The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.

As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.

Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Dr. Trish Holliday - Keynote

Assistant Commissioner, Department of Human Resources & State Chief Learning Officer, State of Tennessee

Dr. Holliday’s commitment to public service and her passion for helping professionals reach their greatest potential is rooted in her experience as a certified facilitator, adult educator and executive coach, and her early years in full-time ministry as a missionary in Tennessee Appalachia.
Tennessee was the first state in the country to have the executive role of CLO developing and guiding an enterprise wide learning and development strategy. As the state’s CLO, Dr. Holliday, creates and leads learning efforts focused on the mission and goals of a customer focused government, building a common culture through a rigorous and consistent set of business and leadership skills.
She provides state appointing authorities with executive coaching in workforce planning and leadership development. Dr. Holliday drives the overall curriculum focus and development of all statewide leadership programs. Her passion and talent for developing successful leaders and purpose-driven individuals are reflected in these nationally recognized programs.
As a successful change agent, facilitator and storyteller, Dr. Holliday is often asked by state leaders to undertake complex problem solving opportunities by bringing people together and helping them discover innovative solutions and develop the leaders needed to execute. In recognition of her work in the state-wide LEAD Tennessee leadership development program. Dr. Holliday was selected as a 2016 Winner for the Leadership Excellence Awards in the Top Corporate Leader Award – Over 35 category. She was ranked 6th in the top 30 winner’s circle which were chosen from over three hundred applicants. Dr. Holliday received the 2016 Edwin L. Swain Award of Excellence, the IPMA-HR Southern Region’s highest award given to an individual who has distinguished her/himself throughout their career in HR. Recently she was asked to facilitate the International Public Management Association – HR (IPMA-HR) 2020 strategic visioning task force, identifying critical leadership competencies needed for the future success of the HR profession. In 2016, Dr. Holliday was also awarded the MTSHRM Development Professional of the year. Dr. Holliday’s influence reaches beyond state government by serving as an executive leadership coach for private sector businesses, impacting leaders from Kingsport to Memphis. As a result of her influence as a leader, she was selected to participate in Leadership Tennessee, class IV.
Dr. Holliday serves on the Board of Visitors for the College of Education at Lipscomb University, Tennessee State University’s College of Public Service and Urban Affairs Advisory Board, Impact Nashville, Habitat for Humanity of Tennessee, past-president of Toastmaster’s International Tennessee Government Leadership Chapter, Tennessee SHRM state council board member, and past board member of Special Olympics Tennessee. In 2016, Dr. Holliday was elected to serve as the Middle Tennessee State Director on the SHRM State Council. Dr. Holliday earned her Doctorate of Education with an emphasis in Learning Organizations and Strategic Change from Lipscomb University in December, 2015. Dr. Holliday is driven by a passion to help leaders develop strategies to create learning organizations and implement effective change initiatives.

Bill Bott - Featured Speaker

Senior Consulting Partner, Change and Innovation Agency

Bill Bott uses a team approach to tackle organizational challenges, such as strategic planning, process improvement, project management, customer satisfaction, and problem solving. He uses the same tools developed by leading private sector companies to facilitate change from within the organization.  Bill's specialty is in helping to make elements of square pegs fit into the round holes that make up the work we do.

Bill is best known for his role in consolidating the IT functions and staff in the state of Missouri, which saved the state over half a billion dollars in real costs in less than 10 years. For this, Bill was named a GOVERNING Public Official of the Year in 2007, and in 2008 he was recognized as one of Government Technology's Doers, Dreamers, and Drivers. He also received accolades from the American Business Awards for his innovative approach to IT management and was chosen to represent the United States as a young leader by the American Council on Germany.

Bill joined the Change and Innovation Agency in 2009 and now works with public servants across the country. A regular speaker on Project Management, his message of true process improvement before automation is a frequent theme in his writings and in his workshops.

