Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The California Technology Forum is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Opening Keynote – Get it on! What it Means to Lead the WayCamellia/Gardenia RoomKeni Thomas, U.S Army Rangers Veteran of “Black Hawk Down” Mission The Ranger motto is Rangers Lead the Way. Leadership is the core of every skill developed as a Ranger. But, leadership is not a position but rather an example set by every Ranger. Whether approaching the beaches of Normandy or the mountain ranges of Afghanistan, the world is made better when leadership is owned by each member of the team. Keni Thomas’ stories of Task Force Ranger are extraordinary examples of leadership. In the pace of life, it is easy to lose perspective on our value to others. Make no mistake: Your presence is crucial! The individuals to the left and right are directly affected by the result of your actions. Each team is a puzzle with invaluable pieces. When you raise your hand or assume a task, you have put on the “uniform”. Duty follows that responsibility. Good is never enough because better is expected. Keni Thomas helps attendees see themselves in the light of extraordinary. It is a choice made by many each day to impact those around them. It is the ultimate definition of LEADING THE WAY... |

Concurrent SessionsThe Future of CybersecurityTofanelliIt’s an old adage that the cyber landscape is constantly shifting. But some things remain unchanged. Attacks are still efforts to rob, disrupt or avenge. Motives are still economic, political or cultural. The overall battlefield remains much the same but the weapons and tactics continue to evolve – often dramatically. This session looks at emerging trends, developments and strategies on the cyber front and how to get ready for the clashes ahead. Eli Owen, Deputy Commander, California State Threat Assessment Center, Law Enforcement/Homeland Security, Governor’s Office of Emergency Services, State of California Scott Spiker, Director, Global Business Development, Cloud Security, Unisys (@scottspiker) Analytics – Turning Data into KnowledgeBataglieriSociety’s appetite for data is downright insatiable. It’s estimated that the world’s information doubles every 18 months, and this is certainly true in the public sector. Government agencies have no shortage of data from which to extract actionable insights. This session looks at how to capitalize on existing data by making reliable projections that drive smarter decisions. Dale Jablonsky, Director, Advisory Services, KPMG Kevin Mergruen, Vice President, Vertical Solutions, Information Builders (@kevinmergruen) Chris Riesen, Deputy Director/Chief Information Officer, IT Services, CA Lottery, State of California The Efficiency of Identity Access ManagementCarrThe rise of digital business has put identity access management in a position to contribute more than incremental improvements in efficiency. Today’s access management increases outcomes and citizen experience and embraces innovation. This session offers real-world insight into modern identity architecture and governance. Nabil Fares, Director of Information Technology, City of Stockton Scott Grykowski, Sales Consulting Director, Public Sector Sales, Oracle Corporation Enterprise Architecture of the FutureBondiEnterprise Architecture allows us to understand and analyze the interconnected nature of a business -- the organizational structure, the process structure, right down to the infra-structure. This session will feature an interactive discussion on how the business, application, information, and infrastructure components of enterprise architecture integrate to create an environment rich for innovation. General Session – Examining California’s Agile StrategyCamellia/Gardenia RoomA generation of state IT professionals, contract managers and administrators currently use the waterfall method. Because these professionals know better than anyone else about the services they provide to the public, perhaps the biggest hurdle to introducing this new approach will be cultural. Agile proponents say there are a lot of myths about their approach, which started in the late ’90s, such as having no discipline or documentation. Agile critics say state agencies should not start without a complete budget plan or commit taxpayer resources to a project that has not been fully defined. This deep dive on Agile will examine a number of different perspectives on what will surely be one of most pivotal topics in IT. Moderator: Chris Cruz, Chief Deputy Director of Operations, Department of Technology, State of California Shell Culp, Advisory & IT Project Coach, Almirante Partners; Senior Fellow, Center for Digital Government Peter Kelly, Deputy Director, Child Welfare Digital Services, Office of Systems Integration, State of California (@peteskaffee) Elizabeth Raley, Director, Agile Government Leadership |

Concurrent SessionsHuman Centered Design ThinkingTofanelliIn the past, design has most often occurred fairly far downstream in the development process and has focused on making products aesthetically attractive. Now supporting users by uncovering latent needs, behaviors, and desires are considered important design factors. Learn how the partnership of technology and business and always keeping the end user in in mind can lead to innovative solutions. Satish Ramachandran, Global Head of Design & Interfaces, Nutanix (@transientsatish) Open Source in GovernmentBataglieriOpen source software thrives in government and is in some ways a technical expression of democracy: engineers building common ground and forging a more open and free future for all. But it’s also often misunderstood in parts of the public sector, seen as a time-consuming and unsupported solution. So if you’re on the fence about open source, come learn about benefits, evaluation methods, and support tools to consider. Joe Kroger, Vice President, State & Local Government, Acquia Joel Natividad, Director of Open Data, OpenGov (@jqnatividad) Broadband and the New Digital CitizenCarrEveryone agrees, broadband and internet access is critical for personal and economic success. While more Californians have access to broadband, those that remain unserved and underserved are increasingly difficult to connect. Hear how the state is approaching the challenge of ensuring citizens have the opportunity to access high-speed broadband, the access it provides, and what it means to be a digital citizen. Craig Meinhardt, Senior Lead Sales Engineer, California – Government & Education Solutions, CenturyLink Leveraging Innovation Without ConstraintsBondiStrategic, creative and nimble approaches are keys to fundamentally rethinking how government works to improve the delivery of the best services at the best price. It is also a strong motivator for most employees who know that they could do a better job “if only…” Innovation, and innovative thinking need to become part of the culture of government service. This session will provide an update on why innovation must be a key part of our business models. Concurrent SessionsCybersecurity: How Do I know When I’m Doing Enough?TofanelliThe IT landscape is changing, particularly for managers. Trends like mobility, cloud, citizen engagement, analytics and managed services are all game-changers for cybersecurity. This session focuses on evaluating the latest threats, gauging risk factors, shoring up defenses, and maybe even sleeping a little better at night. Tony Gillespie, US Public Sector Strategist, ForeScout Scott MacDonald, Interim Chief Information Security Officer, Department of Technology, State of California Heath Nieddu, Senior Security Analyst, Solutions Research & Development, Optiv Security (@HeathNieddu) Dealing with the Data DelugeBataglieriBig data, the Internet of Things, video, social media, et al., are pushing organizations to reinvent how they handle and leverage information. Unless the right foundation in place, the vast potential of Big Analytics remains largely untapped. It’s all about data readiness, which hinges on adroit and astute data management. This session looks at creative practices and strategies that capitalize on existing data across the enterprise. Shmel Graham, Real Estate Asset Management Manager, Mayor’s Operations Innovation Team (“O-Team”), City of Los Angeles (@shmelgraham) Robert Schmidt, Chief, Office of Technology Services, Department of Technology, State of California The Benefits of 3-D GISCarrThree-dimensional mapping technology is helping improve data accuracy and citizen services. When combined with GIS data, 3-D maps give government an entirely virtual representation of infrastructure that can be manipulated. This session will discuss practical applications of GIS in government. David Harris, Senior IT Business Manager, Natural Resources Agency, State of California |
