The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Deputy Secretary for Innovation and Accountability, Government Operations Agency, State of California

Stuart Drown is Deputy Secretary for Innovation and Accountability at the Government Operations Agency. His work there has involved open data and civic engagement, government modernization and performance improvement. He also has been involved in the Civil Service Improvement initiative, serving as a member of the operations committee as well as piloting the first statewide employment engagement survey and working on gender pay equity. During the first half of 2019, he served on the DMV Strike Team. Before joining the Agency, he was executive director of the Little Hoover Commission. Prior to entering public service, he worked for two decades as a reporter and editor in daily journalism. He studied economics and public policy at the University of California, Berkeley.

She takes great pride in providing the tools to individuals to properly breakdown a challenge space, identify opportunities, and then see the possibilities. The next step that she is passionate about is 'how do we get others to see the value in the idea and what needs to happen to implement?'. When she is not trying to change the world through process improvements within the state, she can be found in small towns enjoying the slower pace of life.

Chief Information Security Officer and Information Security Officer, Caltrans, State of California

Karl Kopper is the Caltrans Chief Information Security Officer and California Transportation Agency Information Security Officer responsible for developing and implementing the security policies to protect the confidentiality, availability and integrity of the systems and data used to further the mission of the Transportation Agency and Department of Transporation.
During the dot-com boom of the late 90s, Kopper helped a private logistics company headquartered in Northern California convert its main business system to an open-source software platform. Based on his experiences, he authored the book, “Linux Enterprise Cluster,” on early open-source software adoption and the challenges of using open-source software for business-critical applications in private industry. He then helped bring these security, availability and integrity techniques to the public sector for health and financial services in California before coming to Caltrans in 2016.

Daniele Loffreda is senior advisor, Healthcare State/Local Government and Education (SLED) in Ciena’s Market Development organization. In this role he leads Ciena’s initiatives to apply next generation hardware, software and services networking technologies to help these sectors deliver better services to their constituents through digital transformation, optimized cloud strategies, virtualized infrastructure and improved data security.
Daniele has more than 20 years of experience helping customers leverage information, communications and technology solutions provide greater value, improve their operations and generate higher returns on network investments. He has been involved in smart city projects since 2014, he has been a speaker at smart city events and has published a number of articles and blog posts on network connectivity as a critical foundation of smart cities.

Dr. JC Martel is a Senior Data Scientist at NIC Inc., the nation's premier provider of innovative digital government solutions. She is responsible for establishing data science, machine learning and natural language processing capabilities within NIC to enable business innovation and software capabilities that improve the way citizens interact with governments. Her current focus is building machine learning-enabled software applications, following early career work in public sector program management. Dr. Martel received a PhD in Public Administration from the University of Kansas and currently teaches part-time in the Information Systems and Business Analytics (ISBA) Program at Park University.

Executive Director, Government Operations Agency, State of California

Angelica Quirarte, also known as Angie, serves as Assistant Secretary for Digital Engagement at the CA Government Operations Agency. In her role she develops and implements state-level governance structures and policies for digital innovation. She works to increase digital services capacity and develops web design standards and best practices to increase awareness on open data and encourage the development of user centered design and data analysis skills in government. Angie previously led or coordinated statewide initiatives such as the Civil Service Improvement, the CA Lean Academy, the creation of the CA Department of Tax and Fee Administration, and data engagement events such as the 2018 Safe Drinking Water Data Challenge. To support the platform of change, she founded NxtGov, a network of government change-agents looking to bring pride back into public service and break the silos to help us collaborate, serve, and inspire the next generations of public servants.

Richard Rogers wears many hats at the California Department of Technology. He is the department’s acting Chief Deputy Director and acting Deputy State Chief Information Officer, as well as California’s Chief Technology Officer.
His responsibilities include running the state’s datacenter and providing IT services for state and local government entities.
Richard was part of a small solutions engineering team that partnered with the private industry to create the Employment Development Department’s Document and Imaging Management Solution that achieved the Center of Excellence.

