Liana Bailey-Crimmins

Chief Information Officer, CalPERS, State of California 

Liana Bailey-Crimmins joined CalPERS as Chief Information Officer (CIO) for the Information Technology Services Branch (ITSB) in August 2013.  In addition to providing executive direction and oversight to the six divisions of ITSB, Liana supervises management of my|CalPERS and other CalPERS technology systems. She leads a large and diverse cross-functional organization to meet CalPERS business needs through innovative solutions. Liana is responsible for setting the IT strategic direction in alignment with CalPERS goals, recommending IT policy for CalPERS programs, and providing consultation and advice to CalPERS Board of Administration and executive staff.
Liana has over 25 years of public sector technology experience and previously served as the information technology director and CIO of California Correctional Health Care Services (CCHCS). During her tenure she set up technology programs, established project management goals, developed policies/operational procedures and ensured that technology solutions met constitutional health objectives. Prior to that, Liana worked as the project director of the California Information Technology Infrastructure Project.

Evan Beaver

Sergeant, California Highway Patrol

Sergeant Evan Beaver is assigned to the Office of Community Outreach and Media Relations (COMR) at California Highway Patrol (CHP) Headquarters in Sacramento, Calif.  Sergeant Beaver manages the CHP social media campaign.  He also created a new departmental Intranet site and an internal magazine for public information officers.  Sergeant Beaver has a degree in marketing from Cal Poly San Luis Obispo.

Michelle Bertolino

Electric Utility Director, Roseville Electric

Michelle Bertolino was named the cities Electric Utility Director in May 2010. The City of Roseville is unique to the Sacramento region in that it owns and operates its own utility. Michelle has worked for the City of Roseville since 2002.
Michelle oversees a $163 million budget and 137 employees who are responsible for generation and distribution of electricity to about 55,000 residential and business customers. Roseville Electric operates two power plants, including the Roseville Energy Park, a 160 megawatt natural gas, combined cycle power plant.

Prior to becoming Roseville Electric’s Director, Michelle has held the position of Assistant Utility Director, overseeing demand side management, rate development, customer service, public relations, financial forecasting and budgeting for the utility. Michelle also managed the Distribution business unit and was responsible for electric operations, construction, maintenance, engineering and dispatch services for the utility.

Prior to Roseville, Michelle worked for the Sacramento Municipal Utility District, San Francisco Public Utilities Commission and KPMG Peat Marwick.

Michelle attended the University of California at Davis, Graduate School of Management and completed her undergraduate studies at the University of California at Santa Barbara.

Senior Director, Internet of Everything for Cities, Industry Solutions Group, Cisco

Hardik is a Managing Director with Cisco and currently leads Cisco’s market making efforts for Internet of Everything for Public Sector. As part of that, Hardik works with global public sector leaders to help them extract value by connecting the unconnected public assets like parking spots, trashcans, streetlights, etc. Hardik lead Business Development for Smart and Connected Communities for the Americas until August 2012 after joining Cisco in October 2010. Hardik joined Cisco after being the Chief Information Officer of the City of Chicago and Commissioner for Chicago Department of Innovation and Technology for 5 years.

As the CIO, Hardik had been leading a team of 250+ employees and consultants with an annual budget of over $150 Million. Hardik also lead Mayor Daley’s charge for universal and affordable broadband for all Chicagoans through various initiatives, including the Smart Communities program. Hardik brought over $25 Million from Federal, State, Foundation and Private sector sources for Chicago’s Smart Communities program. On the way, he was instrumental in establishing partnerships with Chicagoland Healthcare providers, Utility and energy sector leaders as well as public safety, transportation and non-profit leaders.

Prior to joining the public sector, Hardik worked as a consultant with Oracle corporation in the US and Tata Consultancy Services (TCS) in India.

Hardik has an MBA from Northwestern’s Kellogg Graduate School of Management and a Bachelor’s degree in Computer Science from M. S. University, Baroda, India.

Christie oversees the IT Training and Education Center, the IT Leadership Academy program and the Workforce Planning Unit. Christie was previously the Agency CIO at the CA Department of Veterans Affairs and the CIO over the CA Department of Insurance.

