Overview

The 2022 Digital States Annual Summit is a unique opportunity to build relationships in a small group setting. The Summit convenes state CIOs and senior IT officials together with industry technology leaders to explore issues and opportunities facing state IT today. The goal of the summit is to create a friendly and engaging environment to build and foster relationships. Participants share experiences and explore the challenges facing government and industry in providing technology solutions that fit the ever-changing needs of the states.

We kicked off Thursday with a group activity and dinner. The Friday program focused on a range of topics driven by suggestions from the state participants.

The summit is an action-packed opportunity to share information and experiences while building relationships for the future.

Curtis M. Wood

Curtis M. Wood

Secretary and Chief Information Officer, Commonwealth of Massachusetts

Curt Wood serves as the Cabinet Secretary and Commonwealth’s Chief Information Officer, overseeing the Executive Office of Technology Services and Security (EOTSS), whose mission is to provide secure and quality digital information, services, and tools to constituents and service providers when and where they need them. Governor Baker created EOTSS, formerly MassIT, in 2017 to standardize, centralize, and secure infrastructure and core services.
Before joining EOTSS, Secretary Wood served in the Massachusetts Executive Office of Public Safety and Security (EOPSS) as the Undersecretary for Forensic Science and Technology and as Chief Information Officer. At EOPSS, Mr. Wood was responsible for providing strategic leadership and oversight to various EOPSS departments, including the Office of the Chief Medical Examiner, the State Crime Laboratory, the Office of Technology and Information Services, the Department of Criminal Justice Information Services, and the State 911 Department.

Teri Takai

Teri Takai

Senior Vice President, Center for Digital Government

Teri Takai is the senior vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Phil Bertolini

Phil Bertolini

Senior Vice President, Center for Digital Government

Phil Bertolini is senior vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Fred Brittain

Fred Brittain

Chief Information Officer, State of Maine

Fred Brittain is the Chief Information Officer for the State of Maine. He was appointed CIO for the State in April 2019 after 25 years with the University of Maine System. During his tenure with the University, Fred served in many roles within and outside technology including Chief Operating Officer for the University of Maine at Farmington.
Throughout his career, Fred has developed a focus on aligning organizational technology strategies and service delivery, development and execution of strategic plans, and maturing organizational cultures through a focus on partnerships. Designing mechanisms for an inclusive approach to technology governance and strategy has been a cornerstone of his methodology.
Fred is fervent in his belief that an organization can only be as strong as its people and is intentional in his practice of developing future leaders through providing opportunities for growth, as well as engaging in formal and informal mentorship. He has served as president on multiple non-profit boards providing support and programming for children and under-served populations.

Amanda Crawford

Amanda Crawford

Executive Director and State Chief Information Officer, State of Texas

Amanda Crawford is the Executive Director of the Department of Information Resources (DIR) and serves as the Chief Information Officer for the State of Texas. In this role, she is responsible for the overall leadership, direction, and daily operations of DIR, an agency with an annual fiscal profile of more than $4 billion per year. DIR's responsibilities include protecting the state's data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government. Under Mandy’s leadership, DIR led the state’s successful response to the 2019 ransomware attack that affected over 20 local government entities in Texas and secured the transition to the next- generation suite of managed IT services offered through DIR’s Shared Technology Services program.
Prior to leading the team at DIR, Mandy served at the Office of the Attorney General of Texas (OAG) for more than 17 years. She held various positions at the OAG, including ultimately serving for two and a half years as the Deputy Attorney General for Administration and General Counsel. Mandy also served as a faculty member for the National Attorneys General Training Research Institute’s Center for Leadership Development, teaching managerial leadership across the country.
Mandy is a graduate of The University of Texas at Austin and earned her law degree from the University of Houston Law Center. She is also a graduate of the Governor’s Center for Executive Development through the LBJ School of Public Affairs at The University of Texas at Austin.

