Governor Gavin Newsom appointed Liana Bailey-Crimmins state CIO and director of CDT in June 2022. Director Bailey-Crimmins, who has been serving as state chief technology officer and CDT’s deputy director of the Office of Technology Services since early 2021, has more than 30 years of state government technology experience.
In these pivotal roles, she is tasked with improving technology performance as an investment in California’s future and advises the governor on the strategic management of the state’s technology resources. She provides the administration with best approaches to implement state technology-related strategic plans, policies, standards, and enterprise architecture.  She is also working to close the state’s digital divide as chair of the California Broadband Council and Middle-Mile Broadband Advisory Committee.
Director Bailey-Crimmins’ public service includes executive positions as chief information security officer at the California Public Employees’ Retirement System, where she led and oversaw the team responsible for protecting the private data of nearly 2 million CalPERS members and a $400 billion investment portfolio. She also served as CalPERS’ chief health director and its chief information officer. Before joining CalPERS, she was the information technology director and CIO of California Correctional Health Care Services and project director of the California Information Technology Infrastructure Project.

She channeled these qualities into founding Uncharted, an award-winning sustainable-infrastructure company that empowers small and under-resourced cities. As CEO, she takes her social responsibility seriously, creating solutions that enhance access to energy, water, air, and transit. Notably, Matthews has revolutionized vision AI in energy efficiency, developing technology that employs “smart photos” to visually assess homes. These photos then determine potential savings on energy bills and qualifying rebates. Jessica’s success in entrepreneurship led to a White House invitation from President Barack Obama to represent small companies for the signing of the America Invents Act in 2012. In 2016, she raised what was at the time the largest Series A round ever raised by a black female founder in history and was selected to ring the NASDAQ opening ceremony bell, representing all Forbes 30 Under 30 alumni. In 2021, Jessica was officially appointed by Secretary of Energy Jennifer M. Granholm to the Electricity Advisory Committee. As a member of the Smart Grid subcommittee, she plays a key role in advising the Department of Energy on the ways we can modernize our nation’s electric delivery system, specifically focusing on accelerating the deployment of electric vehicle charging stations throughout the U.S.
A dual citizen of Nigeria and the United States, Jessica has a degree in psychology and economics from Harvard University, an MBA from Harvard Business School, and is listed on over 12 patents and patents pending. Her list of accolades includes Fortune’s Most Promising Women Entrepreneurs, Forbes 30 Under 30, Inc. Chief Information Officer, Governor’s Office of Business and Economic Development (GO-Biz), State of California  

Thomas Boon is the Chief Information Officer of the Governor’s Office of Business and Economic Development (GO-Biz). Boon leads the successful GO-Biz technology team known for the development of the California Business Portal, the California Competes Tax Credit Application, and the California Film and Television Tax Credit Application. Cloud First principles have enabled the GO-Biz technology team to be a leader in the modernization of digital services for Californians. The California Business Portal was developed with the California Information Technology Leadership Academy in 7 months. The California Competes Tax Credit Application and the California Film and Television Tax Credit Application are essential to the online submission, review, and award of over $500 million in tax incentives to businesses and film production companies in California. In 2018, Boon led GO-Biz to become one of the first State of California offices to implement cloud-based desktop computers for its entire staff. Being able to work from anywhere on any device proved to be very valuable during the Covid-19 pandemic.
Previously, Boon served as the Application Architect for the California Department of Corrections and Rehabilitation from 2009 to 2013, where he was also a lead software developer from 2001 to 2009 and an associate programmer from 1997 – 2001. Boon earned a Bachelor of Arts degree in International Relations from the University of San Diego and has served as a Program Coach and Program Advisor to the California Information Technology Leadership Academy.

