Tracy Barnes

Chief Information Officer, Office of Technology, State of Indiana

Indiana Office of Technology CIO Tracy Barnes was appointed by Governor Eric J. Holcomb in March 2020. In this role, he oversees the Indiana Office of Technology and provides strategic oversight of the state’s technology portfolio, as well as leadership on technology and cybersecurity policy.
Tracy brings significant business leadership and information technology experience to his role, having previously served as chief of staff for the Lieutenant Governor, Deputy Auditor and IT director for the Indiana Auditor of State. Additionally, he was president and CEO for ENTAP, Inc. which designed and delivered effective enterprise focused IT solutions to organizations in various industries across the globe.
Tracy has been recognized as Inc. Magazine’s ninth Fastest Growing Black Entrepreneur and has received accolades from Top 50 Indiana Companies to Watch, the TechPoint MIRA awards and the IBE Governor’s Award for Achievement in Technology. He holds a B.S. in Computer Science from Butler University, a certificate from the Tuck School of Business at Dartmouth and an M.S. in Cybersecurity Law from University of Maryland, Baltimore.

Bryce Carter is a nationally recognized technology and cybersecurity executive, dedicated to leveraging technology to develop a more innovative, resilient and inclusive future. As the CISO and assistant director of Information Technology for the City of Arlington, TX, he has devised strategies that help foster innovation, improve lives and protect the city’s critical services. A visionary, Bryce serves on various advisory boards, influencing future policies and technologies. He gives back to the community by serving on the board of a non-profit organization and mentoring future leaders in technology and cybersecurity. Outside of the office, Bryce is most often found navigating and hiking some of the largest mountains in the United States.

Torry Crass has over 25 years of experience in IT and cybersecurity supporting diverse enterprise environments from startups to critical infrastructure manufacturing. He also serves in the South Carolina State Guard supporting incident response missions, as part of Red Team leadership for the National Guard’s Cyber Shield exercise, and as an instructor for the Department of Defense Army Cyber Institute summer program at The Citadel. Torry co-founded the ShieldCon security conference and chairs the BSides Charlotte security conference board of directors. In 2020, he was also the recipient of the FBI Director’s Community Leadership Award for his founding and ongoing work in leading the InfraGard National Cyber Camp Program.

Amanda Crawford

Executive Director, Department of Information Resources and Chief Information Officer, State of Texas

Amanda Crawford is executive director of the Department of Information Resources and serves as CIO for the State of Texas. In this role, she is responsible for the overall leadership, direction and daily operations of DIR, an agency with an annual fiscal profile of approximately $5 billion. DIR’s responsibilities include protecting the state’s data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program and providing strategic technology leadership, solutions and innovation to all levels of Texas government. Under Mandy’s leadership, DIR led the state’s successful response to the 2019 ransomware attack that affected over 20 local government entities in Texas and secured the transition to the next-generation suite of managed IT services offered through DIR’s Shared Technology Services program.
Prior to leading the team at DIR, Mandy served at the Texas Office of the Attorney General for over 17 years. She held various positions at the OAG, including ultimately serving for two and a half years as the deputy attorney general for administration and general counsel. She is a graduate of The University of Texas at Austin and earned her law degree from the University of Houston Law Center.

Lea D. Eriksen is the director of technology and innovation and CIO of the City of Long Beach, CA, a top 10 Digital City. She is in charge of implementing the city’s technology vision, developing a staff of 197 FTE and managing a $73 million budget. With 25 years of experience working in local government, Lea’s background includes positions related to economic development, budget and finance and technology. Prior to her current role, Lea served as the City of Long Beach’s budget manager and assistant finance director. Before joining the City of Long Beach, she spent 16 years with the City of Cincinnati, OH. She has an MBA from Xavier University and graduated cum laude from Miami University. She also has extensive experience serving on non-profit boards and committees, including the Long Beach Transit Board, Southern California Society of Information Management and Innovate@UCLA. Lea is passionate about advancing digital equity and using emerging technology and data to solve civic challenges in Long Beach.

Michael Gregg is the state of North Dakota’s CISO. The state CISO is responsible for establishing and leading the strategic direction of cybersecurity for the state and advising the governor and legislators on key cyber issues. With Michael’s cyber experience span being over a period of two decades, he has been a pioneer in helping people interested in becoming IT professionals, as well as seasoned IT professionals achieve by sharing knowledge by means of authoring over 25 IT cybersecurity books. He enjoys contributing his time and talents where there is a need to help others learn and grow by holding board, committee and advisory positions for non-profit organizations. He holds a bachelor’s degree, master's degree and many security certifications.

John Israel

Assistant Commissioner and Chief Information Security Officer, Information Technology Services, State of Minnesota

John Israel is the state of Minnesota’s CISO. In his role with Minnesota IT Services, he leads the executive branch cybersecurity teams, the Minnesota Cybersecurity Task Force and collaborative efforts to engage with entities statewide to build effective cybersecurity strategies across all levels of government in the state. John has over 25 years of IT experience leading, building and growing cybersecurity and IT functions in municipal, county and state entities integrating highly technical functions into strategic organizational operations. In his roles at MNIT, John has been instrumental in building the state’s security operations teams, including the state’s first Security Operations Center and the cybersecurity threat intelligence sharing capabilities within the Minnesota Fusion Center hosted by the Bureau of Criminal Apprehension. In 2019, John was awarded a Morrie Award as the Visionary Security Operations Leader of the year by the Cyber Security Summit.

