Overview

The California Public Sector CIO Academy is the premier leadership event for California's senior level technology executives to improve their management and business skills and to develop IT leaders of the future. The purpose of this virtual invitation-only event is to foster discussion and dialogue on what it means to be a successful CIO in the public sector and how to use IT as a strategic tool. This event is a one-of-a-kind opportunity for government and industry executives to address the most important policy, management and leadership issues surrounding the future of digital government and the evolving role of the public-sector CIO.

The conference is presented in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Editor in Chief, National Geographic / Editorial Director, National Geographic Partners

Susan Goldberg is editor in chief of National Geographic and editorial director of National Geographic Partners. As editorial director, she leads all journalism across platforms, including digital journalism, magazines, podcasts, maps, newsletters and Instagram. She was named editorial director in October 2015 and editor in chief of National Geographic Magazine in April 2014. She is the 10th editor – and first female editor – of the magazine since it was first published in October 1888.
Under her leadership, National Geographic has been honored with nine National Magazine Awards, including four awards in 2020 and the top prize for General Excellence in 2019. In 2020, National Geographic also was named the Webby Media Company of the Year, with a total of 15 awards, as well as earning the Gold Medal as Brand of the Year for the Society of Publication Designers, the most prestigious award for visual journalism in the industry. In addition, National Geographic was a finalist for the Pulitzer Prize for Feature Photography in 2019 and for Explanatory Reporting in 2017. The magazine has received numerous other awards for photography, storytelling and graphics. Susan also has led reporting that was honored with multiple local, state and national awards, including the Pulitzer Prize at the San Jose Mercury News (1990/Breaking News) and a finalist for the Pulitzer at The (Cleveland) Plain Dealer (2009/Feature Writing).
Before her employment at National Geographic, Susan was executive editor for federal, state and local government coverage for Bloomberg News in Washington. From 2007 to 2010, she was editor of The Plain Dealer, the daily newspaper of Cleveland and the largest newspaper in Ohio. Prior to that, from 2003 to 2007, she was the executive editor of the San Jose Mercury News and served as the paper’s managing editor from 1999 to 2003. From 1989 to 1999, she worked at USA Today, including stints as a deputy managing editor of the News, Life and Enterprise sections. Previously, she worked as a reporter and editor at the Detroit Free Press. She began her career as a reporter at the Seattle Post-Intelligencer.
A Michigan native, Susan has a bachelor’s degree in journalism from Michigan State University, where she now funds the Susan Goldberg Scholarship at the university’s College of Communication Arts and Sciences’ School of Journalism.
In addition to awards for journalism, Susan has been recognized repeatedly for leadership. In 2013, she was voted one of Washington’s 11 most influential women in the media by Washingtonian magazine. In March 2015, she received the Exceptional Woman in Publishing Award from Exceptional Women in Publishing. In 2017, and again in 2019, Washingtonian named her among the most powerful women in Washington across professions. In 2020, InStyle magazine included Susan on its “Badass 50” list, naming her as No. 7 in its issue about “women who are changing the world,” and she was selected as one of Folio’s Top Women in Media for having an “exceptional impact” on the direction of the industry.
Susan lives in Washington, DC, with her husband, Geoffrey Etnire, a real estate lawyer. They have one grown son.

Andrew graduated from the California State University in Chico with a degree in electronics and computer science.
He started his career in private sector, where he worked for a variety of companies managing teams of software and system engineers. In that capacity Andrew was in charge of developing enterprise applications and network architecture.
Andrew entered state service in 1991. He has worked for several departments, where he held various managerial and executive positions.
In 2001 he was appointed as the Deputy Secretary for SCSA and later GOVOPS and BCSH Agencies. He was responsible for setting policies, collaborating and coordinating technology activities at the Agencies and statewide.
Andrew established the first office of eServices for the state of California. He served as the director of that office from September of 2006 to June of 2008 where he provided leadership on initiatives to enhance electronic service delivery on the State Portal. He was also in charge of managing and supporting the growth of California’s eServices, including acting as a liaison between state agencies and departments.
Andrew was the vice chair of the Information Technology Council for State of California and was the founder/Chair of advisory board for Public Sector CIO Academy conference. He was also member of the Technology Services Board.
After retiring from state service in June of 2020, he co-founded a startup IT consulting company (AnSurTech) to help public sector provide innovative services to people of California.