John Boule

Director, Office of Systems Integration, State of California

John is the Director for the Office of Systems Integration (OSI). He provides leadership and oversight for the multi-billion dollar OSI portfolio of Information Technology projects which impact many of California’s most disadvantaged residents. John has been involved with health and human services agencies for over two decades with an emphasis in program and systems automation. Prior to joining OSI, John served as the Project Director for the Statewide Automated Welfare System, Consortium IV (C-IV) from 2005-March 2014, held multiple positions with the First Data Corporation from 1999-2005, and, before moving to California, John worked for the State of Arizona in the Attorney General’s Office as well as the Department of Economic Security, from 1990–1999.

John earned his Bachelor of Arts Degree from Arizona State University and his Master’s Degree in Organizational Management from the University of Phoenix.

Fran Clader

Fran Clader is the Director of Communications for the California Highway Patrol (CHP) and works out of the CHP’s Headquarters in Sacramento.  In this role, Ms. Clader manages the media activities of the Department statewide.  Prior to state service, Ms. Clader was a reporter and editor at newspapers in the greater San Francisco Bay Area.  She earned a degree in journalism from San Francisco State University.

Chris Cruz

Chief Information Officer, Department of Health Care Services, State of California

Chris serves as the Deputy Director and Chief Information Officer (CIO) at the Department of Health Care Services (DHCS), overseeing an annual IT budget of approximately $150 million and an IT Project Portfolio of $1 billion within the Information Technology Services Division (ITSD). He has broad responsibility for the Division, formulating enterprise IT governance for DHCS and set strategic direction through the formulation of an IT Health Care Innovation Strategy that identifies fundamental performance measures that align with the Department’s Mission and Vision as well as those of the State Chief Information Officer. His responsibilities include 650+ IT State and contract staff across six different IT Branches and two sections including management of a Chief Technology Officer within the DHCS ITSD as well as other IT staff residing within program Divisions utilizing a Federated Services Delivery Model. He oversees the IT Data Center Operations (infrastructure), and IT competencies that include security, application development, enterprise project and portfolio management, enterprise change management and quality assurance, enterprise architecture and administrative support for the Department including executive sponsorship and support for the California Medicaid Management Information System (CAMMIS), the California Health Eligibility and Enrollment Reporting System Project (CalHEERS) and Dental Medicaid Management Information System. Additionally, Chris manages the largest State Medicaid system in the country known as the Medi-Cal Eligibility Data System (MEDS).

Enterprise Account Manager, Intel Corporation

Gregg Descheemaeker manages Intel Corporation’s business development activities for California’s State, Local, and Education markets. In addition to his roles and responsibilities for transformation in the classroom for K-12 and Higher Ed, a primary responsibility for Gregg is to accelerate the adoption of Intel’s next generation technologies throughout the State’s core and edge IT infrastructures.
During 13 years at Intel, Gregg has held a variety of roles including Director of Sales for the Americas for Intel Solution Service’s consulting business, Corporate Account Executive for Intel Online Service’s data center hosting business, West Coast sales manager for Intel’s blade server reference platforms, and Northern California Territory Manager for Intel’s data communication products.

Gregg has been in the technology industry since 1990, with almost the entirety of his professional life being focused on F500 corporate and SLG enterprise data communications and data center infrastructure.

Tracy Fong

Chief Deputy Director, Legislative Data Center, State of California

Tracy is the Chief Deputy Director of the Customer Services Branch for the Legislative Data Center (LDC), a division under the Office of Legislative Counsel responsible for providing information technology services to the California Legislature. She began her career with the LDC 20 years ago as an applications development project manager.  Tracy served as a Data Processing Manager, Deputy Director of application development, and Deputy Director of customer services before being appointed to her current Chief Deputy Director position in 2001.  Prior to joining the LDC, Tracy was a programmer analyst with the Employment Development Department.

Tracy received her Master Degree from the California State University at Sacramento in Management Information Systems.

John has 25 years of experience in delivering successful strategy and technology programs across State and Federal governments, Higher Education and private sector clients, with a focus on operational efficiencies and customer service solutions. He is an Adjunct Professor at the Columbia University Graduate School of Business, and also serves on the board of directors for the Business Council of New York State. He is based in Albany.

