We all take pride in the fact that Virginia and its cities and counties have won numerous digital government awards in recent years. As we progress forward, technology will continue to be at the heart of our ambitious plans for serving Virginians in new and better ways, and we are striving more than ever to embrace innovation and find new ways to get our goals accomplished. Governor Ralph Northam

Governor Ralph Northam

Commonwealth of Virginia

Before he was inaugurated as the 73rd Governor of the Commonwealth of Virginia, Ralph Northam served as an Army doctor, pediatric neurologist, business owner, state Senator and Lieutenant Governor.
A native of Virginia’s Eastern Shore, Governor Northam was educated at the Virginia Military Institute (VMI), where he graduated with distinction.
After graduation, Governor Northam was commissioned as a second lieutenant in the United States Army. He served eight years of active duty and rose to the rank of major.
He attended Eastern Virginia Medical School and then traveled to San Antonio for a pediatric residency, where he met his wife Pamela, a pediatric occupational therapist at the same hospital. Governor Northam did his residencies at the Walter Reed Army Medical Center and served as chief neurological resident at Johns Hopkins Hospital. As an Army doctor, he served in Germany, treating soldiers wounded in Operation Desert Storm.
When Governor Northam and Pamela returned home, they chose to build their life in Hampton Roads. He began practicing pediatric neurology at Children’s Hospital of the King’s Daughters in Norfolk. He established Children’s Specialty Group, his current medical practice, to provide expert pediatric care for patients. Governor Northam also served as assistant professor of neurology at Eastern Virginia Medical School, where he taught medicine and ethics.
Governor Northam volunteered as medical director for the Edmarc Hospice for Children in Portsmouth, where he spent 18 years caring for terminally ill children.
Governor Northam approaches public service with the same passion he brought to his military and medical service. He is committed to working with leaders from both parties to build a Virginia that works better for every family, no matter who they are or where they live.
Governor Northam is the first native of the Eastern Shore to serve as Governor since Governor Henry A. Wise took office 1856. He is also the first VMI Keydet to serve as Governor since Governor Westmoreland Davis took office in 1918.
Governor Northam and First Lady Pamela Northam have two adult children: Wes, a neurosurgical resident in Chapel Hill, and Aubrey, a web developer in Richmond.

From the youth to the corporate world, Thurl Bailey inspires others to win whatever the odds or disappointments. Master storyteller and accomplished speaker, he inspires companies and individuals to focus on what matters most; to persevere, build winning teams, encourage peak performance, develop leadership, and discover opportunity in change.
Twice Thurl has led teams from far behind to win national championships. His most recognized title was the 1983 North Carolina State Wolfpack team which beat the famed University of Houston (Phi-Slamma-Jamma) Cougars, featuring Hakeem Olajuwon & Clyde Drexler. That nation championship game was voted top 2 finishes of all time of any sporting event. That incredible season was the subject of ESPN’s 30 for 30 entitled, “Survive and Advance”. Because of his outstanding leadership skills and the quality of his character, as well as his impressive basketball skills, Thurl was drafted by the Utah Jazz as the 1983 7th overall pick of the NBA Draft. Thurl spent twelve of his sixteen-year professional basketball career in the NBA, and four years playing overseas, in Italy and Greece. His courtesy and integrity both on and off the court and his strong sense of community service have led to numerous civic awards and earned him the nickname "NBA's Mr. Nice Guy".
When you meet Thurl Bailey you first notice a tall (7' 0") athlete. But he is a man of as much depth as height. Thurl is a gifted inspirational singer and songwriter. His first album, "Faith In Your Heart", released in 2000 was a best seller.
His other awards include the NBA's prestigious J. Walter Kennedy Community Service Award, the Utah Association for Gifted Children Community Service Award, Sigma Gamma Chi Fraternity's Exemplary Manhood Award, The Great Salt Lake Council of the Boy Scouts of America's American Champion Award, and the Italian League's 1998 All Star Games' Most Valuable Player.
Thurl leads a busy life as a professional speaker, singer/songwriter, businessman, community advocate and television game analyst for the Utah Jazz. A devoted family man, he and his wife Sindi live in Salt Lake City, Utah with their two youngest children.

Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Morgan is the author of Identity Predators: Win the War Against Hackers.

