Keynote – What’s Your StoryCamellia/Gardenia RoomKelly Swanson, Strategic Narrative Specialist IT is an adventure. Or should be! Every project is a journey, and we need to be better at promoting what we’re doing and accomplishing by painting pictures that resonate. Data alone is not enough anymore. It’s already over-used, mis-used, abused and fake-newsed. The key is wrapping your data in a way that makes people care. You need the secret ingredient that is probably missing from presentations, pitches, speeches and any situation where you are trying to move the needle. In this mind-expanding session, you will find out how to go from manipulating to motivating, from communicating to connecting, from telling people what to do to making them want to do it. Learn from the master! |

Concurrent SessionsNavigating the CloudTofanelliAs state and local governments move to the cloud at a rapid pace, they’re running into some common holdups, including the determination of which workloads are cloud-ready and which models are most appropriate. The bottom line: organizations should have a comprehensive cloud strategy – one that strikes the right balance between on-prem control and cloud innovation. This session discusses current trends and lessons learned. Milty Brizan, Solutions Architect, Amazon Web Services Chris Dilley, Chief Technology Officer, State and Local Government, ServiceNow Ben Word, Chief Enterprise Architect, Government Operations, State of California AI and GovernmentCarrArtificial intelligence – along with machine learning and automation – are among the most talked about technologies both inside and outside of government. From chatbots to predictive analytics, AI is rapidly embedding itself into governments across the globe. As with any new technology, there are more questions than answers, especially when we consider AI’s ultimate impact on government agencies and their workforces. This session dives into the latest advances in AI and what they might mean to your organization now and in the future. Steve Bennett, Director, Global Government Practice, SAS Kirke Everson, Principal, Government Automation Lead, KPMG Karen Ruiz, Chief Information Officer, Covered California Data RevolutionBeavisGovernment by nature is in the data collection business, and there is no shortage of information from which to extract valuable insights. The challenge is to reinvent how you leverage the vast amounts of information to get real results. Emerging next-generation tools include predictive analytics, big data analytics, data visualization, cognitive technology and more. This session explores innovative ways to tap your data to drive smarter decisions, faster responses and better service. Anne Neville-Bonilla, Director, California Research Bureau, California State Library Rob Silverberg, Chief Technology Officer, Digital Communities, Dell EMC Michael D. Valle, Chief Strategy Officer and Branch Chief, Information Services, Office of Statewide Health Planning and Development, State of California Reinventing the Customer ExperienceBondiPeople don’t expect the public sector to be just like Uber or Lyft, but they are accustomed to a certain level of ease when it comes to buying and receiving goods and services - typically through a click of a button on their smartphone. In this fast-paced world and a soaring demand to be customer-centric, how does government keep up? This session explores ways to drive forward with innovative citizen experience strategies in mind. Douglas Holland, Solutions Engineer, Web Division/Public Sector, Akamai Technologies JC Martel, Senior Data Scientist, Enterprise Technology Services Department, Enterprise Architecture Division, NIC Inc. Angelica Quirarte, Assistant Secretary, Digital Engagement, Government Operations Agency, State of California Software Defined Networking (SD-WAN) ExplainedCompagnoAs organizations adopt cloud-based services, their wide-area networks must contend with a much greater range and scale of traffic. Enter software-defined networking, which can make a WAN more robust, secure, cheaper and easier to maintain. This session discusses the nature of SD-WANs and the benefits they bring to the table. Concurrent SessionsData and ResponsibilityTofanelliFor years, privacy has tended to take a back seat to security. However, with the Facebook debacle, the release of GDPR (strict standards in Europe) and renewed concerns about compliance, privacy is again a hot topic. Where do our responsibilities start and stop? What should we be focusing on right now to avoid being front page news later? What tools and strategies will make a difference? This session ponders one of the hottest issues of our times and what it means for public sector. Stuart Drown, Deputy Secretary for Innovation and Accountability, Government Operations Agency, State of California Logan Kleier, Senior