This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Government Technology's passion is promoting best practices and spurring innovation in the public sector – more important than ever in challenging times like these. Carleton Nolan

Carleton Nolan

Chief Technology Officer, City of Chicago

Carleton Nolan currently serves as the Chief Technology Officer for the City of Chicago where his responsibilities include the day to day operations for the Department of Assets, Information, and Services (AIS) - Bureau of Information Technology. In this role he oversees the use of technology solutions to improve the delivery of services and interactions with residents, businesses, and tourists. In addition, he provides oversight in leveraging the use of data and technology to assist in meeting the business needs of City departments and leadership.
Carleton brings progressive experience in information technology and has a diverse background working in Corporate and Municipal Government settings with extensive experience in enterprise computing, strategic information technology planning, and the development and implementation of technology driven solutions. At the City of Chicago, he is responsible for teams that support technology operations, data science, enterprise applications, project management, software development, digital design, and information security.
Previously, Carleton served as Managing Deputy Chief Information Officer at the City of Chicago where he led the Managed Operations team responsible for the City’s Enterprise Application Portfolio, which includes commercially, licensed applications, as well as large, custom built legacy systems. Carleton joined the City as a Deputy CIO responsible for enterprise systems management, strategic technology planning and implementation, and stakeholder management including departments and the public. In this role, he provided his leadership in the implementation of Open311, an Open Government initiative which provides transparency and insight into the operations of City departments, services, and performance.
Before joining the City of Chicago, Carleton held various positions within technology, marketing, and sales at corporations such as AT&T, SBC, and Digital Equipment Corporation. While in those positions, he received various awards and recognition for exceeding sales and client service goals.
Carleton is a graduate of Florida A & M University-School of Business and Industry with a Bachelor of Science degree in Business Administration. He has previously served as a board member for Black Tech Mecca and the Center for Economic Progress.

Tom Lynch

Chief Information Officer, Cook County

Tom Lynch serves as the Chief Information Officer for Cook County Government. Prior to joining Cook County, Lynch served as Principal at SDI, a systems integrator focused on public sector clients. He also spent 25 years in IT leadership roles for the State of Illinois, Chicago Park District, and Chicago Public Schools. Across his career, Lynch led the acquisition and successful implementation of three ERP systems and two Time & Attendance systems. Lynch holds a B.A. in Political Science from Purdue University and an M.P.A. in Finance from the University of Delaware, in addition to a variety of professional certifications.

Dan Thurmon

Dan Thurmon

Author, Peak Performance Coach, and Hall of Fame Speaker

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Teri Takai

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Deputy Chief of the Strategic Initiatives Division, Police Department, City of Chicago

Sabih Khan is the Deputy Chief of the Strategic Initiatives Division at the Chicago Police Department
where he serves as one of the members within the Department’s executive staff. As the deputy and advisor to the Chief of Bureau of Technical Services, Deputy Chief Khan leads the development and management of CPD’s technology and data analytics strategy, along with managing the Bureau’s six divisions including the Information Services and Data Analytics Units.
His experience and academic background positions the CPD with the ability to develop strategies that increase the Department’s analytics capacity and maintain its position as a model agency across the country for innovative policing technology that embraces the Department’s philosophy of reducing crime through data-driven policing. In 2019, he developed and led the Departments data-driven “Summer Plan” to address shootings using risk-factors for resource deployment, which resulted in double-digit reductions in shootings in all three areas.
Deputy Chief Khan holds a master’s degree in Predictive Analytics and Data Mining from DePaul University.

Prior to his current role in Global Public Sector Jeff held AVP roles in AT&T’s Healthcare and Mid Markets organizations. Prior to that he held a variety of roles in start-up and early market business units that offered local exchange, Internet and equipment solutions.
Over the course of his career Jeff has resided in Kansas, Texas, Florida, Wisconsin, Michigan and Illinois after leaving his home state of Missouri. He earned a Bachelor of Science degree in Accounting from Missouri State University while participating in varsity athletics.
Jeff currently resides in the Chicago suburbs with his wife and two daughters. He enjoys golfing and spending time with his family.