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Syra brings a deep knowledge of multiple cyber domains and engages with client stakeholders from the Chief Information Security Officer (CISO) to the security analyst in accounts across multiple verticals including finserv, retail, healthcare, tech and education. Prior to joining ServiceNow, Syra was a consultant with RSA, the Security Division of Dell where she had a sales focus for commercial and enterprise accounts. Syra's primary focus is is on emerging technology issues, data privacy concerns and security response. In the past, Syra was an expert in the area of cellular mobility & satellite communications with Cisco’s Mobile Internet Technology Group. Syra holds a MS degree in Technology & Strategy from Tufts University, and a BS in Electrical & Computer Engineering from The Ohio State University.

Associate Professor, Instructional Technology and Learning Technologies Design Research Program, George Mason University

Brenda Bannan is an Associate Professor in the Instructional Design and Technology/Learning Technologies Design Research programs in the College of Education and Human Development at George Mason University in Fairfax, Virginia, USA. Her research interests involve the articulation of integrated design and research processes in learning technology design, research and development. She is the author of numerous articles and book chapters on the emerging method of design research in education related to areas such as mobile learning, augmented reality, wearable technologies and internet of things technologies (IoT). Funded by the National Science Foundation, Dr. Bannan leads a multidisciplinary research team conducting iterative cycles of design research in Smart Cities contexts related to emergency response team training integrating mobile, sensor-based technologies, behavioral activity stream data and learning analytics. She is Co-Chair of the Global City Teams Challenge Public Safety Supercluster sponsored by the U.S. National Institutes of Standards and Technology.

Rich has also spent 5 years at NetApp as a senior engineer and 7 years as the system architect of Virginia Credit Union - as well as having been a business owner, programmer, DBA, security specialist, and teacher.

Robby Demeria serves as Deputy Secretary of Commerce and Trade for Technology. Prior to his appointment, Robby Demeria served as Executive Director of the Richmond Technology Council, known as RVATECH, a business association in the technology industry representing over 26,000 practitioners and nearly 300 businesses as the voice of technology in the greater Richmond region. He also served as Vice President of Government Affairs for the Northern Virginia Chamber of Commerce and held legislative positions with former Congressman Jim Moran and Delegate Bob Brink.
Robby obtained a Bachelor of Arts degree in Communication from George Mason University.

Leslie received her Bachelor of Science in Criminal Justice from Old Dominion University and earned her Master of Public Administration with a Concentration in Executive Leadership, from Virginia Commonwealth University. Leslie has over 20 years of experience in the field of criminal justice and community corrections acting as a Deputy Sheriff, Probation & Parole Officer, Local Pre-trial and Probation Officer, Peer Grant Reviewer, and an EBP/Community Corrections Training and Development Coordinator for the VADOC. For the last 4 years she was a full time consultant acting as a Training and Implementation Specialist developing agency specific training and implementation materials and specialized in providing on-site training and skill coaching for staff at all levels. The bulk of her career was spent in the field as a probation and parole officer which lead her to specializing in assisting staff go from Core Correctional Practice skill acquisition to mastery of those skills through different coaching modalities. She has directed trainings for line-staff, supervisors, and executives in Core Correctional Practices, EPICS II, IBIS, STARR, Motivational Interviewing basics and several other curriculums. She is currently in the role of Criminal Justice Program Coordinator and Policy Analyst for the Department of Criminal Justice Services specializing in work related to Mental Health, Substance Abuse, Treatment, and Re-entry initiatives.

Research Assistant Professor, Healthcare and Medical Focus, Virginia Modeling, Analysis and Simulation Center (VMASC), Old Dominion University

Dr. Bridget Giles is a Research Assistant Professor at the Virginia Modeling, Analysis and Simulation Center. She has been with the Center since December of 2011. She holds a Bachelor of Science Degree in Biology from Virginia Commonwealth University, a Master of Arts Degree in Biology from Hampton University, and a Ph.D. in Biomedical Sciences from Eastern Virginia Medical School. Dr. Giles also has an Opioid Treatment Specialist Certificate from Clarion University, which provides advanced information on opioid abuse and its prevention, education and treatment.
Her research interests include the use of virtual reality and live simulation to train healthcare professionals and emergency responders. The use of simulation-based training can provide a means of boosting medical professionals’ performance and enhancing patient safety. With simulation, learners can gain experience with various types of equipment, patient presentations, and environments that they may not normally encounter during their routine practice. In addition, she is interested in the development of innovative strategies to understand and address factors that put vulnerable populations at risk for poor health and inadequate health care. She also enjoys using simulation to educate about emerging infectious diseases. Dr. Giles is currently working to help stop the opioid epidemic by participating in various drug prevention coalitions throughout Hampton Roads and developing a web-based data analytic and visualization tool to merge and analyze combinations of datasets related to the opioid epidemic in order to better understand and respond to the crisis.
Prior to joining VMASC, she enjoyed ten years working in the area of Clinical Research, where she monitored and managed federally funded trials for the National Institutes of Health and notable pharmaceutical companies. She has managed Phase I through IV clinical studies in multiple therapeutic areas such as immunology, infectious disease and oncology. Dr. Giles has demonstrated her expertise in the field of Clinical Research by obtaining a CRA Certification from the Association of Clinical Research Professionals.