Richard Gillihan

Director, Department of Human Resources, State of California

Richard Gillihan - Richard is the Director of the California Department of Human Resources (CalHR).  A career public servant, he began his state career at the former California Youth Authority holding various positions in the IT field, ranging from end-user support and systems administration to managing much of the department’s IT operations.  In 2002, he transferred to the Department of Finance where he performed IT project review, approval and oversight functions over a large portfolio of high-risk IT projects.  After several years, Richard transitioned to Finance’s budget line, where he served as the Assistant Program Budget Manager and then Program Budget Manager for the Employee Compensation, Pension Systems, and IT Operations and Consulting Unit.  Richard remained at the Department of Finance until he was appointed Acting Director of CalHR in early 2014.

Mr. Gillihan graduated from the University of Phoenix with a bachelor’s degree in business.

Chief Technology Officer, Department of Health Care Services, State of California

Mr. Gomez is the Chief Technology Officer for the Department of Health Care Services (DHCS) for the State of California. Mr. Gomez directs and oversees the Departments highly complex IT operations and is responsible for ensuring that adequate IT policies, plans, services, and support are provided to all departmental programs. He oversees the IT policy development, coordination, and consolidation of infrastructure services for DHCS, infrastructure support to the California Department of Public Health (CDPH), the California Health and Human Services Agency (CHHSA), and the Health Benefit Exchange (HBEX). Mr. Gomez plans, develops, and influences policy and directs over 25 types of IT services that cover over 8,000 employees, 70 remote sites, 9,000 personal computers, 1,100 servers, and 10,000 email, and active directory accounts. He is also responsible for managing the Information Technology Services Division budget of over $ 10 million dollars and ensuring that expenditures are consistent with departmental policy and that technology investments are cost effective and have a positive return on investment. In addition, as the CTO, he ensures that technology systems and data are compliant with HIPPA standards and that the security measures are in place and enforced.

Director, Department of Child Support Services, State of California

Alisha Griffin is the Director of the California Department of Child Support Services. She has been with the child support program for more than seventeen years and came to child support with many years in public and private family services, including child welfare, child protection, rehabilitation and therapeutic service systems. She most recently assumed leadership of the California Child Support program after leading New Jersey, since the implementation of PRWORA. While in New Jersey she successfully led the design, procurement, implementation and management of the first “second generation” national model child support automated system, including substantial pre and post change management strategies. It is considered one of the most successful reengineering of a completely new system in a HHS domain. Additional focus on practice improvements and ensuring efficient and effective service delivery resulted in a comprehensive streamlining of all collections and disbursement systems and overarching fiscal management coordinated with revamping customer service through creating a centralized comprehensive “one stop” quality driven service model, with comprehensive performance metrics. She also has a strong portfolio of experience in direct service programming, policy analysis and development and advocacy focused on quality service delivery to children and families.

Ms. Griffin has chaired, participated and worked on many national workgroups, designed several model programs both in the child support and child welfare arenas. She has served as Past President of the National Child Support Enforcement Association (NCSEA) and the National Council of Child Support Directors (NCCSD). She currently serves on NCSEA’s International and Policy and Government Relations committees. She serves on the Executive Council of NCCSD and the chair of the subcommittee on Medical Support which is addressing issues related to child support and the impact of implementation of the Affordable Care Act.

Kim Hewitt is the IBM California Public Sector Sales Director. Serving in this position since 2005, she is responsible for the sale and support of IBM’s overall business portfolio to State of California clients.
Over her 30 year tenure with IBM, Ms. Hewitt has held leadership positions across several of IBM’s operating units, most notably Business Consulting, Technology Services, Sales and Marketing. She has been supporting CA public sector entities in Sacramento for the last 23 years. Prior to joining IBM, she worked in technical sales and marketing for Perkin-Elmer Corporation and Waters Associates.
Ms. Hewitt also serves as the Senior Location Executive for the IBM Sacramento region and its employees. In this capacity, she is IBM’s official representative for the community and philanthropic activities. Ms. Hewitt is a member of the United Way of California Capitol Region (UWCCR) Board of Directors.

She has spent more than 25 years working in both the public and private sectors delivering IT solutions for various State of California agencies and departments. Her experience includes the direct delivery and oversight of large-scale system integration projects, independent project oversight, software development, independent verification and validation and quality assurance. Prior to joining CGI in November 2010, Cheryl served as 21st Century Project Manager for the State Controller's Office, Chief Information Officer for the Department of Child Support Services and Deputy Director for the Health and Human Services Agency Data Center. She also has over seven years of project oversight, delivery and business development experience working for various Sacramento-based consulting firms.

