Overview

The Center for Digital Government has always been focused on bringing together the finest minds in state and local government IT to envision the future. This exciting and interactive event will serve as a catalyst for key technology leaders as they prepare for the future.

This invitation-only event will consist of IT leaders from city, county and state government organizations from around the country. The theme of the event is: “The answer is in the room.” Out of this event will come opportunities to learn from your peers, a quick growth in everyone’s “go to” network for brainstorming and an opportunity to share the work you all do so well.

We are looking forward to hosting this event as a wrap-up to 2025. It will be a great opportunity to reenergize prior relationships, build new ones and is sure to be a fitting end to the year.

Phil Bertolini

Chief Delivery Officer, Government Technology

Phil Bertolini is a Chief Delivery Officer for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Chief Programs Officer, Center for Digital Government

Teri Takai is the Chief Programs Officer for the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Teri worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. .
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Bill Kehoe joined Washington Technology Solutions (WaTech) as the director and state CIO for Washington on August 1, 2021. He has pursued an agenda focused on innovation, resident engagement, creating a data driven culture and service excellence collaborating with agencies to drive project success and improve the resident experience.
Prior to WaTech, Bill was the CIO for Los Angeles County in California from 2017-2021, where he managed enterprise security, information management, enterprise architecture and technology consulting services for 37 county departments. He also served as an advisor to the Board of Supervisors and the Chief Executive Officer regarding enterprise technology strategy, policy and governance.
Bill has a long history of managing information technology departments in local and state governments, including more than 15 years in Washington state agencies and counties. Before working as CIO for Los Angeles County, he was the CIO and Information Department director for King County in Washington from 2010-2017 and served as the first CIO for the Department of Licensing from 2002-2010.
He holds a Bachelor of Science degree in electrical engineering from Gonzaga University.

A highly skilled leader with more than 30 years of experience in Digital Product Management, Information Technology and eCommerce, Rai most recently served as Chief Digital and Information Officer of Quaker Houghton Company.  He previously served as Global CIO for the Ball Corporation, DuPont Coatings and GE Advanced Material (a Division of GE) and began his career at Ernst & Young. 
Rai also led and volunteered as CIO for Goodwill Industries International and the American Cancer Society, helping each organization set and execute their digital strategies, and make significant technology operational improvements. 
Rai earned an MBA from the University of Connecticut and a Bachelor of Technology from GB Pant University in India.

Previously, Ms. Thomas served as Assistant Deputy Commissioner of the Georgia Department of Human Services. Previously, she was Executive Director of the Georgia Commission on Equal Opportunity and Director of the Georgia Secretary of State’s Corporations Division.
A native of Macon, Georgia, Ms. Thomas received her undergraduate degree from Middle Tennessee State University and Master’s in Public Administration from the University of West Georgia. She is a Commissioner on the Georgia Commission on Equal Opportunity’s Advisory Board and member of the Hospitality Ministry at Chapelhill Church in Atlanta. Ms. Thomas was named to the Atlanta Business League’s list of Top 100 Women of Influence for 2021 and received the 2022 Golden Gov: State Executive of the Year award from StateScoop.

Budget Challenges: Is This the Opportunity to Make Changes?

Governments across the country are faced with budget pressures – from external factors like decreased revenue from their tax base to changing regulations governing federal funds to increased expectations from constituents. This environment can be a time to look for opportunities to streamline government with technology. The Future of Identity: What has Changed?

While it seems that the majority of state and local governments are addressing their identity management strategies and actively implementing and enhancing their solutions, the landscape continues to change. AI generated identities challenge the current approaches – from the blocking the scheduling of campgrounds to fraudulently applying for benefit programs. The question of who owns individual identity vs who validates vs who utilizes digital identity is the next privacy and transparency question. With the uptick in digital driver’s licenses, organizations like AAMVA are taking a lead role. In contrast, Utah’s Digital ID law proposes a much different model – decentralized and user-controlled. This session will dive into what is happening across the country, what organizations are involved in driving strategies for identity management for the future.

From Disaster Preparedness to Cyber: What is Needed for Whole of State Readiness?

The future of disaster preparedness and response for state and local government continues to change. Cybersecurity programs and offices are being integrated into emergency management and disaster preparedness organizations. Strategies and plans are being developed together. Recent experiences during the LA fires demonstrated that mitigating a cyber-attack on a state website was part of the disaster response. Governments are reviewing the National Resilience Strategy and National Risk Registry from the federal government to determine impact to federal cyber preparedness funding. This session will explore the changes, discuss what steps state and local governments are taking, look at emerging organization structures, and the changing roles and responsibilities.

AI and Procurement: An Oxymoron?

As we get ready for the next wave of technology, the challenges and opportunities will depend on the close working relationship between government and their technology partners. Procurement organizations are faced with the growing need for technology, the pace of change, and the complexity of the solutions. Now the question arises – will AI help the procurement process? Cybersecurity Risks are Increasing: Is AI Helping or Hurting?

One of the first and still most pervasive use of AI in government is in cybersecurity. The technology that is being deployed in security operations centers, threat intelligence, in every facet of protecting valuable government data is streamlined with AI. Government cybersecurity technology providers continue to refine and enhance their capabilities. But AI also has increased the risk by enabling faster development of cyber threats, more sophisticated social engineering interactions that come in through email, text, social media, and reintroducing DDOS threats by generating more volume quickly. These threats impact not only operations but are not impacting fraud detection and access to public funds. This session will talk about how AI is enhancing government cyber operations but is also posing new threats.