Enrique Martinez, Jr., has 27 years of government and private sector experience in the field of information technology. He has served as CTO at the City of Arlington, TX, since 2019, where they oversee a team of 67 personnel and manage an annual budget of $20 million. In his previous role as the director of IT at the City of El Paso, TX, they were responsible for a $20 million annual budget and led a team of 90 employees. Enrique also worked as a project manager at both the City of El Paso and Wyle-CAS, where they successfully facilitated and managed various IT projects. Prior to that, they served as a QA/QC engineer at ESEI and as a member of technical staff at Alcatel-Lucent. Enrique attended the University of Phoenix from 2001 to 2004, earning a bachelor’s degree in Information Technology.

Lisa Massock serves as the chief procurement officer at the Texas Department of Information Resources. In this role, she oversees the procurement and contracting functions for DIR. These contracts include cooperative purchasing contracts for all Texas state agencies, the state data center and the shared services contracts for the State of Texas. She has over 24 years of experience in procurement and contracting for state, federal and non-profit entities. Lisa has been employed with the State of Texas for 19 years in various roles throughout the contract cycle. She holds a Bachelor of Science degree from the University of Utah and a Masters of Business Administration from Concordia University.

John A. Matelski is an information technology and security executive with over 30 years of progressively responsible experience. He is the chief innovation and information officer for DeKalb County, GA, a position he has held since 2012. His duties include executive management of all IT and security resources and systems that support county operations, as well as driving innovation throughout the county enterprise.
John graduated from Arizona State University with a B.S. in Computer Science and an M.B.A. with an emphasis in Computer Information Systems. He has a proven track record of leadership in the public and private sectors utilizing innovation and resourcefulness with a proven ability to build a compelling vision and move an organization toward it. He was most recently honored to be recognized as one of Government Technology’s Top 25 Doers, Dreamers and Drivers for 2023 and recently received a National Association of Counties presidential appointment to serve as vice chair of the NACo County Technology Advisory Council.

Robert "Bob" Osmond

Chief Information Officer, Virginia Information Technologies Agency

Robert “Bob” Osmond was appointed CIO of the Commonwealth of Virginia by Governor Glenn Youngkin in April 2022. As CIO, he leads the Virginia Information Technologies Agency. He brings vast experience in public and private sector technology to the role, having most recently led IT, process improvement and strategic innovation as the chief of technology and business strategy at the Virginia Department of Transportation. Prior to his role as chief, he served as the division administrator of VDOT’s information technology division.
Before joining VDOT, Bob was an executive partner with IBM where he led national practices responsible for application development, organizational change management and human capital management. Earlier in his career, he supported strategic planning, business transformation and global process improvement for several Fortune 500 organizations and federal cabinet-level agencies.
Bob earned both his bachelor’s and master’s degrees in industrial and systems engineering from Virginia Tech. He is a graduate of the Virginia Executive Institute and has taught at the George Washington School of Business.

Denise Reilly-Hughes brings over 20 years of extensive technology expertise in managing operations and strategic initiatives. In September 2023, she was appointed to the role of Vermont’s CIO and Secretary of the Agency of Digital Services. She leads the state’s technology systems and services while focusing on improved human-centered design and core technology standards of the state’s information systems. Denise is dedicated to improving Vermonters’ experience, employee enablement and modernizing government technology services.
Before her current position with the State of Vermont, Denise spent her career in the private sector developing teams and growth initiatives within the technology industry. During that time, she helped lead numerous U.S. states through their modernization journey and adoption of cloud services. Denise is committed to ensuring the State of Vermont’s technology achieves value-based outcomes and digital services are designed to meet the needs of the Vermonters who access them.

Kendel Taylor

Kendel Taylor

Director of Finance, City of Alexandria, VA

Kendel Taylor was appointed the City of Alexandria, VA’s director of finance in August 2014. She began working for the City of Alexandria in 1995, serving the majority of her career in the Office of Management and Budget from 1999 until August 2013. In 2011 and 2012, she served as acting budget director. Kendel serves on the board of trustees of the city’s OPEB Pension Fund and the Alexandria Transit Company. In September 2018, she was selected to the Government Finance Officers Association Debt Committee and, in June 2022, she was elected to the Executive Board of the GFOA.
Kendel holds a bachelor’s degree in Business Administration/Marketing and Spanish from Albright College and a master’s degree in Public Administration from Virginia Tech. She is currently serving as interim deputy city manager, overseeing the Office of Management and Budget, the Department of Community and Human Services and the Alexandria Health Department.

Ken Weeks

Chief Information Security Officer, Department of Information Technology, State of New Hampshire

Ken Weeks is the CISO for the State of New Hampshire. He spent most of his adult life as a naval officer, Special Duty, Cryptology and Information Warfare and retired as a CAPT (O6). Although most of his time was spent in the Pacific Theater, he also enjoyed several all-inclusive trips to Somalia, Iraq and Afghanistan. After the Navy, he worked as an executive leader of Cyber Operations at the National Security Agency. Ken spent a couple of years in the private sector as a consultant with Booz Allen Hamilton and then moved to New Hampshire and back into public service. Since he always works in rooms with no windows and under artificial lights, he spends the rest of his time as an avid four seasons outdoor sportsman with his spouse, teenagers and two Irish Wolfhounds.
