The Honorable Bryan K. Barnett

The Honorable Bryan K. Barnett

Mayor, Rochester Hills, MI

Hon. Bryan K. Barnett has served for over 12 years as Rochester Hills, MI’s mayor, establishing himself as the city’s longest-serving mayor. He is known for innovation, fiscal responsibility and environmental leadership.
During his career, Mayor Barnett has received many awards, including Michigander of the Year and the prestigious JFK School of Government Harvard Scholarship. He has led multiple international delegations focused on sustainability and economic development. He was recently elected the second vice president of the U.S. Conference of Mayors and, in 2019, will become President, holding the title of America’s Mayor. He will be one of only four mayors from Michigan ever to be selected for this role.
Under his leadership, Rochester Hills was named a top-ten place to live in America. He has a vision for Rochester Hills and is committed to making it the preeminent place in America to live, work and raise a family.

Mark Bengel

Chief Information Officer, State of Tennessee

As CIO for the State of Tennessee, Mark Bengel provides vision, support and leadership for the state’s IT community. He sets the overall direction for the state’s technical infrastructure and is responsible for the operations of the state’s centralized enterprise IT organization, Strategic Technology Solutions. Mark possesses over 35 years’ experience across private and public sector IT, with more than 20 years of service in “C” level positions. Mark is currently the longest tenured state CIO in the nation.

David L. DeVries

David L. DeVries

Director, Michigan Department of Technology, Management and Budget / Chief Information Officer, State of Michigan

As director of the Michigan Department of Technology, Management and Budget and Michigan’s CIO, David L. DeVries sets strategic direction and ensures delivery of services to more than 49,600 state employees and 9.9 million Michigan residents. He oversees an annual budget of $1.4 billion and a department that supplies IT, procurement, cybersecurity, facilities administration and other business services.
Previously, David led large organizations within the national security arena. He was CIO for the U.S. Office of Personnel Management, where he was principal adviser to the director on cybersecurity. From 2009 to 2016, he was CIO in the Office of the Department of Defense, culminating as the principal deputy DoD CIO for more than three years. He also served more than 29 years on active duty with the U.S. Army.
David earned an undergraduate degree in engineering and master’s degrees in electrical engineering and in strategic studies.

Chief Digital Officer and Chief Information Officer, City of Baltimore, MD

As the City of Baltimore's chief digital officer and CIO, Frank Johnson leads all digital transformation programs and supports the Mayor in her ongoing efforts to modernize the City of Baltimore's IT capabilities. Frank facilitates strategic technology discussions with public and private organizations throughout Baltimore. He assists the Mayor in discovering how technology can deliver value and competitive advantage, transforming the lives of people that live, work and visit the City of Baltimore.
An electrical engineer by trade, Frank joined Intel as a field engineer in 1990 and grew to the role of vice president and general manager of the Intel Americas Industry Sales Group. He has been actively involved in a massive technological shift from the early days of PCs and servers to the digital economy of today where technology has become not just a tool, but a truly pervasive strategic enabler for competitive advantage.

Chief Information Officer, Information Technology Department, Clark County, NV

Michael Lane joined Clark County, NV, in 2013 with a prior track record of success as a senior executive in the technology industry. Prior to joining the government sector, Michael spent over 20 years in private industry in a variety of verticals ranging from Casino Gaming, Hospitality/Travel, High Volume Internet Transactional Processing, Lead Generation, Financial Services and Law Enforcement/Criminal Interdiction. In these past verticals, Michael has held roles such as CEO, COO and CIO, as well as owning a number of companies. Michael holds a Bachelor’s and Master’s Degree in Computer Science from the University of Nevada, Las Vegas.

Kirk Lonbom

Acting Secretary, Illinois Department of Innovation & Technology / Chief Information Officer, State of Illinois

Kirk Lonbom is the acting secretary of the Illinois Department of Innovation & Technology (DoIT) and serves as the CIO. In this role, he is leading a statewide digital transformation in support of Governor Bruce Rauner’s vision for a more efficient, accessible, competitive and compassionate Illinois. Kirk is guiding efforts to empower the state of Illinois through high-value, customer-centric technology by delivering best-in-class innovation and services to client agencies, fostering collaboration and empowering employees to provide better services to residents, businesses and visitors.
DoIT is also playing a key role in the expansion of the state’s digital economy. In partnership with state agencies and other public and private sector partners, Illinois is leading the nation toward the development of a “Smart State” and the creation of fertile landscape for the growth of innovation and technology in Illinois. As the designated steward of state data, Kirk is leading DoIT’s efforts to accelerate data-driven value creation while continuously improving the cybersecurity of the state and protecting the privacy of Illinois’ citizens.

Robert Samson

Robert Samson

Chief Information Officer, New York State

In April 2017, Governor Andrew M. Cuomo appointed Robert H. Samson to the position of New York State CIO at the Office of Information Technology Services.
Robert had a rewarding 36-year career with IBM until August 2009 when he retired. While at IBM, he served in various leadership positions where he led teams focused on helping governments transform using innovative approaches and technologies. His most recent positions included serving as vice president of the Worldwide Systems and Technology Group and general manager of IBM's Global Public Sector where he was responsible for IBM's business with governments, education, healthcare and life sciences industries.
Since 2011, Robert has served as a member of the Governor’s Spending and Government Efficiency (SAGE) Commission. As a member of the SAGE Commission, he has been instrumental in developing recommendations for modernizing and right-sizing New York State government to improve performance, increase accountability and save taxpayer money.

Sallie Wright

Sallie Wright

Chief Information Officer, Fulton County, GA

Sallie Wright brings over 30 years of experience in IT leadership in multi-faceted industries, such as manufacturing, consumer products, mining, petroleum, retailing and the higher education sector. In addition, she’s also enjoyed reaching out by mentoring students interested in her field as a professor in computer science, and holds an M.A. from Webster University and a B.S. from Northeastern State University.
In her present position as CIO at Fulton County Government, Sallie oversees the IT Department of Georgia’s largest county and provides senior advisement and direction towards technology decisions to the county manager and elected officials. She opens the doors to vendors from the technology field to share their ideas and, on certain occasions depending on the circumstances, Sallie brings partners on board and initiates building a relationship beneficial to the county’s roadmap, aiming towards digital transformation in all facets of government branches for Fulton County to deliver efficient and cost-effective services for its citizens.
