Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The California Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Keynote – I See Potential in You!Camellia/Gardenia RoomThurl Bailey, Inspirational Speaker & Retired Professional Basketball Player (@bigTbailey) How those 5 words changed my life! How can we best discover how much potential we have as individuals and then use that potential collectively to win as a team? The answer may lay in our past. Professional speaker, broadcast analyst for the Utah Jazz and University of Utah, an actor, and an award-winning singer/song writer, Thurl Bailey attended North Carolina State University and was a key player in the 'Wolfpacks' miracle run to the 1983 NCAA Championship. That same year, Thurl led NC State in both scoring and rebounds. The Utah Jazz drafted Thurl in 1983 as the 7th pick of the draft. Jazz management reported that he was selected for the quality of his character, as well as the quality of his game. This was the beginning of 16 years of playing professional basketball – 12 of those years in the NBA. |

Concurrent SessionsDigital Government – What is the Vision and What are the Obstacles?TofanelliGovernment organizations have been talking about digital government since the dawn of the internet. We’ve rapidly moved past “simple” automation and 24X7 operations into an era of multi-channel service provision where the customers are often the residents and businesses who pay the bills. Given the tools and technology that are available today or on the near horizon, what is the vision? How important is this vision in our day to day activities? What is in our way towards turning this vision into a reality? This panel will offer a look at what the vision is today and into tomorrow with the hope that it will guide your activities into a more cohesive future. Chris Cruz, Deputy State Chief Information Officer, California Department of Technology, State of California Scott Gregory, Deputy Director, Office of Digital Innovation, California Department of Technology, State of California Tim Melton, Vice President, Sales for State, OpenGov Moving Constituent to Customer in Lightning SpeedCarrEvery organization has constituent applications, service requests and information that need to be processed and may require action to be taken. Often referred to as onboarding, program intake, application processing; today in many organizations it is a manual process with steps which translate to time, cost and opportunities for entering inaccurate information into systems of record. What if you could change that reality? What if you could shift 60 - 80% of your workload to automated processes? Results: Reduced response time, increased accuracy of information collected and freeing staff to interact with the constituent vs. being buried in paperwork. Come hear how Covered CA and Child Support address these issues. Covered CA will also share how they went live with a new process for program intake that streamlines their work and improves the quality of service both for staff and constituents. Mark Richey, Government Solutions Specialist, Kofax, Inc. Karen Ruiz, Chief Information Officer and Chief Technology Officer, Covered California Sumi Smith, PMP, Chief Information Officer and Deputy Director, Technology Services Division (TSD), Department of Child Support Services, State of California Organizational Changes to Support Process ImprovementBeavisProcess improvement is an important part of the use of technology in modern government organizations. This is being further supported by newer project methodologies that do not fall in the traditional waterfall approach. Many organizations are making organizational changes to better support these efforts. Program leaders are taking on new project roles and IT analysts are moving out of traditional IT roles and becoming business analysts. We are also seeing organizations establish process improvement policy to mandate process work be done before procurement of a new system. What is your organization doing? This session will showcase what some organizations are doing to support process improvement by organizational changes. Julie Ingalls-Sherrill, Manager, Advisory, State and Local Solutions, KPMG Cruz Nieto, Portfolio Manager, Office of Digital Innovation, State of California Drones and Vehicles – Policy and PracticeBondiThe age of autonomous vehicles is upon us. There will be successes and failures to be sure. It will be important to learn as we go and fail forward. One of the keys will be meaningful policy work that will help define the space while offering opportunities to explore without the boundaries being too constrained. What policies already exist? What is being considered? How does privacy fit into an era where drones will fly overhead, and your vehicle will be monitored as to its location and speed? This session won’t set policy, but it will provide an overview of current policy and the opportunity to share ideas on how we can take positive steps forward into this new era. Miguel D. Acosta, Branch Chief of Autonomous Vehicles, Department of Motor Vehicles, State of California Nicholas Flom, Executive Director, Northern Plains UAS Test Site The Age of DisruptionCompangoThere are a lot of radical technologies and ideas out there - artificial intelligence, driverless cars, IoT, automation, to name a few - that, as implemented, will have a real impact on how government operates. But these innovations also bring their fair share of challenges. Government can sometimes be left behind as it copes with statutes and limitations that prevent immediate adoption of these technologies. The bottom line? Innovation (or lack thereof) determines whether government keeps up or not, so we have to understand what’s possible and how to get there. This session discusses how to survive and even thrive during a time of significant disruption. General Session – Techwire Live – No Resident Left Behind – A Vision for Inclusive GovernmentCamellia/Gardenia RoomThere are many examples of disparity in our society. There is a rapidly growing demand that government take a leadership role in solving some of the problems whether they are centered on race, income, gender or disability to name a few. What is the vision for technology? What role can IT organizations play in solving these complex problems? Surely, accurate data being shared broadly will help. But what else? What tools can be deployed so all have access? Is the ubiquitous smart phone the platform of choice? What other options must be included or envisioned? This session will lay out both the issues and opportunities while being practical in its outlook. Moderator: Chris Cruz, Deputy State Chief Information Officer, California Department of Technology, State of California Karen Johnson, C.P.A. Elevate your contact with customers, drive better business results, and meet customers’ growing expectations by adopting new technologies and applying analytics to provide insight into service trends. This session will cover all the latest trends in Customer Service Management and feature case studies from a variety of organizations and industries. Scott Capulong, CROS Project Director, Department of Tax and Fee Administration, State of California Scott Hall, Advisory Solution Consultant, ServiceNow Nabil Fares, Chief Information Officer, Department of Tax and Fee Administration, State of California The Rise of RansomwareCarrIn just a few years, ransomware has become the most profitable activity for cybercriminals and the number one nightmare for computer users. Some speculate that traditional ransomware attacks are on the decline because organizations are getting better at securing their networks. But others say the opposite is true because cybercriminals are simply changing tactics and targets. Who’s right? This session offers a current look at the most feared and notorious cyberthreat and how to minimize your vulnerability. Tony Russi, Solution Architect, Enterprise West Engineering, Fortinet Steve Allison, CISSP, HCISPP, Principal Cyber Security Architect, National Security Programs, Symantec IT Resiliency in the Modern WorldBondiAt one time, testing a disaster recovery plan annually was considered to be a best practice. Today, DR and resiliency have taken on entirely new meanings. In California, we have seen disruption for government organizations due to wild fires, storms, power outages and similar events. We have also witnessed man-made disruption from cyber-attacks (both internal and external), system failures due to poor planning, or new applications suddenly appearing on the network due to clients having the ability to randomly try new applications at little or no cost. All of these situations inspire the need for a resilient-first mindset, where protection comes along with you as you evolve your operations and business. IT Resilience is about both unplanned and planned disruptions. This session will focus on the new characteristics of an IT resilient organization and the resulting benefits the business stakeholders will experience. Greg Luengo, Account Manager, Sacramento, Northern California, Northern Nevada, Zerto Scott MacDonald, Deputy Director, Network and Cloud Services, California Department of Technology, State of California Innovation or Interruption?BeavisThere are many new technologies, business models and solutions that are being classified as “innovative.” For some, they are as advertised – new and innovative ways of solving intractable issues or simply a better mousetrap. For others, they challenge the status quo and cause disruption until the dust settles and then you have the “new” normal way of doing things. This session will provide examples of both sides of the coin. We are in an era of constant disruption given the exponential adoption of new ideas. There will be winners and losers, survivors and casualties. Which will you be?