Liana Bailey-Crimmins

Liana Bailey-Crimmins

State Chief Technology Officer and Chief, Office of Technology Services, Department of Technology, State of California

Liana Bailey-Crimmins was named Chief, Office of Technology Services (OTech) and Chief Technology Officer on March 9, 2021. She leads the State’s only general-purpose data center which delivers cost effective, optimized, and highly available technical services to 300+ customer departments.
She has served the public sector for 30+ years. Prior to her current role, Liana was recruited by CalPERS as their Chief Information Officer where she became known for her ability to lead a large and diverse cross-functional organization to meet CalPERS' technology needs through innovative solutions.
In 2017, she was named CalPERS Chief Health Director and under her leadership, CalPERS adopted a set of Health Care Beliefs, implemented its value-based insurance design and established the California regions that CalPERS uses today for its regional healthcare pricing. For the last few years, Liana has served CalPERS’ Chief Information Security Officer (CISO) ensuring that member data and technology systems were protected from internal and external threats.
Prior to CalPERS, she worked as the information technology director and CIO of California Correctional Health Care Services (CCHCS). In 2015, she was honored with the prestigious "CIO of the Year" award from the California CIO Academy. Other honors include recognition for her work on CCHCS' Telemedicine Program, which helped them win the 2012 Computerworld Honors Program Laureate Award, and the Best of California award in the Government Technology Digital Internal category in 2011.

Senior Manager, Government & Public Services Advisory, Deloitte

Mr. Basso is a Deloitte Government & Public Services (GPS) Advisory Senior Manager. He has 30 years of professional experience including ERM, strategic planning, performance management, governance, integration of ERM with cybersecurity, crisis management, and in modernizing corporate operations.
His project experience includes support to the VA, U.S. Department of Defense, U.S. Department of Homeland Security, FEMA, Commodity Futures Trading Commission and several other federal, state, and local government organizations.
Prior to joining Deloitte, Mr. Basso served as the Deputy Assistant Secretary of Planning & Performance Management and Chief Risk Officer at VA, where he was the VA lead for managing department risk across all domains including IT and Cyber. Mr. Basso is a 20-year Army veteran who served in Desert Storm and twice in Iraq.
Mr. Basso graduated from the United States Military Academy at West Point with a B.S. in Economics. He received an M.P.A from Princeton University.

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Scott Capulong

Chief Information Officer, Department of Tax and Fee Administration, State of California

Scott Capulong is the Chief Information Officer of the California Department of Tax and Fee Administration. In this role, Scott is responsible for the technology environment and infrastructure that supports 37 tax and fee programs and manages $74 billion in revenue. Previously, Scott served as Project Director for the Centralized Revenue Opportunity System Project, an enterprise business transformation initiative that replaced the department’s legacy systems. Scott has also held a number of leadership positions in application development and project management.

Passionate and dedicated to the government sector, Caroline is keen to educate & partner with California organizations to explore ways in which they can leverage tools beyond Photoshop and PDF. On a daily basis, Caroline and her team are helping to deliver digital experiences that provide more accessible government services to Californian’s. This work also applies to understanding and transforming the employee experience. Caroline’s knowledge of the technology industry ranges from complex health care systems to transportation modernization efforts all the way down to the city and county level.

