This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Dan Thurmon

Author, Peak Performance Coach, and Hall of Fame Speaker

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Rich Clayton is Vice President of Product Strategy for Oracle Analytics and is responsible for the global adoption of Oracle’s analytic solutions. He has a passion for helping companies transform their organization with data by researching market and technology trends, and engaging customers and partners. He presents at analytics forums around the world on Oracle’s strategy and the future of analytics, machine learning and artificial intelligence.
Prior to joining Oracle, he was vice president of product strategy for Hyperion. Before joining the technology industry, Rich held various corporate finance roles and was a certified public accountant with McGladery in Chicago.
Mr. Clayton currently serves as an officer on the Board of Regents for Loras College in Dubuque, Iowa and led the development of the first Business Analytics MBA program in the state. He teaches analytics at University of Oregon and is the executive sponsor for the annual analytics challenge at CalPoly. Mr. Clayton earned his bachelor's degree in accounting from Loras College.

In this role, Alan is involved in the annual production of dozens of events as well as the strategic direction for Governing, Government Technology, Emergency Management, the Center for Digital Government and the Center for Digital Education. Alan is also the senior executive that has overall charge of e.Republic’s research organization which includes, custom research, the Digital Government and Digital Education Navigator tool and the Content Studio (webinars and custom content).
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Additionally, he will partner with both Region and Headquarter channels to execute sales strategy, reporting and overall management of this critical growth business segment.
David is an accomplished global sales and field operations leader with deep experience managing enterprise accounts across a broad range of network, mobility, cloud and security solutions, accelerating business growth with a focus on Customer Experience.
He comes to us most recently from Delphix in San Francisco where he performed Regional Sales for an emerging Data Virtualization Company. From 2002 through 2017, he worked for AT&T as VP/GM for AT&T Solutions across several regions in the U.S. and most recently as Vice President, AT&T Global Enterprise Services, providing Sales and Account Management to Fortune 2000 companies headquartered in the Western U.S.
He earned his MBA from New York University’s Stern School of Business, and his bachelor’s degree from Stonehill College in North Easton, Mass. David is married, and has a college age daughter.

Chad began his careers in private as an IT consultant prior to joining state service. During his career he served as a programmer, software engineer, database administrator, enterprise architect, and project manager before becoming CalHR’s CIO.
Chad acted as project manager and director over several successful statewide projects, including; Discrimination Complaint Tracking System (DCTS), Enterprise Human Resources (EntHR), CalLearns, Examination & Certification Online System (ECOS) and the state’s job posting and application website, CalCareers. Chad and his team were nationally recognized as a 2019 NASCIO finalist for their efforts on the ECOS and CalCareers projects. Chad was also co-winner of the 2019 State of California’s CIO of the Year award.
Chad is an ITLA 21 graduate; he serves on serval boards, committees and governance councils including the CA Technical Operations Advisory Council (TOAC) and the Industry Advisory Committee of the Computer Science Department at California State University, Sacramento.

Ann Dunkin is a Chief Technology Officer and Strategist focused on state and local government at Dell. Prior to joining Dell, Ms. Dunkin was the Chief Information Officer for the County of Santa Clara. Ms. Dunkin also served in the Obama Administration as the Chief Information Officer of the United States Environmental Protection Agency. Prior her time in Washington D.C., she was the Chief Technology Officer for the Palo Alto Unified School District. Ms. Dunkin joined the School District after a long career at Hewlett Packard in a variety of leadership roles. Ms. Dunkin is a published author and sought after speaker on the topics of technology modernization, digital services and organizational transformation. She holds a Master of Science and a Bachelor of Industrial Engineering, both from The Georgia Institute of Technology. She is a licensed professional engineer in the states of California and Washington.

Director, Health and Human Services Office of Innovation, State of California

As the Director of California Health and Human Services Office of Innovation, Chaeny Emanavin is applying human centered design, iterative/agile methodologies, design thinking and deep dive problem definition techniques to create novel solutions for the State. The approach delivers multi-faceted results. His team continues to successfully deliver process and prototype improvements via time-boxed engagements throughout CHHS. The goal is to drive wide-spread culture change and skills development until these proven techniques are no longer considered novel, but become simply just how work is done.
Prior to joining CHHS, Chaeny was a product director of digital service at the California Department of Technology. He was a product director for the U.S. Digital Service at the U.S. Department of Homeland Security from 2016 to 2017 and a program manager at the U.S. Consumer Financial Protection Bureau from 2014 to 2016. He has served as web team lead for the Bureau of Indian Affairs at the U.S. Department of the Interior from 2005 to 2014. He was a senior multimedia designer at Aspen Systems Corporation from 2000 to 2005 and a multimedia designer at IGEN International Inc. from 1998 to 2000. Emanavin earned a Master of Arts degree in communication, culture and technology from Georgetown University and a Bachelor of Science degree in Symbolic Systems from Stanford University.

