The California Public Sector CIO Academy is the premier leadership event for California's senior level technology executives to improve their management and business skills and to develop IT leaders of the future. The purpose of this virtual invitation-only event is to foster discussion and dialogue on what it means to be a successful CIO in the public sector and how to use IT as a strategic tool. This event is a one-of-a-kind opportunity for government and industry executives to address the most important policy, management and leadership issues surrounding the future of digital government and the evolving role of the public-sector CIO.
The conference is presented in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).
I’m looking forward to this year’s Virtual Digital Government Summit joining our fellow tech leaders to explore emerging issues and innovations. Please register today and become part of the conversations that will shape tomorrow’s technology solutions as we serve California with one digital government.
- Amy Tong, State Chief Information Officer, and California Department of Technology Director

Concurrent SessionsCOVID as a CatalystCOVID has proved to be a catalyst that removes barriers to doing things that have been much needed but perceived as too risky. This change in risk calculus has allowed departments to implement initiatives, practices, and policies that previously could not gain traction. This session explores how this was experienced by both business/program and IT and how we can maintain the momentum by embracing a new mindset for the long term – well beyond COVID’s eventual life cycle. Moderators: Nelson Miña, IT Manager, Technology Infrastructure Services Division, Public Employee’s Retirement System (CalPERS), State of California Jerry Sami, Enterprise Data Architect, Department of Food and Agriculture, State of California (ITLA28) Panelists: Ann Dunkin, Chief Strategy & Innovation Officer, Dell Technologies Karl Kopper, Chief Information Security and Privacy Officer, Dept. of Transportation, and Information Security Officer, Transportation Agency, State of California Shannon Swain, Superintendent, Office of Correctional Education, California Department of Corrections and Rehabilitation The CIO as an Influencer, Driving ChangeThe term “influencer” evokes images of insincere and even fraudulent social media personalities who induce people to buy things. But in the case of a CIO, the term is much more honorable – it refers to a leader who gets people to buy into things. Change management should always be the heart and soul of IT leadership. This session discusses the fundamental role of the CIO as both an influencer and regulator for the speed of change. Moderator: Maisha Dottery, Chief, Information Technology Operations, Office of the State Treasurer, State of California (ITLA 28) Future Leader Presenter: Gulrez “Alam” Gaur, Data Architecture Unit Lead, Department of Child Support Services, State of California (ITLA 28) Panelists: June Bivins, Strategic Client Executive, State of California, VMware Keson Khieu, Chief Information Officer, Emergency Medical Services Authority, State of California Heather Pettit, Chief Information Officer, Judicial Council of California, State of California Jason Piccione, Chief Information Officer, Department of Consumer Affairs, State of California Mike Rockenstein, Director, Program Management, Red River CIOs and CISOs Can’t be StrangersCIOs and CISOs have different objectives, so it’s not uncommon for them to cross swords. But this is no excuse for going separate ways. The partnership is just too crucial for enterprise success. Working together, they can paint the big picture, build the right structure, and promote the right culture. This session covers how to build and maintain a closer collaboration in tackling the challenges of security governance. Moderator: Paul Kaufman, Technical Services Section Manager, Franchise Tax Board, State of California (ITLA 28) Panelists: Liana Bailey-Crimmins, State Chief Technology Officer and Chief, Office of Technology Services, Department of Technology, State of California Kevin Cornish, Chief Information Officer, Covered California, State of California Chris Cruz, Director and Chief Information Officer, Information Systems Division, San Joaquin County Vitaliy Panych, State Chief Information Security Officer, Department of Technology, State of California Srini Subramanian, State & Local Government, Higher Education Sector Leader, Deloitte Many Voices, Many PerspectivesWe should never forget whom we serve, and they deserve our best efforts to understand their perspectives and needs. Personal bias, cultural underpinnings, where they live, the languages they speak, and their perceptions of government can all impact how well a message is understood and received. This session focuses on how to build more bridges, create meaningful outreach, and make stronger connections with the people who depend on what we deliver. Moderator: Leticia Oropeza, Information Systems Analyst, San Joaquin County Panelists: Tristian Cormier, Chief Technology Officer, Office of the Secretary of State, State of California Lori Harmon, Vice President, Global Cloud Sales & Customer Success, NetApp Cruz Nieto, Director, Office of Project Management, Office of Secretary of State, State of California |

Featured Speaker: The 21st Century Starts NowWith the events of 2020 upending so much of what we took for granted, we now need to look ahead with focus and a desire to help people solve their challenges on their own terms. In many ways, the 21st century starts now. Private and public sectors alike will need to understand people’s new context, empathize with the way they feel, and provide the tools to let them “hack” their own solutions. This session delves into the five trends believed to be most important for organizations, employees, and customers over the next 12 months and beyond. Paul Daugherty, Chief Technology Officer, Accenture |

