Overview

The Annual Summit is a unique opportunity to build relationships in a small group setting. The Center convenes state CIOs and senior IT officials together with industry technology leaders to explore issues and opportunities facing state IT today. The goal of the summit is to create a friendly and engaging environment to build and foster relationships.

The summit is an action-packed opportunity to share information and experiences while building relationships for the future.

Phil Bertolini

Phil Bertolini

Chief Delivery Officer, Government Technology

Phil Bertolini is a Chief Delivery Officer for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Jeff Clines

Chief Information Officer, State of Wyoming

Jeff Clines has dedicated his career to leveraging technology for positive impact. With over 25 years in IT, he's navigated diverse roles across various sectors, from infrastructure and help desk support to enterprise applications and leadership positions. A passion for mission-driven organizations led him to the non-profit world, where he spent 13 years making a difference.
His journey then took him to the public sector, serving as CIO/Director of Information Technology for the Illinois Secretary of State. There, he spearheaded a major modernization of their mainframe systems, focusing on driver and motor vehicle licensing.
After two years, Jeff was appointed CIO for the State of South Dakota under Governor Kristi Noem. During his four-and-a-half-year tenure, he led significant modernization initiatives, including securing funding for and launching a massive upgrade of the state's 25-year-old financial system. His vision transformed this project from a technical necessity into a comprehensive business transformation.

Amanda Crawford

Amanda Crawford

Executive Director, Department of Information Resources and Chief Information Officer, State of Texas

Amanda Crawford is the executive director of the Texas Department of Information Resources and the CIO for the State of Texas. In this role, she is responsible for the leadership, direction and daily operations of DIR, an agency with an annual fiscal profile of more than $6 billion per year. DIR's responsibilities include protecting the state's data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program and providing strategic technology leadership, solutions and innovation to all levels of Texas government.
Prior to leading the team at DIR, Mandy served at the Office of the Attorney General of Texas for more than 17 years. She held various positions at the OAG, including ultimately serving as the deputy attorney general for Administration and General Counsel.
Mandy is a graduate of The University of Texas at Austin and earned her law degree from the University of Houston Law Center.

Nathan Hogue

Nathan Hogue

Chief Information Officer, Office of Technology and Information Services, State of South Carolina

Nathan has worked with the South Carolina Department of Administration (Admin) — and its predecessor, the South Carolina Budget and Control Board — since 2001. Nathan’s career in state government began with an entry-level Service Desk position and since that time has served in a variety of IT-related areas including account management, contract management, customer service and leading the team responsible for the management of the state’s telephone system. Nathan most recently served as Admin’s IT Director, where he helped lead many of the agency’s technology projects and initiatives, including the successful launch and management of the Program Management Office (PMO). Throughout his professional career, Nathan has placed an emphasis on the development and fostering of strong relationships with his fellow state agencies. As CIO, he looks forward to continuing this emphasis and placing renewed importance on customer relations, business growth and retention, and the timely delivery of services.

Dr. McCarville is a results-driven executive with a diverse background spanning education, government, & global consulting. Having extensive experience as a CIO & CDO; he’s managed complex operations, led large teams, & navigated budget challenges with an innovative mindset. He is also a Hodgkin's Lymphoma Cancer Survivor, a PCA stroke survivor, public assistance program beneficiary, ward of the state & group home 'alumni.' He’s actively involved in both several advisory boards & professional speaking events.

Teena Piccione

Teena Piccione

Secretary & CIO, Department of Information Technology, State of North Carolina

Teena Piccione (pronounced pitch-OWN-ee) joined the N.C. Department of Information Technology in January 2025.
As Secretary and State Chief Information Officer, she leads the agency responsible for strategic IT planning and the procurement and delivery of IT services and solutions as well as cybersecurity and efforts to expand broadband access and affordability across North Carolina.
Prior to NCDIT, Piccione was the managing director for Cloud and Customer Engineering over Telecommunications, Media, Entertainment and Gaming at Google. She has also worked at RTI International as executive vice president and chief technology officer, at Fidelity Investments as senior vice president and chief operating officer, and at AT&T as vice president and leader of the Big Data Center of Excellence.
Piccione has also served on the N.C. Information Technology Strategy Board's Digital Transformation Committee where she advised NCDIT on vision, mission and goals for digital transformation and helped develop a digital transformation roadmap for the state.

