Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The California Technology Forum is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.
As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

Chief Information Officer, California Department of Technology, State of California

Governor Brown appointed Amy Tong as Director of the Department of Technology on June 30, 2016. She was serving as Interim Director of the California Department of Technology since April 1, 2016. Prior to joining the Department of Technology, Amy Tong served as the Chief Deputy Director of the Office of Systems Integration (OSI) and the Agency Information Officer of the California Health and Human Services Agency (CHHS) since August 2014. As the Chief Deputy Director, Amy managed the daily operations of OSI, with the main focus on enterprise service functions, and provided oversight on processes and procedures to ensure the success of major project delivery. Amy’s highest priority was to strengthen OSI’s ability to provide excellent service such as project management and procurement management to customers, and being innovative in utilizing technology as the business enabler. As the Agency Chief Information Officer, Amy worked closely with CHHS and its departments’ key members to establish, promote, and implement a strategic governance body and process to govern the portfolio of technology investments in the CHHS. Prior to her joining OSI, Amy has 20 years of business, technology, and management experience in the public sector. Previously, she served as the Deputy Director and Chief Information Officer (CIO) at California Lottery, Chief Technology Officer at Board of Equalization; Chief of the Data Center at California Public Employees’ Retirement System; and was the acting CIO at the Water Resources Control Board. Amy has a Bachelor of Science degree in Management Information System (MIS) and a Master of Business Administration (MBA) from California State University, Sacramento.
In addition to her professional career, Amy also spent the past 15 years serving the community as a volunteer. She is the former national vice-chair of a non-profit organization, with the mission to empower community members in civic engagement, youth leadership development, and community service collaboration. Amy is continuing her community involvement by serving as a member of the Planning Commission for the City of Elk Grove.

Jim has studied Electrical Engineering and Applied Physics at Northeastern University, Boston University and Massachusetts Institute of Technology.

Deputy Director, Network and Cloud Services, Department of Technology, State of California

Scott MacDonald, the Deputy Director over the Department of Technology’s Network and Cloud Services, has over 16 years of service in public sector covering various aspects of Information technology that range from application and database development, enterprise architecture, security, network management and server administration activities. Scott’s is responsible for driving the delivery of cloud strategies that provide efficient IT services to state government. His focus is to transform traditional IT service offerings provided by the state to cloud centric services that enable IT to move quicker.
Prior to coming to the Department of Technology in 2015, Scott was the Agency Information Security Officer at California Department of Corrections. Additionally Scott served in the private sector working with information technology and electronic communications.
Scott holds a Bachelor’s of Science degree in Information Systems, degrees in electronic communications, and holds the CISSP designation as well as many other IT certifications.

Jeff McGuire was appointed chief deputy director of DGS on Dec. 28, 2015.
McGuire previously served as deputy director at the Board of Equalization since 2010. Since 1983, he served in several positions at the Board of Equalization, including policy analyst, tax policy division chief and taxpayers’ rights advocate office advisor.
He also served as chair of the California Fed-State Partnership and as the board’s representative on the Border States Caucus.
McGuire holds a bachelor’s degree in professional accounting from California State University, Long Beach. He completed the Leadership for Government Executives program at California State University, Sacramento.

Matt Niemann is Vice President at NWN Corporation, with almost 20 years of experience in the IT industry. His primary responsibility is to manage GTM contracts and capture management on a national basis. Matt has almost a decade of experience managing large, complex Technology based contracts, including Cloud based contracts, which represent over $215M per year on a nationwide basis.
As CFO and VP of Operations for NWN formally Western Blue Corporation, Matt was responsible for managing contracts with the State of California such as the Statewide Desktop, Notebook, and Printer contracts as well as multiple California Multiple Award Schedule (CMAS), Software License Program (SLP), Master Service Agreements (MSA), and WSCA/NASPO contracts. In 2012, Matt led the RFP response for the State of California Integrated Telecommunications Network (CalNet 3) Cloud Services where we won Hosted VoIP, Web Conferencing, and Contact Center Contracts and has managed the contracts from inception (mid-2013) through current. Matt has also led and current manages other Cloud contracts such as USETPA, and Choice Partners.
Prior to NWN, Matt was Director of Strategic Planning for NEC Solutions and was responsible for directing strategic and financial planning for $250M company and key member in designing, planning, and implementation of a web integrated marketing program and business intelligence reporting.

Prior to joining ForeScout, Ellen was a network architect and security advisor with iPass, UUNet and Worldcomm.
