Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The California Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Thurl Bailey - Keynote

Inspirational Speaker & Retired Professional Basketball Player

From the youth to the corporate world, Thurl Bailey inspires others to win whatever the odds or disappointments. Master storyteller and accomplished speaker, he inspires companies and individuals to focus on what matters most; to persevere, build winning teams, encourage peak performance, develop leadership, and discover opportunity in change.
Twice Thurl has led teams from far behind to win national championships. His most recognized title was the 1983 North Carolina State Wolfpack team which beat the famed University of Houston (Phi-Slamma-Jamma) Cougars, featuring Hakeem Olajuwon & Clyde Drexler. That nation championship game was voted top 2 finishes of all time of any sporting event. That incredible season was the subject of ESPN’s 30 for 30 entitled, “Survive and Advance”. Because of his outstanding leadership skills and the quality of his character, as well as his impressive basketball skills, Thurl was drafted by the Utah Jazz as the 1983 7th overall pick of the N. B.A. Draft. Thurl spent twelve of his sixteen-year professional basketball career in the N. B. A., and four years playing overseas, in Italy and Greece. His courtesy and integrity both on and off the court and his strong sense of community service have led to numerous civic awards and earned him the nickname "N.B.A.'s Mr. Nice Guy".
When you meet Thurl Bailey you first notice a tall (7' 0") athlete. But he is a man of as much depth as height. Thurl is a gifted inspirational singer and songwriter. His first album, "Faith In Your Heart", released in 2000 was a best seller.
His other awards include the N. B. A.'s prestigious J. Walter Kennedy Community Service Award, the Utah Association for Gifted Children Community Service Award, Sigma Gamma Chi Fraternity's Exemplary Manhood Award, The Great Salt Lake Council of the Boy Scouts of America's American Champion Award, and the Italian League's 1998 All Star Games' Most Valuable Player.
Thurl leads a busy life as a professional speaker, singer/songwriter, businessman, community advocate and television game analyst for the Utah Jazz. A devoted family man, he and his wife Sindi live in Salt Lake City, Utah with their two youngest children.

As the Senior Manager of Solutions Architecture at Amazon Web Services (AWS), Jamie Butler leads a team of technical professionals supporting State and Local Government customers across the US. Prior to joining AWS, Jamie spent more than 15 years working in Higher Education, most recently as the Executive Director of Information Technology for the College of Engineering at UC Davis. His educational background includes a BS in Information Science and an MBA with a specialty in Technology Management. Additionally, Jamie is a certified Project Management Professional (PMP) and holds several AWS Certifications.

Nabil Fares

Chief Information Officer, Department of Tax and Fee Administration, State of California

Nabil is responsible for providing the computing, communications, and security infrastructure that enables CDTFA’s internal business operations, and field offices, as well as a variety of external users and services for CDTFA customers and taxpayers.
Furthermore, Fares and his technical team strive to be an early adopter, biggest influencer, and best promoter of relevant CDTFA technologies and services. He routinely shares his vision and insights in optimizing business results through the use of technology, developing robust public sector teams, invigorating innovation, and enabling IT operational excellence.
Before joining CDTFA in 2018, Fares was the director of technology and chief information officer of the city of Stockton, California. With more than 25 years in the high tech industry for the State of California and the private sectors, he has also served in various IT leadership positions at Bank of America and JP Morgan, and Texas Instruments. Fares holds a Bachelor of Science degree in English and Educational Psychology from Alexandria State University, Egypt.
Sunday supports the innovation, technology, and business community by serving as a board member of few software and security companies.

Executive Director, Northern Plains UAS Test Site

Nicholas Flom is the Executive Director for the Northern Plains Unmanned Aircraft Systems Test Site, an organization designated by the Federal Aviation Administration to conduct critical research into the certification and operational requirements necessary to safely integrate UAS into the national airspace system. Mr. Flom represents the Test Site in multi-stakeholder standards groups and industry activities. In May 2017, he was appointed by Governor Burgum to co-chair North Dakota’s UAS Detection and Counter-UAS Force. The UAS Detection and Counter-UAS Task Force explores government, business and research opportunities in the rapidly evolving field, while also working to accommodate UAS operators who want to test UAS detection and countermeasures in North Dakota. Representing the test site, he actively participates in RTCA Special Committee 228 Working Group 1 that is developing the minimum operational performance standards for detect and avoid. He is a member of ASTM and is a voting member of Committee F38 on Unmanned Aircraft Systems. Serving as an industry subject matter expert, he contributes to multiple active working groups that are developing ASTM standards
Mr. Flom holds an Airline Transport Pilot certificate for single and multi-engine land with over 4,000 flight hours. He holds a Bachelor of Science in Commercial Aviation from the University of North Dakota.