Technical Business Development Manager, Oracle Design Thinking in ActionCarrWhen people hear the term “design thinking” they often assume it’s about fashion or home improvement. But in government services it refers to an approach that puts the focus on people when designing new services and products. It’s a way of thinking that considers desires, preferences and experiences. It also tends to be free-flowing and experimental in nature. This session explores how design thinking can be encouraged and tailored for public sector problem-solving. Crystal Favareille, Innovation Specialist, Office of Innovation, Health and Human Services Agency, State of California Lawrence Grodeska, Co-Founder and CEO, CivicMakers Marni Sager, Innovation Specialist, Office of Innovation, Health and Human Services Agency, State of California Data Center EvolutionBeavisThe rumors of the death of the data center have been greatly exaggerated. It turns out that the cloud isn’t the answer for everything. But obviously, neither is the traditional data center. One size doesn’t fit all. So what path should you choose? The answer: it depends. You’ll probably end up cherry-picking the best of both worlds to some extent, driven by a variety of factors. This session looks at today’s trends and where they are taking us, including some inventive approaches. Chris Cruz, Director and Chief Information Officer, Information Systems Division, San Joaquin County Jon Mark Sano, Executive Technology Strategist, CDW Richard Rogers, Chief Technology Officer and Acting Deputy Chief Information Officer, Department of Technology, State of California ADA – Not Just ComplianceBondiOne in five Americans lives with a disability of some kind and assisting them is one of the great challenges – and joys – in government today. Technology advances are making almost anything possible, limited only by a willingness to innovate and to investigate new solutions. We can and should go beyond mere compliance so that we can truly change the game for those in need. This session discusses trends, standards, mandates and emerging technologies. George Akiyama, Chief Information Officer, Department of Transportation, State of California Chris Conner, Modern Workplace Specialist, Microsoft Joe Xavier, Director, Department of Rehabilitation, Health and Human Services Agency, State of California 5G & Connected CommunitiesCompagnoEach new generation of wireless technology has brought faster, more robust cellular and internet connections, driven by an ever-expanding number of digital devices and ever-demanding users. The fifth generation of wireless network technology will be a game-changer that goes far beyond providing users with faster uploads, smoother video and quicker browsing. It will usher in a new era of smart communities by connecting all manner of robotics, vehicles and sensor-equipped infrastructure. And the wait is almost over! This session explores how 5G will impact the way we live, work and play. Daniele Loffreda, Senior Advisor, Portfolio Solutions, Ciena Louis Stewart, Chief Innovation Officer, Office of Innovation and Economic Development, City of Sacramento Sponsor BriefingBataglieri(Industry sponsors only.) This informal discussion is hosted by State CIO Amy Tong. The focus will be on strategies, priorities, opportunities and the procurement process. |

Keynote – Collateral Change: Finding Balance in Our Digitally Evolving WorldCamellia/Gardenia RoomMichael Hakkarinen, Instructional Technology Specialist, Utah Education Network (@edtechakk) Is there any doubt that this is the Age of Disruption? Technology is tearing the fabric of society as we know it, driving historic levels of transformative change and mindboggling opportunities. But what are the consequences of this disruption on the lives of everyday citizens? The ramifications run deep, and it’s time to shift our focus from the technology to the resulting “collateral change” in human behavior. We’ve long passed some serious tipping points. This provocative session explores new communication paradigms, runaway device infatuation, generation gaps, radical education, future game-changers and creative ways to engage the “new citizen.” |

Fast Track Session – Census 2020Camellia/Gardenia RoomThe national response rate for the 2010 census was 75%. This means that 1 in 4 did not respond. To help solve this, the process will be offered online for the first time, but with that comes its own set of challenges. The digital divide isolates hundreds of thousands of California households. How do we reach them? Beyond that, how do we get citizens WITH internet access to engage? California plans to invest heavily in outreach efforts because the state cannot afford to be undercounted. This session focuses on the role that technology will play in Census 2020 and strategies for maximizing participation.
