The Center for Digital Government’s annual Digital States Summit is a rare and valuable opportunity to build meaningful peer-to-peer relationships in a collaborative setting.  The Summit brings together State CIOs and their senior IT leaders along with top industry technology partners to dive into the challenges and opportunities shaping state IT today.  Our goal is to create a warm, engaging atmosphere where connections continue to grow and thrive.

Bryce Bailey

Deputy CIO & Chief Information Security Officer, State of Nebraska

Bryce brings an extensive and distinguished career in public-sector cybersecurity, having served at the local, state, and federal levels. His experience spans building programs from the ground up, responding to major cyber incidents, and shaping national cybersecurity policy.
Bryce joined Nebraska's Office of the Chief Information Officer as Deputy CISO in mid-2025 and was formally appointed as the state's permanent CISO in February 2026. In May, he was also named Deputy CIO and Chief Information Security Officer, expanding his leadership responsibilities within the office. In that role, he oversees the protection of enterprise systems and sensitive data across state agencies and has set his sights on taking Nebraska's cybersecurity program to the next level, expanding the cyber workforce, fostering innovation, and making Nebraska a model for other states to follow.

Phil Bertolini

Chief Delivery Officer, Government Technology

Phil Bertolini is a Chief Delivery Officer for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Robert is Chief Information Officer for the Indiana Secretary of State and an internationally recognized technology, cybersecurity, and AI executive with more than 25 years of experience leading innovation across multinational corporations, federal government, and state government enterprises. His career has included leadership and enterprise transformation initiatives supporting global organizations including Ford Motor Company, General Motors, Dow, 3M, Stellantis, Johnson Controls, and ThyssenKrupp. He leads enterprise technology, AI, cybersecurity, and modernization initiatives across statewide Elections, Securities, Auto Dealer Services, and the INBiz platform serving more than 800,000 businesses and 1.2 million users. Fulk is nationally recognized for pioneering responsible AI adoption, cloud modernization, and digital government transformation in partnership with Amazon Web Services, Google, and Microsoft. In 2026, he was named one of Government Technology’s Top 25 Doers, Dreamers and Drivers for advancing AI-powered innovation and modernization in public service.

Alan Fuller was appointed Chief Information Officer for the state of Utah in March 2021. As CIO, he oversees all IT functions for executive branch agencies in Utah with the goal to improve innovation and improve government services through the use of technology. A resident of Lehi, Utah, Alan has a bachelor’s degree in economics from Brigham Young University and an MBA from the Wharton School at the University of Pennsylvania.

Timothy Galluzi

Timothy Galluzi

State Chief Information Officer, Governor’s Technology Office, State of Nevada

Timothy Galluzi was appointed administrator of the Enterprise Information Technology Services Division (EITS) in February 2021 and designated as the State Chief Information Officer in June 2022. Following the agency's transition from EITS to the Office of the Chief Information Officer in the Governor's Office, Timothy was reappointed State Chief Information Officer.
Timothy has been serving the State of Nevada since 2013 in various roles in information technology (IT) and leadership. He began with EITS in 2018 and has served as the project manager for the statewide Microsoft Office 365 implementation as well as the technology investment administrator in EITS Office of the Chief Information Officer. Prior to his tenure at EITS, Timothy held IT professional and programmer/analyst roles at the State Public Works Division and Western Nevada College, respectively. Timothy started his IT career by serving eight years in the United State Marine Corps filling roles as a telecommunications chief and Formal Schools instructor.
Timothy earned a Bachelor of Science in Business Administration and a Master of Business Administration in IT Management from Western Governors University. Timothy is a proud Marine Corps veteran and has worked to give back to his fellow veterans, volunteering to serve on former Governor Sandoval's Student Veterans Advisory Council, the Western Nevada College Veterans Resource Center, and the Disabled American Veterans, Carson City Chapter.

Chris Given

Chris Given

State Chief Information Officer & Director, Department of Technology, State of California

Chris Given was appointed California State Chief Information Officer and Director of the California Department of Technology in April 2026. Mr. Given brings more than a decade of experience empowering talented, multi-disciplinary teams to craft more accessible and effective government services.
Prior to his role as State CIO he was the Deputy Secretary for Technology and Innovation at the California Government Operations Agency. He previously led the team that designed and built IRS Direct File, making it possible to file taxes online directly with the IRS for the first time. A seasoned civil servant, he’s worked across ten federal agencies—including the Department of Veterans Affairs, the Social Security Administration, the Centers for Medicare and Medicaid Services, the Centers for Disease Control and Prevention, and the Administration for Children and Families—as well as the states of Connecticut, Illinois, and the District of Columbia. Chris has taught at the Johns Hopkins University Krieger School of Arts and Sciences.

Jenson Jacob

Deputy Chief Information Officer
In September 2025, Jenson Jacob was named Executive Deputy Chief Information Officer for the NYS Office of Information Technology Services (ITS).

Prior to that, he served as the agency’s Chief Digital Transformation Officer. Jenson brings more than 25 years of IT experience working on both private and public sector initiatives that included building a digital strategy using disruptive and enterprise technologies and overseeing an innovation journey across applications and services.

