Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Florida Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Franco Amalfi is Director, Digital Engagement Strategy, for Oracle Public Sector North America. In this capacity, Franco leads a strategic program focused on constituent-focused digital engagement technology, tools and strategies. Franco helps guide government officials at every level – U.S. federal, U.S. state & local, and in Canada – to effectively use modern cloud based customer experience technologies to enhance transparency to citizens while helping agencies deliver on their mission. In addition to working with customers, Franco authors, publishes white papers and articles on leveraging technology to drive business value for governments. He is also a frequent speaker at government conferences.

Chris Arisso specializes in developing and delivering best in class cloud security solutions to defend against web application vulnerabilities, Distributed Denial of Service (DDoS) and other internet attacks. A network security specialist, he has 15 years of experience in Internet technologies, building, securing and managing a number of sophisticated networks for enterprises, multiple services solution providers and Internet service providers.

Richard Breakiron

Senior Director, Cyber Solutions, ViON
Prior to assuming the leadership role of ViON’s Cyber Solution Strategies, Breakiron was Defense Information Systems Agency’s (DISA) Executive Program Director for the Joint Regional Security Stack (JRSS) and served as the Network Capacity Domain Manager, as the lead for the Army-wide network modernization effort. His understanding of the cyber threat, DoD’s strategy, and work with DoD during his tenure with ViON has provided Richard with a unique understanding of the depth of effort to secure DHS’s Information. Breakiron has had several recent speaking engagements at various industry and trade shows highlighting his knowledge and understanding of the issues surrounding CyberSecurity.

Brett Cureton

Senior Information Technology Business Consultant, Department of Law Enforcement, Office of Statewide Intelligence, State of Florida

Brett is a former Senior Incident Response Analyst for International Business Machines (IBM) where his responsibilities included responding to IBM customers across North America and abroad who had experienced computer and network security threats. These threats included incidents of malware outbreaks, unauthorized network access, Denial of Service attacks and instances of Advanced Persistent Threat on enterprise networks. Brett is currently employed by the Florida Department of Law Enforcement as a Senior Information Technology Consultant and digital forensics examiner in the Florida Office of Statewide Intelligence. Brett's current responsibilities include assisting with criminal cases involving network security incidents across the State of Florida as well as developing and disseminating intelligence relating to acute and emerging cyber threats in an effort to improve the overall security posture for Florida state networks and critical infrastructure. Brett has 15 years of experience investigating incidents of computer-based malicious activity, crimes against computers and computer users and is proficient in numerous specialized digital forensic hardware and software tools and methodologies as well as being well versed in enterprise network security best practices. Brett has participated in many legal proceedings including testifying in courts of law as a material witness regarding evidence obtained and as an expert witness on various technology related matters.

Worldwide Industry Executive for Government, IBM Analytics

Raymond "Rob" Dolan, Jr. is the Worldwide Industry Executive for Government for the IBM Analytics software brand. In that role, he is responsible defining the solution strategy for data and analytics in government. He also works extensively with governments worldwide on the implementation of an analytics approach to drive better results, including in the area of government budget and finance. In that capacity, he has worked with government budget and finance executives in national, provincial/state and local governments globally to help them to apply analytics to better manage revenue and expenses, financial reporting and compliance and to build outcomes-based budget strategies. All designed to ensure that governments can continue to deliver the best possible services to their citizens.

He has over 20 years experience working in a variety of roles focused in government and is based in Washington, DC.

Public Safety and Justice Practice Subject Matter Expert, Unisys Corporation

Patrick Doyle is a Public Safety Subject Matter Expert with the Unisys Corporation and the former Senior Watch Officer of the largest fusion center in the U.S. He is also a retired New Jersey State Trooper and Emergency Management Duty Officer. Patrick served dozens of assignments with the FBI, Secret Service and NYPD, and is active in professional associations such as the International Association of Chiefs of Police and the Integrated Justice Information Systems Institute.

Sam Knutson

Sam Knutson

Director, Product Management, Compuware

Sam Knutson is the Director of Product Management for Compuware.  Sam is a long time member of the mainframe community. Prior to taking his previous position as VP of Product Management for Mainframe Performance Solutions at CA Technologies, Sam led the mainframe team at GEICO where he was also a Compuware customer. He also worked as a senior developer at Landmark Systems. Additionally, he has served on the Board of Directors for SHARE, the world's first and longest-running user computer group.

Matt Lawson

Principal Architect, State and Local Government and Education (SLED), NetApp

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

Christopher McPherson is Director, Florida and Louisiana, State and Local Government Solutions, Xerox Large Enterprise Operations. McPherson was named to this position in December 2014, and previously served as Director, Southeastern, Xerox Large Enterprise Operations.
McPherson began his career in computer networking and IT infrastructure and has held multiple technical positions prior to consulting. His suggestions for delivering business results through technology have been featured in national publications including Information Week, Buyers Lab, VAR Magazine and CRN Magazine. He also has spoken at government technology events including the South Carolina IT Directors Association Conference.
Chris joined Xerox in 2007 to lead major projects focused on technology, security and business process improvement with Xerox’s largest U.S. and Global clients. His projects have saved clients millions of dollars in direct cost savings and hundreds of hours of overtime annually.
He holds a bachelor's degree in management and marketing from Walsh College, MI.

Chief Information Officer, City of Jacksonville

Usha Mohan serves as the Chief Information Officer for the City of Jacksonville (COJ) responsible for city-wide technology strategy, infrastructure and operations. She works collaboratively across all government agencies to provide innovative solutions for the citizens and government with significant savings for taxpayers.  Jacksonville ranked #3 on the Top Digital Cities List 2 years in a row and is on multiple Forbes list - for the Cities where America’s Tech Future is Taking Shape, Cities with the highest growth in the Tech sector etc.

Usha has 7 patents in the area of text and advanced analytics. She was named as one of the five “Most Influential South Asians” by the INDOUS Chamber of Commerce, won the Best CIO award and the IT Dream Team Award from Jacksonville Business journal at the Biztech Innovation Awards and a Community Service Award from the Mayor’s Asian American Advisory Board. She also speaks frequently at Government and Technology conferences.

Usha served as the president of INDOUS Chamber of Commerce in 2008 and has served on the boards of other community organizations. She currently serves on the Metropolitan Information Exchange (MIX) Board, a group of CIOs from large jurisdictions and Florida Local Government Information Systems Association (FLGISA) Speaker Committee. Usha and her husband, Ren Mohan and two beautiful daughters Swetha and Shreya have lived in Jacksonville from 1997.
