Teri Takai - Featured Speaker

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Author, CNN Contributor on Public Safety, Former Chief of Police

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Executive Director, Colorado Statewide Internet Portal Authority (SIPA)

Jack was appointed as Executive Director by the board of directors in February 2015. Jack brings great knowledge and understanding of SIPA’s services and vendors. He has been involved with SIPA since its inception. In July 2004. Arrowsmith held the position of chairman of the board since 2012 with the primary focus to represent local government in Colorado. Jack graduated with honors from the University of Northern Colorado with a degree in Secondary education and a minor in business. Jack's professional career started as a classroom teacher at Englewood High School. Since leaving Education in 1980, he has held a number of management positions including travel, insurance and publishing industries. In 2006, Jack was elected to the office of Clerk and Recorder for Douglas County. Prior to the election, he served as the Public Trustee to Douglas County for an appointment of four years.

David Bessen

Director & Chief Information Officer, Arapahoe County

David Bessen joined Arapahoe County Government in December 2011 as the Director of Information Technology. At the County, he has established IT governance, converted the IT Department to a bimodal operation and focused on using innovative technologies to drive government efficiencies and create collaboration. Recently, his department’s work was awarded a CIO Digital Edge 50 Award, recognizing the County’s game-changing use of technology that benefits citizens in both Arapahoe and other Colorado counties. Prior to joining the County, he was in the media (newspaper and website) industry where he served as VP and CIO at MediaNews Group, the second largest newspaper chain in the U.S. and IT Director at Copley Newspapers in La Jolla, CA. David has also consulted in the publishing industry, as well as designed and managed projects for Fortune 350 firms.
In his former career, Dr. Bessen taught ancient, medieval and Renaissance history at several Midwestern colleges.

Christine Binnicker

Christine Binnicker

Deputy Chief Information Officer, Technology Services, City and County of Denver

Christine is the Deputy CIO for Technology Services at the City and County of Denver. She is directly responsible for an application portfolio of over 300 applications, Enterprise Architecture, and Project and Portfolio management. At any one time, Technology Services typically has over $30 million of projects in flight. She is responsible for managing the day to day operations of the entire department with an $80 million budget and 300 employees.
After some time in the private sector, she started with the City and County of Denver in 2000. She has held many roles within the City and loves being a public servant and focusing on how to make Denver a great place to live, work, and play.
Chris attended college at the University of Notre Dame and the University of St. Thomas in St. Paul, MN and earned a Bachelor’s Degree in Business Management with an Accounting minor. She is dedicated to mentoring young technologists and emerging leaders, and loves digging razor clams on the beaches of the Northwest, golfing, and puzzles.

Jocelyn Bucaro

Jocelyn Bucaro

Director of Elections, Office of the Clerk and Recorder. City and County of Denver

Jocelyn joined the Denver Elections Division as Deputy Director in June 2018, leading the team through the 2018 and 2019 election cycles before being named Director of Elections in August 2019. She has led the implementation of new innovations, including the successful mobile phone voting pilot for military and overseas voters in the 2019 Municipal Cycle, a texting service for voters to cure deficient ballots, an accessible vote-at-home ballot for voters with disabilities, and an interactive and accessible sample ballot. She previously served nearly seven years as the Director/Deputy Director of the Butler County (Ohio) Board of Elections.
Jocelyn came to elections administration with over ten years of experience in the fields of government, politics and education. She earned a Master’s Degree in Secondary Education from the University of Cincinnati and holds a Bachelor of Arts in Political Science with Honors from DePaul University in Chicago.

Director of Digital Transformation, Governor’s Office of Information Technology, State of Colorado

Russell Castagnaro is the State of Colorado's Director of Digital Transformation. He champions solutions, processes, and technologies that make government more accessible, useable, and responsible to the public, business, and internal agencies. The net of which is to delight our customers and users.
Previously he was the CEO of Wampei, Inc a company dedicated to bringing electronic peer-to-peer payments to any business, regardless of credit, race, religion, age, origin and with or without a bank or third-party.
His experience ranges from one of the first US eCommerce sites in the 1990s to EIS and ePhilanthropy solutions to eGovernment solution portals to cryptocurrency payment systems. From 2003 through 2016 Russell headed the team that ran eHawaii.gov. His team implemented over 120 services for Hawaii State and County government which process over $2 billion per year, launched hundreds of state government websites, and won more than 42 national and international awards.