Receiver, California Correctional Health Care Services, State of California

Clark Kelso is a Professor of Law and former Director of the Capital Center for Government Law and Policy at the University of the Pacific McGeorge School of Law in Sacramento, California. Mr. Kelso joined the California Correctional Health Care Receivership with more than fifteen years of experience in a wide variety of positions in all three branches of state government, including the California Judicial Council and Administrative Office of the Courts, where he worked in support of court unification; the Department of Insurance, where he replaced Insurance Commissioner Chuck Quackenbush, who abruptly resigned amid allegations of corruption; and as California's Chief Information Officer, where he turned around the State's troubled information technology program. Because of his achievements, Mr. Kelso has developed a well-regarded reputation for independence and integrity and maintaining a commitment to collaborative leadership and organizational change in government.

Mr. Kelso has been the recipient of numerous awards, including the prestigious 1998 Bernard E. Witkin Amicus Curiae Award from the California Judicial Council and the "Top 25 Award for 2004 Doers, Dreamers and Drivers" from Government Technology. He was also named by Computerworld to their list of "Premier 100 IT Leaders for 2007" and recently inducted into the “California Hall of Fame for Technology” at the 2014 Public Sector CIO Academy.

Stephen Lee is a director in Deloitte Consulting’s Sacramento Technology Practice.  He has more than 20 years of experience serving Public Sector entities across North America. Stephen leads large technology implementation projects as well as technology strategy and advisory engagements. A focus of Stephen’s work is applying service delivery business models and organizational capabilities of the IT organizations in his clients.  Sustainability of technical solutions is a key focus for Stephen and he endeavors to deploy solutions to clients that are appropriate for their mission and capabilities.  Making sure that the organization can support both the implementation and the long term operation and life cycle management of the solution is critical to the long term success of the solution.  Stephen has broad public sector expertise, He has conducted large cross government service delivery reviews and deployed solutions in the core business areas of retirement agencies, transportation administrations, justice, homeland security and justice and public safety agencies across North America.

Chris Maio is the Chief Information Officer for the Secretary of State (SOS).  With 25 years of state service behind him, Chris joined the SOS in May 2006 and has served as the Help Desk supervisor and Infrastructure Section manager before being appointed to Division Chief in April 2009.  Before joining the SOS, Chris served in increasingly responsible technical and supervisorial roles within the Department of Consumer Affairs including program roles within the Board of Optometry and Board of Pharmacy and technical roles within the department’s Office of Information Services.

General Manager, Sacramento River Cats

Originally from the Midwest, Chip grew up cheering for The Ohio State Buckeyes, Chicago Bears, Cubs and Bulls. After playing college baseball at Olivet Nazarene University, he realized that MLB was not going to be a reality but a career in baseball certainly could be.
Chip continued his education, earning an MSE in Sports Management from Baylor University and landing internships with the Kane County Cougars and Memphis Redbirds. From Memphis, Chip joined Mandalay Baseball Properties and led the Frisco RoughRiders sales staff that was recognized by Sports Business Journal as the highest revenue-producing team in all of MiLB in 2007.
In 2008, Chip moved to Tacoma, WA, to help turn around the Tacoma Rainiers. As Vice President of Ticket Sales, Maxson oversaw the largest sales staff in the PCL and increased ticket revenue by more than 150% in his first four seasons by selling out the contract suites, premium and club areas. Chip was also instrumental in the $30M renovation of Cheney Stadium which won Ballpark Digest's 2011 Renovation of the Year award.
In 2012, Chip and his wife Allison moved to Sacramento to join the River Cats family. Allison is an elite runner, so together they enjoy doing races, working out and anything outdoors.