Denis Goulet

Denis Goulet

Commissioner, Department of Information Technology, State of New Hampshire

Denis Goulet was appointed Commissioner of the Department of Information Technology for the state of New Hampshire in February 2015 by Governor Hassan. He was the re-appointed in 2019 for another four year term by Governor Sununu. Goulet has also served as A Director, Vice President, and President of the National Association of State CIO’s (NASCIO). Goulet currently serves as Past President of NASCIO.
Most recently the Director of Development for the software development firm Allscripts Healthcare Solutions, Goulet has nearly 30 years of private-sector IT experience in industries such as healthcare, high technology and manufacturing. Goulet was previously the Vice President of Information Technology from 2004 to 2010 at Progress Software Corporation, were he also previously worked as the Director of Information Systems, The Director of E-Business and the Director of IT Operations.
Goulet was also previously the Manager of IT Operations from 1993-1994 at Freudenberg-NOK in Bristol, New Hampshire, and he graduated from the Garner CIO Academy in 2005. Goulet received a B.A. in business and economics from St. Anselm College.

Bijay Kumar

Bijay Kumar

Chief Information Officer and Chief Digital Officer, State of Rhode Island

Bijay Kumar has been the CIO and chief digital officer for the State of Rhode Island since July 2017. Under his leadership, Rhode Island has been the state with the most progress in digitalization (2018 to 2020).
Prior to his current role, Bijay served from 2011 to 2017 as a vice president of IT at Hasbro Inc., in their corporate headquarters at Pawtucket, RI. He led the Office of the CIO, leading IT Strategy, IT Finance, Strategic Sourcing and Contracts with extended responsibilities in application development, infrastructure and operations and enterprise architecture. Bijay established a structured procurement, vendor management and strategic sourcing competency and achieved cost savings/reduction of $200+ million. He was instrumental in the success of the rollout of a single instance of ERP globally, and programs including implementation of a transportation management system, product life cycle management system (PLM), enterprise performance management system, ecommerce systems, global ecommerce strategy and the selection and rollout of a central planning system.
Previously, as senior manager at Staples Inc., Bijay led supply chain and replenishment systems for the U.S. and U.K. (serving 1,600 super stores in the U.S. and $8 billion in sales). He created and executed supply chain systems roadmaps and implemented several transformational initiatives such as application consolidation, warehouse visibility tools, warehouse labor management systems and voice services in the distribution centers. As a senior practice manager at Blue Yonder (formerly i2 Technologies), Bijay implemented several global supply chain programs at clients such as Toyota, Ford, Daimler Chrysler and Caterpillar. At JDA, Staples, Hasbro and the State of RI, he successfully turned around key initiatives, improving project performance, cost savings and rejuvenating the IT brand.
Bijay has a master’s degree in engineering from the University of Florida and an MBA in finance and general management from the Kellogg School of Management at Northwestern University. He has a bachelor’s degree from the College of Engineering, Trivandrum, India. He has 20+ years in government, consumer goods, retail, CPG, automotive and consulting, including multiple large-scale systems implementations across North and South America, Europe and Asia.

Douglas Murdock

Douglas Murdock

Chief Information Officer, Office of Enterprise Technology Services, State of Hawaii

Chief Information Officer Douglas Murdock previously served as the Enterprise Technology Officer at the Hawaii State Department of Human Services, overseeing some of the state’s largest technology initiatives. Murdock was also Comptroller for the State of Hawaii, launching the successful effort to modernize the State’s antiquated payroll system.
As an Air Force Judge Advocate (attorney), Murdock was heavily involved in legal information technology, developing IT plans and program requirements for key Air Force systems. This included two years at the Air Force legal information services center, developing and programming databases and websites, implementing document management programs and gathering and prioritizing user requirements for various business applications.
Murdock also led the legal office at the Air Force’s Electronic Systems Center in Boston, providing advice for procurement of a 5 billion dollar portfolio of Air Force and Department of Defense IT system.
Murdock has a B.S. degree in economics, an M.S. in public administration and a J.D. from the University of Washington and is a retired Colonel.
As CIO, his priorities include continuing the efforts to modernize the enterprise resource planning system (human resources, payroll, time and attendance and budget and financial systems), enterprise portfolio management and workforce development.

This is a terrific opportunity to share what has worked, what has been challenging, and how can the sharing help all the CIOs in the room.