Prior to joining AST, Danielle Alvarez served as the Manager of IT Security and Compliance at the Department of Financial Services (DFS) and led numerous internal initiatives related to security, compliance, and disaster recovery. In addition, Danielle has more than 14 years’ experience in various IT domains. She has served as a Lead Senior IT Auditor for the Auditor General and has previous IT experience in the private sector covering the healthcare, natural resources, education, retail, and other industry sectors. Danielle holds a bachelor’s degree in Computer Information Systems, a Master’s in Accountancy, and holds the CISA designation.

Ken Baldauf

Ken Baldauf

Director, Program in Interdisciplinary Computing, and Innovation Hub Director, Florida State University

Ken Baldauf joined the Florida State University faculty in 1998 to coordinate a campus-wide computer literacy effort. Since then Ken has developed courses in computer fluency, management information systems, digital media, object-oriented programming, web design and web development, with enrollments in his classes growing to over 2,500 students per semester. He developed one of the first online courses at FSU in 1998, and has been devoted to developing effective online teaching systems and methods ever since. Ken is currently the Director of FSU’s Program in Interdisciplinary Computing where he works with colleges and departments across campus to determine what computer and information technology skills and knowledge are needed in their disciplines, and provide courses to meet those needs. Ken has authored several textbooks, produces a weekly tech news podcast for tech teachers, and has designed the online learning framework for Intro Computer courses titled Emerge with Computers. Most recently Ken has been actively researching design thinking, innovation frameworks and innovation centers with plans to bring the benefits of this research to institutions of higher education.

Pete Butler

Vice Chair, Technology Advisory Council, State of Florida

Pete Butler is a family man deeply enjoying life with his wife, Karen, and his children, Anna Grace and Paul. He was born in Florida, and has lived in Tallahassee since 1972.
Armed with a journalism degree from Florida A&M University, Pete worked as a reporter for four years until he heard about this thing called the Internet in the early 90s. That’s when everything changed. Despite his mediocre skills in Science and Math, he still pursued the dream of diving headlong into the world of technology.
His early years in technology were marred by mistakes, but he pressed on and managed to get a few things accomplished along the way. In 1993, he developed and directed the launch of the Leon County Government website, which was the first government on the globe to arrive on the World Wide Web. Next, he helped direct the web strategy for the City of Tallahassee. And, finally, he was a member of the team that drove the award-winning State of Florida’s Internet Strategy during the Lawton Chiles administration.
After ten years in Florida Government, Pete departed the public sector to help launch an online web business. After the first burst of the Internet bubble, he went on to work with some of the largest technology companies in the world.
Currently, Pete is the Director of the Technology Practice for National Strategies, a Washington DC based consulting firm. He’s been with the firm for nine years. His day-to-day focus is to serve technology clients who are engaging with government across the US.
Pete was also appointed by Governor Scott to the State of Florida’s Technology Advisory Council, where he serves as Vice Chairman.
When he’s not in front of a person or a computer, you will find Pete on his bicycle. He is a two-time National Champion in the sport of cycling, and he’s returning to defend his title in June of 2017.

Marc Chanliau

Marc Chanliau

Senior Director, Oracle Security, Oracle Consulting Services, Oracle

Marc Chanliau has been with Oracle for 10 years and Oracle Consulting Services for the last 1.5 years as a Security Architect. Prior to Oracle Consulting, Chanliau was the Scrum product owner (PO) for Oracle Identity Cloud Service’s authentication, federated SSO, and delegated authorization micro services. Chanliau has been very active in the design of security standards and protocols over the last 18 years (he’s one of the original designers of Security Assertions Markup Language (SAML) and was a major contributor to WS-Security.) As part of the Oracle Consulting Security Division's CTO office, Chanliau focuses on hybrid Cloud architectures as they relate to security, both in terms of identity and access management (OpenID Connect, OAuth, SAML) and database security (encryption, data vaulting, data masking, fire-walling). In this capacity, he provides security assessment to Oracle Cloud customers and helps them improve their architecture to seamlessly integrate their on-premise applications with their Oracle Cloud properties through security standards and high-availability deployments.