Marty Esquibel is a Data Protection Professional and has worked as a compliance officer and a technical auditor. He is currently the HIPAA Privacy and Security Officer at the Colorado Department of Human Services. Prior to joining CDHS, he was the Privacy Officer for Colorado Children’s Hospital in the Information Security Department. He specializes in privacy and information security and its impact on minors, minorities and marginalized communities. He has presented and developed tools in this area. He is a member of the GIAC Advisory Board and other technology/data boards. He is an IAPP Fellow of Information Privacy and received honor status on his GIAC Information Security Fundamental Certification (GISF). He holds other privacy, information security, and technology certifications, including CIPP/G, CIPT, CHPC, Certified HIPAA Professional, Certified Security Compliance Specialist, and ITIL Foundation Certification.

Ryan Hegreness has a has a unique blend of experience in government, business, and marketing. He is currently the innovation and communication manager in Westminster, Colorado, where he previously served as operations manager for the parks, recreation and libraries department. Before moving to Colorado, Ryan was the marketing & enterprise development manager for the City of Arlington, TX; co-manager of the Brand+Aid Marketing and Social Media Conference; an assistant director of parks and recreation in Essex Junction, VT; and the founder of a website development company. Ryan is a frequent speaker at national conferences and an occasional consultant for municipalities seeking to improve their marketing and communication. Ryan is experienced in leading diverse work groups and managing organizational change. The teams Ryan has supervised are recognized nationally for their innovation, creativity, and results.

Kenny Holmes became the leader of go-to-market strategy for Public Sector at Fortinet in March 2019. The Senior Vice President selected him due to extensive industry experience and expertise in technology and sales analytics. He is the first person to hold this role at Fortinet.
An advocate and speaker for the Public Sector, he has been in Information Technology for more than twenty years and held more than ten technology certifications. He is an expert in public-key cryptography and cybersecurity and has worked with the Federal Government, largest State Governments, and several of the Fortune 100 on some of the largest security projects in the world. Kenny currently resides in the Chicagoland area with his amazing wife Heather and ten-year old daughter. He spends most of his time with them including taking them along whenever possible on his business travels. In his spare time, he enjoys public speaking and training on religion, is a new pilot, avid forex trader, and an influencer for the rights of girls and women with Autism.

Jane Wilson

Privacy Officer, Department of Health Care Policy and Financing, State of Colorado

Jane Wilson joined the Colorado Department of Health Care Policy & Financing (HCPF) twelve years ago and has served as Privacy Officer for over four years. HCPF administers Colorado’s medical assistance programs, including Health First Colorado (Colorado’s Medicaid Program), Child Health Plan Plus and safety net programs. HCPF’s Privacy Officer is responsible for compliance training for a workforce of more than 600, developing policies, and interpreting HIPAA and other privacy laws affecting health care data. Jane views her biggest challenge is balancing individual privacy rights with increasing demands for “Big Data” sharing.
Ms. Wilson served 12 years in the federal government in various capacities – as a Congressional aide, and as a Presidential Appointee with the U.S. Department of Housing and Urban Development and lastly with Secretary Shalala at the U.S. Department of Health and Human Services. Prior to public service, Jane worked as a paralegal for civil law firms.

David Wray is the chief technology officer of the U.S. Public Sector for Cloud, DevOps and IT Management teams at Micro Focus Government Solutions. For the last ten years, he has been a key trusted advisor for DoD, Intel and Civilian/SLED Public sector customers and provides thought leadership for how to enable IT for transformational change within large complex organizations. He joined Micro Focus through the successful merger of Hewlett Packard Enterprise Software with Micro Focus International. Prior to this role, he managed similar activities within US Public Sector IT advisory and consulting firms and was a co-founder of several successful start-ups. Mr Wray started his IT career problem solving within large fortune 50 companies and has a B.S in computer science from the University of Maryland. He speaks widely on enabling technology to address changing US Public Sector priorities and collaborates with government stakeholders on IT policy creation and implementation. He is a Fellow with the Institute of Critical Infrastructure Technology and is an active member of the Open Group and driving standards for IT.
