Writer, Historical Performer and Theodore Roosevelt Humanities Scholar

Clay Jenkinson is a humanities scholar, author and social commentator who has devoted most of his professional career to public humanities programs and is considered one of the most entertaining public speakers in the United States. His performances are always humorous, educational, thought provoking and enlightening, while maintaining a steady focus on ideas. Jenkinson is widely regarded as one of the most articulate public speakers in the country and he brings a humanities perspective --partly learned as a Rhodes Scholar at Oxford University-- to everything he does.
Clay is one of the nation’s leading interpreters of Thomas Jefferson. He has lectured about and portrayed Jefferson in forty-nine states over a period of fifteen years. Clay also portrays Meriwether Lewis, John Wesley Powell, J. Robert Oppenheimer and Theodore Roosevelt.
Clay is also the host of the nationally syndicated radio program The Thomas Jefferson Hour and the author of such books as, Becoming Jefferson’s People: Re-Inventing the American Republic in the Twenty-First Century and Theodore Roosevelt In The Dakota Badlands.
Clay is the Director of Dakota Sky Education, Inc, Chief Consultant for the Theodore Roosevelt Center at Dickinson State University, and the historical consultant for The Theodore Roosevelt Presidential Library Foundation. He lives in Bismarck, ND.

Catherine A. Sanderson, Ph.D. - Keynote

Manwell Family Professor of Life Sciences, Amherst College

Catherine A. Sanderson is the Manwell Family Professor of Life Sciences (Psychology) at Amherst College. She received a bachelor's degree in psychology, with a specialization in Health and Development, from Stanford University, and received both masters and doctoral degrees in psychology from Princeton University. Professor Sanderson's research examines how personality and social variables influence health-related behaviors such as safer sex and disordered eating, the development of persuasive messages and interventions to prevent unhealthy behavior, and the predictors of relationship satisfaction. This research has received grant funding from the National Science Foundation and the National Institute of Health. Professor Sanderson has published over 25 journal articles and book chapters in addition to four college textbooks, a high school health textbook, and a popular press book on parenting. In 2012, she was named one of the country's top 300 professors by the Princeton Review. Professor Sanderson speaks regularly for public and corporate audiences on topics such as the science of happiness, the power of emotional intelligence, the mind-body connection, and the psychology of good and evil. John Borasi

Manager, Special Projects Office, Technology Services Division, Department of Education, State of California

As Manager of the Special Projects Office within CDE’s Technology Services Division, Mr. Borasi serves as the State Project Manager for department IT engagements and provides consulting services to the department’s business units in the areas of project management methodologies, risk assessment, project procurement processes, and vendor partnerships. Mr. Borasi was the CDE project manager for the California Longitudinal Pupil Achievement Data System (CALPADS) engagement, a $66M project that implemented the largest longitudinal student management system in the U.S. The application was successfully deployed to production in September of 2014 and delivered with no increase to the vendor contract budget. Mr. Borasi is also responsible for management of the CDE Enterprise Architecture practice.
Prior to joining CDE, Mr. Borasi was a senior project manager for CGI, a global information technology services provider, and managed CGI projects at several California State departments, including the Franchise Tax Board, CalPERS, Child Support Services and CDCR. He has also served on CGI project management teams for the State of Washington Department of Child Welfare and the State of Oregon Department of Revenue. Mr. Borasi has a Bachelor of Science degree in Management Information Systems (MIS) from the University of San Francisco and a Certificate in Large-Scale Project Management from American University in Washington, DC.

Jean Cooper oversees Project and Contract Management for the Case Management, Information and Payrolling System (CMIPS) within the Office of Systems Integration (OSI), which is under the California Health and Human Services Agency (CHHSA). CMIPS delivers and maintains a complex IT system to support the In-Home Supportive Services (IHSS) program, which provides personal care services to eligible aged, blind and disabled individuals, as an alternative to institutionalization.
Jean has been in IT management with the state of California for the past 10 years. As a professionally trained IT leader, she is a certified Project Management Professional (PMP) and a Certified ScrumMaster (CSM), and is part of the IT Leadership Academy 25 cohort. Some of her areas of expertise include Project Management, Contract Management, Vendor Management, Procurement Management, Fiscal Management, Transition Management, Business/Systems Analysis, and Application Development and Support.

