The Digital Communities Large City/County Fly-In was a timely and interesting gathering. We were hosted by the Washington D.C. CTO, Archana Vemulapalli, and her team. Given their unique location, D.C. Gov acts as a city, county and a state and the team is always working on interesting and forward thinking projects. As part of our time in D.C. we visited their Innovation Lab. This plus the normal sharing of projects/initiatives and plenty of time to ask questions of your peers made this an must-see event.

IoT GovernanceMost large municipalities are working on IoT projects – some centralized and some decentralized. As these projects gain momentum, the issue of governance also gains momentum. Governance can include who controls the asset (PD camera on a DoT traffic signal), who owns the data (it’s mine and I won’t share it) who protects the data (asset owner or CIO/CISO), etc. This session will be an open discussion of the need to establish a governance framework as we move from hundreds to thousands to tens of thousands of devices connected to our networks. Federated Identity ManagementIdentity management is not a new concept and most organizations have this on their radar. Many organizations are creating a federated system that lets subscribers use the same identification data across multiple applications and systems. Security and fidelity are two paramount issues when one contemplates an enterprise approach to identity management. You also must confront the budget required to modify existing systems to accept the new system. This session will feature a broad discussion on the status of identity management in government organizations. Jerry Driessen, Chief Information Officer, Hennepin County, MN |

Cybersecurity – What’s Next?Security and compliance continue to be a top concern for IT leaders, government executives and elected officials. In fact, our recent elections have escalated security breaches to the highest national levels. As hackers continue to innovate, IT organizations will be challenged to keep up. What is your number one concern? IoT, ICS and SCADA? Users? Ransomware? This session will offer the opportunity to share concerns and strategies that have been successful in the ongoing war against cyber-crime. Phil Bertolini, Deputy County Executive and Chief Information Officer, Oakland County, MI |

Building the WorkforceIn the weeks leading up to this event, we heard from many CIOs about the challenges they are having in building and maintaining their workforce. One CIO wrote: “Hiring and retaining remains a challenge in government. What are the most effective classification and qualification models that will help hire top contributors in the future? HR has not kept pace by defaulting to simple resume reviews, emphasis on education and certification, and interviews that reward verbal communication more than other attributes.” This session will focus on what’s working and what strategies are being developed to help mitigate workforce challenges in government IT organizations. Steve Bordelon, Director, Information Services Department, Palm Beach County, FL |