Senior Manager Global Investigations, Global Security Services, Verizon

Jim Meehan is the Global Investigations Senior Manager for Global Security Services where he
coordinates the forensic investigations conducted by the investigative response unit worldwide.
Prior to working at Verizon, Jim worked with the United States Secret Service. With 27+ years
of law enforcement experience, his career spanned numerous disciplines within the United States
Secret Service to include supervising technical security countermeasures and tactics. He served
in a supervisory capacity on the Presidents Protective Detail during which he advanced to the
principal assignment on the President’s Counter Assault Team. In his last assignment with the
agency he was the Deputy Special Agent in Charge of Cyber Operations. In that position he
supervised and engaged in historical transnational cybercrime investigations, oversaw the
Critical Systems Protection Program and all of the Secret Service network intrusion and forensic
examination programs.
He continues to cultivate key partnerships with members of government, academic, private
industry, national and international law enforcement entities. He is a prominent speaker on
transnational investigations both domestically and internationally.
Jim currently serves on the Advisory Panel for the International Association of Financial Crime
Investigators. He was previously a United States representative on the Five Eyes Law
Enforcement Group (Cyber Crime Operations) and the G-8 Roma-Lyon Cyber Crime Working
Group.
He has a Master’s Degree in Strategic Studies (Counter Terrorism) from the National Defense
University and has graduated from the Chief Information Security Officer Program at Carnegie
Mellon University.

Jon R. Stehle, Jr., serves as sales director for Tyler Technologies' Socrata Solution. He is serving his third term on the Fairfax City Council and is the Vice President of the Virginia Municipal League. He is also the Chair of the Metropolitan Washington Council of Governments Chesapeake Bay and Water Resources Policy Committee.
Jon has chaired Fairfax City’s Parks and Recreation Advisory Board. He also served on the Green Acres Feasibility Study Committee and the city's Branding Advisory Committee. As a senior analyst with the U.S. Government Accountability Office (GAO), he received a GAO Meritorious Service Award in 2013.
Jon earned a bachelor’s degree in history from Washington & Jefferson College and a master’s degree in public and international affairs from the University of Pittsburgh Graduate School of Public and International Affairs. He also completed a master's degree in national security and strategic studies with the U.S. Naval War College.

Principal System Engineer, Pure Storage

As a Principal System Engineer at Pure Storage, Tom works with customers to maximize the success of their storage deployments. Over the course of his 40-year career in technology, Tom has developed extensive expertise in database performance, applications, and analytics. Before joining Pure in 2019, Tom worked most recently as a Principal Engineer at Oracle. Previous positions included 11 years with Hitachi as well as earlier roles with NetApp, Informix, and Sybase.
Since 2016, Tom has served as a judge for the prestigious Edison Awards for new technology and innovation. He is an elected trustee of his home township, in which role he manages municipal communications and technology. An avid pilot, Tom also does humanitarian and disaster relief work and mentors young people as a Civil Air Patrol Officer.
Tom holds a Bachelor of Science from Illinois State University.

Greg Wass

Senior Advisor, Government Performance Lab, Harvard Kennedy School

Greg was formerly senior advisor and chief information officer in the Office of the Governor, State of Illinois, and has served in executive positions for Cook County, the City of Chicago and the City of Alexandria, Virginia.
He has been a pioneer nationally in open government, with open data initiatives at Cook County and on a regional level, and led planning and implementation of IT governance, enterprise architecture, health information exchange, state-owned broadband and IT shared services. In 2012, Greg was recognized by Government Technology magazine as one of the nation’s top “doers, dreamers and drivers” in public sector innovation.
Since 2015 Greg has served as senior advisor at the Harvard Kennedy School’s Government Performance Lab, where he works with cities and states across the country to improve outcomes for communities from procurement and contracting. Recent projects include community broadband for Boulder, CO, equity-driven capital planning in Asheville, NC, and workforce development in New Orleans, LA.

Zhang is a visionary, strategist and passionate advocate for Chicago, he has dedicated his career to advancing Innovation and Technology. As a tri-sector leader, Zhang has served in executive capacities in the public, private and nonprofit sectors including Honeywell International, Enercon Engineering and Microsun Technologies.
Zhang holds a B.S. Electrical Engineering from University of Illinois Urbana-Champaign and a M.S. Technology from Illinois State University. Zhang Serves on ECE External Advisory Board at University of Illinois and Review Board of National Science Foundation Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR).