John Conley

John Conley

Customer Success Director, Customer Success Group, Salesforce

John D. Conley is a Customer Success Director with Salesforce.com. In this role, he works with public sector enterprises on their business transformation projects and cloud adoption strategies. Prior to his role with Salesforce, John was the Executive Director of the Colorado Statewide Internet Portal Authority (SIPA) where he focused on bringing cloud technologies to state and local government agencies. During his time with SIPA, he increased the number of governments served from 24 to 300 (1,150%) and increased revenue by $9.4 million in 5 years. This growth was possible by following two basic beliefs. One, governments need to modernize the way they operate and two, cloud technologies allow the best possible path forward for modernization. With these beliefs in mind, John negotiated contracts with Salesforce, Google, NIC, Inc, Verizon, Genesys, and others to bring cloud technologies to Colorado. Before joining SIPA, John served as the Deputy Chief Information Officer for the Colorado Governor’s Office. As Deputy CIO, he was responsible for large infrastructure projects, operations and policy, statewide broadband efforts, and the centralization of over 900 IT staff into one organization. John assisted in the re-procurement of the Colorado Multi-Use Network which is a public/private partnership enabling a high-speed fiber optic network across the State of Colorado.

Shawn Kingsberry

Director, Digital Government, Global Public Sector, Unisys

Shawn Kingsberry serves as the global public sector director of digital government for Unisys. He has more than 22 years of experience in the field of information technology and has a diverse background in both federal government and corporate settings, with extensive experience in large-scale information technology transformation, big data analytics, and enterprise computing, as well as secure hybrid cloud implementations. Prior to joining Unisys, Shawn served as director of cloud Solutions from Engility Corporation, where he supported all sectors of the federal civilian government. He led the corporate Information Technology Transformation initiative focusing on 21st-century implementations and stood-up the Fraud Analytic Practice title INSIGHT ™. As the chief information officer for the Recovery Accountability and Transparency Board from 2009 – 2014, Shawn led the Recovery Board’s successful effort to host Recovery.gov site to provide transparency on stimulus spending related to the American Recovery and Reinvestment Act of 2009. He received the prestigious FED 100 Award for his leadership and persistence in implementing Federal Reporting.gov and Recovery.gov, which were the first government-wide information system to be fully migrated to a public cloud.

Emily joined IBM in 1982 as a systems engineer and moved into the role of Client Representative in 1985. In 1994, Emily joined IBM’s newly formed public sector industry team and has since had responsibility for Miami-Dade County and other public sector accounts in the South Florida geography including Broward County, Palm Beach County, Miami-Dade Public Schools, Broward Public Schools, Palm Beach County Public Schools, Florida International University, University of Miami & UHealth.
Prior to joining IBM in 1982, she was an operating systems programmer in the airline industry.
Emily holds a MA & BA in mathematics. She resides in Miami, FL.

He has spoken at over two dozen conferences on various technical topics, and has authored several papers, most recently:” What Are You Doing to Keep My Data Safe? Cyber Fatigue and the Growing Divide Between Customer Expectations and Corporate Data Protection” in Compact Magazine (2016/3).
Mr. Lucas holds several certifications, including Certified Information Systems Auditor (CISA), Certified in Risk and Information System Controls (CRISC), Certified Information Privacy Professional (CIPP), and Archer Certified Consultant (ACC).

Angel Petisco

Chief Information Officer, Miami-Dade County

Angel Petisco serves as Chief Information Officer (CIO)/ Director of the Information Technology Department of Miami-Dade County, a diversified data processing and communications organization serving one of the largest metropolitan county governments in the nation.

Mr. Petisco began his technology career in 1976 with Southeast banking and concluded his tenure as an operations manager overseeing the data center operations. In July of 1979, Angel joined the Miami-Dade County family in a similar capacity. 

In the course of over 30 years with Miami-Dade County, he has had a growing number of diverse and increased levels of responsibilities covering virtually all aspects of information technology. Most memorable, was the creation of what is known today as MetroNet, the county's enterprise internal network. 