Secretary and State Chief Information Officer, Department of Innovation and Technology (DoIT), State of Illinois

In April 2025, Ragle was appointed Secretary and State CIO. In this role, he oversees the state's technology strategy, ensuring seamless operations and driving strategic advancements in digital services for the State of Illinois.
With over three decades of dedicated service in Illinois state government, Ragle has established himself as a seasoned technology executive. His career has spanned roles across various departments, including the Department of Corrections, the Department of Financial and Professional Regulation, the Department of Insurance, and the Department of Innovation and Technology (DoIT).
Over the past two decades, Ragle has focused on leveraging technology to drive efficiency and innovation within state government. In 2016, he joined the DoIT as Deputy Chief of Enterprise Applications, quickly rising to the position of Chief of Enterprise Applications in 2019.
In June 2023, Ragle was appointed Deputy Secretary of DoIT and Deputy State CIO, receiving Senate approval for the position in May 2024. In this critical role, he oversees the state's technology strategy and implementation, driving digital transformation initiatives that benefit citizens and businesses alike.

Jason Snyder is the Secretary of the Executive Office of Technology Services and Security. He was previously the Chief Technology Officer at Harvard University. He has more than 30 years of information technology experience in government, higher education and the private sector. He has worked at Harvard for almost ten years, as a Program Director for Identity & Access Management, as Managing Director of Architecture and Engineering, and as Chief Technology Officer since 2015. He served as Chief Technology Officer of the Commonwealth of Massachusetts for the duration of Governor Patrick’s tenure, and prior to that spent 13 years in the private sector at CSC Consulting Group. He's a graduate of Rensselaer Polytechnic Institute and lives in Reading.

Teri Takai

Chief Programs Officer, Center for Digital Goverment

Teri Takai is Chief Programs Officer, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Executive Director, Georgia Technology Authority & Chief Information Officer, State of Georgia

Shawnzia A. Thomas has worked in Georgia state government for more than 13 years, with an emphasis on integrating technology to improve constituent services and better serve Georgians. In July 2021, she was appointed Chief Information Officer for the State of Georgia and Executive Director of the Georgia Technology Authority by Governor Brian P. Kemp.
Previously, Ms. Thomas served as Assistant Deputy Commissioner of the Georgia Department of Human Services. Previously, she was Executive Director of the Georgia Commission on Equal Opportunity and Director of the Georgia Secretary of State’s Corporations Division.
A native of Macon, Georgia, Ms. Thomas received her undergraduate degree from Middle Tennessee State University and Master’s in Public Administration from the University of West Georgia. She is a Commissioner on the Georgia Commission on Equal Opportunity’s Advisory Board and member of the Hospitality Ministry at Chapelhill Church in Atlanta. Ms. Thomas was named to the Atlanta Business League’s list of Top 100 Women of Influence for 2021 and received the 2022 Golden Gov: State Executive of the Year award from StateScoop.

Government efficiency is once again a top-line priority in many states—driven by new federal initiatives, fiscal pressures, workforce challenges, and rising expectations for public service delivery. Resilient and Secure Digital Services: What’s Next as Federal Support and Funding Change

As federal support evolves for cybersecurity, state governments must review and update their cybersecurity plans to meet the changes in funding, changes in federal support and challenges of supporting the whole of state approaches that have been implemented. This will come at a time of increased demand for secure citizen services, an increasing need to ensure protection of critical infrastructure, and the ever-changing threat landscape. This session will explore what states can do to embed resilience into their digital strategies, strengthen cybersecurity postures with available resources, develop new partnerships and alliances, and continue delivering secure, citizen-centered services during changing times.

Actionable Data: Who is Responsible for Strategy, Security, and Technology?

As public sector data strategy becomes more critical, the ‘C-suite’ technology leaders – CDOs, CTOs, CISOs and CPOs must collaborate around a unified strategy and execution. CDOs can develop governance and policy but does this fit with the rapidly changing demand for data for analytics and AI? What is the right data technology stack to support the growing AI implementations? As Federal data sharing focus is shifting to state collaboration in areas like criminal justice, what should the states do to promote data sharing the country? This session will explore the next steps for implementing data governance that fits with the technology architecture and the potential for greater data sharing across state borders.

Managing Fraud, Waste, and Abuse – Group Discussion

With increased focus on government spending, the topic of fraud, waste and abuse in public assistance programs has risen in public awareness. The solutions touch technology topics from legacy modernization to identity management to use of AI to better manage data. What are the challenges that states are facing? Will legacy modernization continue without federal funds? Are identity management solutions being implemented fast enough and are they effective? Will AI really help? This session will explore what states are doing today and the steps that will continue to address these issues.

The Changing Role of the CIO – What Will the CIO Be Doing in 2030?

The conversation around the role of the State CIO used to be focused on decentralized vs federated vs centralized models. Those days are long gone. State CIOs are fitting into the structures of their states while continuing to make progress. But with the rapid evolution of technology, there are new questions regarding structure. What will Governors expect from IT as they become more ‘tech savvy’? Is shadow IT just a given in the age of AI? With computing ‘at the edge’ that is needed for Transportation, Public Safety, and Emergency Management to name a few – does this fit into an enterprise approach to managing state IT? This session will look out 5 years as AI and other technologies transform what State CIO’s will be doing in the future.