Concurrent SessionsResetting the Post-Pandemic WorkforceThe pandemic has us rethinking the workforce and the workplace. Now we have a chance to effect real change in how we build, recruit, maintain, and engage our workforce. We have seen firsthand the need to challenge our mindsets and shape our teams to be more agile, diverse, inclusive, flexible, and creative. We are in the midst of a “forced reset”, and this session discusses how to make the most of it. Moderator: Lloyd Levine, Senior Strategic Executive, State Government Telecommunications & Technology Services, T-Mobile Panelists: Neeraj Chauhan, Chief Deputy Director, FI$Cal, State of California Jaclyn Padilla, Deputy Director, Department of Human Resources, Covered California, State of California Kathleen K. Webb, Chief Deputy Director, Department of Motor Vehicles, State of California Crisis Response, Recovery, and ResilienceWe have been tested in the past year like never before. For the most part we’ve received passing grades, but few of us can claim perfect scores in crisis management. Lessons have been learned, resulting in a renewed determination to emerge stronger, fitter, and more robust. This session provides insights and takeaways for a pragmatic, action-oriented approach to Crisis Management and Business Resilience. Moderator: Barney Gomez, Vice Chancellor for Digital Innovation and Infrastructure, California Community Colleges Panelists: John Basso, Senior Manager, Government & Public Services Advisory, Deloitte Scott Gregory, Deputy Director of Technology, Department of Forestry and Fire Protection, State of California Keson Khieu, Chief Information Officer, Emergency Medical Services Authority, State of California Brian Wong, Chief Deputy Director, Office of Systems Integration, Health & Human Services Agency, State of California The Need for a Communications RebootChanging times call for changing communications strategies. Currently, most of us are finding it more difficult to identify our audiences and make real connections. Remote work environments inhibit personalization, and many feel isolated. Team building is harder than ever. Politics are ultra-sensitive. The line between technical and non-technical is getting harder to navigate. This session helps find ways to tailor the right message to the right audience in the right way. Moderator: Phil Bertolini, Co-Director, Center for Digital Government Panelists: Andrew Armani, former Agency Information Officer, Government Operations, State of California John Goddard, Director, External & Legislative Affairs, AT&T Ashish Jain, Chief Technology Officer, Teacher’s Retirement System, State of California Loree Levy, Deputy Director of Public Affairs, Employment Development Department, State of California The Future of the CIOFor years we have been talking about the evolving role of the CIO. And there is little argument that the role has evolved significantly, especially in the last year. Today, CIOs are taking the role of strategic business partners and catalysts for change in the organization, not just technologists. As society continues to experience tremendous digital disruption, CIOs are becoming indispensable drivers in shaping organizational strategy. What’s next? What is the best frame of mind going forward? This session discusses the next phase in the evolution. Moderator: Dustin Haisler, Chief Innovation Officer, Center for Digital Government Panelists: Scott Capulong, Chief Information Officer, Department of Tax & Fee Administration, State of California Patrick Dennis, Chief Information Officer, Department of Parks & Recreation, State of California Sushmita “Sumi” Smith, PMP, Chief Information Officer, Department of Housing & Community Development, State of California |

The National Geographic Society faces the same challenge when a world event is so massive that it dominates all media, everywhere. This fascinating session illustrates their unique approach to covering one of the biggest stories of our lifetime – COVID – in a way that indelibly captures hearts and minds. Fireside Chat: Modern Government: The Art of the PossibleIf this past year has taught us anything, it is that when agencies connect and collaborate, the possibilities are endless. The modern way of delivering citizen services and value requires remote delivery, touchless services, and relentless innovation. The goal is to connect across agencies, programs and services, and to harness the latest technology to increase transparency and win public trust. This session shares best practices and future strategies to empower government agencies with this new mindset. Concurrent SessionsBuilding a Better Bridge between Business and ITSome folks say IT knows what’s best for the customer. It’s time to challenge that point of view. We’re all in this together. IT’s success is in direct proportion to the degree that it aligns with business processes and – most importantly – business objectives. It’s more than just gaining a seat at the table. It requires a day-to-day focus and point of view that goes beyond “business as usual.” This session discusses tools and tips for building successful partnerships and gaining traction for better outcomes. Moderators: Fred Gomez, Chief Information Officer, Public Utilities Commission. State of California Rosanna Nguyen, Chief, IT Consulting Unit, Department of Finance, State of California Panelists: Caroline Cerf, Senior Account Executive, Adobe Kevin Matsuo, retired CIO, Department of Education, State of California; and Government Consultant John Sulenta, Chief Information Officer (acting), Franchise Tax Board, State of California Deanne Wertin, Deputy Agency Information Officer, Health & Human Services Agency, State of California Lessons Learned In the Blink of An Eye - Leadership from the Home OfficeOver the past year, the COVID-19 pandemic has changed the way we work and manage. Overnight we had to learn how to think, act and most importantly work differently. Many employees who had once only worked in the office suddenly found themselves working almost exclusively from home and had to adapt to this new dynamic very quickly. This discussion will focus on the changes required for leaders to successfully shift from managing staff in person to managing a remote or hybrid workforce. Introduction: Travis Hooper, Managing Director, Talent & Organization / Human Performance Practice, Accenture Moderator: Jefferson Willoughby, Chief Information Officer, Unemployment Insurance Appeals Board, State of California Panelists: Miriam Barcellona Ingenito, Director, FI$Cal, State of California Brad Minnis, Vice President, Environmental, Health, Safety & Security, Juniper Networks, Inc. Steve Nash, Chief Information Officer, California Department of Fair Employment and Housing, State of California Strategic vs. Tactical PlanningWhen you have a strategy but no tactics, nothing really happens. When you have tactics but no strategy, you end up with a mess. We have all seen or heard plenty of horror stories. Why do so many organizations fall short in covering both bases? Or worse yet, leave them at odds with each other? It’s an easy fix once you get the hang of it. This session lays out the path to planning success. Moderator: Tamara Dukes, Vice President, Partnership Solutions, NIC Panelists: Subbarao Mupparaju, Chief Information Officer and Deputy Director, Information Technology Division, FI$Cal, State of California Russ Nichols, Deputy State Chief Information Officer and Chief Deputy Director, Department of Technology, State of California Heather Pettit, Chief Information Officer, Judicial Council of California, State of California |