Adam has spent the last 12 years in a variety of roles across California Government. After graduating from CSU, Chico with degrees in psychology and political science, he came to Sacramento expecting to become an expert in environmental and higher education policy. Instead, after spending 5 years working for the California State Assembly, both as a policy consultant as well as a consultant on the Assembly Budget Committee, Adam fell in love with government operations. How do we, government, serve the citizens of California? This drove his pursuit of a Masters in Administration from USC.
Adam worked for the California Technology Agency, where he handled legislation, communication and external affairs before moving to the Department of Social Services as the first Director of Horizontal Integration in the Country. His efforts were focused on integrating all health and human service programs to provide the best overall experience for the client. In that role he fine-tuned his passion for government, service, and a focus on the end user.
It is those passions the led him to pursue his current role as Agency Information Officer for the Health and Human Services Agency where he continues to focus on how government can better serve the citizens of California.
Outside the office Adam is married with two amazing daughters, plays soccer whenever he can, and loves to travel.

Having worked for the California Franchise Tax Board (FTB) since 1988, Michelle serves as the Director of Communications for FTB. She began her career as a Tax Auditor and has experience in both personal income tax and corporation audits.
In 1993, Michelle transferred to the department's Budget Office and worked there for more than 15 years before her promotion to Director of the Financial Management Bureau in January 2009. In this role, she was responsible for the enterprise-wide budgeting, accounting, and resource allocation functions.

Chief Information Officer, California Horse Racing Board

Bill Glaholt learned early on in his life that he loved to experiment with computers – the applications and amazing effects he could create sparked an intense curiosity and love of experimental learning that after 37 years has never diminished. He uses that technological understanding in many realms. In 1987, he ran a Sacramento-area dial-in Bulletin Board System out of which he would gain many friendships that he still enjoys today. In 1990, he formed a local networking based computer gaming club, nearly five years before anyone else had started the concept of the “LAN party.” In the same year, he started his State IT career as a Student Assistant at the California Department of Education. He has been a piano player and keyboardist since he was seven years old and a Sacramento-area semi-professional musician since 1997; in his local cover bands, he uses his computing and networking knowledge as the “sound guy” integrating several different sound-engineering technologies. He has been happily married for 15 years; his wife Janet regularly takes advantage of his technological know-how in the form of their home theater PC complete with a music collection, movie collection, karaoke machine and homemade “TIVO”- like TV recorder. In 2004, Bill received a Master’s degree in Computer Science from the California State University, Sacramento and followed it up with an ITIL-based expert certificate program in 2013 to enrich the broadness of his understanding of information technology (IT) and its application from a high-level leadership perspective. In 2014, he brought that wealth of knowledge and integration insight to the California Horse Racing Board where he is the CIO today.

Martin Hoshino

Administrative Director, Judicial Council of California, State of California

Martin Hoshino was appointed Administrative Director of the Judicial Council of California (the policymaking body for California’s state courts) in 2014, overseeing the council’s staff organization and serving as Secretary to the Judicial Council. He has more than 20 years of administrative leadership experience in California state government, and more than three decades in public service. His career experience encompasses a broad range of statewide policymaking, budget and operations oversight, and inter-branch collaboration. Between 2003 and 2014, he served in various leadership capacities at the California Department of Corrections and Rehabilitation by appointment of three different Governors, including Undersecretary of Operations, leading one of the CDCR’s two principal divisions, and overseeing a $10 billion budget, 60,000 employees, and 34 prisons. Also by gubernatorial appointment, he served on the joint executive California Trial Court Funding Workgroup, established by the Governor and the Chief Justice to conduct a comprehensive evaluation of the state’s progress in achieving the goals of the state Trial Court Funding Act of 1997. He currently serves on the National Task Force on Fines, Fees, and Bail Practices, convened by the Conference of Chief Justices and Conference of State Court Administrators. He earned a master’s degree in public administration and political science at the University of California at Davis.

Marcie has held various positions in the field of information technology with the State of California for the past 25 years. Most recently, she was the Information Technology Chief for the Department of Health Care Services. She worked in a similar position for the California Department of Corrections and Rehabilitation and spent three years with the then-California Technology Agency. Marcie also worked at the Department of General Services as an Information Technology manager.
Marcie has a Bachelor of Science degree in Computer Science from California State University, Sacramento, and was a participant in the state’s Information Technology Leadership Academy in 2012. She is a Certified Microsoft Engineer and has a certificate in Leadership for the Government Executives from Sacramento State University continuing education program.