Scott is a seasoned IT professional with over 20 years of experience in developing and managing complex IT implementations across local, state, and federal government, as well as the private sector and academia. Scott has served in a variety of senior management and executive roles where he has provided strategic visioning and delivery of technology statewide. In Scott’s previous role as the State’s Chief Technology Innovation Officer at the California Department of Technology, he was instrumental in the development and delivery of critical innovative and data-centric technology solutions for the state as well as the residents of California. Scott developed many firsts in the technology landscape of California. He created the first statewide open data platform for better information sharing, the state’s first innovation lab where government can develop and build technology prototypes to prove out complex concepts, and created the first innovation academy where new innovative approaches are applied to challenges we face in government today. Scott’s focus on technology and innovation leadership has provided the state with a strong foundation for ways to better serve our constituents through technology. Ellen Ishimoto was appointed Deputy State Chief Technology Officer at the California Department of Technology in October 2014, and has been acting as its State Chief Technology Officer since May 2019. She provides day-to-day operational leadership and direction to the Office of Technology Services: the state’s information technology (IT) service provider to other government entities and operator of the Statewide Data Centers.
Ellen has more than 35 years of California state government experience, including 30 years in the IT field. Prior to her current appointment, she served 7 years as Chief Information Officer for the California State Lottery, and held various management positions at the Department of Transportation and Teale Data Center.

Scott MacDonald joined the California Department of Technology (CDT) in October 2014 where he currently serves as the Acting State Chief Technology Officer. Scott provides operational leadership and direction to coordinate the infrastructure and service delivery of telecommunications, cloud/virtual computing, storage within the state data center. Scott has also been instrumental in the development of state contracts with key cloud service providers which enable the digital transformation of state services throughout California.
Scott’s experience and diverse background extends over 30 years of service in public and private sector that ranges from application development, enterprise architecture, telecommunications, server administration, and information security. Prior to joining CDT, Scott was the Agency Information Security Officer at the California Department of Corrections and Rehabilitation for over 6 years.
Scott holds a Bachelor of Science degree in Information Systems from the University of San Francisco, as well as a degree in Electronic Communications.

Vitaliy Panych joined the Office of Information Security as the Deputy Chief Information Security Officer (CISO), effective beginning of 2019, and then taking over as the State CISO in the acting capacity shortly thereafter. In this role he has been focused on enabling the continuous maturity of Statewide Risk Governance, Security Operations, and Incident Response within the Executive branch in California. Panych has more than 17 years of public and private sector experience, including security leadership roles within three of the largest California Agencies, including the largest Correctional organization in the world. Under the leadership of Panych, he has established highly functional information security teams to build cyber security defenses and operational capabilities from the ground up. This includes building new security operations practices for multiple agencies and supporting all facets of risk management for large scale multi-billion business operations in support of missions covering Law Enforcement, Public Safety, Medical, Educational, Financial benefit/collection and Industrial complex. Panych’s education includes a bachelor’s degree from California State University, Sacramento, and possession of multitude of industry security professional certifications (CISSP, CICSP, GREM, GXPN, GPEN, GCFA).

Nick is Pure Storage's senior technical resource for Government customers, providing deep technical knowledge of flash storage system architectures that enable business and technological transformation for government enterprises.
A 20-year veteran of the United States Army, Nick has extensive experience in designing, developing, deploying and operating large-scale information systems for data analysis, sensor integration and large-scale server virtualization. He was the Intelligence Information Architect for the Army G2 (Intelligence), as well as the Technology and Integration Director for Army Intelligence Futures.

Prior to joining Fortinet, Mr. Richberg served as the National Intelligence Manager for Cyber, the senior Federal Executive focused on cyber intelligence within the $80B+/100,000 employee US Intelligence Community (IC). He led cyber strategy for the 17 departments and agencies of the IC, set integrated priorities on cyber threats, and served as Senior Advisor to the Director of National Intelligence (DNI) on cyber issues.
Mr. Richberg’s broad operational experience –including his 20 years at CIA-- gives him practical insight into difficult cyber challenges. He brings a strong focus on strategic problem solving and on framing complex issues in comprehensible terms that facilitate analysis and formulation of solutions.

Nathan maintains the CISSP, CISA and CISM designations, was a 2016 nominee for ISSA & InfraGard’s Chicago CISO of the Year, and serves as a member of the Rutgers University cyber security program advisory board.

During his time at DMI and Fragomen, he consulted through data science and analytics for many Fortune 100 companies, and several utilities such as SMUD and TVA.

Aaron is a member of AT&T’s Cybersecurity Team which focuses on advising our customers, partners and internal sales and marketing teams on Managed Cybersecurity, Unified Endpoint Management (formally EMM/MDM) & Security consulting services as it relates to various industries. In this capacity, he works with AT&T customers to create and execute on Cybersecurity strategies, assist AT&T customers with the influx of security risks, develop effective methods to increase security posture and decrease risk. Prior to joining AT&T, Aaron managed the product development and Go-to-Market for Nokia Unified Communications (UC) and Fixed-Mobile-Convergence (FMC) clients for Eseries devices. Aaron also co-authored Nokia Security Administration and Power-of-2 courseware and certification programs for CheckPoint. Prior to Nokia Aaron was with 3Com’s Carrier Service Organization, Crossbeam Systems & Level3 Communications. Aaron holds a BA in Chemistry from the University of San Diego.