Prior to joining ITS in 2011, Jenson worked for Unisys and HCL Technologies where he served as an enterprise solution and services architect building customer-centric products. Earlier in his career at ITS, he served as the Deputy Chief Technology Officer overseeing business application development for more than 57 executive agency clients as well as managing an 1,800+ strong workforce delivering mission critical services for New Yorkers. In his spare time, he serves as an Adjunct Professor at the State University of New York at Albany (SUNY), where he teaches data computing, networking and cloud computing to undergraduate students. Jenson holds a bachelor’s degree in computer science from the University of Mumbai in India.

Director and State Chief Information Officer, Washington Technology Solutions, State of Washington

Bill Kehoe joined Washington Technology Solutions (WaTech) as the director and state CIO for Washington on August 1, 2021. He has pursued an agenda focused on innovation, resident engagement, creating a data driven culture and service excellence collaborating with agencies to drive project success and improve the resident experience.
Prior to WaTech, Bill was the CIO for Los Angeles County in California from 2017-2021, where he managed enterprise security, information management, enterprise architecture and technology consulting services for 37 county departments. He also served as an advisor to the Board of Supervisors and the Chief Executive Officer regarding enterprise technology strategy, policy and governance.
Bill has a long history of managing information technology departments in local and state governments, including more than 15 years in Washington state agencies and counties. Before working as CIO for Los Angeles County, he was the CIO and Information Department director for King County in Washington from 2010-2017 and served as the first CIO for the Department of Licensing from 2002-2010.
He holds a Bachelor of Science degree in electrical engineering from Gonzaga University.

Graig Lubsen

Graig Lubsen

Chief Digital Experience Officer, Office of Technology, State of Indiana,

Graig was named to his role in 2026. In this position, Lubsen leads the strategy and delivery of digital services for the State of Indiana, focusing on creating intuitive, accessible, and efficient online experiences for Hoosiers and state agency partners.
Lubsen joined the Indiana Office of Technology in 2013 as its first-ever communications director. In that role, he oversaw the creative direction of IN.gov and was a driving force behind Indiana's consistent national recognition in digital government. Over nine years of the Center for Digital Government's overall Government Experience Awards competition, which highlights how governments are blending people-first service design with next-generation tools to better connect with residents, Indiana placed in the top four among all states seven of eight eligible years, including a first-place finish in 2019.
Lubsen's individual contributions have also earned national recognition. He was named a StateScoop 50 State Up & Comer in 2018 (StateScoop) and was honored as one of Government Technology's Top 25 Doers, Dreamers & Drivers in 2025. He holds Bachelor's and Master of Arts degrees from Purdue University.

Stephen N. Miller

Chief Technology Officer, Office of the Chief Technology Officer, Washington, DC / DC Government

Stephen N. Miller serves as the seventh Chief Technology Officer for the District of Columbia, where he leads enterprise technology strategy, digital transformation and emerging technology initiatives for one of the nation's most digitally advanced municipal governments. With 24 years of experience as a software developer, technologist and operations manager in the public sector – including 17 years architecting solutions within DC Government – Stephen oversees the implementation and operation of enterprise platforms supporting collaboration, data management, process automation and organizational change across District agencies. 
Stephen's work directly impacts residents' daily lives: streamlining business certification and licensing processes, ensuring timely payroll systems for government employees, creating economic opportunities for DC residents and powering school choice systems that place students in their preferred schools. His approach balances mission-critical service delivery with identifying IT budget efficiencies and process improvements across District operations. 
As Task Force Lead of DC's Artificial Intelligence Task Force, Stephen directs the District's AI strategy and software development initiatives. Under his leadership, the Task Force received the inaugural AI 50 Award from the Center for Public Sector AI in 2025, recognizing its ethical, resident-focused approach to deploying production AI systems. 
Current projects include an AI case management assistant for the Child and Family Services Agency, DC Compass – an intelligent navigation system for open data – and automated deed review processing for the Rent Registry.  
The DC Office of the Chief Technology Officer is responsible for how DC Government plans, designs, develops, and continuously improves technical solutions serving residents, businesses, visitors and government staff, positioning the District as a national leader in digital government and responsible AI implementation.

Vitaliy was appointed State Chief Information Security Officer by Governor Gavin Newsom in 2021. Prior to his appointment, he had been serving in an acting capacity for nearly 2 years. A veteran of state government technology, he worked at several state departments in progressively senior roles before arriving at CDT in 2018 as Deputy State CISO.