Chris Maio joined the California State Controller’s Office in 2015 and serves as the director of the California State Payroll System Project. He was formerly the Chief Information Officer for the Secretary of State (SOS). With nearly 28 years of state service behind him, Chris joined the SOS in May 2006 and had served as the Help Desk supervisor and Infrastructure Section manager before being appointed to serve as the IT Division Chief in April 2009 before being appointed to CIO in March 2012. Before joining the SOS, Chris started his career in licensing and enforcement at the Department of Consumer Affairs (DCA). He went on to work in all facets of information technology at as a senior technical specialist and in management within DCA’s Office of Information Services.

Joe Maio has worked for the State of California for nearly nine years. He began his IT career at the California Gambling Control Commission before joining the Department of Justice. Over the course of his career, Joe has worked in eDiscovery and computer forensics, legal and law enforcement systems and investigative support, server administration, information security, SQL database administration, and served in lead roles including IT lead for DOJ’s Litigation Support unit. Joe graduated from CSU Sacramento with a Bachelor of Science in Criminal Justice, minoring in Information Security and Computer Forensics.

Stephanie McLemore Bray

Stephanie has nearly 30 years of experience in the non-profit sector, having served local, regional and national organizations and institutions. Her areas of expertise include fundraising, volunteer management and program development. She is currently the President and CEO of United Way California Capital Region. Prior to her work at the United Way, she served as Executive Director of the San Francisco General Hospital Foundation. Stephanie also served as Assistant Dean for Health Sciences Advancement at UC Davis Health System, overseeing fundraising for the School of Medicine, The Medical Center, the Betty Irene Moore School of Nursing and several other centers of medical excellence on the UC Davis Sacramento campus. Her experience includes executive positions with the American Cancer Society, UNCF/The College Fund, Learning Ally, and the University of Medicine and Dentistry of New Jersey. Stephanie is a graduate of Douglass College, Rutgers, the State University of New Jersey, and was a participant in Harvard Business School’s Strategic Perspectives in Nonprofit Management in July, 2012. She currently serves on the Steering Committee for the Reduction of African-American Child Deaths (Black Child Legacy Campaign), the Healthy Sacramento Coalition Steering Committee, the Align Capital Region Board of Directors, and is an American Leadership Forum Senior Fellow. Stephanie is also a facilitator and trainer on implicit bias through Leading Consciously, an initiative of the American Leadership Forum, Mountain Valley Chapter. She is a sought after speaker on various topics, including non-profit management, fundraising, volunteerism, leadership, and how to engage the non-profit, for-profit and public sectors to transform communities.

Kem directs the 24x7x365 command center operations and infrastructure programs for FTB. Kem is also the Director of FTB’s Enterprise Data to Revenue (EDR) project, which is a large scale 66-month project focused on modernizing FTB’s business and IT systems, with a project budget of $665M and a $4.7B revenue commitment to the state. Kem has over twenty-five years State and Federal Project Management and Service Operations experience performing multiple large-scale IT projects. Kem has a Bachelor of Science Degree in Computer Science/Software Engineering. He is the recipient of the 2017 California CTO of the Year Award for a large state agency.

Mike Nguyen serves as Chief Technology Officer for the California Department of Transportation (Caltrans). In this executive leadership capacity, Mr. Nguyen has the responsibility for defining the direction and strategies for investing, innovating, standardizing and advancing Caltrans information technology to support the Department’s mission, goals and objectives. Mr. Nguyen oversees the IT Infrastructure Division, and is responsible for all aspects of IT policies, standards, processes and procedures governing the design, development, implementation, maintenance, and operations of Caltrans IT infrastructure, and critical IT services that support Caltrans day-to-day business operations.
Prior to working at Caltrans, Mr. Nguyen served as Director of CalPERS Data Center, and has held various IT leadership roles at the Department of Health Care Services, California Department of Corrections and Rehabilitation, and the Department of General Services. Mr. Nguyen holds a Bachelor of Science degree in Computer Science from California State University, Sacramento.