Mr. Ihrie has over 35 years industry experience as a direct innovator in the fields of satellite and terrestrial communication, computing, and information science, and has been a principal in seven startup companies. In addition to his entrepreneurial activities, Mr. Ihrie has helped build four national scale business accelerators for the Intelligence Community, for DHS, and in the areas of cybersecurity and smart cities. Currently he is leading the Virginia Smart Communities Initiatives, and along with CIT Broadband is helping bring this new generation of capability to all Virginians.
Mr. Ihrie has a Master of Science degree in Business from MIT, specializing in the Management of Technological Innovation, and a B.S. from MIT in Electrical Engineering/Computer Science.

Jaime Lees is the Chief Data Officer at Arlington County Government, where she leads the County’s effective and ethical collection, storage, use and sharing of data assets. Jaime launched and oversees the County’s open data and data analytics programs and has led numerous large-scale analysis, development and implementation initiatives. In her 12-year tenure with Arlington, Jaime has earned Excellence Awards for making real property data actionable and freely available to constituents and for using data to bolster the County’s response to the opioid crisis, among other successes. Jaime helps government agencies launch and govern self-service analytics, allowing those agencies to leverage their data assets for operational efficiencies, performance management and planning. Currently, Jaime is working to ensure the County’s handling of sensitive information meets the highest standards of information privacy protections. Jaime enjoys volunteering and outdoor activities with her family.

In this role he leads Ciena’s initiatives to apply next generation hardware, software and services networking technologies to help these sectors deliver better services to their constituents through digital transformation, optimized cloud strategies, virtualized infrastructure and improved data security.
Daniele has more than 20 years of experience helping customers leverage information, communications and technology solutions provide greater value, improve their operations and generate higher returns on network investments. He has been involved in smart city projects since 2014, he has been a speaker at smart city events and has published a number of articles and blog posts on network connectivity as a critical foundation of smart cities.

Dennis Moreau is a cyber security architect in the Office of the CTO at VMware. His current efforts focus on designing transformatively simpler, more effective, and more efficient protection in premise, edge and cloud hosting scenarios. He has worked in collaboration with OASIS, the National Institute of Standards and Technology (NIST), the U.S. Department of Defense (DoD) and the Mitre Corporation on the development of security/compliance information and automation standards. Dennis has over 25 years of experience designing security/compliance management solutions. Prior to joining VMware he was a Senior Technology Strategist at RSA specializing in utility computing security, advanced threat technologies and trust modeling. He was a co-founder and the CTO of Configuresoft and the CTO for Baylor College of Medicine. He holds a doctorate in Computer Science and has held research and faculty positions in Computer and Computational Sciences. His work has been sponsored by the National Aeronautics and Space Administration, Caltech/Jet Propulsion Laboratories, the US Department of Commerce, the National Institutes of Health, the National Library of Medicine, AT&T Bell Laboratories and IBM. He is a frequent presenter at security conferences globally.

Michael Watson is the Chief Information Security Officer for the Commonwealth of Virginia at the Virginia Information Technologies Agency (VITA). With over 15 years of experience working in the information security field, he leads the Commonwealth Security and Risk Management team which provides security governance, oversight, and risk management for the executive, judicial, and legislative branches of government in Virginia.
Michael holds a graduate degree in telecommunications with a focus on security and management from the University of Pennsylvania and earned his undergraduate degree from James Madison University. He is a Certified Information Systems Security Professional (CISSP), incident handler, intrusion analyst, penetration tester, and information systems auditor.

    How can we best discover the potential we have as individuals and then use that potential collectively to win as a team? The answer may lay in one’s past. Professional speaker, broadcast analyst for the Utah Jazz and University of Utah, actor and award-winning singer/songwriter, Thurl Bailey attended North Carolina State University and was a key player in the Wolfpack’s miracle run to the 1983 NCAA Championship under the late Jim Valvano. That year, Thurl led the team in both scoring and rebounding and the Utah Jazz drafted him as the 7th pick in the NBA draft. Jazz management reported that he was selected for the quality of his character as well as the quality of his game. This was the beginning of 16 years of playing professional basketball – 12 of those years in the NBA.