Anh Selissen

Anh Selissen

Chief Information Officer, Department of Transportation, State of Texas

Anh Selissen serves as the Chief Information Officer at the Texas Department of Transportation (TxDOT) with a $500 plus million annual information technology portfolio. Anh has served as the Chief Information Officer for TxDOT since September 2019. In this position, Anh serves as a principal technology advisor to TxDOT’s Executive Director and the senior leadership team. She leads the department’s efforts to transform TxDOT by implementing smart technology solutions, promoting innovation, and strengthening TxDOT’s cybersecurity. She is responsible for transforming the agency’s technology services to exceed the expectations of the customers to meet the mission of the agency – Connecting you with Texas.
Anh has led information technology organizations in both the public and private sectors. She previously held positions as Chief Information Officer (CIO) at NuStats Inc., Director of Enterprise Systems at the University of Texas at Austin, and Deputy CIO at the Texas Comptroller’s Office. In each of her leadership roles, Anh has built a diverse range of experience working across the organization to deliver IT services to meet the needs of the organization and customer community. She is passionate about providing strong customer service and strives to work with her team to provide strong support and services to the organization and their customers. This has resulted in improved interactions with the end user communities and positive positioning of the organizations. Among several professional affiliations, Anh is on the AASHTO Transportation Technology Committee. She served two years as President of the Texas Association of State Systems for Computing and Communications, and IT Chair of the State Agency Coordinating Council.
Most recently in April 2023, Anh received a State Leadership of the Year award from StateScoop 50. In 2022, Anh was awarded the Trailblazer Award by the CIO Roundtable 2022. She was named one of the 2021 Boss Ladies by the non-profit, Austin Women in Technology. She received the 2021 IT Executive of the Year Award sponsored by Society of Information Management (SIM) Austin. In 2020 under Anh’s leadership, the Information Technology Division was awarded the TxDOT Grit Award for exemplary performance during the agency’s ransomware event. In 2019, she was the recipient of the Austin Women in Technology - Women in Tech Excellence Award also sponsored by SIM.

Chief Programs Officer, Center for Digital Goverment

Teri Takai is the Chief Programs Officer for the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Teri worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. .
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Controlled AI Chaos: Leading Through the Disruptive Shift

AI pilots are underway everywhere. AI didn’t arrive with a manual. AI is reshaping the next generation of systems architecture. The software development life cycle as we knew it is gone. DevSecOps is entering a time where development is coming back in house and low-code/no-code takes on new meaning. CIOs, CTOs and CISOs in the executive IT ranks must rethink the fundamentals of their application and infrastructure modernization and plans. Budget challenges rage on. How does the strategy for infrastructure, cloud, modernization, AI, supportable technology stack, and sustainable costs come together?

In this session, we will talk with leaders about their experiences over the last 24 months. What pilots are working? Where are we failing? What are we learning? Cybersecurity in the Age of AI

For the first time, cybersecurity came in #2 in the NASCIO top 10 CIO priorities. How does this fit with the new challenges to cybersecurity– federal funds are in jeopardy, federal support is in flux, local governments are looking to partner, and threat actors are deploying AI faster than defenses can adapt. How are CIOs and CISOs recalibrating their security posture when both sides of the attack surface are AI-powered? What new tools and approaches are needed? How does the CISO avoid saying “no” to AI deployments and tools because the full impact is not known? Add to that, how are states preparing for the next wave of quantum?

Meeting the Budget Challenges Through Transition

2026 will be a year of significant state policy changes as thirty-six governors are either being re-elected or new leadership is coming in. Add to that the legislative turnover – at the state and federal level. The second term always brings changes in policy and focus. Budget challenges continue regardless of who is in the seat.

How are IT Leaders coping? Will they be able to satisfy citizen demands? Will technology modernization continue to be a priority? Does new or refocused leadership at the top provide an opportunity to highlight the role of technology to change government operations? Are consolidation and shared services going to be part of the discussion again?

This session will explore how IT Leadership is meeting the challenges of transition. What are their approaches to continuing to fund essential services?

Are there new opportunities? Can they drive greater government efficiencies?

The Next Wave of Constituent Experience: The Impact of Agentic AI

The next wave of AI is already here. AI has become the driver of the next wave of improvements to constituent experience, from help desks to supporting case workers in the field. AI agents have arrived in the technology provided by technology partners. This brings in a set of new issues. Where can agentic AI drive the next wave of enhancements to constituents? How can government ensure transparency and privacy? How will AI agents be governed – are they an AI ‘employee’ that must be tracked and managed? What does Identity and Access Management look like in an agentic world – do agents require an identity? Who manages human-centered design? How do we move from ‘human in the loop’ to ‘human in the lead’?

New ethical and policy issues emerge. Should state data go back to on-prem data centers located in the state to ensure citizen protection? What leadership skills are needed? How does this change the partnership with the business of government– the agencies and departments?

This session will look into the emerging trends and explore what leaders are just beginning to face as agentic AI rolls out.

Procurement Futures: From Risk Avoidance to Strategic Advantage

Procurement is at the heart of every one of the state leaders priorities. Technology partners are essential to CIOs as they move into the future. But approaches vary broadly across states. All contracts are now AI contracts requiring new clauses around transparency, algorithmic accountability, accessibility compliance, not to mention meeting current budget challenges. Many states are adopting new and innovative structures for sandboxes. Purchasing collaboratives are becoming the norm.

Leaders have asked the Center for Digital Government to help define the issues,

highlight best practices that can be shared and develop a roadmap to move forward to ensure that innovation continues. The roadmap must define the partnership between technology, procurement and legal counsel to be successful.

This session will be a set of facilitated roundtables focused on the issues, best practices, and challenges to develop a state-wide perspective
