Overview

Cybersecurity remains the top priority for state and local governments as emerging technologies — especially AI — create a more complex and volatile threat landscape.  Government agencies face increasingly sophisticated attacks, including AI-enabled tactics used by malicious actors and nation-states. At the same time, powerful tools continue to emerge to automate threat detection, streamline response and support agencies operating under significant resource constraints

The Center for Digital Government Cybersecurity Summit will bring together chief information security officers and senior cybersecurity leaders from state, county and city governments. The Summit provides a trusted environment to collaborate, share insights and shape strategic approaches to today’s most pressing cyber challenges. We will explore the impact of emerging technologies and evolving threats while jointly developing best practices and addressing persistent workforce and skills gaps.

Bryce Bailey

Bryce Bailey

Deputy CIO & Chief Information Security Officer, State of Nebraska

Bryce brings an extensive and distinguished career in public-sector cybersecurity, having served at the local, state, and federal levels. His experience spans building programs from the ground up, responding to major cyber incidents, and shaping national cybersecurity policy.
Bryce joined Nebraska's Office of the Chief Information Officer as Deputy CISO in mid-2025 and was formally appointed as the state's permanent CISO in February 2026. In May, he was also named Deputy CIO and Chief Information Security Officer, expanding his leadership responsibilities within the office. In that role, he oversees the protection of enterprise systems and sensitive data across state agencies and has set his sights on taking Nebraska's cybersecurity program to the next level, expanding the cyber workforce, fostering innovation, and making Nebraska a model for other states to follow.

Auston Davis

Chief Information Security Officer, City of San José, California

Auston currently serves as Chief Information Security Officer for the City of San José, one of the largest cities in the United States, where he provides enterprise-wide cybersecurity leadership and oversees the protection of critical infrastructure, first responder systems, essential municipal services, and sensitive civic data. Auston is a nationally recognized cybersecurity executive and respected industry thought leader with more than two decades of experience leading cyber risk, resilience, and technology protection efforts across the healthcare, financial services, technology, and government sectors.
Auston’s leadership and contributions to the cybersecurity profession have earned significant national and international recognition. He was named a Cyber Defense Magazine Top Global CISO Award winner in both 2023 and 2024 and was recognized as one of the world’s Top 100 Information Security Professionals through the 2022 OnCon Icon Awards. Becker’s Hospital Review also named him one of its “32 CISOs to Know” in healthcare.
Before joining the City of San José, Auston held senior executive leadership positions at HeartFlow (Associate CIO), Versant Health (VP-CISO), and Stanford Children’s Health (CISO). At Stanford Children’s Health, he was recruited to lead cybersecurity recovery and transformation efforts following multiple publicly reported data breaches, significantly strengthening the organization’s security posture, governance, and resilience.
Auston is also a 23-year veteran of the United States Air Force and Air Force Reserve. He retired at the rank of Major after serving as a Special Agent-in-Charge with the Air Force Office of Special Investigations, where he specialized in counterintelligence, cybercrime, and complex computer crime investigations.
Auston holds a Master of Science in Computer Information Systems from Boston University and a bachelor’s degree from San José State University. Outside of work, he enjoys flying as a private pilot, riding motorcycles, and spending time with his family.

Andy Dold

Andy Dold

Chief Information Security Officer, City of Detroit

Andy oversees the cybersecurity strategy and protections for the municipal government. He transitioned to this leadership role following his time as an incident response professional with the Cybersecurity and Infrastructure Security Agency (CISA).
His professional background also includes experience as an ICS Cyber Threat Intelligence Analyst at BASF and more than six years at Wayne State University developing their Incident Response capabilities.
In the academic and athletic communities, Andy serves as an Adjunct Lecturer at the University of Detroit Mercy and as an assistant basketball coach at University of Detroit Jesuit. He also serves as a radio color analyst for Wayne State Men’s Basketball.
Andy holds a master’s degree in information assurance and lives with his family in the Detroit’s West Village.

Jerred Edgar

Jerred Edgar

Chief Information Security and Operations Officer, Office of Information Technology Services, State of Idaho

Jerred Edgar is a cybersecurity and IT operations executive with over 24 years of military service and a proven track record of leading secure, resilient technology initiatives in high-stakes environments. Since January 2025, he has served as the Chief Information Security and Operations Officer for the Office of Information Technology Services, where he oversees enterprise security strategy, operational resilience, and the alignment of IT services with organizational mission objectives.
Prior to this role, Jerred was the Director of Cyber Innovative Readiness Training (IRT) for the Idaho Army National Guard (IDARNG) from 2019 to 2024. In this capacity, he built a statewide and interagency cyber readiness initiative that leveraged Department of Defense resources to deliver cyber assessments, consultation, and mission-aligned support to Idaho communities and critical infrastructure sectors.
Earlier in his career, Jerred held multiple leadership positions within the 116th Cavalry Brigade Combat Team (CBCT), where he managed enterprise communications for hundreds of training exercises, modernization efforts, and major operations—including two National Training Center rotations, Operation Saber Guardian 2016, and two combat deployments since 2001.
Jerred brings a unique blend of operational experience, strategic vision, and technical acumen to every role, with a focus on building secure, scalable, and mission-driven technology environments.