Mr. Petisco continues to work relentlessly to improve overall services, reduce operational and capital costs while increasing service delivery.

Vice President, Business Development & Strategic Planning, Public Sector, North America, Oracle

Kenneth M. Ritchhart is the Vice President, Business Development & Strategic Planning, in Oracle Public Sector. Ken joined Oracle in June 2015 after completing 45 years of Federal service in the United States Air Force, and as a Senior Executive at DHS and DOJ. Before coming to Oracle, Ken was the Deputy Assistant Commissioner, Information & Technology, and Deputy Chief Information Officer, at Customs and Border Protection, from Aug 2006 – Jan 2014. At CBP he was responsible for all IT infrastructure, IT operations, IT Program Management and systems development for CBP's mission-critical and mission support systems operating at 1,400 field locations with over 60,000+ daily CBP users and 80,000+ external users. He managed over 2,400 government, 3,200 contractors, and $1.4 billion in annual IT procurements. CBP manages the largest known Oracle OLTP data base in the world. Before going to CBP he was the Deputy Assistant Director for Information Technology Systems Development, the Deputy CTO, and the Section Chief for Data Management at the FBI. At the FBI, he modernized their Intelligence Systems and built the Investigative Data Warehouse (IDW) bringing terrorism data together from 36 different data bases together for analysis for the first time. He also served 32 years in the US Air Force retiring as a Colonel. He has a Bachelor of Science degree in Engineering and History from U.S. Air Force Academy and a MS Degree in Computer Science from the University of Oklahoma. He is certified as a Program Management Professional (PMP); an Agile developer and a SCRUM Master. He is also a level 3 certified Acquisition Program Manager able to manage programs of over one billion dollars. Ken and his wife Tena live in New Port Richey, Florida just northwest of Tampa.

Anthony’s current focus is supporting our Government and Education Sales Segment. Anthony also speaks at various Industry and Customer events on various Internet of Things topics such as; trends, challenges, and the future of IoT.
Anthony has 30+ years’ experience delivering technology solutions to enterprise business customers. He has a broad range of experience with managed technology solutions involving software, and wireline and wireless communication solutions. Anthony has a Bachelor of Science in Civil Engineering from the University of Alabama, and an Executive MBA from Coles College of Business.
Anthony lives in Atlanta, GA with his wife Laura, and two daughters, who are currently attending college. When not working, Anthony enjoys various fitness activities, golf, and is an avid college football fan.

Andrew Whelchel (CISSP-ISSAP, CCSP) started in information security and IAM in the beginning after graduation from the University of Memphis supporting identity and access management years ago managing Microsoft Identity for US Federal customers and later transitioned to network infrastructure security and later to consumer identity protection most recently in the role at RSA Security and Okta. At RSA Security supporting financial services, healthcare, US Federal and other customers, there was focus on identity risk analytics and integration of identity fraud intelligence for cybercrime prevention. Now at Okta focus is on both protecting employee/partner as well as citizen consumer identities for public sector in order to reduce cyber risk as well as accelerate capabilities for cloud transformation. Contributions include work as a contributor on the NIST 1800-3 ABAC (Attribute Based Access Control) standard and speaking events on identity access management and security.

Risk Assessment Results – Surprising or Expected?

The Florida Agency for State Technology recently oversaw an in-depth series of risk assessments, and the overall results have been compiled and analyzed. Without naming names, this session reveals the overall outcomes and areas of strengths and vulnerabilities. Most won’t come as a shock but be prepared for a few surprises.

FSU’s Innovation Hub

Early next year, FSU unveils its exciting new Innovation Hub, an interdisciplinary facility for design and innovation. The center will support all stages of Design Thinking by using the latest technologies, including: a digital fabrication lab with 3D printers, laser cutters and other tools for developing prototypes, and an artificial reality lab for students to explore virtual and augmented reality, all in a highly collaborative environment. This session offers a glimpse into the motivation and thought process behind this bold initiative.