Neeraj Chauhan

Chief Deputy Director, Fi$Cal, State of California

Neeraj Chauhan is Chief Deputy Director and Project Director of the Financial Information System for California (FI$Cal) since June 2015. Chauhan has worked for the State of California since 2005, managing several complex mission critical services and implementing large projects. He was the Project Director for the CalCloud Project at the California Department of Technology. He has also served as the Network Chief with California Department of Technology responsible for providing mission-critical services to over 200 State and local government entities and as the Assistant Data Center Chief at the California Public Employees’ Retirement System leading several projects to improve Data Center services. Prior to starting his State career, Chauhan worked in the private sector implementing large system integration projects. He has a Bachelor of Engineering degree, as well as extensive training in software development and project management.

Chief Technology Officer, Office of the Secretary of State, State of California

Tristian Cormier has more than 15 years of experience in IT Infrastructure Operations and Network Management for the State of California. Tristian currently serves as Chief Technology Officer (CTO) and Deputy CIO with full management responsibility for the SOS Data Center's operation and provides critical technology services supporting the Agency's mission, strategic goals, programs, and business objectives. He provides oversite for the Enterprise Infrastructure Services, Enterprise Software Engineering Services, Enterprise Technology Services, Enterprise Client Services, Administration and Web Support, Cloud Services, and Data Center. Before joining SOS, Tristian served as the Chief Information Officer (CIO) for the Office of Tax Appeals (OTA). Tristian was responsible for the overall management of the information technology resources for the OTA. Tristian directed the IT unit's work, including personnel in business technology management, client services, information security engineering, project management, software engineering, and system engineering. Before OTA, Tristian served as a Network Engineer, in which he was responsible for the design, implementation, and administration of the Department's Wide Area Network (WAN) and Local Area Network (LAN). He served as Project Lead on Data Center Campus and Core Designs and managed over 800 network devices and 30,000 interfaces statewide. Tristian attended California State University, Sacramento (CSUS), where he earned his Bachelor's Degree in Business. In his spare time, he enjoys playing golf and volleyball. Tristian was a three-time All-American (Sacramento State) and All-State (American River College) volleyball player.

Kevin Cornish

Kevin Cornish

Chief Information Officer, Covered California

Kevin Cornish joined Covered California as Chief Information Officer in August 2020. In this role Kevin is responsible for Covered California’s enterprise technology strategy, including digital initiatives and executive leadership of technical solutions supporting fifteen business divisions within our consumer-focused state agency. In addition, Cornish provides strategic direction for CalHEERS, California’s health benefit exchange platform – engaging with a broad range of CalHEERS stakeholders including state and federal government agencies, vendors, carriers, agents/brokers, and consumers to manage an innovative product roadmap.
Prior to this role, Cornish spent seven years with the University of California, most recently as system wide CTO in the Office of the President and earlier as CIO at UC Berkeley’s Haas School of Business. Earlier in his career, Kevin led a multibillion dollar initiative to re-engineer Kaiser Permanente’s technology infrastructure and held software development, infrastructure architecture and technology leadership roles across a diverse portfolio of private-sector companies.

Christopher Cruz

Christopher Cruz

Director and Chief Information Officer, Information Systems Division, San Joaquin County

Since 2019, Christopher Cruz serves as the Director and Chief Information Officer (CIO) for the San Joaquin County Information Systems Division (ISD). He formulates the digital strategic mission and vision for information processing services, telecommunications, and radio dispatch for first responder support for the Sheriff’s Department and Fire municipalities; as well as coordination to thirty-one county departments.
Chris also provides executive direction for information technology strategic initiatives and operations to the CIO of San Joaquin County General Hospital. ISD currently supports a portfolio of 279 enterprise systems to enable the business functions of these 31 departments. He has a broad policy authority for the standardization of the Counties IT infrastructure, the County’s Cybersecurity Strategy, providing direction to the Chief Information Security Officer on countywide policies and procedures and the Digital Innovation Services Plan to drive transformation across the County.
In his Director role, Chris also provides leadership to the Registrar of Voters and he is responsible for implementing a new Voter Registration and Validation System and ensuring all voter functions have the highest level of security processes and procedures in place to protect voter integrity.

