Anthony Huey, CSP, is a highly-rated international speaker who offers session attendees pragmatic communications tools, tips and techniques they can use immediately. Anthony has presented more than 3,500 paid communications workshops, seminars and speeches in his career, and was named a Certified Speaking Professional (CSP) by The National Speakers Association, an honor awarded to less than 12% of its speakers worldwide. Anthony’s 25-year career includes tenures as a news reporter and senior editor, crisis management specialist, media relations consultant and executive speech coach. He owns Reputation Management, LLC, one of the nation’s leading communications training and crisis consulting companies. His past client work includes a wide variety of advertising, public relations and communications initiatives for hundreds of trade associations, municipalities and companies, including Nike, Victoria’s Secret, Eli Lilly, Nationwide Insurance, The Kroger Company, Procter & Gamble, and many more. Anthony holds a Bachelor’s degree in Journalism from The Ohio State University.

Stephanie Carnell, Ph.D., is the Digital Service Designer and Delivery Manager at the City of Orlando, where she conducts user experience research with residents to improve city services and processes. She began looking for government technology roles after studying Human-Centered Computing at the University of Florida, as her graduate research highlighted how rewarding helping people through technology was. When she's not reviewing survey responses, she spends her spare time learning languages and working through her stack of unread books.

Maurice Draggon is the Chief Information Officer for Orange County Public Schools. He is also a former School Teacher of the year, as well as a 2013 Apple Distinguished Educator. 
Maurice is a lifelong educator who has experience as a Classroom Teacher, Resource Teacher, District Administrator, Director, and Senior Director. Using the knowledge gained within each role, he was able to  collaborate in the development, implementation, and management of the 1:1 Digital Device program for Orange County Public Schools.

Director of Human Resources for the City of Altamonte Springs

Kendall Gow is the Director of Human Resources for the City of Altamonte Springs, where she is helping redefine the role of HR in the age of artificial intelligence. With over a decade of experience in municipal human resources, she leads initiatives that connect employee engagement, performance, and digital transformation to build a more adaptive, future-ready workforce.
She developed and launched “Herman Resources,” the City’s AI-powered HR chatbot, and continues to drive the practical integration of AI into HR operations. Her work focuses on turning emerging technology into real-world impact by equipping employees at all levels to shift from task-based work to higher-value thinking, decision-making, and creativity.
Kendall is actively involved in innovation efforts across the organization, including work connected to the Altamonte Global Innovation Lab (AGīL), where she helps explore and apply new technologies within the public sector. She is also a founding member of the AI Innovators Alliance, collaborating with leaders across industries to shape the future of work.
She holds a Bachelor’s degree in Communications from Minnesota State University Mankato and maintains SHRM-CP and PHR certifications, along with specialized AI certifications from SHRM and LeadershipAI. Her expertise spans people strategy, workforce planning, digital transformation, and analytics.

Peter E. Miller

Chief Security Officer, Orange County, Florida

Peter Miller is a nationally recognized leader in cybersecurity and public safety, serving as Chief Security Officer for Orange County Government in Orlando, Florida—home to more than 75 million annual visitors. In this role, he directs cybersecurity, critical infrastructure protection, and innovation initiatives across 1,000 square miles and more than 450 government facilities, safeguarding vital services for one of the most dynamic regions in the United States.
With nearly three decades of public sector experience, Peter has built a career dedicated to protecting essential government systems. His leadership spans circuit courts, correctional institutions, fire rescue services, and 911 operations, as well as critical infrastructure including water and wastewater facilities, healthcare systems, and the nation’s second-largest convention center.
A pioneer in the application of artificial intelligence (AI) to public safety, Peter has spent the last decade advancing AI-driven solutions that strengthen resilience and operational readiness. His work includes predictive analytics for threat detection, optimization of emergency response systems, and AI-based simulations to safeguard critical infrastructure. He currently serves as acting Chair of the AI-ISAC Council, where he guides national efforts to integrate AI into security and risk management frameworks.
Peter’s expertise extends beyond the United States. He has consulted with the United Nations, The World Bank, and national governments, including co-authoring the Dominican Republic’s first National Cyber Security Strategy. His global perspective underscores a career defined by both local impact and international influence.
He holds a Bachelor of Science in Cybersecurity from Seminole State College and a Master of Science in Modeling and Simulation of Behavioral Cybersecurity from the University of Central Florida, where he is also pursuing doctoral studies in cybersecurity.
Peter remains a driving force in shaping the future of digital security, combining technical expertise, innovative vision, and public service commitment to protect communities and strengthen trust in the systems that sustain them.
