Overview

This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Government Technology's passion is promoting best practices and spurring innovation in the public sector – more important than ever in challenging times like these. Please join us, over the course of two partial days, for a powerful series of sessions that provide inspiration, participation, education, and thought-provocation!

Chief Information Officer, State of Connecticut

CIO Mark Raymond has been a member of the State of Connecticut leadership team since 2011. As CIO, Mr. Raymond oversees the Department of Administrative Services’ Bureau of Enterprise Systems and Technology as well as the operational responsibilities for the state’s technology infrastructure. During his tenure, Connecticut has reduced spending on technology, focused on sharing of technology solutions across government and improved the security and availability of state systems. Mr. Raymond is currently focused on transformation improvements in Digital Government and Optimization of Technology across agencies.
A native of Connecticut, Mr. Raymond graduated from the University of Connecticut with a Degree in Computer Science and Engineering.
Beyond his work with the state, Mr. Raymond serves as the past president for the Executive Committee of the National Association of State Chief Information Officers, previously holding rolls as Secretary/Treasurer, Vice-President and President.

Dan Thurmon

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

DeAngela Burns-Wallace

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Phil Bertolini

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Casey is an experienced private and public sector executive with a background in health, healthcare, technology, and organizational transformation. Casey leads Amazon Web Services (AWS) state and local HHS team, working with HHS agencies across the country to use technology to solve their toughest challenges. Prior to joining AWS, Casey built and led the public sector business at Nuna, a health analytics company whose customers include the Centers for Medicare and Medicaid Services (CMS). He was part of the founding teams for 18F and the United States Digital Service, organizations charged with transforming how the U.S. government uses technology to deliver services to citizens.

Director of Business Services Division, Office of the Secretary of the State, State of Connecticut

Chris is the Director of the Business Services Division for the Office of the Secretary of the State, where his team oversees the business registry for the state. The Business Services Division registers nearly 40,000 new businesses a year and processes over 500,000 business-related transactions. Chris is a licensed attorney in the states of Connecticut and New York. He graduated from Fordham University with a B.A. in Political Science and received his law degree from the University of Connecticut School of Law. Prior to joining the Secretary of the State, Chris served as an attorney for the Connecticut Governor's Office and Office of Policy and Management. He is former Chairperson of the Middletown Board of Education and is currently a member of the Board of Directors for Oddfellows Playhouse, a children's theater in Middletown, Connecticut.

Scott is Chief Data Officer for the State of Connecticut at the Office of Policy and Management. Previously, Scott worked on research, evaluation and community indicators at the Hartford Foundation for Public Giving, the community foundation for the Greater Hartford region. Prior to that, he served as director of analysis in the Washington, D.C.-based Microfinance Information Exchange and worked for the World Bank, Mercy Corps, and Quantitative Risk Management. He holds a master’s degree in international affairs from Johns Hopkins and a bachelor’s degree in mathematics from the University of Chicago.

Chief Operating Officer and Commissioner for the Department of Administrative Services, State of Connecticut

Josh is currently serving as Chief Operating Officer to Governor Ned Lamont, responsible for the executive branch operations of all 25 state agencies and over 30,000 employees providing essential services to the state of Connecticut. He was appointed to the role on February 27, 2020, adding to his responsibilities as Commissioner for the Department of Administrative Services, the agency responsible for the business functions of state government including technology, human resources, procurement, real estate and more, where he has served since January 2019.
Prior to joining the Lamont Administration Josh spent 18 years in the private sector leading, investing in and advising technology businesses. He was the Vice President and General Manager of Digital Science at Thermo Fisher Scientific (NYSE: TMO), a multi-national scientific technology company. Josh joined Thermo Fisher when it acquired his software company, Core Informatics, LLC, in March 2017. He joined Core Informatics in 2013 after 11 years at IBM where he held multiple international executive roles spanning general management, finance and strategy. Josh served as Vice President of a market leading division of IBM Global Technology Services with full responsibility for a half billion dollar business. Earlier in his IBM career Josh served as CFO for two multi-billion dollar IBM business units, including serving as Vice President and CFO for IBM’s Global Technology business in Europe, based in London.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Based outside of Albuquerque, New Mexico, Seth lives with his wife and two children and enjoys fishing and working on his property.

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.
