Overview

November 7 – 9, 2021

The Center for Digital Government has always been focused on bringing together the finest minds in state and local government IT to envision the future. For one of our first live, national gatherings since March of 2020, we created an exciting event that served as a catalyst for key technology leaders as they prepare for 2022 and beyond.

This invitation-only event consisted of IT leaders from city, county and state government organizations from around the country. Given this audience, the theme of the event was: “The answer is in the room.” Out of this event came opportunities for new collaborative projects amongst the participants, a quick growth in everyone’s peer “go to” network for questions and brainstorming and an opportunity to share the work of which they are most proud.

The event was a great opportunity to reenergize prior relationships, build new ones and was a fitting end to this year.

Director of Information Technology Services, Latah County, ID

Laurel Caldwell, CGCIO, is the director of Information Technology Services for Latah County, ID, a position she has held since 2008. She oversees the county’s use of IT to improve services for the employees and citizens of Latah County, the only county in the U.S. that was created by an act of Congress. Laurel has been a leading advocate for developing and fostering relationships among government IT professionals locally, regionally and nationally.

Lea Eriksen is the director of technology and innovation and CIO of the City of Long Beach, CA. She has an MBA from Xavier University and graduated cum laude from Miami University. Lea is passionate about advancing digital equity and using emerging technology and data to solve civic challenges in Long Beach.

Jennifer Ricker serves as the State of Illinois CIO and secretary of the Department of Innovation & Technology, a role she has held since September 2020. She was previously appointed by Governor JB Pritzker in February 2020 as the assistant secretary of DoIT, focusing on application development and technology delivery to the agencies DoIT serves. Jennifer joined DoIT in February 2019 as chief of staff, serving as advisor to the Secretary with responsibility to manage and direct agency operations.

Prior to leading EOTSS, Curt served in a senior executive role with the Massachusetts Executive Office of Public Safety and Security as the undersecretary for Forensic Science and Technology and CIO.

Connectivity versus Affordability: Is the Push to Broadband Going to Work This Time?

There is nothing like the last 18 months to highlight the need to accelerate the deployment of connectivity throughout the country. Broadband is on the minds of government from federal to local governments. But underlying tensions around ubiquitous connectivity still remain. This session will focus on what state and local governments are doing with available funding. How much funding is enough – this has all been tried before, will it work this time? What will be left to the private sector? Will government be successful in engaging where needed? How will we balance connectivity versus affordability? The Risk of Data Loss and the CIO: What Does Data Privacy Mean to Governments Today?

Cybersecurity continues to be a top CIO priority in state and local governments. Recent ransomware attacks have highlighted the importance of protecting data to ensure the continued operation of government. But protecting data is not just about keeping it safe from the bad actors. More importantly, it is the protection of citizen privacy which is at the heart of trust in government. We are seeing the rise of chief privacy officers and chief risk officers. State legislators are creating statutes to address the concerns around data privacy. This session will discuss the risk to data in modern government, the data privacy concerns and whether governments are prepared to manage data privacy longer term.

The Attackers at the Gate: Are You Properly Resourcing Cybersecurity?

For the longest time, while cybersecurity was at the top of the CIO worry list, there was inadequate funding for cybersecurity programs. With the recent focus at the federal level – which includes funding – it is now up to the CIOs and CISOs to move forward. This session will provide an opportunity to discuss what CIOs and CISOs are doing to ensure that they are receiving funding and what the keys are to explaining the ROSI – return on security investment. It is not just about the money. How are they addressing the knowledge gap? How are they relying on partners? How can they keep up with the next threat?
