Marguerite Beirne

Marguerite Beirne

Chief Information Officer, Westchester County, NY

Over her 30-year career, Marguerite Beirne has held a number of IT executive management positions in diverse industries. As the current CIO for Westchester County, NY, she manages a budget of approximately $45 million and sets the strategic direction for the county’s use of technology in all areas of operation.
Marguerite began her career at Westchester County in 2006 and has served as CIO under three administrations. She has also directed technology efforts for the Westchester County District Attorney’s Office. Under her leadership, Westchester County has been ranked as one of the “Top 10 Digital Counties” in the U.S. and received several awards for public sector innovation.
Marguerite received her Bachelor’s degree in Management Information Systems from SUNY Buffalo and her MBA from CUNY Baruch. She holds ITIL certifications and is a member of the NYS Local Government Information Technology Directors Association.

James Collins

Chief Information Officer, Department of Technology and Information, State of Delaware

Driven by a passion for innovation and excellence, James Collins is honored to serve as CIO, responsible for leading the Delaware Department of Technology and Information to fulfill its mission of providing technology services and collaborative solutions. As CIO, he has leveraged his extensive experience in both the public and private sectors to implement cost-effective and scalable IT solutions that help Delaware deliver the highest quality services to its citizens. Notable achievements under his leadership include: expanding rural broadband, implementing the geospatial information system FirstMap, leading the Delaware Cyber Security Advisory Council, expanding the State Open Data portal and centralizing IT services.
James is a past president of the National Association of Chief Information Officers and currently serves on the Executive Committee. He chairs Delaware’s Technology Investment Council of private sector and government partners and is a member of a wide variety of boards and committees.

Alan Greenblatt

Senior Staff Writer, Governing

Alan Greenblatt has been covering politics and government for more than two decades. He is a senior staff writer for Governing, where he covers many aspects of state and local government, including elections, redistricting, education policy and legislative behavior. He is also a coauthor of Governing States and Localities, a textbook on state and local government that has been adopted in more than 300 colleges and universities and is now in its sixth edition.
Alan is a former reporter with NPR, where he contributed coverage on elections, international news and a broad range of feature topics. He has also been a reporter for Congressional Quarterly, where he won a National Press Club award for political journalism.
A native of San Francisco, Alan was educated at San Francisco State and the University of Virginia. He lives with his family in St. Louis, MO.

Michael Hussey

Chief Information Officer, State of Utah

Michael Hussey was appointed CIO for the Utah Department of Technology Services in October 2015. In 1995, he was hired in the Governor's Office of Planning and Budget, working as an integral member of the IT team serving the technology needs of Governor Mike Leavitt. In 2002, Mike was part of the team which designed, developed and implemented a critical software application and statewide database for the Lt. Governor’s Office upon congressional mandate. Congress passed the Help America Vote Act, which required states to have a centralized voter database.

Todd Kimbriel

Deputy Executive Director, Department of Information Resources and Chief Information Officer, State of Texas

Todd Kimbriel, deputy executive director of the Texas Department of Information Resources and the State of Texas CIO, came to public service in 2008 after serving over 25 years in the private sector. He is a lifelong information technology professional, having spent time in all aspects of technology – including planning, design, operations and management. His industry experience outside of public service includes telecommunications, aviation, retail and import/export.
As state CIO, Todd represents Texas nationally and collaborates with other states in advancing the role of technology in the public sector.
He graduated from Syracuse University with a Bachelor of Science degree in Finance.

Assistant General Manager and Deputy Chief Information Officer, Information Technology Agency, City of Los Angeles, CA

Anthony Moore serves as deputy CIO and assistant general manager for the City of Los Angeles, CA, Information Technology Agency. He manages the Infrastructure Bureau which includes over 200 employees supporting 41 departments and 48,000 employees. This includes the 24/7 IT operations for all communications, data and voice networks, enterprise data center and all 911 communications for the Los Angeles Police and Fire Departments.
Anthony has over 20 years of experience in the public and private sectors.

Shawn Riley

Chief Information Officer, State of North Dakota

Shawn Riley was born to a broken and abusive home. He overcame the challenges of his youth and adopted a growth mindset and “we can make the world a better place” attitude. At the age of 16, he started a technology company. Later in his career, he entered the private sector and worked as a thought leader for companies like IBM and the Mayo Clinic. His career has included massive change and transformation initiatives spanning multi-billion-dollar organizations. In 2017, Shawn was appointed by Governor Doug Burgum to lead the state of North Dakota’s technology services as CIO. He is always looking to connect with others who have a “we can change the world” attitude as he strives to be a servant leader and improve lives, empower people and inspire success.

James Weaver

Director and State Chief Information Officer, Washington Technology Solutions

Jim Weaver was appointed director and state CIO for Washington Technology Solutions in December 2018. He has over 32 years of experience in the IT industry, having served in varying management and technical positions, most notably as the Commonwealth of PA’s CTO, as well as CTO and deputy CIO for the commonwealth’s Departments of Human Services, Aging and Insurance. During his tenure, he had responsibility for planning, directing and evaluating Commonwealth IT operations and was a key contributor for the IT shared services transformation effort to align technology staff and services into functional matrix-based teams.

Mark Wheeler

Mark Wheeler

Director, Office of Innovation and Technology and Chief Information Officer, City of Philadelphia, PA

Mark Wheeler, AICP, GISP, is CIO for the City of Philadelphia, PA, and director of the Office of Innovation and Technology. Under his leadership, OIT has released the SmartCityPHL Roadmap and is transforming the department to adopt modular procurement, agile development and a master data strategy. Mark previously served as deputy CIO and chief geographic information officer and oversaw the release of public web tools Atlas, OpenMaps and Vacancy to visualize and use city property data. Throughout his career, Mark has pursued a passion for civic engagement and data-driven problem solving.
Mark is a Citizens Planning Institute Advisory Board member and co-creator of the Neighbors Helping Neighbors Project and Citizens Toolkit. He has previously worked as a professional planner and as a GIS consultant to state, local and regional governments in New York State and New England. He has a master’s in regional planning from the University of Massachusetts.