Dr. Sathi was a pioneer in developing AI solutions at Carnegie Group (a Carnegie Mellon startup), leading to its successful public offering as a profitable AI company. At KPMG / Bearingpoint, he led the practices for Intelligent Process Automation, Enterprise Integration, & Analytics. At IBM, Dr. Sathi has led several AI and Data Science programs involving a number of IBM products from IBM Watson, and Hybrid Cloud business units, and has provided technical oversight to IBM’s strategic accounts. He has also delivered a number of workshops and presentations at industry conferences on technical subjects, and holds two patents in data masking. He has published four books on analytics - Cognitive (Internet of) Things, Engaging Customers Using Big Data, Big Data Analytics, Customer Experience Analytics. He has also been a contributing author in a number of Data Governance books written by Sunil Soares, and has published a article series on Advanced Analytics for IBM Developer Works. Maeley, a 20 year staff veteran at the State Capitol, has been recognized by the Sacramento Magazine, the California Journal and the Sacramento Bee for holding the unique distinction of serving in the two highest staff positions of both houses of the State Legislature, Chief Administrative Officer of the Assembly and subsequently, Chief of Staff to the Senate President pro Tem.
She was instrumental in elevating the voice of API in politics by organizing the first national conference featuring U.S. Presidential candidates addressing API issues before a public forum for the first time in history in 1987. Her contributions to presidential, gubernatorial and legislative campaigns has earned her the nickname as the ‘political godmother” of the API community.
Locally, she was the former host and producer of Channel 40’s Facets community program and was a political columnist for the Asian Week publication for 8 years.
She is the co-founder the Asian Legislative Staff Caucus, the Asian Youth Leadership Program, the Capitol Academy program sponsored by the Jt. API Legislative Caucus Institute, and the Association of Asian American Investment Managers whose members oversee the management of over 50 billion dollars.
She was formerly a member of the Executive Committee of the Democratic National Committee and served on the board of CalPERS pension fund and KVIE. She retired as the CEO of Tom & Associates based in Sacramento and continues to remain active in mentoring young API professionals seeking elected offices at the local, state and national level as well as API professionals seeking executive careers in the private and public sector.

Dr. Jeff Welser oversees scientists and engineers performing exploratory and applied research. Home of the relational database and the world's first hard disk drive, the Almaden laboratory today continues its legacy of advancing data technology & analytics, specializing in areas including: Watson cognitive technologies, brain-inspired computing, augmented intelligence, data curation and platforms, computing as a service, fundamental science and nanotechnology in the areas of magnetics, spintronics, polymers and theory. Almaden's Accelerated Discovery Lab, focusing on data-centric systems, ad-hoc infrastructure and analytics, is part of the IBM Research THINKLab client innovation experience, focused on providing industry solutions in areas including finance, retail, food safety, water management and healthcare.
In his prior position, Dr. Welser was the Director of Strategy and Program Development for the Accelerated Discovery Lab and simultaneously the Director of Almaden Services Research, managing a portfolio of research into improved business processes, software and technology to enable IBM's Global Business and Technology Services organizations.
Dr. Welser joined IBM Research in 1995, working on novel silicon devices at the T.J. Watson Research Center, and served as adjunct professor at Columbia University, teaching semiconductor device physics at the same time. In 2000, he took an assignment in IBM’s Technology Group, and then joined IBM Microelectronics in 2001, as leader of high-performance CMOS device design. In 2003, he was named Director of high-performance SOI and BEOL technology development, in addition to continuing work as the IBM Management Committee Leader for the Sony, Toshiba, and AMD development alliances. In late 2003, Welser returned to Research as the Director of Next Generation Technology Components, looking at technology, hardware, and software components for future IT systems. Starting in 2006, Welser was on assignment to the Semiconductor Research Corporation (SRC) as the Director of the Nanoelectronics Research Initiative (NRI), a consortium of leading U.S. Semiconductor firms which partners with NIST, NSF, and state governments to support university-based research on future nanoscale logic devices.
Dr. Welser received his PhD in Electrical Engineering from Stanford University. Welser holds 21 US Patents and has published over 75 technical papers and presentations. He is a member of the IBM Academy of Technology, IBM’s Growth and Transformation Team, IBM’s Technology Team, an IEEE Fellow, a member of the American Physical Society, Chairman of the Bay Area Science and Innovation Consortium and has served on numerous Federal agency and Congressional panels on advanced semiconductor technology.
