Liana Bailey-Crimmins

State Chief Technology Officer, Department of Technology, Office of Technology Services, State of California

Liana Bailey-Crimmins was appointed by Governor Gavin Newsom to serve as Chief, Office of Technology Services and State Chief Technology Officer in March 2021. She leads a team responsible for serving the technology needs of 300+ city, local, and state departments/agencies. She advances the state’s IT strategy by partnering with government agencies and optimizing California’s technology ecosystem.
She has served the California public sector for 30+ years and worked at eight departments. Before joining the California Department of Technology, Liana served as the CalPERS' chief information security officer in August 2019. As head of the Information Security Office, she led and oversaw the team responsible for protecting the private data of nearly 2 million CalPERS members and a $400 billion investment portfolio.
From May 2017 to July 2019, Liana served as CalPERS' chief health director. As head of the Health Policy & Benefits Branch, she led and oversaw the health benefits program, including policy research, plan contracting and administration, member enrollment, eligibility, and the long-term care program.
Liana first joined CalPERS as a chief information officer for the Information Technology Services Branch in August 2013. She became known for her ability to lead a large and diverse cross-functional organization to meet CalPERS' technology needs through innovative solutions.
Prior to CalPERS, Liana served as the information technology director and CIO of California Correctional Health Care Services (CCHCS). Before CCHCS, she worked as the project director of the California Information Technology Infrastructure Project.
In 2015, she was honored with the prestigious "CIO of the Year" award from the California CIO Academy. Other honors include recognition for her work on CCHCS' Telemedicine Program, which helped them win the 2012 Computerworld Honors Program Laureate Award, and the Best of California award in the Government Technology Digital Internal category in 2011.
Liana studied computer science at California State University, Sacramento, and is an Information Technology Managers Academy graduate.

Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Jon served as the responsible executive to the U.S. Cryptologic Centers for strategic and tactical oversight of global cyber operations and key asset protection. In these roles. Jon developed the framework used by the U.S. Government to manage risk of cyber threats receiving recognition by the White House National Security Council and the United States Congress. Jon is a seasoned security leader with over 25 years of experience helping organizations become more resilient to attacks orchestrated by foreign governments, organized criminal groups, and insider threats. Jon serves as the Global Government Senior Executive to Mandiant’s multi-lateral partnerships and Pinnacle clients. Jon leads operations, strategy and solutions for our global partners. Jon leads the Insider Threat risk offerings for Mandiant, globally. He is regarded as a trusted advisor who coaches boards and executives on how to measure and manage enterprise risk. He regularly speaks at industry conferences and advises journalists on cybersecurity matters. Jon is a member of the Geneva Dialogue on Responsible Behaviour in Cyberspace and the Global Forum on Cyber Expertise. Jon is the founder of Mandiant's Elevate program to advance women in IT security into senior leadership and Board positions. Before high-tech, Jackson gained executive experience in the life sciences industry, where he successfully launched biopharma and medical device products across a range of clinical research and therapeutic specialties including oncology, neurology, and endocrinology.

Agency Information Security Officer, Labor and Workforce Development Agency, State of California

Douglas Leone, the Labor and Workforce Development Agency Information Security Officer (AISO), has been at the front lines of building secure systems for Californians. Long past the toddler years with his kids, he is the father of two college graduates, who also have third-degree black belts in karate. Doug served in the United States Navy from 1988 through 1994 where he began his information technology career and since then has architected and built secure systems for over 50 Sacramento businesses in the private sector before joining California state service. He has earned over 30 information technology certifications for Microsoft, Cisco, Novell, Citrix, and other industry-leading companies and has obtained his Certified Information Systems Security Professional certification. Doug has helped Californians by building secure systems at the California Department of Public Health from 2000 to 2013 and then served as the AISO from 2013 through 2016 for the California Environmental Protection Agency. Subsequently, Doug established the Department of Alcoholic Beverage Control’s Information Security Office in 2017 and managed its operations until 2019. Doug was selected as the Labor and Workforce Development Agency (LWDA) AISO in August 2019. At the LWDA, Doug has advanced information security in the Agency’s seven departments, boards and panels in a number of areas including the advancement of cybersecurity apprenticeship, Cradle to Career Data System, and working with thought leaders on issues around identity proofing for California programs.

In December 2020, Mr. Levine joined T-Mobile for Government where he was hired as the Senior Strategic Executive and given the task of building and leading the company’s State Government Telecommunications & Technology team. Mr. Levine is also a Senior Policy Fellow at the UC Riverside School of Public Policy.
Mr. Levine is a former member of the California State Legislature, where he served as Chair of the Assembly Committee on Utilities and Commerce. Mr. Levine established himself as one of California’s leading experts in energy, telecommunications, and technology policy. Consistently tackling some of the most challenging and signification statutory policy changes, Mr. Levine authored numerous pieces of historic legislation which became national models in many policy areas. Mr. Levine served as a member of Governor Schwarzenegger’s Broadband Taskforce and was a Founding Member of the Board of Directors of the California Emerging Technology Fund.
Mr. Levine currently serves as a Founding Member of the Advisory Board for the UC Riverside School of Public Policy, where he and the schools’s Dean, Anil Deokalikar, co-founded the Center for Technology, Policy and Society.

Stephenson Loveson serves as the Chief Technology Officer at CalPERS where he is in charge of providing technology and infrastructure services for all CalPERS business units. Stephenson has been part of the CalPERS family for nearly 11 years. Since joining CalPERS in 2010, Stephenson has held a number of positions beginning with the PSR Customer Acceptance Testing technical team, as a lead technical engineer for myCalPERS architecture team, and as a supervisor over the myCalPERS General Development and Support Team. Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. Teri Takai is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.