Patrick Dennis is the Chief Information Officer for the California Department of Parks and Recreation (DPR), a position he’s held since 2018. As the CIO, Dennis has overall responsibility for the information technology (IT) activities that support DPR’s critical lines of business, which includes: IT Project and Portfolio Management; Network and Client Services; Web and Application Development; IT Procurement and Contracting; and IT Infrastructure and Security Services. Additionally, Dennis is responsible for the development of the departmental IT strategic direction, and technology operational plans in support all of DPR’s business operations. Previously, Dennis had most recently served as a special projects director at the California Department of Technology (CDT). Dennis started at CDT in 2012 and served in various leadership roles including; section chief in the department’s Statewide Information Technology Project Delivery Office, Business Integration lead for the State Technology Approval Reform (STAR) Project, where he led efforts to reform the statewide policy supporting the state’s IT Project Approval Lifecycle (PAL), and served as a branch manager of CDT’s internal IT operations. Before coming to the Department of Technology, Dennis worked for nearly 20 years, in project implementation and systems testing for the Franchise Tax Board.

Returning to NIC in 2016, she is now working with states to develop an enterprise approach to digital government while enhancing the citizen experience. Ms. Dukes holds a BA in communication from Wheaton College.

Ann Dunkin is Chief Strategy and Innovation Officer at Dell Technologies. Prior to joining Dell, Ms. Dunkin was the Chief Information Officer for the County of Santa Clara. Located in the heart of Silicon Valley, Santa Clara is the 15th largest county in the United States. Ms. Dunkin also served in the Obama Administration as the Chief Information Officer of the United States Environmental Protection Agency.
Ms. Dunkin is a published author, most recently of the book Industrial Digital Transformation, and sought-after speaker on the topics of technology modernization, digital services and organizational transformation. She currently serves on the OptimEyes.io Board of Advisors, the WSC Board of Directors, the Agile Government Leaders (AGL) Board of Directors and the Georgia Tech President’s Advisory Board.
She holds a Master of Science and a Bachelor of Industrial Engineering, both from The Georgia Institute of Technology. She is a licensed professional engineer in the states of California and Washington.

Kirke Everson is a principal in KPMG’s Federal Advisory practice based in McLean, Virgian with over 16 years of management consulting experience focusing on technology enablement, program management, process improvement, cyber security, risk management, and financial management. Kirke primarily supports the Federal Government with clients in the Intelligence Community, Department of Defense, the Department of Homeland Security, and other Federal agencies. He currently serves as the Government lead for Intelligent automation for KPMG in the US. Kirke has extensive experience in leading large programs supporting technology enablement, information systems security, information technology risk management, business process reengineering and financial management in the Federal government. He also has a strong background across the full lifecycle of information technology project delivery and considerable program management experience with large government programs. He is a Certified Information Systems Security Professional, Certified Information Systems Auditor, Certified in Risk and Information Systems Controls, Certified in the Governance of Enterprise IT, a Project Management Professional and a Certified Government Financial Manager. Kirke is a member of the Intelligence and National Security Alliance, Information Systems Audit and Control Association, the International Information Systems Security Certification Consortium, Project Management Institute and the Association of Government Accountants. Kirke was also awarded the National Intelligence Meritorious Unit Citation in support of efforts to streamline and improve the management of the National Intelligence Program.

Gulrez considers himself a leader, who is always ready to take on any challenges to bridge the business and IT gap by effectively collaborating and communicating with different stakeholders. With Master’s degree in computer science, IT experience in various technologies, PMP certification, various IT certifications and continuous drive to learn new skills has helped him to face and resolve complex business issues with technology. In current role as Unit lead for Database Administration Team in Department of child support services, he has various responsibilities related to integrity, security, reliability, maintainability of department’s data assets. Gulrez is also part of core team for department's top priority initiative "Cloud migration". He believes in "lead by example", "lead by trust" and "lead with integrity".