Chief Information Officer, Covered California

Ms. Ruiz currently serves as the Chief Information Officer for Covered California since her appointment in March 2015. Covered California provides affordable insurance for over nearly 1.5 million Californians, supporting consumers with a network of over 10,000 private insurance agents, and an over 1,000 seat contact center.
Ms. Ruiz previously served as the Project Director for the CalHEERS system project which is a joint venture between Covered California and the Department of Health Care Services. The system will be used by consumers to apply and enroll in new Covered California plans beginning October 1, 2013, and as the Project Director for CalPERS $500 million pension and health system consolidation and modernization project. The system, launched in September, 2011, replaced over 49 legacy systems and serves as the single solution managing pension and health benefits for over a million public employees.
Prior to her appointment at CalPERS, Ms. Ruiz served as the Deputy Director and Chief Information Officer for the Department of Social Services and also served as part of the IT executive management team at the Employment Development Department, overseeing IT Governance, project management, and enterprise architecture.

Trained as a licensed social worker, Marni’s main passion is Healthcare Administration. Throughout her career, whether working with heart transplant patients at Columbia Presbyterian Hospital in NY, or fast-forward to her work as a Program Director for a State of California residential facility, Marni has enjoyed challenging the status quo, empowering staff, and finding creative ways to work more efficiently towards realizing patient-focused goals.
In June 2018, Marni started a two-year assignment as part of the first cohort of the California Health & Human Services Agency (CHHS) Office of Innovation. This work has renewed her faith in the power of government employees to impact change. Honored to be part of CHHS’ vision of a State Government where employees at all levels are encouraged to have a voice, not only allowing, but welcoming employees to question the status quo, and encouraging staff to be creative in how they solve problems and approach challenges. The application of a human centered design model has also resulted in changes to policies and practices which have improved the experience for our end-users; residents of California who are in crisis or experiencing a time of need.
Outside of the office, Marni lives with her husband and three sons in Sonoma.

He participates on many cross-functional teams to increase value and bring new innovative offerings to our customers. Rob Silverberg is the chief technology officer of Dell EMC Digital Communities, leading the Smart Cities focus for Dell EMC's state and local government and education team. In his role, Rob works with state and local government customers across the nation to help these agencies understand how Dell EMC’s broad portfolio of technologies and solutions can help them achieve their goals. Rob also works with closely Dell’s partner ecosystem and aids in their design of end to end solutions for Digital Communities.
With over 15 years at Dell EMC and formerly EMC, he’s held positions in consulting management and industry marketing for the public sector and has extensive experience in enterprise data management, content management and systems integration design. Prior to his current role, Rob worked extensively on Dell EMC’s Digital Communities data architecture and public safety solutions.
Prior to EMC, Rob held positions at several companies including Oracle and FileNet, later acquired by IBM.
Revered as a subject matter expert and thought leader in the space, Rob speaks at various conferences and events sharing perspective regarding current projects, innovations and advising on strategy influencing the space. Rob currently serves as a smart city advisory board member for the City of Austin, Texas and the City of San Jose, California. Rob attended the University of California at Berkeley.

Michael Wilkening was appointed as Special Advisor on Innovation and Digital Services by Governor Gavin Newsom in April 2019. In this role, he is responsible for coordinating and shaping the Administration’s initiatives to improve the delivery of public services to Californians.
Wilkening previously served as Secretary of the California Health and Human Services Agency (CHHS) and as Chair of Covered California for Governor Brown. Prior to his appointment as Secretary, Wilkening was Undersecretary of CHHS for Governor Brown and Governor Schwarzenegger. He served in several positions at the California Department of Finance from 1995 to 2008, including program budget manager for the Health and Human Services Unit. Wilkening was executive sponsor of the California Health and Human Services Open Data Initiative and Agency Technology Governance Council. He earned a Master of Arts degree in political science from the University of California, Davis.

    The national response rate for the 2010 census was 75%. This means that 1 in 4 did not respond. To help solve this, the process will be offered online for the first time, but with that comes its own set of challenges. The digital divide isolates hundreds of thousands of California households. How do we reach them? Beyond that, how do we get citizens WITH internet access to engage? California plans to invest heavily in outreach efforts because the state cannot afford to be undercounted. This session focuses on the role that technology will play in Census 2020 and strategies for maximizing participation.