Vice Chief of Texas Cyber Command, State of Texas

Em Landon serves as Vice Chief of the Texas Cyber Command, where she helps lead statewide efforts to enhance cyber readiness, strengthen resilience, and safeguard the digital infrastructure that supports Texas and its critical services. With leadership experience across government, technology, privacy, compliance, and enterprise risk, she brings a sharp, practical lens to today’s cybersecurity challenges. Before joining Texas Cyber Command, Em served as General Counsel and Chief Privacy Officer for technology startups, advising executive teams on cybersecurity, privacy, incident response, regulatory compliance, and governance. She also held senior legal and policy roles in the Texas Senate and the Office of the Attorney General of Texas, where she led statewide initiatives and advised policymakers on high-impact strategic issues.
In addition to her executive leadership, Em is a law professor at UC Berkeley School of Law. Known for translating legal, policy, and operational complexity into clear actionable strategy, Em is a thought leader on cyber governance, privacy, institutional resilience, and the legal frameworks shaping the future of cybersecurity.

Dan Lohrmann

Senior Fellow, Center for Digital Government 

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author.
During his distinguished career, Dan has served global organizations in the public and private sectors in a variety of executive leadership capacities, receiving numerous national awards including: CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.
Lohrmann led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 – August 2014, including enterprise-wide Chief Security Officer (CSO), Chief Technology Officer (CTO) and Chief Information Security Officer (CISO) roles in Michigan. He works with cybersecurity technology companies to provide insights and long-term strategic support. Dan is a Senior Fellow with the Center for Digital Government and a contributor to Government Technology magazine. He has advised senior leaders at the White House, National Governors Association (NGA), National Association of State CIOs (NASCIO), U.S. Department of Homeland Security (DHS), federal, state and local government agencies, Fortune 500 companies, small businesses and non-profit institutions.
Dan has more than 30 years of experience in the computer industry, beginning his career with the National Security Agency. He worked for three years in England as a senior network engineer for Lockheed Martin (formerly Loral Aerospace) and for four years as a technical director for ManTech International in a U.S./UK military facility. He has been a keynote speaker at global security and technology conferences from South Africa to Dubai and from Washington D.C. to Moscow.
Dan currently serves as Field CISO for the public sector at Presidio. He is the co-author of Cyber Mayday and the Day After: A Leader's Guide to Preparing, Managing, and Recovering from Inevitable Business Disruptions, published by Wiley in November, 2021. He is also the author of two earlier books: Virtual Integrity: Faithfully Navigating the Brave New Web and BYOD For You: The Guide to Bring Your Own Device to Work.
Lohrmann holds a Master's Degree in Computer Science (CS) from Johns Hopkins University in Baltimore, Maryland, and a Bachelor's Degree in CS from Valparaiso University in Indiana.

As the state’s lead IT office, the executive team is responsible for planning, development, communications and implementation of technology leadership across the Commonwealth to enhance the quality of public service and foster positive community outcomes. Tony draws upon his experience as an antitrust lawyer and business executive when developing strategies for resolving complex security problems through effective storytelling. On an ongoing basis, he provides operational risk management for value creation and protection and serves as an advisor for organizational governance and leadership.

Deb is an executive strategist and advisor on cybersecurity, risk, and digital government, and a nationally recognized thought leader in advancing secure, resilient public sector transformation. With more than 35 years of public service and executive leadership experience, she is known for bridging business strategy and cybersecurity to drive innovation, strengthen governance, and deliver mission-focused outcomes.
Deborah previously served as Chief Information Security Officer for the State of New York, where she led one of the nation’s most comprehensive cybersecurity programs. She played a key role in the state’s IT transformation and consolidation efforts, helping modernize how services are delivered while strengthening policy and protections for critical infrastructure and sensitive data. She also directed the New York State Cyber Command Center, overseeing state incident response and digital forensics.
A trusted advisor and mentor, Deborah is recognized for clear, calm leadership in times of crisis, her ability to connect stakeholders across complex environments, and her commitment to building the next generation of leaders. She serves on multiple advisory boards and is a graduate-level instructor.
Her contributions have been recognized with national honors, including State Cybersecurity Leader of the Year, the SANS Difference Maker Award, and the inaugural Thomas M. Jarrett Cybersecurity Leadership Award. She holds an MBA from the University at Albany and multiple industry certifications, including CISSP, CRISC, SANS GSTRT and PMI PMP.

Chief Programs Officer, Center for Digital Goverment

Teri Takai is the Chief Programs Officer for the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Teri worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. .
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Next Gen Identity Management in the AI Era

As state and local governments are piloting the implementation of AI agents, the question of governance is top of mind. This panel will explore how the focus on the next generation of identity management is central to future cybersecurity strategies. The issues of fraud prevention and ensuring citizen digital trust remain at the forefront. But the prospect of agentic AI has expanded the need for identity management that is not only focused on people but also on agents.