John Goddard is the External Affairs Public Safety Director for California. He is responsible for implementing AT&T’s strategy in statewide public safety initiatives working with the AT&T California team and our FirstNet partners to communicate and enhance AT&T in the public safety government affairs arena. He supports engagement and communication with the Governor’s office, Office of Emergency Services, the State Legislature, CPUC, and other critical stakeholders engaged in the planning and response to emergencies impacting our communications networks. Prior to AT&T, John was an embedded consultant in AT&T California’s Legislative Affairs office for five years. He also served as the political affairs manager for the California Restaurant Association. He has trained in crisis and emergency risk communications with the Center for Disease Control (CDC), has a certificate in Applied Risk Communications from Harvard, and a master’s from the Pepperdine Caruso School of Law.

Vice Chancellor for Digital Innovation and Infrastructure, California Community Colleges

Barney Gomez joined the Chancellor’s Office as vice chancellor of digital innovation and infrastructure in August 2018. Gomez is responsible for improving the experience and outcomes for students at California’s 116 community colleges through technology-focused initiatives, and for delivering high-quality information technology services to the Chancellor’s Office, local colleges and students, partnering state agencies and stakeholders while also shepherding innovative practices.
With nearly 20 years of state service, Gomez comes to the Chancellor’s Office from the California Department of Health Care Services where he served as the chief technology officer and chief information officer. In his role at the Department of Health Care Services, Gomez directed and managed the department’s complex information-technology operations, and ensured that adequate information technology policies, plans, services and support were provided to all departmental programs. Prior to the Department of Health Care Services, Gomez also served as chief information officer at the California Office of Systems Integration, Operations Manager for Office of Systems Integration, chief information officer of the Department of Finance’s Fi$cal project, and interim chief information officer for the California Department of Aging. Gomez as has also served in various technical positions with the Legislative Data Center and Department of Motor Vehicles. Gomez is the recipient of the following awards from E-republic’s CIO Academy: Chief Technology Officer of the Year, IT leadership, Executive Security leadership, best mobile application, and most innovative application.

Chief Information Officer, Public Utilities Commission, State of California

Fred Gomez was appointed CIO and Director of the Information Technology Services Division at California Public Utilities Commission (CPUC) in August 2018. In this role he made major improvements to the structure and operations of information technology at CPUC. Fred has over 20 years of public and private sector IT experience. He began his state service in 2009 with the Employment Development Department as a supervisor in the Infrastructure Division. In 2014 he joined Department of Transportation (Caltrans) as the Chief over the Server & Storage Management Section. In this role Fred was responsible for managing over 1500 servers for all programs Caltrans wide. Prior to state service, Fred worked in the private sector holding various IT positions of increasing responsibility from Desktop and Customer Support to IT Operations Manager accumulating over 18 years of IT knowledge, skills and experience. Fred studied Aeronautics at Arizona State University and served in the US Air Force/Reserves for 12 years. Fred is a graduate of the IT Leadership Academy and received an Outstanding Leadership award from the CIO academy in 2017.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. In 2017, she was appointed as Superintendent. She oversees Curriculum and Instruction for Adult Basic Education, Adult Secondary Education, Post-Secondary Education, Career Technical Education, Libraries, Continuing Education and Special Programs.

A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Brian Wong was appointed Chief Deputy Director of the Office of Systems Integration (OSI) of the California Health and Human Services Agency on March 16, 2020.
Before joining OSI, Brian served as Chief Information Officer and Deputy Director of the Information Systems Division at the California Department of Social Services (CDSS). During his tenure, he provided executive leadership and sponsorship of multiple high-level statewide information technology projects and initiatives, including the Appeals Case Management System and the County Expense Claim and Reporting Information System.
Prior to joining CDSS, Brian served at the Department of Motor Vehicles (DMV) for 10 years in multiple roles, including Enterprise Applications Solutions and Framework Manager and Network and Communications Manager. While at DMV, he led the implementation of the DMV Website Infrastructure (WSI) Re-Architecture project, a multi-million-dollar project to modernize DMV’s online services environment.
Brian also spent time with the Oracle Corporation before joining state service.
Brian is an avid sports fan and spends most of his free time coaching and watching his children’s sporting events.
