administration to Grant Management. During his time with SED, he served in the Office of the Executive Deputy Commissioner, the Office of Great Teachers & Leaders, as well as the Office for Diversity, Ethics, and Access.
David is a graduate of the College of Saint Rose, where he earned a bachelor’s degree in Social Studies: Adolescent Education, and a Master’s degree in History & Political Science. David was also a graduate of the New York State Public Management Institute. He is passionate about Education and prides himself on supporting the continued professional development of those he serves.
Outside of the Office, David and his wife are expecting their first child, Elianna, in April. He loves to learn, play soccer, and explore new destinations. He is looking forward to taking his family to see his favorite soccer team, Tottenham Hotspur, in London, England.

Connected Vehicles and Arterial Management Engineer, Florida Department of Transportation

Raj Ponnaluri currently serves as Florida’s connected vehicles and arterial management engineer. He has a PhD, PE, PTOE and a PMP. After graduating from Duke University in 1995, he began working in Florida. Over the last 23 years, he developed and deployed numerous programs and projects ranging from Traffic Engineering & Operations, Intelligent Transportation Systems, Traffic Signal Systems, Bus Rapid Transit, various transportation plans, Transportation Systems Management and Operations, Statewide Arterial Management and Connected Vehicles. Raj is also the chair of AASHTO’s Committee on Transportation System Operations ITS Working Group and vice-chair of ITE’s Connected Vehicle Steering Committee. He has presented his work at the TRB and has been published in many journals.

Roosevelt Sawyer, Jr. is the CIO for the Florida Supreme Court, Office of the State Courts Administrator (OSCA). He is responsible for leading the OSCA’s technology strategy and managing overall IT operations and customer service. He is lead staff to the Florida Courts Technology Commission that governs statewide technology standards for the judicial branch. Roosevelt served in the United States Marine Corps and has experience in information technology with both the private and public sectors implementing enterprise solutions across multiple business industries. He holds a Bachelor of Science in Management Information Systems from Florida State University.

    We read about hacks and breaches on a daily basis – attacks conducted by cybercriminals that result in millions of compromised credentials, loss of millions of dollars or denial of service attacks that can almost bring the internet to a halt. But how do these underground groups conduct these attacks, where do they communicate and what motivates them? In this session, we will dive into the world of organized cybercrime and get into the mind of a cybercriminal. We will learn the true cost of these attacks, the policy challenges that they create and how we must shift our thinking in order to fully understand these bad actors.