Kelly Chambliss is Senior Vice President of IBM Consulting, Americas. In this role, Kelly leads one of the largest professional services organizations in the world, helping enterprise clients across industries transform their businesses through services spanning strategy, technology, and operations.
Kelly returned to IBM Consulting, Americas after serving as Senior Vice President and Chief Operating Officer of IBM Consulting where she was a catalyst for Hybrid Cloud and AI driven growth, strategic focus, and employee empowerment, while leading core business functions that included offerings, assets, global delivery, and acquisitions.
During her initial tenure leading IBM Consulting in the Americas, Kelly led the business to sustained growth, creating a client-focused and collaborative culture. During this time, she also established and led the IBM Consulting Strategic Sales function globally, developing innovative client strategies and solutions, with a focus on harnessing the power of Hybrid Cloud and AI.
Other notable roles at IBM include Managing Partner of IBM Consulting, North America; Managing Partner of the Distribution Market, which included the Consumer Goods, Retail, and Travel & Transportation Industries; and the Chief Technology Officer for IBM Consulting.
Kelly joined IBM through the acquisition of PricewaterhouseCoopers (PwC) Consulting, where she was a Partner. Her experience at PwC included leading technology-enabled programs across Asia Pacific, Europe, and North America.
Her leadership has been recognized by Business Insider, Fortune, and Consulting Magazine. She is an advocate for engaging and empowering women and expanding allyship.
Kelly serves on the Board of Directors of American Tower Corporation (NYSE: AMT) and previously served on the Board of Directors for CoreSite Realty Corporation (NYSE: COR), leading the Governance Committee and serving on the Compensation Committee.
Kelly graduated from Virginia Tech with a degree in Management Science and a specialization in Decision Support Systems. She attended Virginia Tech on a full athletic scholarship and served as co-captain of the volleyball team her senior year.
She resides in Chicago, Illinois with her husband and two children. She is a member of the Commercial Club of Chicago and is an avid runner.

Deputy Secretary, Agency Information Officer, Transportation Agency / Chief Information Officer, Department of Transportation, State of California

Marcie Kahbody is the Deputy Secretary of Technology, Agency Information Officer (AIO) for the California State Transportation Agency as well as the Chief Information Officer (CIO) for Caltrans. As AIO, Marcie leads collaboration across California transportation entities to increase innovation and successful information technology (IT) project delivery. Marcie is responsible for developing policies and procedures to govern business processes, security protocols, operational programs, and IT resources across the agency. As Caltrans CIO, she also has direct responsibility for Caltrans information technology programs, projects, and people. She ensures that resources are deployed efficiently, effectively, and in accordance with statewide mandates and department priorities.
Marcie has held Information Technology positions within the State of California for over 32 years including the role of Agency Information Officer at CalSTA since 2015. Prior she was an IT Chief for the Department of Health Care Services and worked in similar positions for the California Department of Corrections and Rehabilitation and the California Department of Technology. Marcie spent the bulk of her career – nearly 20 years – at the Department of General Services as an Information Technology Manager and network administrator.
Marcie earned a bachelor’s degree in computer science from California State University Sacramento and was a participant in the state’s Information Technology Leadership Academy in 2012. She is a Certified Microsoft Engineer and is part of Sac State’s Leadership for the Government Executive program. In 2023, Marcie received the esteemed ‘Women Who Mean Business Award’ from the Sacramento Business Journal.

Deputy Secretary, Technology and Innovation Agency Information Officer, Government Operations Agency, State of California 

Prior to joining the Government Operations Agency, Mr. Robinette, worked at the California Department of Technology where he was responsible for creating the Technology Stabilization Service and Technology Modernization Service.
With a career in public service spanning more than 25 years, he has assisted in the state response to emergency situations such as H1N1, the Angora fire, and COVID-19. From 2014-2017, he served as CIO at the California Department of Community Services and Development, earning CIO of the Year in 2016. His state service includes roles at the California Department of Public Health and the State Water Resources Control Board. Over the years, his technology teams received numerous state and national awards.
Ron received a Bachelor of Science in Business with a concentration in Management Information Systems from Sacramento State University and a Master of Science in Management from the University of Illinois Urbana-Champaign.

Patty previously served as Director of global Enterprise Sales for the Transportation, Distribution, and Construction vertical practice for the Verizon Business Group. Patty and her team served the topmost influential multi-national corporations to identify, create, and deliver solutions to meet the unique traditional and emerging business needs of the industry. She began her career with the company in 2000 as a wireless account executive in Houston and has held roles of increasing responsibility ever since.  Patty has led teams across the United States responsible for selling Intelligent Global IP Networks, Dynamic Cloud, Security Solutions, Mobility, and M2M Solutions. Roze’s 24+ year career at Verizon includes extensive work in large enterprise sales, consulting, and leadership positions supporting F500 clients throughout the United States.