Acting Director, Enterprise Information Services, Department of Corrections and Rehabilitation, State of California

Mr. Nichols is the acting Director for the Enterprise Information Services Division of the California Department of Corrections and Rehabilitation. Before taking over the role of the EIS Director, Russ was the director of the Strategic Offender Management System’s Program. The SOMS Program has allowed CDCR to replace its current paper based, disparate, and duplicate legacy systems with a single, strategic, statewide solution capable of supporting all of CDCR's offender management needs. CDCR also upgraded and standardized adult institution and population management practices with SOMS to further enhance staff, offender and public safety. Russ has led both large-scale projects and IT organizations and has spent more than 19 years managing professional and administrate staff in the initiation, planning, development, deployment and support of both business systems and hardware infrastructure initiatives.
Russ’ career with in California State government spans twenty-two years and, in addition to his contributions on the SOMS Program for CDCR, includes positions with other agencies including the State Controller’s Office (SCO), the California Employment Development Department (EDD) and the California Department of Forestry and Fire Protection (CalFire).

Joe Panora has over 34 years of state public service with fourteen (14) years serving in the Correctional Safety/Public Safety Law Enforcement as IT Director/Chief Information Officer (CIO).
Joe Panora was appointed by Governor Schwarzenegger and Governor Brown to serve as Director of the Enterprise Information Services (EIS) for the Department of Corrections and Rehabilitation (CDCR), since January 2008. During his career, Joe has also served for the following departments: Caltrans, Franchise Tax Board, Employment Development Department, State Controller’s Office and California Youth Authority. Joe retired from state service as the Director of EIS for CDCR in December 2014.
In January 2015, Joe formed Panora Associates INC. Panora Associates, Inc., is committed to creating sustainable client partnerships with the California public sector, with emphasis on information technology (IT) and state government connections. Panora Associates INC. offers consultations and advice in strategic business development approaches to help leverage new business prospects as well as maintaining your existing customers.
Over his tenure, Joe implemented an IT project portfolio worth over $800 million, which resulted in both a business and IT transformation for CDCR. Significant program and cost efficiencies were achieved as well as enhanced delivery of services. Joe’s successes included the implementation of a financial management (ERP- SAP) system solution that streamlined all financial, human resources, and business processes; implementation of a statewide automated online inmate visitation appointment scheduling system; and the implementation of a single integrated Strategic Offender Management System that reduced the number of IT systems and consolidated numerous databases, and aging systems.
Joe holds a Masters degree in Business Administration and Telecommunications, a Bachelor of Arts degree in Accounting, and is a certified Project Management Professional (PMP).

Carlos Quant has over 30 years of multidisciplinary experience in the information technology field. He is the Agency Information Officer at the Labor and Workforce Development Agency where he oversees the information technology activities and investments portfolio of six subordinate entities. Prior to joining the LWDA, Carlos served in various leadership positions at the Franchise Tax Board, where he directed the implementation of enterprise network, telecommunications, service planning, enterprise architecture and policy initiatives. He started his state service career as a programmer analyst at the Department of Water Resources, where he eventually served as Chief of the Applications Development Section.

Chief Information Officer, California State Lottery

Chris Riesen was hired as the Chief Information Officer and Deputy Director of Information Technology Services Division of California State Lottery in September 2014. In this capacity, he has oversight of the technology systems that support the education-focused mission of the California State Lottery.

Chris has spent the better part of his career working in strategic positions that progress organizations around their business capabilities, enterprise architecture, governance and implementation of business solutions. He previously worked as the Chief Enterprise Architect for the California Public Employees’ Retirement System (CalPERS), the largest public pension in the United States and as the Chief Enterprise Architect for the California Teachers’ Retirement System (CalSTRS). Prior to working at California’s two State pension systems, Chris worked as a consultant providing information technology services to clients around California. Jan Ross was recently appointed Chief of Information Technology at the State Treasurer's Office. Previously, she worked as the Chief Information Officer at the State Controller’s Office, where she oversaw the successful implementation of more than twenty-four independent IT initiatives, including the highly acclaimed government transparency websites: PublicPay.ca.gov, TrackProp30.ca.gov, and ByTheNumbers.sco.ca.gov. Jan joined the Controller’s Office after eleven years with the Franchise Tax Board.  Her public service career was preceded with sixteen years predominantly in the financial industry supporting technology systems. She holds a Master of Science in Business Administration/Management Information Systems.

Ms. Smith was a past Vice President of Education for the Sacramento Valley Chapter of the Project Management Institute. The Legislature is a key stakeholder in California State Government’s technology initiative.