Chief Deputy Executive Officer, Covered California, State of California

In December 2016, Karen was appointed as the Chief Deputy Executive Officer at Covered California, where she serves as a member of the executive leadership team with responsibility for strategic direction, leadership and oversight of several divisions. Her primary responsibility is to ensure organizational effectiveness through the formulation, implementation and evaluation of the policies and procedures pertaining to operational process, coordinating daily tasks, developing project plans crossing divisions and resolving issues impacting operations and finances.
She previously served for nearly ten years as the chief deputy director of the California Department of Health Care Services (DHCS), having served as one of the highest-ranking members of the department while managing and directing the day-to-day operations, implementing department policies and assisting in the formulation of policy to achieve DHCS’s mission.

Chief Technology Officer and Chief Information Officer, Covered California, State of California

Ms. Ruiz currently serves as the Chief Technology / Information Officer for Covered California. Covered California provides affordable insurance for over nearly 1.5 million Californians, supporting consumers with a network of over 10,000 private insurance agents, and an over 1,000 seat contact center.
Ms. Ruiz previously served as the Project Director for the CalHEERS system project which is a joint venture between Covered California and the Department of Health Care Services. The system will be used by consumers to apply and enroll in new Covered California plans beginning October 1, 2013, and as the Project Director for CalPERS $500 million pension and health system consolidation and modernization project. The system, launched in September, 2011, replaced over 49 legacy systems and serves as the single solution managing pension and health benefits for over a million public employees.
Prior to her appointment at CalPERS, Ms. Ruiz served as the Deputy Director and Chief Information Officer for the Department of Social Services and also served as part of the IT executive management team at the Employment Development Department, overseeing IT Governance, project management, and enterprise architecture.

Ms. Smith has over 25 years of progressively responsible roles in IT and allied areas. Rising from a technical specialist through multiple roles on her path to becoming the Chief Information Officer at the Department of Child Support Services, she understands the importance of each team member’s contribution to supporting the government mission.
She attributes her own success to collaboration with the great people around her and her openness to being student of government.
Her philosophy on change is simple: start by listening, watching, and understanding – and then being willing to move strategically to help her organization make the necessary shifts.
Data is her passion. She strongly believes it is the #1 asset that every agency has and that the vast majority of what a CIO should be doing is empowering his or her organization – from the front line to the executive offices – with secure, accurate, and timely data.
Ms. Smith holds a B.S. in Engineering from CalPoly, and is a certified PMP. She is a speaker and author for organizations such as Women in Technology International (WITI), Project Management Institute (PMI)- Sacramento Valley Chapter, CIO Academy.

Dr. Brian Ulicny is Senior Director of Thomson Reuters Labs and a founding member and head of the Thomson Reuters Boston Innovation Lab, a data science team stood up in 2014. The Boston Lab is the first of seven global Labs currently. The purpose of the Labs is to partner with customers, internal teams, and third parties, such as start-ups and academics, on new data-driven innovations utilizing Thomson Reuters’ vast, curated data sets across many disciplines utilizing Big Data technologies. Ulicny earned a PhD at MIT's Linguistics and Philosophy Department and was previously Chief Scientist at VIStology, Inc, a pioneering semantic web startup. He is a frequent speaker at technical conferences.

Brian Wheeler serves as the Chief Information Officer at NWN Corporation. He leads a team that provides business innovations, process improvements, strategic solutions and customer support services through the delivery and support of technology solutions. He has over 35 years’ experience in the IT industry.
Brian has been with NWN since 2003. His background includes a wide variety of industries and assignments, including the US Navy, Intergraph, American Express and Hanes Brands, working technologist and leadership positions. His education began while serving in the Navy through Tidewater Community College then on to the University of North Carolina at Greensboro. He attained his PMI certification in 2000 and has served in various leadership positions with systems integration companies prior to joining NWN.
Prior to his current assignment, Mr. Wheeler led NWN’s Advanced Services group, built and led regional project offices and Services teams. Brian lives in North Carolina with his wife; their daughter is currently attending college in NC. He enjoys hiking, family outings, most anything at the beach and dabbles in outdoor photography.

How can we best discover how much potential we have as individuals and then use that potential collectively to win as a team? The answer may lay in our past.

Professional speaker, broadcast analyst for the Utah Jazz and University of Utah, an actor, and an award-winning singer/song writer, Thurl Bailey attended North Carolina State University and was a key player in the 'Wolfpacks' miracle run to the 1983 NCAA Championship. That same year, Thurl led NC State in both scoring and rebounds. The Utah Jazz drafted Thurl in 1983 as the 7th pick of the draft. Jazz management reported that he was selected for the quality of his character, as well as the quality of his game. This was the beginning of 16 years of playing professional basketball – 12 of those years in the NBA.

At one time, testing a disaster recovery plan annually was considered to be a best practice. Today, DR and resiliency have taken on entirely new meanings. In California, we have seen disruption for government organizations due to wild fires, storms, power outages and similar events. We have also witnessed man-made disruption from cyber-attacks (both internal and external), system failures due to poor planning, or new applications suddenly appearing on the network due to clients having the ability to randomly try new applications at little or no cost. All of these situations inspire the need for a resilient-first mindset, where protection comes along with you as you evolve your operations and business.
